We come before you today with grateful hearts, thankful for the opportunity to serve the people of Republic. We ask for your guidance and wisdom as we make decisions that affect our community. So, thank you everyone for being here this evening and welcome to our city council March the 17th, 2026. So, for this evening, we will start off with citizens participation. I do have a speaker card here for a citizen that would like to participate. This is an opportunity for citizens to speak directly to council on matters that are not listed on tonight's agenda. So, out of respect to everyone who is giving their time here this evening, we ask that you please keep your comments concise and focused and that we maintain mutual respect. Please know that we may not have all the answers immediately, but you are being heard and we will do our best to address your concerns. Okay. So, my name is Angela Ramsey. I am a public school teacher here for Republic Schools and I bring home about $36,000 a year. And my water bill was $315 last month, which is quite excessive um compared to 2024. Um that's a 300% increase in my water bill and I've not gained any occupants in my house. Um we're already living on a tight budget as are many in our community. Um my ne next door neighbor also had a bill that was higher than mine and she's got less people that live there. So, I know a lot of people are frustrated with the water rates. Um, not just me. Water is a necessity. It's not like something that we can just not pay for. Um, and I I do have some questions about the water rates. I'm not fully educated about um why they're rising so high, and I know a lot of it is sewer versus water. Um, how do our current rates compare to similar communities our size? you guys.

So, so for for the citizens participation, uh you're you're welcome to address council. It's not necessarily a back and forth. So, if you would like to state your questions, feel more than free and and we'll have all those questions in mind.

Okay, perfect. So, comparing our rates with our neighboring communities, um how much revenue has been generated with these increases and where is all of that going? Um, not just last month was 300, before that it was 265 and before that it was 200 and something. I have lived in Republic for over 20 years. I chose Republic as a place to raise my family. Um, our bill was always around $100 or less and then the last couple years it is every month is higher than the month after that. Um, I also question the measurement system um, for usage. I don't know how one month it could be excessively high and then the next month it' be lower and there would be no change. Um, and then what additional increases are planned with these? Like is it going to go higher than what it currently is right now? Those are my questions.

Um, I know staff and I know council and and some of us if we had an opportunity to meet with you, we get a lot of those questions. Um I I know looking back it's it's a very complex problem that we've been dealing with for a certain amount of years. Part of this is the fact that we haven't exactly been keeping up to date with everything the way that we should have in the past on replacing our infrastructure and every everything else. And so all of this is coming to to head at once. And that's a little bit vague and I don't mean to be vague. It's just that uh you've got a lot of great questions and uh let me just leave that at we will get back with you to answer those questions because there's just so many different levels to that that it's it's difficult for me to answer that in one um just a few minutes. Good evening. Chris Taber, principal planner. Um staff is requesting an amendment to section 410.400 400 access management to include I'm sorry we're not to this item yet to include access guidelines for the spacing of both intersections and driveways along local class roads. Currently, there are no guidelines that exist for this class of road. The amendment would set the spacing requirements between intersections at 220 ft and the spacing for commercial driveways would be addressed on a case-byase basis at the discretion of the community development director or their designate. Staff is recommending approval of this amendment. Thank you, Mr. Taber. Do we have any questions from city council?

No questions from Mr. Campbell. Mr. Taber, um, so where we have streets that are in the city, but then the land is in the county, what requirement would that be? Um, so the county has its own Okay. So where the city's streets are within the city, the streets themselves, but the land that borders them is within the county. Correct. Um, so a requirement is they'll have to ask for permission to the city to connect to any streets. Um, we'd have to I mean we'd have to look at those situations. An ordinance of the city council vacating a drainage easement located in Henkins Farm subdivision. Thank you, Laura. And we've got Mr. Taber for an overview on this one as well. Good evening again. Uh, so staff is recommending the vacation of a drainage easement in the Henkins Farm subdivision within lots one and two. The easement's not required to convey any drainage or storm water now or in the future. Um, we're asking that the easement be vacated so that the property can be used to its fullest in that area as well. Staff is recommending approval of this item. Thank you, Mr. Taber. Mr. Gerie, if there was any changes in that area um that would affect that, I guess that would would be taken into effect, you know, if anything in the future went next to it, would that need to be revisited or already be developed on or how would that work? There is absolutely no expectation that this is the area where any drainage would go now or in the future. Um we do evaluate each permit as it comes in for a building project. So those projects are required to kind of take into account where their storm water is going. Thank you.

