Good evening. We're going to open our uh April 28th uh council meeting at 6:23 p.m. We're now going to do the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the rep for it stands one nation under God indivisible and justice for all.

Yay. We now go to the uh resolutions of commonation. Uh we now go to the first uh uh one resolution number 5-2026. Mr. President, Council Prom Castanzo, I move to suspend the rules under the charter and read resolution 05-2026 by title only for its first and final reading. Second. All in favor? Yay. Yay.
Yay. Whereas Officer Anthony Turner has completed 32 years of valuable service as a part-time patrol officer to the city of 7 Hills Police Department. Officer Anthony Turner is the longest serving part-time officer in the department's history. Throughout Officer Anthony Turner's 32 years of service, he regularly participated in many community events, including our annual home day celebration, middle school dances held at the Seven Hills Recreation Center, and Shop with a Cop program. Officer Anthony Turner is a United States Navy veteran and proudly served our country in Vietnam. Officer Anthony Turner retired from the Akran Housing Authority after 35 years of service and also served 11 years for the United States Marshall Service providing court security for Northeast Ohio federal courouses and whereas council and all elected and appointed officials hereby specifically wish to honor and recognize officer Anthony Turner for his outstanding service and dedication to our community. Now therefore, be it resolved by the council of the city of 7 Hills, Ohio, that the appreciation of the mayor of council and all other elected and appointed officials is hereby extended to officer Anthony Turner for his sincere dedication and active service to the community and the residents of the city of Seven Hills, Ohio. that the clerk of council is hereby authorized and directed to forward a certified copy of this resolution to officer Anthony Turner immediately upon its adoption that this resolution is hereby determined to be an emergency measure necessary for the immediate preservation of the public peace, health, safety, and welfare of the city of Seven Hills and for the further reason that the same affects the day-to-day business of the municipality. Wherefore, this resolution shall take effect and be enforced immediately upon
its adoption, otherwise at the earliest period allowed by law. Officer Turner, I'd like to congratulate you on your uh tonight on your service. I see you were the longest serving part-time officer in the history, 32 years, veteran, uh housing authority, marshall service. You have a heck of a a resume. Congratulations. Anybody else have any comments this evening? Mr. President, uh I think you summed it up pretty well on his resume. I just want to say thank you. Uh this community and up here, we appreciate you. I just want to say thank you for many years uh protecting our great city and also thank you for serving in our military. And tonight it's wonderful to see all your fellow uh brothers and sisters in arms and I have brothers that are police officers as well. So seeing all this uh it really goes to heart for me. So thank you very much for that. I really do appreciate that. Councilman Elliot. Yeah. Thank you uh for your service to the community. And you know I talked to the chief earlier. He said he'd take you back if you wanted to come back. Thank you so much for your service to our community and uh God bless you.
Councilman Mororrow. Yes. Um as everyone's already said, thank you so much. U I've seen you at home days as long as I could really remember. Don't want to date it, but you've been in the city as long as I've been alive, so it's pretty impressive. Uh but again, yes, thank you. It's not an easy job by any means. And um obviously with your humor, you've you've made it through that. Uh probably because of your humor. So um again, thank you, Councilman Snitzky. Mr. Mororrow took away a lot of my fire, Anthony.
Um I didn't see you a lot in the city. You were here a lot, but I always saw you at home days. And every ever since I was a kid, every time we'd go to home days, there would be you there. you would be there smiling and directing people and just be the first person you'd see when you pull in here and you were always delightful. So, thank you for your service. Council person Kelly.
Yes, thank you. I appreciate it. Um, Officer Turner, thank you for your service to our city. We know that as a society, these jobs are getting more difficult and everything that our officers face is an uphill battle. So, we thank you and I wish you nothing but health, safety, and an enjoyable retirement and thank you for your service to our military as well. Enjoy. Welld deserved. Thank you, Officer Turner. I know you must have been here a long time if Tom Sny was a kid when you were working out the home. Yeah,
I consider myself a kid in the 30 in my 30s. You youngsters, I had to think about that one. Uh, Mr. President, uh, Mayor Basiata,
Officer Turner, um, I'll try to be brief. Uh, everything are my fellow leaders said, uh, spot on. Um, know that this will be still be your second home. Come back, see us anytime. Uh, Councilwoman Collie talked about the how challenging police work is nowadays. Uh, so but I'd go back and turn it back to your service to our country in Vietnam. You know, it is is what we know now that our country really didn't appreciate our soldiers and sailors the way they should have uh in that era. And uh we're trying to do right by that now. And the city is going to have a Vietnam presentation this Thursday at the gazebo uh honoring all Vietnam veterans and particularly one Seven Hills resident uh that was killed in action in Vietnam. And that's this Thursday. If there's any way you could make it back uh uh this Thursday evening, uh we'd love to have you. Uh but on behalf of a grateful city, thank you for your service and we wish you nothing but the best in your retirement years. Thank you, Mr. Mr. President.

