good evening everyone we're going to go ahead and get started with our meeting if you can just stand we're going to do our pledge commissioner Shaw Williams going to lead us in our pledge ready congratulations the United States of America to the rep for it stands Nation God indivisible good evening everyone and happy New Year to each and every one of you Madame secretary can we get a roll call please yes commissioner Fowler commissioner rice here commissioner sha Williams here chairman Springs here any Communications from staff did you we um we did our rooll call and we're asking for communication from staff amazing all right well first off yes chairman we do have um communication first we would also like to wish you all a Happy New year um welcome to 2025 um we are extremely excited about what's in store um for this city and um the work that this body is going to do in service of the city of Inglewood so um once again just thank you for your your service um we uh provided an updated ordinance that had some minor um clarification language and uh formatting changes um within the uh the body of the of the ordinance um and so that has been provided to you for your reference and has also been uploaded to uh the website for the public that concludes staff's presentation I mean staff's uh
comments okay okay public comments regarding agenda items person wishing to address the Planning Commission on any item on the agenda other than the public hearing may do so at this time hearing none we're going to close that segment and Madame secretary our first one please item 5A a public hearing to consider an application by Amy Forbes for zoning code amendment 24-3 to extend the hours of the on-site sale of alcohol until 4:00 a.m. in the sports and entertainment overlay Zone chairman and file is present and notice has been given in the time and form as as required by law um planner Christine Rivera is present to do a short staff presentation good evening chairman Springs and members of the commission to give you a little background on July 28th 2020 ordinances were adopted that paved the way for the Englewood basketball um and entertainment center in 2022 permits were issued to construct the arena ancillary buildings and parking structures on November 26 2024 a temporary cert certificate of occupancy was issued and on December 11th 2024 the application was submitted for this zoning code Amendment uh uh to extend the hours of the on-site sale of alcohol here is an aerial view of the Arena on September 29th 20124 assembly Bill 3206 was approved by the governor of California the bill would authorize the sale of alcoholic beverage sales to
occur between the hours of 2:00 a.m. to 4:00 a.m. within Arenas in the city of Englewood specifically the authorization is in the sports and entertainment overlay Zone and the only arena in the overlay zone is into it dome there are conditions related to the assembly bill and the alcohol sales from 2: to 4:00 a.m. those conditions are as follows it must occur in a private area in the arena no larger than 2500 sare ft must be available only to members of a private club there's a maxi maximum capacity of 100 persons allowed it is restricted to patrons who are 21 years of age or older and it must occur in the hours immediately following a day on which a sporting event concert or other major event or private event has occurred in the arena the proposed amendment is consistent with the land use element of the general plan a notice of exemption has been filed and the project as proposed is exempt from further environmental review this concludes my presentation and I'm available to answer any questions the commission might have the applicant is also present tonight to answer any questions thank okay thank you Christine we're going to open it up for questions for you we're going to start off with commissioner fer thank you Mr chair uh no questions for the staff just the applicants okay commissioner rice find out if staff knew if how many private rooms there were and how many private clubs are going to be allowed when they they haven't decided on exactly where this private club will be but they do have to go through building safety for the tenant Improvement and that's when we will see exactly where this club will be
so it'll be one one Club yeah okay thank you commissioner Shaw Williams no questions at this time thank you okay Christin very good thank you if the applicant is here you can take the mic in the back and tell us about your particular project good afternoon uh members of the commission members of staff and the general public my name is Gerard mcallum I represent uh the Intuit Dome and this application on behalf with me in attendance also is Amy Forbes with Gibson dun and Crusher and Jennifer Lewis with uh Inuit Dome and the Clippers um thank you for considering this application this evening uh it is a pilot project that we've got uh uh approval by the state legislation and the governor to test this program within the city of Inwood eventually this will happen Statewide but this program will uh be launched only for the next uh till 20 2030 and it's going to be in a very limited one space to 2500 square feet space that we're still in the process of determining this the the Dome as you know is still under construction we were opening doing basketball games but there's still some areas to be completed at that point uh it is a very limited space it's only limited to 100 members there's a members uh membership committee that will vet those members we operate we will operate that the way we operate pretty much all the other clubs The Forum Club as you know has been
