Thank you. My name is Janice Regan, address university Manor East, Hershey, Pennsylvania. I'd like to offer an additional comment regarding interactions with federal immigration enforcement. Based on my research and information, I learned from meeting with Derry Township Police, where they answered some questions I had. I appreciate our police departments willingness to meet with folks and answer questions. My goal is not to unduly limit law enforcement, but to support clarity, transparency, and public trust for all residents in law enforcement. Previously, I had suggested an ordinance with limits on masking, but I understand that may not be enforceable under federal law. Instead, a practical step would be to require law enforcement officers operating operating within the township to display official identification when interacting with the public when feasible, as they already do here. This sets clear expectations and helps build confidence in legitimate law enforcement activity. We could also remind residents that they have the right to ask officers, including federal agents, to identify themselves and that the township police can assist in verifying identification when appropriate. Additionally, when federal agencies interact with township facilities or personnel, basic information such as the date, agency, and general activity could be documented. This would not interfere with operations, but would ensure township leadership has accurate information if questions arise from residents. In summary, I'm asking the board to consider ordinances that promote clear identification, reinforces public understanding of rights, and supports transparency. These steps help strengthen trust, reduce confusion, and support effective governance. Thank you for your time.

Hi, good evening. My name is Sue Kitlin. I live at 968 Carter Cove in South Point. And um my concern is the area on Middletown Road where the Turkey Hill is. There's a red light there, which many times people are going right through it. I've been a resident of South Point for over 30 years. I'm also a former trauma nurse from Hershey Med, so I saw my fair share of traumas through my lifetime, sadness and tragedy. Recently, just last week, I was sitting coming from Turkey Hill to cross the street to go home. My light turned green. The light on Middletown Road was red. I started across and my red Honda and a tractor trailer blew through that light. Had I kept going, I probably wouldn't be here tonight. My light was green. Yes. Before anybody says, I do look both ways before I cross. Absolutely. But I'm a seasoned driver. South Point has many young people, many drivers, and most people utilize that light because of the traffic on Middletown Road. And yes, we have a very strong police presence on Middletown Road, which I greatly appreciate because they keep the speed, people who are speeding, they keep the speeds down, they keep us safe, and for that I am very appreciative. My concern is the amount of people that go through that light, never stop, never slow down. Many people have seen it. I've seen it many times. Last week was an incident that was just way too close.

Not only are there drivers crossing there, there are walkers. There are bicyclists, there are children. I saw kids stay on scooters trying to get across. So yeah, I am looking for is there any way we can have some sort of a and I say I see police presence around and I appreciate them so very much. I really do. Is there any way we can have some kind of a presence there? Some kind of a a camera because like I said, I worked as a trauma nurse more years than I care to say. And you know what? I had so many people that say if I had to do it all over again, tragedy, you don't get doovers. I sat with way too many families. It happens and it happens in a second and people's lives are altered forever. Mine is just one story. And ironically, that night I read out on the Hummelstown Friends site, many people were commenting about seeing also many of these occurrences. So, we're just looking, is there anything can be done? I saw children today crossing on bicycles and I thought, "Oh my goodness. Let's not wait till we have a tragedy there. Thank you for hearing me out."

Thank you. Uh it's truly a privilege to take a few minutes tonight to recognize some outstanding members of our Dair Township team as we celebrate our 2025 employee performance award winners. These employees have gone above and beyond in their roles and have shown a genuine dedication to serving the residents of Dair Township. Their efforts not only strengthen our organization internally, but also directly enhance the quality of life in our community. Tonight, we are proud to recognize and thank these exceptional employees for their contributions in 2025. Their work sets a standard for all of us and reflects the strong serviceoriented spirit that defines Dair Township. At this time, I'm happy to turn it over to the department heads to present their 2025 employee performance award winners. Uh, tonight we'll start with the fire department and then we'll circle back to police and then we'll go in our normal order of departmental reports.

