Hello, I am your representative, Brian Callan. This is a difficult time for the Seattle state. After the massive violence in Seattle Center and the unnecessary violence in the Aashiyavinam, the police and Mayor of Sean Barnes, Katie Wilson, requested and accepted it. City Council members and many others criticized the decision of the Mayor. So, what does the council believe in her opposition? To discuss the questions you have sent about this issue, CET Council President Joy Hollingsworth and Council Chair Marisa Rivera are with me in the City Inside Out Council Edition. I believe that each of our cities is responsible for the response, health, and services of each and every one of us.

0:45 – 1:42Speaker 3

We are not very interested in the rules of surveillance. I wish there was no need for that. But this is the reality. When crimes take place, it helps to prove them. All of this is added to the City Inside Out Council edition. Thank you again for joining us on Seattle Channel's City Inside Out Council edition. Brian Callan is here with you. The Seattle District 4 of North Carolina is represented by Council Member Marissa Rivera. Thank you very much for joining us at this time. Thank you for having me here, Brian. Also, we have Council President Joy Hollingsworth representing District 3 with us. Thank you for coming here.

1:42Speaker 1

Thank you for inviting me here. Let's get to the point.

1:44 – 2:22Speaker 3

Following the announcement made by Council President Hollingsworth last month in Seattle, I would like to first talk about the relationship between the Seattle Police Secretary Sean Barnes and the Council after the decision of the Mayor. When the news about the state came out a week ago, you said to KOMO News, I think this decision by a police secretary to keep him in office or to fire him is a little unconstitutional. This is making us a very dangerous situation as a city. We are recording this event because of the news that two Seattle residents called back against the mayor and filed a recall and a harge file. I want this to be seen in the right light. This is a comprehensive survey. Let's see if we can move forward. I think I have to ask you directly. Do you think the mayor should resign? That is the situation we are in now.

2:24 – 2:45Speaker 1

No, that recall is not my issue. It will be in the courts, please take care of it. What I am focusing on, what my co-operators are focusing on, is to maintain the relationship between the council and the mayor's office so that the city moves forward well. People want to know that their government is working for them from the executive department to the legislative department. Therefore, it is certain that those women are responsible for the society's problems and are working together.

2:50 – 3:16Speaker 3

I understood. Council member Rivera, you are a member of the Public Safety Committee. I know that you are very proud of that vote and that responsibility. I know that you and other council members are very proud of Barnes, who is now the head of the council. When the reports about the state began to come, you were out of the newspaper. Mayor Wilson's experience and skills led to bad decisions and ruined the security of our society. I would like to talk about this. Do you think that the decisions of the mayor are a great security threat to their state? I would like to make sure that you have asked the same question.

3:20 – 5:18Speaker 1

Yes. No. I am asking the Council President. I can't say that. I am focusing on the relationship with the Mayor's office. I have been doing that since the time they were born. Their victory as a city is our common victory. So I will continue my part. Those in my department want to focus on the issues and develop that relationship with the Mayor's office. Because we will only win if we work together. Has there been any change in your faith in the past few weeks from the time of the strike? Can we talk about that? There is no change in me. The job is to work together from the time of this new arrival. I see it as a great honor. So, as I said earlier, I will continue to work with them. I have seen them. We have spoken. I have spoken to their Deputy Mayor and Public Safety Director and other staff members. That will continue. That is the job. As I said earlier, I see it as a pride. We have to address the problems in our public sector. Thank you, Council President. What happened that day? What did you think that day? Where are we standing in that regard? Some thoughts about that. Is it changing? Is it growing? What is going on? I think it was about the decisions made by the people last week at that time. I don't want to add to what he said about the relationship. I'm still stuck with my opinions about those incidents. Then we know that we have a new generation of police and media. Police and media sales. Yes, we will support him because he is the victory of his victory and the victory of his society. This is the victory of Seattle. That's what we're focusing on. I think that other unnecessary things are paying attention to the criminals outside the reality. We also want the police to try to find the victims of the murders that have not been investigated and other innocent victims.

