The Public Works Department recommends moving forward with a low bid from Willsurge in the amount of $713,574.40. If you have any questions about that bid, feel free to ask. Whillsurg has worked with us in the past on numerous projects. So believe they'll be able to complete this project.

Five c. This is a 2026 sanitary sewer lining and relay project. This actually this project came about actually after failure during the floods in August of last year. We did complete a repair in the section that had failed, but the rest of that section needed work as well. So we prioritize that section for the sewer lining project for this year.

As you can see, we got two bids for this work. We recommend moving forward with the low bid from Super Excavators for $398,821 You can see that our budget, this is over our budget, but this wasn't in the budget completely as a sole separate project. And we do have money that's available from other CIP projects that are already bid out, including our resurfacing project in that. Six a. We do this annually. This is our twenty twenty five Wisconsin DNR compliance maintenance annual report, the CMAR. Turn it over to Zach to to present on this and answer any questions that you might have.

Good afternoon. Zach Eisner with the Clean Water Plant. So every year we present on the CMAR compliance maintenance annual report. So this is a report through the DNR that is for every wastewater plant in the state. It kind of looks at the health of the wastewater plant and make sure it's in the right direction. So I'm happy to announce this tenth year in a row. We got a four point o on this report. Some of the highlights of 2025. Of course, we had the high rain event in August. I think I've heard it was maybe two hundred year rain event.

The plant handled this rain event very well. We had two small overflows in the collection system. One of them being the Burr Oak Boulevard sewer main that was discussed today and another at a lift station that was inundated with water. But like I said, the plant did not have any overflows or bypasses, which compared to some of our neighbors, we were happy about. Another highlight of this past year was the Phase three project kicking off.

So that's a sludge dryer with electrical upgrades. So that's been going well. Overall, this report looks at the water quality that we put out into the Fox River and Root River. Make sure our plants appropriately sized for the flows we get in. The biosolids we produce. The maintenance goal that goes on at the plant, the staffing of the plant and the finances of the plant. Zach, first of all, congratulations. And it's certainly a testament to you and the team for our ten year streak of solid A performance. So thank you. As you guys know, I always go to probably they don't have page numbers in this, but kind of back to the equipment replacement fund, of the financial management section. And one thing I noticed in here, and maybe it's been in here before and I just haven't noticed it, is that tandem axle trailer for like $4,100. So are vehicles eligible for the equipment replacement fund?

But how is the solid waste plans going toward or the fertilizer? The dryer? Yeah. How is that progressing and when do when would we expect to see the new product coming?

Yeah. So that's on schedule. We should expect the sludge dryer to come on-site sometime in July or late June. So final completion for this project is end of twenty seven. So probably we'll have the slush dry running sometime late summer of twenty seven and then we'll be kind of troubleshooting as we get online.

And is the I take it the DNR has to do their due we have to do due diligence to make sure that product is safe and etcetera. Do we have a forecast yet on when we're going to be making that available and when the public might be able to purchase it or how we're planning on doing that?

Yeah. So we work with the DNR. They have to look at the bacteria in it to make sure it's safe and approve it as Class A biosolids. So we're expecting that to be end of twenty seven also. Okay.

Six item six b. This next item is also Zach's item here. This is review and act on change order number two with JF Aaron, company for the Clean Water Plant Phase three improvement project. We were just sort of discussing the last there, which includes the dryer. Turn it over to Zach, explain this.

Sure. So this change order includes a couple of different parts. So the first being $3,000 for changing out some circuit breakers in our 110 motor control center. So they'll be changing them out to different brand. Another about $3,000 to upgrade from schedule 10 piping to schedule 40 piping for some fire protection.

Another change order that would or another part of this change order would be a credit of $13,000 for swapping out ductile iron piping for PVC. Our staff likes In the future we have to modify, it's lot easier to modify PVC than the ductile. Another part of this change order is a credit of 39,000 and those roughing filters that we had along Century Drive the big aluminum domes that got removed. City garage would be doing the final application of topsoil and seating. And we can do this to save the city money versus the $39,000 they're gonna charge us for this.

So overall between those different parts, we get a total credit of $46,000 and that would take the original contract amount of $18,600,000 to $18,619,000 $389.33 If you have any questions on any other parts of this, let me know.