A resolution of commendation to officer Anthony Strazzo 23 years and eight months service to the city of 7 Hills Police Department. Whereas officer Anthony Strazzo has completed 23 years and eight months of valuable service as a part-time patrol officer to the city of Seven Hills Police Department. Officer Anthony Strazza during his career at the Seven Hills Police Department served as a recruitment officer, medical supply officer, and radio communications officer. Officer Anthony Strazzo regularly participated at our annual home day celebration and shop with a cop program. Officer Anthony Strazzo retired from the Beachwood Fire Department after 27 years of service as a captain. Officer Anthony Strazzo served as the fire chief for Brunswick Hills Township for 12 years and is currently the fire chief for the city of Northmstead Fire Department. Prior to joining the Seven Hills Police Department, Officer Anthony Strazzo served as a part-time patrol officer for the Sagamore Hills Township Police Department for three and a half years. Whereas council and all elected and appointed officials hereby specifically wish to honor and recognize officer Anthony Strazzo for his outstanding service and dedication to our community. Now therefore, be it resolved by the council of the city of 7 Hills, Ohio. that the appreciation of the mayor of council and all other elected and appointed officials is hereby extended to officer Anthony Strazzo for his sincere dedication and active service to the community and the residents of the city of Seven Hills, Ohio. that the clerk of council is hereby authorized and directed to for forward a certified copy of this resolution to officer Anthony Strazzo immediately upon its adoption that this resolution is hereby determined to be an emergency measure necessary for the immediate preservation

Officer Strazz, I'd like to thank you for your service and your dedication to the city. You that's policeman and a fireman both at the same time, right? That's unbelievable. So, I just want to thank you again for your service to the city and uh good luck, Council Prom Castanza. Uh once again uh to back uh the council president up quite a resume. Thank you for your dedication on both sides. Once again, just want to let you know we're you're so appreciated. Thank you. Thank Councilman Kelly.
Thank you very much. Um like I said to Officer Turner, thank you for all the years protecting this great city. You protect me. You protect my family. So I do appreciate that and I do appreciate each and every one of you on this police department. every day. I just can't say enough. So, thank you very much. Thank you, Councilman Elliot. Uh, thank you for your service as always. Um, as a police officer though, I have to ask you a serious question here. What did you like better, being a police officer or a fireman? Don't lie because we're all standing around here. When I grow up, I'll finally decide what I want to do.

Thank you uh Officer Strazzo. I looking at all you do uh I'm grateful you had time to serve in the city. Uh you have a extremely impressive um resume and and your experience you know both with police and fire. I mean I don't know many people that could say that. So, um, thank you for fitting us in to, uh, serve this city because it seems like I could never complain about being too busy ever again. I don't think so. Um, thank you for your service. Thank you for keeping our community safe. Um, again, I know it's I can't imagine how difficult it is to juggle all those things and and to and to serve. Um, but um, again, thank you. Thank
Councilman Sinski. Anthony, two Anony's, two Tonies in a row, huh? Um, thank you for everything. I mean, they they've all hit the nail right on the head. You've done a lot for this community, a lot for the other communities you've worked in, and thank you for your service. Council person Kelly.
Thank you, Mr. President. Officer Strazzo, thank you so much for being dedicated and a wonderful employee. Your hard work has really paid off for our city on both ends. as an officer and a firefighter. So, that is a lot of dedication and work and we all greatly appreciate it. I wish you nothing but well, healthy and a successful and happy and enjoy your retirement. It's welld deserved. Thank you so much. God bless you, Mayor. Chief Sazzzo, thank you for your service. Um it's pretty incredible uh the amount of time as a first responder both in the fire service and police service. So on tonight I I wish to not only thank you but to thank your friends and family cuz to make the commitment you did on both ends uh everyone around you is is a commitment too because when uh they'd like to see your friends family want to spend time with you. You're at the station, you're on patrol, and uh you double dipped for a long time. And better way of saying it is burn the camera at both ends. And we as a city uh appreciate your dedication. Um cuz they don't call it service uh for lack of good reason. the fire service, police service, you're there serving the people in each of the communities uh that were lucky enough to have you. So, on behalf of the city, hope you have a great retirement and thank you for all you've done in the past and uh just like Officer Turner, we we hope you're not a stranger and you continue to come by and call Seven Hills home in your retirement years. Thank you.

I want to address uh both these officers. I want to thank them for uh their years of service. I mean 32 years and 23 and a half years I think for Strazzo. Um the patrol division on our department has the hardest job. They work nights, weekends, holidays. They're first responders to the whole community. Everyone sees them. They make us look good. So I want to thank these guys for their years of service and their dedication. and they're always at community events giving their own time, especially Shop with the Cop. So, I really appreciate it. I appreciate all your service. I'll leave you with this. Tony Turner would always pick the community jobs that the vendor fed him. That was the first priority. In all seriousness, I want to I want to thank them for their service. So, thank you.