Thank Thank you, Zach. I appreciate that very much. Um, tonight we're going to be honoring Rodney Sunderman, who is unavailable. He's actually in Idaho right now. Um, and uh, Chief Leonard is here to address the board and uh, say a few words about uh, Deputy Chief or former Deputy Chief Rodney Sundan.

Thank you. Thank you, Mr. Chairman. Our employee of the year for 2025 is also known as the Richard B. Ruticil firefighter of the year in our department. Rodney Sandman can't be here, so I'm here to receive his award for him and make sure he gets it. Rodney retired from the fire company earlier earlier this year and long before he ca became a member of our department. He already served others in many capacities to include serving the country and the armed forces, working with the Boy Scouts organization in California uh before coming to Hershey and working with and touching the lives of countless young men and women while he worked at Milton Hershey School. When he moved to the community, he joined the Hershey Volunteer Fire Department. It did not take long for Rodney to start climbing the ranks of the officer's position within the department and was instrumental in many phases of our operations to include but certainly not limited to because I'd be here for about five minutes gaining thousands of dollars through his grant writing capability capabilities being on the top responders list year after year keeping our reporting system which is a daunting task up and running and up to date, being a part of the South Central Pennsylvania task force, being a mentor to the young and older members of our department, his dedication to the firerevention program uh that has outreach not only to the schools within our township, but alo also the businesses. In addition to retiring from the fire company, he retired from Milton Hershey School in 2025. He has taken a job in the insurance industry with a company that specializes in writing insurance for fire companies throughout the country. His position within that organization is to train firefighters across this country and a wide range of programs to hopefully ensure their

safety as they serve their respective communities. with knowing his passion for the fire service, he is in the right place and we will it's a he's a he's a void within the department. His presence in the fire department made our department better and made our community better. Members of the fire department very much appreciate you uh having us as part of the employee of the year ser uh ceremonies. Thank you very much.

Thank you, Chief Leonard. I'll set precedence for the rest of us. U police department is uh recognizing Dale Nelson. Dale Nelson, a dedicated and life ser lifelong serving member of the Dair Township Police Department, has been an integral part of our team for an impressive 24 years. Dale I haven't talked to you lately. Is this year the last year or is Dale usually says every year is his last year? But uh he's been with us for 24 years. Uh since joining the department in January of 2002 as a dispatcher, Dale has consistently demonstrated his commitment to excellence and his passion for serving the community. In 2020, Dale took on a new challenge as a member of the records section where he continues to provide exceptional support to the department and the public. Throughout his career, Dale has been a great example of dependability, always striving to do his absolute best for the women and men of Dair Township Police Department. But Dale's dedication goes beyond his official duties. He has a heart for helping others, often going above and beyond to assist residents, businesses, and guests in need of our services. His kindness and compassion have made a noticeable impact on our community. In addition to his outstanding work, Dale has also demonstrated leadership skills, stepping in to help members of our department in their time of need. Another example is his role in organizing the annual Christmas party for the children of the police department employees, bringing joy to

those around him. Dale is a devoted family man to both his personal family and our department family. And for those in attendance, if they could come up front There he is. Congratulations. It gives me great pleasure to introduce Caitlyn Boucher as the employee of the year for the Hershey Public Library. Caitlyn works at the front desk of the library as a seasonal public services assistant. Caitlyn frequently takes on extra small projects we need done. The refrain is always, "Maybe Caitlyn can handle this," and she does. It's always completed quickly and accurately. She assisted with a new reader advisory binder we keep at the front desk and has taken on the task of helping with displays throughout the library. A co-orker said that Caitlyn is fun, caring, and funny. She takes her responsibilities seriously and loves books. Of everyone I spoke with, they agree she's a joy to work with whenever she is scheduled. As anyone who has ever worked in customer service knows, it's often difficult to handle troublesome situations and maintain your calm. But Caitlyn makes uncomfortable situations look effortless. And anyone interacting with her always leaves with a smile. I walked out of the library board meeting last Tuesday to see Caitlyn excitedly