5:23 – 6:29Speaker 3

I have a question about that, but I would like to ask about the police action after July 26th. Let's start from this ongoing investigation. A few days before recording this incident, a briefing was held at the council in mid-August. The employees who ran to the scene were discussed there. They agreed to the situation there. They gave medical assistance to the victims there. Three people were killed and four children between the ages of two and four were killed. Even though SPD and SPD are still trying to find those who are suspicious, there are only a few big names in that list. In finding the suspects, the council asked Andre Sayles, the secretary-general of the Seattle Police Department, to answer the question asked by SAC. I am trying to be the best solution without losing the credibility of the investigation. Even though I want to give all the details that are available to us, we need to think about whether the details will help us when they are left out. Because the truth is, they see the news. Because they want to be ahead of us. They want to leave this place.

6:29 – 8:22Speaker 1

Council member Rivera, you were in that group. Are you satisfied with the return of the priest? In this case, have you got any information about the victims? Where are we now? I don't have any information about the victims. In fact, I couldn't participate in that group. But I saw it. Due to the lack of information and details from the Mayor's office, the SPD and our Fire Department did not pay attention to some of the efforts. But I would like to say that the SPD and the Fire Department have responded in a very good way. People from our various departments have shared this with us. I am sure that this should not be overlooked. I don't have more details about the victims than anyone else, but I believe the SPD is conducting a thorough investigation. I think we need to talk about the cameras, because I think they will be very helpful when investigating crimes. So, even if we can't stop the crime, I think it is definitely helpful for the investigation. Do you have any interest in Sudharyadev's case? I know that Council Angam Saka was trying to solve it. I know that many are disappointed. Is there a problem? Are there two people? What is the opinion about the started things? Yes, we have to get the best information we can get. I am not a police officer or investigator, so I don't know how these investigations are going on. But the main problem is that Brian has to wait for hours after an incident. That's why I am backing up Sudha Aryadev. I wish we would have gotten the details faster. It would have been better if we had known right away that we would not get more details. But that did not happen. I am going to investigate a little more about how the details were left out or not left out.

8:22 – 8:51Speaker 3

But I would like to talk about the response to this attack by Council President Hollingsworth. Because you had already told us about a message we received. On Converge Media, Omari Salisbury said this in her next social media post. The CET Council wants to know if the protests in Seattle are going on outside. That's a good question. However, we know that the protests of Amar Murphy Payne, Conor Das Holland, Tied Tied On Love and other people are still going on. The CET government hopes that the protests of the people of the Emerald City will continue in the same light. How will you respond to this? You told us about this earlier.

8:57 – 9:52Speaker 1

Certainly, when we held a press conference about the women in Aurora, it was good that the attention was focused on Aurora. But we heard that people asked if it was about SE Seattle. We had talked about SE Seattle. According to the statistics I always say, there are only 13% of the population in the city, and 30% of them are using tolls. There is more attention to be paid there. When we see the city responding in this way, people ask us whether it is because of the killing of two young men killed at Rainer Beach in South Seattle that we have not responded in this way. People always ask about these things. I think that the attacks and these kinds of resistance, violence, violence, and violence in the city are spreading in the dark. This is a good time to talk about the things that the council intends to do to stop the attacks that have been used.

9:52 – 10:22Speaker 3

Council President, let's start with you. You have brought a new policy in the mid-year budget of the city to change the $2,50,000 fund that was not used in the real-time crime center of the SPD to the ambassador who stopped the attacks. This fund is not being used because the CCETV cameras are being installed in Capitol Hill. This was a very controversial decision discussed by the council many times. Can you tell us why you have taken this decision and what changes are being made to this plan?

