26-55033 Recommendation to accept Categorical Exemption CE-26-003, finding the proposed project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities) and Section 15303 (New Construction or Conversion of Small Structures) of the CEQA Guidelines; and

Approve a Conditional Use Permit (CUP25-009) and Local Coastal Development Permit (LCDP25-022), and adopt the proposed findings and conditions of approval related thereto, to establish a new Wireless Telecommunications Facility on the rooftop of an existing commercial shopping center building located at 6400 East Pacific Coast Highway in the Mixed-Use Community Core District of the Southeast Area Specific Plan (SP-2-MUCC). The project consists of the replacement and vertical extension of an existing cupola to an overall height of 71-feet-4-inches with one (1) enclosed fiberglass reinforced panel (FRP) screening device, sixteen (16) panel antennas, eight (8) remote radio units (RRUs), four (4) equipment cabinets, and associated cabling and ancillary supportive equipment. (District 3) Suggested Action: Approve recommendation.

Recommendation to accept Categorical Exemption CE-25-155, finding the proposed project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Class 1, Existing Facilities) of the CEQA Guidelines; and Approve a Conditional Use Permit (CUP25-017), and adopt the proposed findings and conditions of approval related thereto, to allow for an existing restaurant to upgrade a California Department of Alcoholic Beverage Control (ABC) Type 41 License (On-Sale Beer and Wine - Eating Place) to a ABC Type 47 License (On-Sale General - Eating Place) in conjunction with a interior remodel that would result in a linear fixed bar (23-feet -5-inches) within 500 feet of a zoning district allowing residential uses, located at 2147 North Bellflower Boulevard in the Community Commercial - Automobile Oriented (CCA) Zoning District. (District 4) Suggested Action: Approve recommendation.