talking with a little girl about the pile of books she was checking out. The joy on both their faces was why I loved seeing Caitlyn at the front desk and why patrons enjoying seeing her there. When asked why Caitlyn was deserving of employee of the year at the Hershey Public Library, her manager, Amanda Ekis, responded with, "Caitlyn always shows up to work with a smile and is passionate and enthusiastic about her work. She can be relied upon to complete projects quickly and thoroughly and is just simply a pleasure to work with. The Hershey Public Library is lucky to have Caitlyn and her dedication and positive energy fuels our work. Thank you. On behalf of the parks and recreation department and our membership coordinator, Megan Beal, I would like to lead you through some history of our 2025 PNR employee of the year, Jan Diangelus. Jandy Angelus has proudly served as a front desk attendant for the Hershey Recreation Center from March 18th, 1992 through March 8th, 2019. Following the cent's revival as the Dair Township Community Center, Jan returned to continue her dedicated service to our community starting on May 12th, 2022 prior to the big grand opening in June. In addition to the front desk role, Jan, her husband Bob, and their highly

skilled team have been karate instructors through D'Angelus Karate at the parks and recreation facilities for many years, impacting skill levels of all ages. Together, they have positively impacted countless individuals through their commitment to discipline, wellness, and personal growth. For nearly 31 years, Jan has consistently demonstrated excellent customer service, exceptional reliability, and integrity above all expectations. Jan possesses remarkable interpersonal skills, enabling her to connect effortlessly with members and calmly deescalate even the most challenging situations brought forth at the front desk. She has made a lasting impression not only on the front desk staff and management team, but on the community as a whole. Jan has become a staple at the front desk for so many years that when she has a well-deserved day off, members frequently ask about her absence. She is a role model for new staff and has a been a great trainer for many years as well. Jan has been a wonderful positive asset to the parks and recreation department and we have been honored to have had an employee like her serving the community all these years. Thank you for your commitment, dedication, strong leadership, work ethic, and customer service skills. Congratulations, Jan, on being the Dair Township Parks and Recreation Employee of the Year for 2025. And thank you for all you have done and continue to do for our department. Congratulations.

Great. Thanks. It's my honor to recognize Marica Weldon as the public works department's 2025 employee performance award recipient. This award gives us a chance to recognize someone whose work often happens behind the scenes, but whose impact is felt by everyone in our organization and throughout the community. Last year, I selected the recipient myself. This year, I wanted the process to reflect something even more meaningful, a true jury of peers. So, we asked our team to vote for the person they felt best exemplified dedication, reliability, and commitment to public service. There was just one challenge. That ballot document would normally be drafted by Marissa. Um, but Marica uh would have never put her name on that ballot. That's simply who she is. She's humble. She believes that the work she does somehow takes a backseat to the hard physical work happening out in the field. But as her co-workers made very clear, that couldn't be further from the truth. Marissa Weldon has been a steady and essential part of this township for many years, serving in multiple departments and roles. In public works, she is the person who keeps everything moving. She's here early. She keeps us organized. She makes sure bills are paid, phones are answered, residents are helped, and even those unexpected walk-ins, whether they're residents or sales calls, are handled with professionalism and patience. She makes sure our payroll is accurate, our records are in order, and that the rest of us can do our jobs effectively because she's already taken care of the little details. And while much of her work happens quietly without recognition, it does not go unnoticed. In fact, when the votes were counted,