10:27 – 12:10Speaker 1

Yes, everyone knows that I was in charge of installing cameras in various parts of the city. We have installed it in the three major places in downtown, C and North Aurora. We wanted to develop it. It was installed in Soto. It was also installed in Capital Hill and Central District. We got feedback from the residents and people there from both sides. So it turned out to be a very important issue. Then it was not installed there. Now, when it comes to the end of the year, we decided that we need to inspect the land after two major landslides in Capitol Hill. We decided to use this fund because we didn't know when to turn it on and off. We saw what happened in Soto. We have turned it on for the citizens. We have turned it off for the residents. Now, people need people to reach out to them. I would like to thank my other co-operators who voted for this, including Council Angam. Because they know the importance of this. I have to face this every day. Those who have lost loved ones, those who have lost loved ones, those who have lost loved ones, those who have lost loved ones, those who have lost loved ones, those who have lost loved ones, those who have lost loved ones, those who have lost loved ones, those who have lost loved ones, those who have lost loved ones, those who have lost loved ones, those who have lost loved ones, Then there is another reason for this. Some can go home and sleep peacefully. But for those who are so connected to society like us, they have to help each other in a situation where the husband is lost and the house is also lost. They bring us to help. Think about the sister-in-law who has to move houses because of the loss of her share in the fraud. This is the real reason for this. This is just a matter of rules. This is a real life that happens every day. If I can get people to vote for me, I will vote again and again. Yes. Can you tell me what the violence interrupters, those who stop violence, and what they are going to do in reality? Yes.

12:10Speaker 3

They are the ones who react before there are any problems. That is... Not the police.

12:14 – 15:02Speaker 1

They are different. No, they are the ones who come out at night and act. I heard it from the people in Capitol Hill and Central District. They need so many people at night. They want people to get involved with people before bad things happen. They want to make sure that things are safe in society. Last year, there was a torchlight parade. There were those who stopped the attack there. . . . . . . . Yes. Supplementary budget is an opportunity to review the budget and changes to be made that year. This is not a new method to begin with. I support the decision of the Council President because I have prior knowledge of the budget in Seattle. It is clear from what the Council President said that cameras cannot be used in this year's election. Because they are not established, they cannot spend that money this year. I know that the residents of Capitol Hill and their friends want to solve security issues. Therefore, I felt that it was appropriate to use a small part of the CCTV fund that could not be used this year for this purpose. This also helps to prevent crime. We all support it. We are not a big supporter of surveillance. I wish this was not needed. But the reality is that cameras are helping to prevent crimes. So I support this. I also want to continue it. I want the cameras in Sodo to be operational. I also want the cameras in Capitol Hill to be used. That is helpful. I don't know how many cameras are in Seattle Center. No one has given that question back. Do we have any images that can help us to solve the problem when we conduct research? They are fulfilling a requirement. We must open it and accept it. No one wants to use it. But in the current situation, they are helping to investigate the crime. Thank you.

15:02 – 15:15Speaker 3

I would like to talk about an instruction that you are following to prevent the use of force. This is the National Synagogue of Safe Communities, NNC. A few months ago, a symposium was held here called NNC, NNC. What is this movement? What benefits does this give Seattle?

15:19 – 18:12Speaker 1

Boston, Baltimore, Philadelphia, South Bend, and other cities in the state of Indiana, I hope they will do it here as well. John J. from New York City. This is a group from a college. This is a group of people who have made evidence that the number of attacks in the cities I pointed out has decreased by 40 to 60 percent. We brought people from Baltimore, Philadelphia, and South Bend to talk to us about how they carried out that operation. That action is close to a carrot hand stick. This is a close focus deterrence. That's the essence of it. They created it. That's why they go directly to cities and act. They don't bring people to Seattle to help them work. We have to work. We have to do this job. This is like a three-quarter stool. Lawmakers and the community work together, along with those they call Moral Voices, to find those people. In any city, in Seattle or in any other city, only a very small percentage of the population is affected by these attacks. Therefore, our effort is to encourage them to stop committing crimes against those people. If they need services, we give them those services. But if they continue to commit crimes without receiving services, they will have to face the consequences. Responsibility is a part of this approach. To be honest, we are not doing it in Seattle. I tried to introduce how the National Network for Safe Communities works through the symposium. Everyone was there, including the Council President. Because of the OPM issues, all the co-operators could not reach there. But the Mayor's office, the CET Attorney, the Prosecuting Attorney, the Public Health, the Community Council, etc. were all there. All of us who have been there to carry out this operation in Seattle and those who have not yet arrived have to work together. I hope we will do it. I intend to promote a policy that says this operation will be able to be carried out successfully here. As seen in other cities, I would like to see a decrease in the number of attacks from 40% to 60% in our cities. This is one thing we need to investigate. All the necessary equipment is in our hands. These are all important. Those who prevent attacks are important. All the members of the SPD and those we spoke to are important. It is not enough to just follow one path. We need to pay attention to this. This is one of the things that we need to think about here because it has achieved great success.