An ordinance of the city council approving an amendment to the zoning classification of approximately 18.49 acres located near the 900 block of Colorado Avenue from the amended Frisco Square Plan Development District PDD25001 to Frisco Commons Plan Development District PDD260001 and approving a devel development plan. Thank you, Laura. And we've got Mr. Taber for an overview on this one as well.

Thank you. Um, an application has been made requesting a change to a previously approved amended Frisco Square plan development district or PDD. The original approval of this PDD occurred in August of last year. The new proposed plan is different in three ways. First, the total number of lots has been reduced by 1 to 74. Second, the front setbacks of the area designated A on the development plan, which represents 26 slots, has been reduced from 25 to 20 ft. And then third, the front and back setbacks for the area designated B on the development plan, which represents the remaining 48 lots, have been reduced from 25 to 20. No other substant substantive changes have been made from the previously approved PDD. At the public hearing last week, staff did hear from one party in relation to the item in the form of a written comment from a resident who made a personal request that the developer consider wildlife on the surrounding property. Um, and finally, I do want to state for the record that the ownership of this property did change hands in between the time that staff made public notice and that the item has come to the public hearing. Um we did receive a new application from the um from the updated owner and the applicant remained the same. Um the project was essentially the same. They were just uh the sale just occurred during those during that point in time. Staff is recommending approval of this application.

They weren't being followed, so we had to put an ordinance in for that 25 foot. The reasoning they're wanting to go to 20 foot is bigger house size, bigger lot size.

Um, so the lots on this uh particular development are um narrower than, you know, a traditional zoning district that we have in our city. Um, so they are looking at how they're going to sell the lots and what houses are going to go on them. And so they have come back to make that request so that they can meet um what I presume is the buyer what their design is. Well, my concern would be the the 25 foot setback getting ready and going to 20. That's that's my concern. Thank you, Mr. Harder. Do we have any additional questions from city council? Mr. Geri,

can you refresh my memory? So, there was a previous P PDD. It was amended to to fewer houses previously than this one. The main changes are one less house than the last amended one and then the the 20 to 25 foot. Correct. So, this is really um the best way to think of this is an amendment to that previous one which was 75 um single family homes. the lots, the lot arrangement and the lot uh dimensions remain the same except for since then they've done some design work and so they now know that they will only have space for 74 lots. Um and then at this time they are um as I mentioned asking to reduce setbacks in certain areas.

And and from what I can remember in planning and zoning meeting, it seems to me like there was maybe some discussion on being able to offer some different style of housings with the alternate lot sizes. Just previously, it was conseded like it was concerned maybe only one or two plans would fit.

Yes, I think that that was uh the testimony given by the applicant's representative that they were looking to um create more than just a couple of uh models of houses. Yeah, I can help answer that. So yeah, my name is Chris Wyn, civil engineer with CJW Transportation Consultants located at 5051 South National Avenue, Sweet 7A, and I'm representing the developer on this project. Um, so like Chris uh Chris mentioned, we've got really three changes. Um, up there along Colorado Avenue where we have that larger lot there where we're tying in, we we originally had another lot there, but because of the sideyard setbacks against those roads, it just wasn't feasible to get a a get a home on that lot. We dropped a lot and made those made that corner lot a little bit bigger. Um, but really the reason we're here today is to change the setbacks. Um, the the main purpose as mentioned is to give more variety to the home builder um and the ability to sell these lots to home builders. A lot of these home builders come in with, you know, these set house plans. A lot of them have five, six, seven, eight floor plans that they like to use to put variety into these neighborhoods. But with the current lot layout, the the developer was finding issue with that they were limited to what they could do. So they wanted to give more space lengthwise on these lots. Um what we the main thing I want you guys to know is the lots that abut the existing residential subdivision that rear yard was left the same. It's 25 ft what you would find in any R1 zoning. So where the most impact would be to the existing neighbors, we're leaving that unchanged. Um, where we're asking to reduce the rear and the front yard setbacks is on the interior lots, which would be new lots that aren't abuing any existing residents. Um, that's that's really what we're here to do. Um, if you guys have any additional questions, I'd be happy to answer them. Other than that, um, thank you for having me.