Marica received three times as many votes as any other nominee. That says everything you need to know about how much her co-workers value and respect her. Marica may not have been thrilled to win this award, but I think it's safe to say this recognition is very welld deserved. And whether she admits it or not, I hope it means a lot to her. Marica, thank you for everything you do for this department and for Dair Township. We truly couldn't function without you. READY? You speaking on behalf of community development, we have chosen Valerie Wood to be our um performance award winner this year. Val transferred to us a few years ago from uh dispatch and I've met few people that can pick up things as quickly as she does. Over the past year, Valerie has taken on significantly more responsibility, increasing her status as a member of the community development team. Her main new contribution has been assuming stormwater management processing responsibilities uh which has uh which she has approached with dedication and a strong commitment to learning the process thoroughly and quickly. Va has also been issuing building and zoning permits for many years and continues to do so with

accuracy and efficiency. In addition, she attends and prepares the minutes for the zoning hearing board and serves as the primary point of contract contact for all firework permits. She helps the code enforcement um efforts to stay organized and on schedule. Um by taking on these expanded duties uh related to stormwater management responsibilities, she has reduced workload pressures on other staff members and help the department maintain consistent service levels during peak periods. In her interactions with the public, Val provides every individual with the respect that they deserve. She has also developed a strong ability to answer many questions from the public independently, drawing confidently on knowledge she has gained from past inquiries and responses. Valerie has proven herself to be a vital part of the team through her outstanding work ethic, her uncanny ability to learn new things, and her consistent willingness to go above and beyond. She is eager to learn new responsibilities, steps ups with steps up without hesitation and does whatever is needed to ensure the success of the department. We are all proud of her dedication, her contributions and the positive impact she has made. Congratulations, Val. Good job.

Thank you, Mr. Chairman. A request was received from Dave Weber asking for permission to hold a block party on Java Avenue. The event is called Java Palooa and Weber has requested Java Avenue between East Aribba Avenue and East Caracus Avenue to be closed to traffic. Actually, West Arriva Avenue, sorry. Um, the festivities will include live bands, food trucks, and activities for adults and children. The date of the block party is June 27th, 2026 from 12:00 p.m. to 10 p.m. Normally, block parties are evaluated by the police department and if deemed acceptable are approved by the department director. Due to the larger nature of this block party and the entire community being invited to it, we thought it appropriate to bring this before the board of supervisors for approval. This has become an annual event and no issues have been reported or observed uh during this event. An onduty community service officer will be available to monitor vehicular and pedestrian traffic in and around the event.

Therefore, documents from the finance office and tax association from years 2018 and prior are eligible to be shredded. These include accounts payable and receivable, payroll, bank statements, receipts, bills, collection reports, check stubs, and month-end reports. Additionally, we have personnel records which are required to be retained for five years that are also ready for disposal. If approved this evening, these documents will be shredded at the township shredded event on April 18th.

Here, the elected body of the municipality must pass a proclamation establishing a day of Arbor Day observance within the municipality. For 33 years, the township has applied to the National Arbor Day Foundation for Tree City USA status. The ch township has been successful in obtaining this status due in part to the board of supervisors as well as staff's commitment to make every effort to preserve the urban forest and beautify Dair Township. As was explained at the public hearing held February 24th, 2026, Michael Kelly on behalf of Nick Kelly uh Nick Kelly Properties LLC is proposing to establish a short-term rental at 55 Ethl Avenue. The application and testimony appeared to address the conditions of the conditional use requirements. The attached decision was drafted by Peter Nelson and reviewed by township staff recommending oh I'm sorry the dairy tension planning commission at their meeting of February 3rd 2026 recommended that the conditional use also be granted with conditions those conditions are included in the attached decision. Uh I'm recommending that the decision for conditional use application number 202509 be adopted as written. Are there any questions or concerns with this