Yes. Thank you. Thank you, Mr. President. Please bear with me a second. Uh, I'd like to start off this message with a moment of silence at the passing of the 26-year law director, Richard Piggatello. Please join me in a moment of silence. Thank you. Director Piknney served the city for 26 years as law director and a longtime resident of Seven Hills. On behalf of the city and all elected officials, I offer my condolences to his beloved wife Ellen, his sons, Richard, and Raymond, and his brothers Gary, Greg, and Randy. Uh, may Director Pignatello uh uh rest in peace. Thank you for your service. Um, I also like to take a second, uh, since we met last, we had a tragic incident at Valley Forge High School where Marissa Ran uh, lost her life. Um, this was traumatic uh, for everyone involved. if we uh keep the first responders, the children that were present and uh Marissa's family in our thoughts and prayers and be greatly appreciated. Thank you. Um we've seen significant movement on what we've all come to call the Rockside project tonight. the development teams here. Thank you for your continued partnership uh with the passage of these two measures this evening uh frees up
the development in the back to get going uh robust. So to our residents at home, uh you'll expect more uh traffic and activity in the back. Uh and while that'll be a temporary inconvenience, the the faster we get to this um the faster the project will wrap up and things will get back to normaly as we're heading into summer months while we're here. Uh please be considerate of the neighbors with the dust and things like that. We're getting past the rainy season and I ask in partnership that you know we keep the water truck handy uh to minimize construction dust. If uh you could do that, we'd greatly appreciate it. All right. Variance for 7417 Broadview Road proposed Southside Wellness Center Hojo LLC. The board voted whether or not to grant the application Shashono Warch. Is that how you say your last name? Lorch. Property owner of Hojo LLC 7417 Broadview Road. So proposed southside Wellness Center, a 42 foot variance request to ordinance number 915.04 04 development standards that allow the proposed building to encroach into the required 50-foot yard setback by 42 ft and a two-foot variance to ordinance number 927.03 03 park and area area design standards to allow the proposed parking lot to encroach into the required 10-ft side yard setback by two feet as depicted in the submitted drawings and contingent upon the city's engineer report dated for April April 20 April 8th 2026. Um, is anybody here that w wishes to speak on this uh ordinance or this um motion? Anybody here wish to speak on this motion?
Councilman, I will go for it. This property lies in the Broad Road Development District which allows business. We had one resident that abuts the property. Uh they had concerns, but the developer worked with the resident to alleviate all concerns. So there's no uh even in spite of one vote going the other way, there's no known opposition to this development and I hope it for an affirmative vote and bringing new business to the city. Thank you, Councilman.
Okay. Thank you, Mr. Mayor. I uh had the privilege of sitting on the planning and the planning uh board and the zoning board for this meeting for this piece of property. And um the key factor here is is that the adjoining property owner was concerned about a barrier at the back. I believe it's back 75 ft of her property. Um this is a non-conforming property. It's in a res it was a residential area, but now it's in a commercial area. And without this variance, it basically would continue to be an empty lot. uh uh without the variance uh that would prevent permitted use. Uh the planning uh committee met with uh the uh owner owner of the lot two or three times. They went over landscaping, fencing, lighting. Um, worked very hard with the city. Uh, and the contingency on the U back landscaping or barrier uh was put in by the planning commission. So, I'm sure that will be attended to. Um, bottom line is is that the concerned resident basically had no problem with the variance. Um her main concern was that the back of the lot have a significant barrier and that was taken care of by the planning commission. So I don't see any problems with this. Uh sounds like it'd be a very good uh commercial property in our city. Having said that, I make a motion

Yeah. My condolences to the Piknatello family. They, uh, you know, used to live right around the corner and Ellen would always, uh, want to come see my son. So I hope they are uh doing okay and you know it's a difficult time. Also one small thing um if you um or your children driving cars are speeding please for the love of God stop and put your phone down. Uh kids are outside playing going to the parks on the streets. um you know obviously our our police department's all over that kind of stuff but um you know they can't be everywhere at all one time and we'd hate to have you know any kind of accident um in the city like that. Uh, and I want to thank them for their charitable contribution. Uh, great news on Rockside Road. Mayor, thank you so much for your hard work and everybody that's involved. Uh, I do not have a prepared statement, but I had uh my thoughts are with uh the kids in the Palmer School District. Um, I hope that the board of education and the superintendent start to take these people seriously, the parents, and earn their trust back again. and uh was pretty disgusted with the meeting I was just at. And I I I really really hope that the school board starts to listen and hear the students. If my comments are uncalled for, I apologize to this commitment to this board.

I want to thank the mayor and the administration uh for everything that's gone on with the Rockside Road project. I know it's been a long long time coming, but it's almost it's almost there. So, thanks mayor and everybody else involved and my condolences to the Big Nutella family uh for his uh long uh 26 years of service. And that's all I have this evening.