18:15 – 18:55Speaker 3

Thank you. I am waiting to hear more about it. I want to talk about the things that happened after the shooting in Bihar and about the ongoing terrorist attacks. The police made it 5 hours late to give an update on the shooting. Even then, the crimes were out. After shooting with the wrong information about who was in custody, two and a half hours later, the Mayor made a statement. The Seattle Times reported that Mayor Munchieb Gill was in touch with Kurlikovsky to investigate what had happened. But he refused. Council President Hollingsworth, I am trying to figure out who is responsible for investigating this. What is happening? I know that the OIG investigation is being conducted by our Inspector General's office. Thank you. I pay attention to what this government says.

19:01 – 19:59Speaker 1

OIG, FBI understood. Okay. That's why it's happening. Then Brian, there's an important thing. Police officers were arrested in Tekken Seattle. Three people were arrested and others were interrogated. The police immediately gave details to make people understand things. That's why I know there are ways to change the details. I don't know why it's late. I don't have to answer that. I know that they will conduct an investigation and we will get those reports and details. I know that the media will work with them by examining emails and text messages. That's there too. But I remind you that our community should be safe. I want to pay attention to the people who were shot and killed. Also, a new chief needs to be appointed. So, let that happen. Let's talk about the 5-hour curfew. People were scared and hiding. They were hiding. People were confused.

20:01 – 20:14Speaker 3

We will get the answers at the right time. When we move forward as council members, we can focus on the safety of the society. I understand. Council member Rivera, what is your opinion on this? Yes. Yes. This is what I have to say. Finally, all the answers are for the Mayor.

20:22 – 21:05Speaker 1

The mayor of all the cities within the SPD is the mayor. The mayor is the mayor of the city. Therefore, the final responsibility lies with the mayor. I had expected that there would be an early response from the mayor when such events take place. Even though I was only able to say what I had learned so far, I was only able to say that more information was about to come, and I was also able to say that more press conferences were going to be held depending on the situation. Let me tell you what I did during the time of the previous Mayor. So, I called the Emergency Operations Center.

21:05Speaker 3

Did you make the operation successful?

21:07 – 21:36Speaker 1

Yes, I made the operation successful. Thank you, Brian. The reason is that it is very important for many people to be ready for such events. This was a mass protest. So I think that EOC should have immediately resigned. Because it would help to share the same information with all parties in the city. If you have anything to do, I understand. That is part of those actions. I hear you say that all responsibility is yours.

21:36 – 21:51Speaker 3

But what do you think about the responsibility of the SPD in the Seattle Police Department? Because they were the ones responsible for the investigation. They did not leave out the details as they usually do in such incidents. What is your opinion on this? What is the role of the SPD in this terrible crime? That should be known. That is part of the OIG investigation.

22:00 – 23:06Speaker 1

Yesterday, there were no answers about who was the first to know, who was the first to get the information, and who was the first to share the information. Furthermore, we saw in the news that the SPD's Public Information Officer wanted to do something in advance, but it did not happen. Therefore, we do not get many details here. I was a little disappointed that the Mayor's office was not ready to give the primary information about what was going on in the Public Security Council before receiving the OIG details. Right. I remember doing the same thing in front of the Durkin Council after the riots. So, as you know, as the Council President said, through the OIG investigation, we must find out what was wrong with the information that happened that day, and we must not ignore it in the future. The reason is that we are here today. We must work together to ensure that things will be different in the future. Things must be done better.

23:08 – 23:25Speaker 3

Brayan, we need a close relationship with Sudhaarithy and Sathya Sandhya, a national group of Sudhaarithy and Sathya Sandhya. That's all. Are you sure you can get in? I can hear you. Are you sure? Will you get a freedom of expression from the OIG, a part of the city council? Do you want to be a person from outside? I know that this is also a matter of discussion here.

