CIP Transfers
As per Town Charter Section 808, appropriation transfers can only be made in the last six months of the fiscal year. While reviewing the CIP balances, I noted the following accounts that have funds to be transferred to other projects: [Details of accounts and transfers provided in the memorandum].
Approval of February 24, 2026 Refunds for Overpayment of Taxes
That property tax refunds in the amount of $2,706.60 are hereby approved in the individual amounts and for those named on the "Requests for Refund of an Overpayment of Taxes," certified by the Revenue Collector, a list of which is attached to this resolution.

2026 Early Voting Plan
Plan for Early Voting in Newington under the guidance of the Secretary of State by the Registrars of Newington. Early voting scheduled for 10/9 through 11/1. Notification to the public will include newsflash on the Town website, signage, press releases, and more. Designated location: Town Hall, Council Chambers and Conference Room. Same Day Registration will also be provided.
Recommendation from Permanent Municipal Building Committee
The Permanent Municipal Building Committee recommends that the Town Council authorize the Town Manager to enter into negotiations with the owner of the CT-K9 facility to secure it for use as the Town’s canine facility. Background and benefits of purchasing CT-K9 are provided in the memorandum.
Settlement for William Jameson – Rules Waiver Requested
That the Newington Town Council hereby moves to accept the proposed settlement agreement with William Jameson and authorizes the Town Manager, on behalf of the Town of Newington, to execute any and all documents necessary to complete the settlement.