The preliminary fine final land development plan for Hershey Islamic Center. Uh Mr. Emer,

thank you. This plan was filed by the Hershey Islamic Center. It represents the development of approximately 9.5 acre tract of land fronting on uh Stoddale Road. Uh plat 1391 was tabled by the planning commission on August 6, November 5th, and March 4th. That's 2024 to 2025. Uh the plan was ultimately recommended for approval by the planning commission at their meeting on May 6th of 2025. Uh the plan was last presented to the board of supervisors at their September 9th, 2025. concerns about the proposed school worship center and being utilized at the same time with limited parking which was 95 spaces at the time uh supporting it. The board also of the existing narrow Stoverdale road to serve all three uses. The applicant has since revised the plan to remove the school and multi-purpose center and expanded the parking area to accommodate 128 parking spaces. They are still seeking the waiver request to not widen Stoverdale Road. If the board chooses to grant the road widening waiver request, it should be granted as a deferment. The site is located in our conservation zoning district. The revised proposed use is classified as a worship center, which is a permitted use in that district. Uh plat 1391 now proposes the construction of a single building uh containing approximately 9,580 square ft. Uh the worship center is proposed to accommodate up to 300 persons. The applicant's parking requirement uh cited on the plan are based on the 300 fixed seat worship center which would require 100 parking spaces. It's my understanding however that the worship center will not have fixed seating. I

also understand that the actual portion of the building dedicated to the worship center is 3,000 square feet um of non-fixed seating area which would only require 60 parking spaces by our ordinance. Uh as I mentioned, the plan does now propose 128 which should be ample parking. Additionally, the transportation impact study indicates a 300 seat mosque which would require the 100 parking spaces instead of the 60. Uh the transportation impact study um was originally provided with uh plat 1387 which was with withdrawn. The traffic uh study has been revised. facility is projected now to generate 21 new trips during the work weekday am peak hour which was formerly 233 new trips during the weekday PM peak hour trips and 153 during the Friday peak hour which remains unchanged that is the primary worship hour um the with the proposed change to the building. The total daily count of traffic is estimated to be 270 trips, which was formerly 1,1 trips. Um, the following two items were also removed from the traffic impact study recommendation in the latest version. Um, one was that, uh, as requested by the township, the applicant should coordinate with PENDOT and install advanced left turn phasing vehicle and pedestrian in the former former traffic study that noted that the applicant should provide a fair share contribution to Derry Township toward the construction cost of

the future traffic signal at the intersection of Middletown Road. they were removed from the traffic impact study due to the um rather substantial reduction of of traffic. This project was also presented to the board of supervisors at their March 20 25 meeting for the sole purpose of determining if the board of supervisors wanted a second access point. Uh that access point has added to the plan as a gated um pvious pavement entrance. Public water and sewer facilities uh will be provided. A 12-in water man is proposed to be extended in Stoddale Road from a 16-inch water man um west of the site. Sewer is proposed by connection to the existing sewer main along Stoverdale Road and two additional manholes are to be provided. Uh they are also um running gas service to the to the site. Storm water management is proposed by a collection and conveyance system to detention areas under the parking areas and a bio retention area on the east side of the site with discharges to the unnamed tributary to Sueder Creek. The applicant has asked for some waivers and deferments as part of this plan. They've asked for a waiver from showing meets and bounds on street center lines. The planning commission did recommend that that waiver be granted. They've asked for a waiver regarding street right-of-way dedication. That was done to match the existing dedication that was done when the sheets was put in. It's a one- foot deviation from our standard that was recommended by the planning commission as well. They've asked for waiverss of uh plan scales for showing um the profiles for uh all of

the utilities or water lines or sewer lines to the to the property that those waiverss be granted the cartway width along the north side of Stoverdale Road. And I'll say again that if the board uh decides to to wave the widening with the standard uh declaration of covenants that the township requires for deferments. They've asked for a waiver of cur existing roads and that again is related to Stoverdale Road and there's a recommendation again that those would be included as part of a deferment figuring that if the roads wided it widened it would be curbed. Finally, they've does have a a small stream by it, make it extremely difficult to put sidewalks in. And to the east of this property, there is not much potential for intense development. What the applicant has done in lie of putting the sidewalks along Stoddale Road is they have provided a connect sidewalk through their site down to the sidewalk at the Sheets property. and um they are also offering the fee in lie of dedication for the sidewalk installation. In that case, the planning commission recommended that the waiver be granted. Um if the board is inclined to approve plat 1391, that approval should be conditioned upon the 25 items in my staff comments being satisfactorily addressed, which if desired, I'm happy to summarize. That it.