operating for years uh the Intuit Dome has its own clubs as well um and in that there's a two drink maximum uh all this is now electronically done you can tell who has drinks at what time what kind of going on if a member is intoxicated which we doubt this is a very limited uh uh group of of people that can be in this room uh staff will assist with getting them taxis or Ubers or whatever to their location we have a great relationship currently with ipd ipd has vetted this as well Lieutenant madting is our uh go-to officer for all the issues that might happen at the Dome and so we feel like we've pretty much covered most of the safety items uh if you've been to the Dome you know there's a lot of safety checks regarding ID uh associated with it so the underage requirement is not really concern uh our liquor license is actually handled by Levy uh which operates pretty much a lot of the venues throughout the country for the most part and again their license is on you know at risk as well so we're all taking this very seriously the idea behind why this club is obviously we have the state-of-the-art NBA arena uh in the world at this point everything from the way it operates if you've been there uh it's very efficient it has facial ID we know who and what's kind of going on at the arena at the arena but also the fact that we want to bring this type of exclusivity to the city of Inwood that we are the place to go we're the place to be but that understanding that we're going to take it very seriously in terms of having this access for these members so with that that gives you I think a good summary but I'll be able to answer any questions you might have okay thank you very much we're going to open up for questions for you we'll start off with uh commissioner fer thank you Mr chair um um yes you pretty much answered most of the things that I was concerned about did you uh address security what is the
security that you're going to have for the club yeah the security is pretty much the Standard Security that we have which goes all the way until a show is loaded out which goes well beyond the time in which a show actually Ends by the time people leave the AR arena there usually a couple hours before loading out a show uh but the security uh again tied to ipd ipd is on site during g games anyway at this point so uh it'll continue the way it's currently operating now are you planning to have any type of entertainment in this venue I don't know if we've even gotten that far yet with that it really is I mean from two to four it really is more of a I don't know if you've been to some of these other clubs that are real popular in LA right now San V City Club or whatever there's usually not entertainment it's usually people within the industry that kind of get together and and and and you know enjoy those moments together that's really what the goal is there so I saw the um the governor was requesting that the highway patrol give a an annual report you guys are okay with that yes we're working with ipd on actually how to be able to do that we have now an annual compliance letter that is submitted to the planning department and to the city uh uh manager in that annual compliance there a number of different it's a quite lengthy letter part of that also will be our compliance with this provision thank you no further questions Mr chair thank you commissioner rice I'm really more interested in the vetting process I mean for club I'm kind of familiar with what that was back in the day it seems to be a little bit different a little stricter than the Forum Club you have 100 people maximum 100 people maximum that's the law do you know where your target audiences the types of people that you and know I I'd have a drink every now and then [Music] we don't we're we're not that far yet uh again we're going to design the club
work with planning department to design the club uh establish a membership committee ultimately we'll be establishing that and determining exactly how people will become a part of this membership uh it's obviously a 100 people a lot uh it's not going to be very many people in and probably something people going to see seek you know to to be a part of because it's so exclusive but we have not got that far yet thank you commission Shaw Williams did I hear you correctly you said two drink um max that's it Oh okay that's currently now in our venues yeah to at what yes huh I'm sorry two drinks to purchase at one time right yes okay oh okay yeah got you got you okay I have no further questions thank you okay I have a couple a question is there going to be food involved in this when you when there's drinking involved there's going to be food yes yes okay and you indicated that it's going to be a membership so membership is normally a cost factor involved so I don't think some of the Inwood employees will be members you think I don't know exactly how again we have not determined what that is there an application that needs to be filled out or something like most and there's usually a v vetting for whether it's Soho house or san City Club usually there's a application that's filled out um but again that's still in the works of actually being put together yeah so one of the prerequisites for um this moving forward was that they come to the city for to get the code amended to amended to allow them to do it so there's still some uh Logistics that need to be ironed out um that we may not necessarily be as