Item number 11 26-R07, a resolution of the city council adopting and requiring enforcement of a policy prohibiting the use of excessive force by law enforcement agencies against individuals engaged in nonviolent civil rights demonstrations prohibiting the physical barring of entrances to or exits from facilities that are the subject of such demonstrations. declaring the city's intent to comply with Missouri Department of Economic Development requirements for federal funding eligibility. Thank you, Mayor Justin Rogers, city attorney. This resolution adopts a policy that's required to maintain eligibility for certain federal funding programs, including community development block grant funding, as well as to support the city's pursuit of Missou's Blue Shield program designation. By way of context, the Missouri Blue Shield program recognizes communities that implement strong public safety and law enforcement practices. In 2025, more than 200 communities received designation, each receiving $50,000 grants for equipment and training. Substantively, this policy prohibits excessive force and nonviolent civil rights demonstrations and prohibits physically blocking access to facilities involved in such demonstrations while still preserving lawful public safety and emergency operations. It's important to recognize that this resolution does not change current operations. Law enforcement will still continue to follow existing policy as well as the constitutional objective reasonable reasonleness standard. This resolution simply reaffirms expectations regarding the use of reasonable force, deescalation when appropriate, and the duty to intervene and creates no new liability for the city. In short, this is a compliance measure to preserve funding eligibility and support the city's uh pursuit of the Missouri Blue Shield program designation and position the city to access additional state resources. Staff recommends approval.

Mr. harder the the second part they're prohibiting the physical barring of entrances to or exits from the facilities that are subject to such demonstrations. What is I mean so saying we're having a no nukes demonstration out here in front of the city hall. We can't bar the entrance. They have access to the entrance or how how's this I mean break this down for me. So the no physical barring language doesn't prevent law enforcement from securing a scene or controlling crowds. It specifically preserves lawful crowd control, scene security, and emergency access restrict.

It's not going to take take any of the powers from the police if if it gets from nonviolent to violent. Correct. Correct. It's specifically for nonviolent demonstration crowd control. Uh, spring is here officially at the end of the week despite the last few days of weather. Uh, I just have a brief report. Uh, tonight, just a few reminders. Uh, really, the first will be the that tomorrow we have our city hall ribbon cutting uh, and an open house uh, for a meet and greet for myself. So excited to welcome everybody to that and and celebrate. I know we've been in our new city hall for for a little bit now, but we're excited to have the ceremony and uh really honor it. So looking forward to that. That will be uh from 2 to 4. So looking forward to meeting our citizens and and recognizing the support that made this new building possible. The other thing I want to address and I and I just want to thank uh the citizens that came tonight um to view the process and and and the participation uh we'll certainly address those questions um one by one. I would encourage you to to uh uh we actually have some workshops where we spoke on the water rate change and there was some discussion in the last meeting as well. So I would encourage you to uh to view those and and we we'll be happy to to address those things. And on that note, I I won't go through all of the details of those events and those uh there's a great discussion in them, but I I do want to mention that, you know, if you look at the region right now, our neighboring communities and and cities are you're seeing this uh utility rate increase. And so, Republic really led the charge in that way in the recent years. and and and it just has to do