There have been many changes of this project over the course of its uh existence with with Derry Township. The project started out of course with the three buildings and a single means of ingress and egress. Um, there was a plan that was submitted that showed a connection to the Sheets property instead of Stoverdale Road. The site is presently improved with two buildings and each containing six townhouse dwelling units, parking areas, including a detached carport structure and the driveway that provides access to the building and parking areas. The project proposes construction of a new residential building containing six additional town home uh dwelling units. Each dwelling unit will contain approximately 1500 square feet of floor area. Burn court will be extended to provide access to the new building. The extension will include space for 12 uh parking uh vehicles and will terminate in a proposed culde-sac. Burnc court will continue to serve as a driveway and will not be proposed for dedication as a public street. This development obviously has a long history. Uh the development was first depicted on an approved subdivision plan subdivision and site plan for the village of Insbrook phase six plat 704A in 1993. Um subsequent revisions uh were submitted and approved under plat 731 in 1995 and plat 855 in 1999. A total of 18 dwelling units were proposed by plat 855, but only the 12 that exist there today were constructed. As a result of a zoning change to the suburban residential classification, the attached single density on the lot was also significantly change. Since the zoning change no

longer permitted town houses, the applicant did file a variance request with the zoning hearing board on April 19th, 2011 to permit construction of the third townhouse building. The hearing board by their decision uh granted the relief for three requests. A special exception for the expansion of a non-conforming use to include the six additional dwelling units. A variance for residential density to be at 6.64 64 dwelling units per acre and a variance for the minimum vegetative coverage to be at 50%. The relief granted is valid so long as this plan has been active. So since 2011 board of supervisors initially initially approved this plan in 2013 condition items being addressed. The board most recently extended um provide an extension request on November 25th, 2025. Again, subject to items being addressed no later than April 15th, which date is closely approaching. Um to date, conditions one and four of the extended approval have been addressed. The applicant has requested a fifth time of fifth time extension until July 14th, 2026. I believe we probably recommended the 90 days. They are so close to the finish line uh to address the outstanding conditions of the November 20 uh 5th, 2025 extended approval. The fifth extension uh proposes no changes to the details of the previously approved plan or the waiverss that were granted. If the board decides to extend the approval of plat 1227, uh the extension should be conditioned upon the items listed in my staff comments. eight items.

Our standard practice at Fox Built is when we build our homes, aside from anything that we've agreed to with, uh, with N Township, our standard is before a homeowner moves in, um, well is drilled, uh, house is almost finished, plumbing faucets are installed, and we get a water test from the kitchen sink, and we take that out for testing. Um, well, first of all, I should say, um, any of our homes that have wells, we automatically do a, uh, UV light and filter. We just include that in our builds. Um, after, uh, like I said, after the faucets are installed, we get a water sample from the kitchen sink. This is our standard practice as a as a builder. We take that off uh, we we send that out for testing to see if there's anything else in the water, and if there is, then we make those accommodations um, prior to our homeowners moving in. So, we asked for a waiver for the aquifer testing. Uh, one thing that came up at planning commission, right? No, actually, we didn't even it didn't even come out because we we recommended that we would add that we would be providing you providing township prior to issuance of certificate of occupancy. We would issue you a clean water report because we do it anyway. So, we threw that in saying, "Hey, in lie of doing the water test, we're going to even we're even going to show you our clean water uh certificate showing that there is no issue."

So it just seemed to be not necessary and because of our standard practice as a builder anyway, we were saying, "Hey, we'll go above and beyond and show you those claim reports before people even are issued their CO."
