For the record, Rodney Ashby, Planning and Zoning Director. Just need to report back on City Council agenda items. We had three consent agenda items. The first one was a subdivision short plat for Greenhurst Colleges. You had recommended approval and City Council approved that. Subdivision final plat for Deer Flat Ranch number two was also recommended by you, and City Council approved that. And finally, the final plat for Lakeview number one was recommended and approved by City Council. We actually had three public hearings, but one got withdrawn because of a similar situation that we had tonight. They didn't post on their property, so the Grace Bible Church annexation did not take place because they missed the deadline for posting on the property. So that is rescheduled. And Prescott Creek was another one that got continued to November. This is Senator Rish's property that got rescheduled It's been going on for a while now. You heard it probably six months ago, I think. I think it was in January when you heard it. And so that is being continued. They requested to go after the election in November. So that's happening in November. And then the last two public hearings that happened were the comprehensive plan map amendment from low density residential to medium density residential at 5601 East Locust Lane. And you had recommended denial on this one and city council did deny that. The next one was a variance for sign height. And that was approved, that was at Bath Fitter's, I think it's on Chisholm Drive, right? Yeah, east end of East Chisholm Drive. And that one was approved, so that's all I have for that. And then I've got our density report, if you want me to start right into that.
Mr. Chair, can I ask a question on those? Yes, you may. the fact that the Grace Bible Church got pushed affect the other applicant? Were they back-to-back meetings?
Yeah, good question. So there is one that what we're doing is we're recommending that they have a condition. Is that correct? We have a condition if it gets approved, then it'll continue and be approved as well. So that condition is added onto it. Good question. Okay, so. Oh, can I have it switched over? Thank you. All right, so density report. This is actually pretty simple and actually... In my opinion, I'm kind of a nerd, but really interesting to me. So preliminary plats, again, we're looking at a full year of applications to show you today. So this is where they're occurring, primarily to the north and southeast. Those are the preliminary plats. Again, these are longer term. It's gonna take three to five, seven years, somewhere in there. And I think we found in our annual report that after about four years, we were close to 70% done with these. About five years, I think we were 85% done with preliminary plots. So that kind of gives you a sense of how long it's taking. So a closer view of these. This is the north end. So this is the north end. You can see where those are located, the southern end. And some of those, like I think this one on the very bottom, sagewood, if I remember right, that one wasn't correct. That's correct, the one on the very north on the previous screen, farthest north, that one wasn't approved either. So we have them based on their application, but some of them are not getting approved. And then let me show you the breakdown. If all of them were approved, there would be 1,267 single family units. Again, if you look at,

Yeah, Madison Ranch. It doesn't show those numbers, so looks like we just, looks like it's been removed from the table. So the ones that were approved, 1,267, and then 26 multifamily units. Then let's go to the final plat. I think this is really interesting. If you notice, there are quite a few final plats that are infill development on this map. which I think is really a good planning principle. Build in the city rather than out is really a preference. And so you see that, again, a lot to the north and a lot to the south, not so much to either side of the city here. These are gonna be a quicker turnaround, so a closer view of the northern section. And this is really where you see a lot of the infill developments occurring in the southern section there. So final plats, we had 1,656 single family units approved in this past year, a full year of applications, and then 146 multifamily units. Again, I think that's good progress. We're filling in some infill development that's needed to be done for other times. Any questions for me?
Chair, I have a question. And this is coming from one nerd to another nerd, but I think I ask this every time, but do you, does the, does your office or your department track trends like long-term? So if this pace of growth continues at what point, will NAMPA be pretty much built out?
So in our annual report, we do a little bit of analysis of that, but not to that specificity.
There's so many variables, market conditions, all that kind of stuff.
One of the tricky parts for us this last time was that our impact area got reduced right about that same time that we were doing the annual report. So it's tricky. If we look at the impact area versus the planning area, we maybe could do that. Just take the planning area, it's pretty static, and look at how long it would take us. I think there is some data about that in the annual report, and there's certainly some data that we're working on for the comprehensive plan about that. Right now, our consultants were tasked based on some conversations we've had here.
At some point, theoretically, we won't need a future land use map anymore, correct? Maybe, but you always have rezones. Yeah.

I'm the owner of a small manufacturing company called Rocky Mountain Cutting. We're located in Boise currently and need to grow a little bit. So we purchased this lot in question for us to build a new shop on and to continue to grow our business. the lots bigger than I needed for the structure that I was going to use. And so it made sense to go ahead and split the lot. In order to do that, we had to do a short plat to split the lot. We're going to take a portion of it and then I have a, another small business going to purchase a piece from me. Okay. Basic application.

Yeah, we're a, especially job shop means we don't manufacture any of our own contract. Everything that we do for other manufacturers currently, the equipment we have in house is a water jet and a laser. Um, both they're all computer controlled pieces of equipment, cut almost anything flat. Um, Anyway, so that's what we do right now. The new shop will allow us to add some additional services to start vending and tapping and finishing. So that's the growth pattern for us.