with as the mayor said earlier uh you know stagnant rates over time uh prices and then operations maintenance unfortunately does not stay stagnant and so uh unfortunately rates have to increase and we can't we can't hold them down and control that. But what we can do and what we've done with this um adjustment that was passed to to take a deeper look is to to make those rates more predictable and to really consider what that impact is to our community and citizens. And so I do want to applaud our chief financial officer Bob Ford for uh you really embracing our mission, vision, and values and doing the right thing at the right time for the raising his hand and saying, you know, let's take a look at this and and try to make uh a methodology that's more uh predictable, more palatable for the community. So, I know it's a difficult topic, but um this is really what we're trying to do to affect and I also want to thank council for allowing us operationally to to take a look at this and and adjust that. So, uh thank you for that. Uh the next comment I have is just that uh our next workshop it'll be at 5:00 p.m. uh April 21st. And just a note about workshops, we're going to attempt to pivot away from our lunch meetings. uh we just feel like it'll be less intrusive on the workday. Uh as always, these will still be recorded if you're not able to attend and so we've had a lot of success with having those before the council meeting. So we're going to continue to move in that direction. Uh also um just a reminder that our election April 7th uh to get out there and vote. Uh and that concludes my report.

Uh I can say that she is a national champion now in her weight class. So she's not won only the state championship, but she has also won the national championship in her weight class in the girls division. Excellent. That sounds awesome. What was her last name? Colton definitely gave you a better answer on that. Uh it's really tough with there's so many different ways for citizens to keep in contact with what we're doing here on city council. And so if you miss us, if you miss the agenda, one way you can always go back and he had mentioned it, our our YouTube channel has all of our workshops, all of our city council meetings and everything uh there for people to view. So I know it's difficult sometimes to make it to a council meeting, but uh within a two-eek period, it's something that we can do as citizens on going back and looking at that and keeping up with it. And it just helps to keep the flow of information a little bit smoother just because this is a very complicated process and and we have a very big agenda. Um and we will still just to let Angela know we will still follow up with you on an email better explanation to kind of give you the overview of the entire process because there's so many different levels of this. I wanted to uh acknowledge Colton. Colton and I had we had a great meeting last week. Um, I appreciate all the council members that have taken time with Colton as well as we move forward. Uh, Colton, it it's clear that he's got plenty to keep him busy. So, I really appreciate him making that time uh to meet with us. And he's doing an excellent job learning our city's land landscape and and leading our team forward um through our mission, vision, and values. And so, I appreciate city council and I appreciate Colton time for us as well. Very beneficial for us. I also wanted to extend a sincere thank you to our planning and zoning commissioners and staff. I know they had their first meeting in here. Got to watch them on here. Uh got just as dizzy on their video as I do on ours, but I know we're making improvements uh

They are a very vital part of our perspective and what we rely on here at city council. So, just wanted to send out a thank you to them. Colton had mentioned our open house tomorrow, Wednesday the 18th, 2 to 4 pm. So, I hope to see everyone here. Uh, we're looking forward to that. Just be another opportunity for us to come visit with one another. So, even if citizens want to come down, the mayor will be here and I'll be available for questions the whole time and tours. Uh just as a reminder to our city council with council communications um kind of remembering our role and going back to the charter uh just be uh be mindful when we're communicating with staff whether it's on the phone or whether it's email. Um we just need to make sure that we're uh keeping within line with with what the charter describes as our role. um and make sure that we keep our our questions concise, whether it's on agenda items and just try to keep ourselves in line and keep ourselves in in direction and and stay away from um trying to uh I don't want to say interject, but keep our questions concise and just make sure we keep within our roles as described by the charter and within our mission, vision, and values. a reminder as well on Sunshine Law Compliance, uh, whether this is through an email, in person, a Zoom call, um, just make sure that we're are aware of when we're creating a quorum, um, and complying with Missouri Sunshine Law, if there are any of the council members, anyone else that need any clarification on any of that or need any additional um, information, we do have training that's available. So, I just wanted to bring that to everyone top of mind. And I know it's something that there's so much information that flows at us that sometimes it's difficult. So, I just wanted to throw that quick reminder out there. Um, and if anyone needs any further clarification on that, I've got booklets, I've got videos we can watch and all sorts of things. It's complicated job. I want to make sure we have all the tools for that role.