23:28 – 25:11Speaker 1

Those are the discussions that are going on now. Do you know that there was a problem with the SPD? Is it the OIG? You can do it freely. Then, like that, the mayor's office, the SPD, the city councils, the HOOP, the Seattle Center, etc. We are looking at this as a whole city, right? That's a discussion now. But I think the most important thing is that people only need things. They want information. They want to arrest the people who did this at Seattle Center. So they want to make people responsible. If this happens again, this is the most important thing. If this happens again, they want to make sure that we can respond effectively and they can believe in us. This is a big thing to believe in. They want to know that we can quickly respond to that officer who saved two elderly people in a hurry. Right? Two elderly people are in the hospital. They know that the fire department is ready to do anything to ensure that the dead and the EMDs are being taken to the hospital. They know that they will get the details at the right time. So if they are hiding in the armory, they can say, Hey, Rangam is safe. We can get out safely. We don't have to worry about what happens. They need to know how to respond to such things in the city. That's the most important thing. That's why I said earlier about the lack of trust between Brayan, Sudharitha and Aashiyavinu. When we think about how to make it better in Bavi, we should not forget that the civil servants did everything right at the right time and at the right place. If they hadn't responded so quickly, there would have been more deaths. Therefore, people should have self-confidence about the actual response, and there is still a lot to be done in the case of Aashiyavinamayat, but they can definitely believe in the response. Yes, the local Spalludi and Fire Force did a very good job.

25:12 – 27:15Speaker 3

Thank you for that. Council President Hollingsworth, I would like to make this clear. I heard you saying that the council needs more participation in finding a new police officer. Earlier, Mayor Ashanka had spoken about the time spent outside the city of Barnes, so I would like to know what kind of person you are choosing. Since he entered the job last year, his family has been living in Chicago. We have received some messages about this. One of them is this. The public has reported that 40% of Sean Barnes's time was out of town. Do you think this is normal for a police officer? Then why do you want to know your opinion about the time spent outside Chief Barnes? How much time do you want to spend in a new officer? I was not the supervisor who accepted his trips. I don't know how it is. So I can't answer that. Have I ever asked the chief to come here or participate in meetings? At that time, he was available. He was honest. He was honest. He was very professional. So I don't complain about that. I think it's very important to talk about it. Secondly, the Mayor, I, other council members, and I am not speaking for other people. I am the same person who wants to know what is needed in a new police department. In addition, it is important to ensure public safety. That is important. Public safety must be guaranteed. This is the responsibility of the people. This is the responsibility of the city. This is not the responsibility of a council. This is not the responsibility of a mayor. This is the responsibility of the police department and the city. So, this is very important. When it comes to involvement, usually a person will be in the search committee. The council has a part in it. We are in the process of doing so, because at the end of the day, we are the ones who have to make sure that the person has to be re-elected, that the vote has to be taken, and that they have to work with them and make sure that they are suitable for their job. Before that, Doctor, we did it in the case of Sean Barnes. So we are waiting to be in the process of being the new chief. I understand. I only have about a minute more. Council member Rivera, I would like to know what you expect from the new chief and if there are any other opinions about this important election. Whether it is a person from the inside or outside of the department, I know that it is a big task.

27:15 – 28:45Speaker 1

It is a big task, Brian. I was here during the time of many of the chiefs. I am working with my co-owner, Council President Hollingsworth. From my personal experience with Cheap Barnes, he was very professional. He was very quick to respond. He was a great partner. Also, he was very focused on community policing. This morning, I saw Cheap Sales in the middle of the day. I know that he is a person who focuses on community policing. He calls it Relational Policing, that is, helping the police community to act, setting fire to them, knowing the name of the chief himself, knowing that he cares about their community is very important. Therefore, it is very important to ensure that the council, community and mayor are working together in this process. This helps us to develop our faith in that process. This shows our people that we are all working together. Then, in terms of welfare, Brian, I would like to say that people want to see us all working together. That is why I am proud to say that I am working closely with the Mayor on how to manage things. Because that is my part, and that is what people want. Let's all work together. I'm very grateful for that. Thank you very much. Thank you both for your time.

28:45Speaker 3

We'll be back in the next episode of Council Edition. It's time for us to go now. See you next time.