Good evening, Mr. Chairman and Commissioners. My name's Terry Friend. Associate Planner with the City of Nampa's Planning and Zoning Department. The application before you tonight is a simple one, a short plat application to divide that particular industrial property into two lots. This property is designated industrial on the future land use map. It's currently zoned light industrial. To the north, you see that there's kind of a mix of zoning districts happening there. and an enclave property but then to the east west and south are all industrial zones in 1991 this property was annexed in and zoned to il in december of 1991 in 2020 there was a short plat subdivision that created seven industrial lots including the one we're talking about and then recently in 2024 they split that lot and the one to the west in half. So that makes just a simple property boundary adjustment not available to them now, which is why we're going through this short process. Industrial short plots are pretty easy. We don't have qualified open space on short plots. There's no minimum lot area. There's no minimum lot width or depth. We'll do landscaping and parking when they go through the building permit process to actually develop the property. So everything meets the plotting requirements. In terms of correspondence, we didn't receive anything from the public. Engineering asked about revising the plat to include a note about an ingress, egress, easement. They've already taken care of that, so when we get to the conditions of approval, we can take that one off. And speaking of conditions of approval, we basically have the typical one about meeting city codes, policies, and... and standards and addressing any notes on the plat and anything that you wanted to add and here are your potential motions okay thank you madam clerk do we have a sign up sheet

Hello, Commission. I'll speak first. Just for the record, Alex Jones, JUB Engineers, 2760 West Excursion Lane, Suite 400 in Meridian, Idaho. JUB was contracted to assist the Nampa Airport with this application. It's a pretty simple one. The request is to annex a seven-acre parcel. with the zoning of IL, which meets its comprehensive plan designation, and along with a rezone of a portion of the northern parcel that's currently suburban residential to light industrial, which also will match the comprehensive plan and the airport master plan. Should be a pretty simple application. Stan, for any questions you have?

not working very well all right thank you mr chairman and commissioners christy watkins principal planner for the city of nampa the request before you this evening is for annexation and zoning to il at 73 north happy valley road and a zoning map amendment from ra to il at 91 north happy valley road and if you're familiar with this the rezone property actually contains the fire department there's a one of the stations is right there on the corner of cessna and happy valley um so currently 73 is under the jurisdiction of canyon county requesting to be annexed, and 91 is inside the city limits requesting to be rezoned. The entire property surrounding is IL zoned with a little bit to the north and a little bit to the south and a little bit to the east that's still Canyon County Rural Residential. So there are services available to this property already. Pressurized irrigation is not available in Happy Valley Road. They will be required to dedicate 50 feet from the section line for Happy Valley Road when they annex. They will be required to put in a 10 foot side path along Happy Valley. And a traffic impact study may be required at the time of development depending on what is proposed to go into those spaces. As far as correspondence is concerned, engineering provided comments about access, right of way, dedication, roadway improvements, frontage improvements, and traffic impact study. The memo was attached to your staff report for further details. For annexation, they have consented to the application as property owners. The property is contiguous to the city limits on all four sides where it abuts IL zoned property. The comprehensive plan does include this area of annexation. and when it does conform to the MOU between the city and the highway district. For proposed findings for zoning, it is in harmony with the comprehensive plan because it proposes a zone that matches the future land use designation of industrial, and it complies with the principles outlined in the comprehensive plan. The future land use map was established after thoroughly analyzing those land uses for compatibility. The project will provide a set of uses that would be reasonably compatible with joining properties. Based on the airport's master plan that outlines goals and strategies, it meets a number of the goals that have been outlined in that master plan as providing expansion of the airport property and enticing or bringing in businesses that would be appropriate for that area. It is in the public interest and reasonably necessary because future development will extend city utilities, it will install frontage improvements, and it is compatible with the surrounding uses. It also complies with adopted city codes and will have to meet city codes with any development that happens there. That includes design review and any building code conditions. The proposed conditions of approval are in your staff report. condition number four states chicago street that is a typo it should say happy valley road and your potential motions are in your staff report i'm sorry that they're not up on the screen you have them in front of you i will stand for any questions we have questions yeah sure just one quick one when does happy valley
move from minor arterial to major freeway.
That'll be a Daniel or a crystal question. Maybe crystal.
Cause it seems like the redesignation, I guess of roads like that, that are heavily used would, would certainly speak to the future land use in the, of the area. So that's kind of where that's coming from.
Mr. Chair, Commissioner Kirkman, we do reevaluate the classification of the roadways every few years with Compass and when they update their models. And so that's when we look at those broad classifications for the roadways. I would not anticipate Happy Valley changing from a minor arterial um, especially with the plans that we have for highway 16 and trying to push the traffic that direction. Um, that being said, the minor arterials and the principal arterials can often look very similar. Um, they have the same right of way widths and, you know, depending on the traffic volumes are either a three or a five lane facility.
Ultimately, is that a, uh,
so in line with compass is that something the city just chooses to do like that's that's when we'll reevaluate or can you reevaluate at any time if the need arises if the need arised we we could reevaluate we are in the process of our transportation master plan that'll be something that looks at with that as well um so we're not bound to just what when compass is looking at things um we do make minor tweaks you know in between their stuff, but holistically we look at them then.
Yeah. Okay. And highway 16, that makes sense to trying to push some of that traffic. We'll see if that actually happens.