intimately involved in but we're what we're doing here tonight is just kind of Paving the way to allow them to be able to move this next phase all right thank you understood thank you very much uh at this particular Point we' like to open it up for anyone who's in favor or against this particular project you can come up give us your name and state your reasoning hearing seeing none we're going to close that segment I'm going to call for last questions from our commissioners we're going to start off with commissioner sha Williams well I hope we get to see this club before it's opened up to uh the public or to the m yes I think we are thank you okay thank you okay commissioner rice no questions ready motion chair okay we're going to go to commissioner fer before the motion no further questions okay is there a motion on the floor motion move that we affirm category exemption EAC C2 24-1 147 and adopt the resolution recommended to city council will adopt the zoning code amendment number 24003 second okay it's been properly moved in second we call for any questions hearing none we'll call for the vote commissioner Fowler I commissioner rice iiss sha Williams I chairman Springs I is there any appeal process Mr MMO chairman there is no Appeal on this matter and your recommendation will be forwarded to city council for their consideration okay very good so you going to get with um Mr Bernard to set up a showing for us we won't be drinking that's for sure
okay very good at all okay thank you very much thank you thank you okay public comments anyone wishing to address the Planning Commission on any matters within their jurisdiction and not other elsewhere seen may do so at this time hearing seeing none we're going to close that segment and now we're going to have Commissioners initiatives we're going to start off with commissioner sha Williams oh okay well again happy New Year everyone and uh I just want to remind everyone that uh our black history celebration will be next month February 22nd on Market Street and I hope uh everyone is able to come out and celebrate support the uh the kids who are going to be participating in the speech contest from Early Elementary to high school and also let's keep um those who've lost their homes in prayer and Palisades eaten and um abroad so please let's keep them in prayer okay commissioner sha I did that already commissioner rice yeah I have a couple of clients who lost homes in um Alena and and Malibu and um it's really touching it's it's really sad that we've had this tragedy to hit us but I just really love the way that we're embracing one another and supporting and the gifts and offerings and everyone everything everyone's giving to people who lost their homes um my son is here with me this evening that's Mr Dion rice and he's back in Englewood by way of uh um where where he end up Arizona and back to Marietta and
now he's back to Englewood hanging out with me you see him around town he's he was raised here but he's not familiar with this town too much I don't think anymore but uh give him safe passage okay thank you okay commissioner fer uh thank you Mr chair um well welcome uh Mr rice uh I'm sure you'll find uh plenty to do here in Englewood so uh it'll be easy it's a walkable it's walkable for the entertainment um I do want to Echo my colleague sentiments uh about the devastating fires um I happen to be at L USD and probably all of us know someone who's lost but um when it damages schools and children are are in Terror really uh about what they've seen so we are providing a lot of Mental Health Services um but if you can volunteer everywhere there's notices of how people can help please do so uh I would just uh close by saying um happy King Day Martin Luther King will be January 20th we'll be celebrating that and then on the 21st something that many people are not familiar with is the uh national day of racial healing and apparently particularly after this fire as well we can use a lot of that so hopefully you can look up uh and find out more about that and some of the activities that are happening uh thank you so much okay very good okay I want to close in saying um just putting up a prayer for those individuals who've lost their family members and lost their homes I do have a cousin that lives well lived in Altadena area uh right off of um Orange Grove near the a cemetery on
mayor so that's actually on the Baseline of the mountains and um it's I'm our organization the realest organization will be in aladina on tomorrow from 8:30 until 4:00 to actually give out information on things that homeowners can actually receive we're going to be giving out clothing food things of that nature so I can I have a website you can go to and you can look look at it and if you want to come out and and help you can do that it's Larry Springs sales homes.com and then you can go to that and it'll give you all the information about um the devastation that happened in the aladen area and the things that we're going to be doing um I want to say Happy New Year to everyone 2025 is going to be a great year the city of Inglewood is uh is our next level the Inglewood is moving to the next level I think we're supposed to wear our t-shirts next at our next meeting am I correct in that Mr Bernard okay um more goodies for you also you're going to set up something where we can go for our Academy planning Academy yes we're in the process right now of looking at the logistics um as it relates to registration and transportation and things of that nature and accommodations so we you know we'll be up up North so okay you know there was a there was a sitcom that was out and the name of it was moving on up do you remember that so that was The Jeffersons so I'm saying the city of
