And I wanna make sure that as the chair of the defender oversight committee, we can move it forward. We can go backwards. Good morning. Chairs to producers. This is a very important night for county. The specific item for you are extension of contract with private investigators who work for our contract public defenders. As you know, the county, Penasol County is not its own house public under us.

In place of that, the county is contracted with to five years ago, four years ago, were a number of efficiencies that were realized by the firms that are underlined with the county. County counters scrutiny off of this public defender. The was issued, benefit all of the defenses. And since that time, public defender of the committee, which led supervisor along with the depersonal offer, have made significant strides to improve quality of representation for the defendant. The I'm sorry to say the proper counsel's grow to be a disadvantage in its ability to actually run a business to create a strong oversight and to the quality of the Indian representation.

So we've taken on that also, I guess, closely helped the committee. And I think the leadership of Rajatalo have made great strides over the last months. There's much still to that. So this particular item is critical to allowing us to have the ability and to improve quality representation. We need also, and this will meet on April team, need to retain our current contracts with only with us two years. Mister Damkov and his brother have done an outstanding job representing these agent defense. I

yesterday, and we go met with Rodriguez. So they have provided input, and they believe that the quality digit representation has improved and that we are moving in the right direction. We also discussed costing measures. How can we with cost? How we keep our cost flat or even reach our cost?

The the frustrating part of this is that we have contracts where these are gonna every This should not be an issue to be automatically to their check each month, and so that's a good lead for us. So we're gonna work with others as we need to find a way to ensure that the goals are on play. Need to work them, identify forms, paperwork, and deadlines, whatever that they need. We wanna make sure that we have everything in place, and we want to be able to address the defense. This preceded me and something that has been common to a common claim by our council who've been with other pastors.

So I bring to your attention hopeful that we'll be able work the auditor's office and find a way where county council, the executive office, the auditor's office can streamline us to whatever we possible, and we can eliminate that as money from our council. This is, Joe Pence also. Just want to correct record. The council adjust, now to the board, I feel very inaccurate states. We do not claim or pay for a public fed office. The county council's office has fully done along the administrative audit of team. Now the executive office, it's very important that you stand that the office cannot make payments that they don't see. The have to prepare the departments. The claims have been brought to the auditors list with all the court documentation, including the the contract for the. And I get some burden that the the board stand. We cannot, in my opinion, set up an automatic payment just gets put out a month. A imp has to receive a claim happy and by the department. The approval process has happened, then The audit's off goes through. I feel this is a of where the and claims are housed because we do not have an internal public defend or public defender coordinator. I don't feel this should be county council. That's not their role. It also really technically shouldn't be admin because we could have public defender, a path to a court or someone that's on making sure these processes happen. Now this was happening previously by staff in county council. When staff leaves, every benders ends.

Good morning, Thank you for the opportunity to clarify and then for response to your questions. So this is a amendment to a permit that in a jurisdiction with their evaluation. The nine ninety three environmental group that was prepared that was certified serves the foundation for the product. It's essentially valuable information of existing project. This new process is going to build upon that function that was certified by '22.

All new analysis, new technical stuff, it's gonna be the whole process. The document that would affect the team that need is gonna be used as a foundation because, you know, that there is existing project there that will now be considered to amend it. So for us to consider that amendment and any potential impacts that that amendment may cause, and to be honest, then I can the law were there. So now there's additional laws have been we get we were we were books and annual leases to get all low U. S.

That come through California. Then you base it. They're always there. So we wanna make sure that as a lady with service of Markku who has has here to to be or to be our assistance as as a candidate that we all the policy is be met. And policies that we have that will consider that was considered back in 1998 was the a b t two process.

That that will be will be part of this application being cleared. And as per step process, we considered we are required to respond those points as as part of the environmental impact report. I know I know it did. That is a bit of a to environment impact or or the agencies required to respond to the though in transparency, we also try to respond as part of that group. But in this case, because it's be the ER process, we will be able to respond to those.

And this requirement that has had to keep in standing with state and certainly also to give with the how we respond to goals and policies in our plan that would back July '15. And so but I will give you the approved the 20 plan in 07/20/2015. And now our decision making on the, of how how many acres you have, it depends on areas. It's just something 100. Is on the. Thank you, mister chairs of the board. This is the requirement by the California government of the new committee that all jurisdictions provide and how they're leading the policies of housing. Is being the judge accountable to make sure that we're responding as jurisdiction to those policies that we implemented when our housing med was adopted, this annual requirements getting more and more rigorous and specific. Remember, as the micro implement in 2006, and these reports, remember back end, not a lot of it's public comments.

Not a lot of jurisdictional per their dates. So it was official because these updates are part of the requirement of keen client in in our community. It's not it's not necessary to meet the needs of the community for the process of the. But as you know and beyond that, to consumers, there's a lot of need that and and the adoption for for six saw in all the different different partners that we had. We're doing your to respond those those nudges.

Farmer housing, elderly, the different types of so this is an annual report that initially for HCD. And for there was just, you know, based reports that provide HCD. Now they're in the in the well, if if this wasn't met, why it wasn't met, will your goal plan meet the requirements? And so so that are really, like, requiring a lot more for me to keep that very, very easy. What we're doing is to And so this is the a brief proposal we provided you, and that's the report in your pack as well as the members of the league.

So just very briefly, the housing element is one component of the acquired components, and this one only means that it's not yet the update with overall update of the plan, the 20 horizon. This cycle as requested. It could be a five year cycle or eight cycles since 1961 this requirement was was heard and acquired, but they they have not been in, know, count six cycles. We are now in the cycle. Some have been a first of eight years, but we are in a six cycle time.

And and and part site to meet the shared needs of the health requirement. Again, not just to house to to meet those requirements to leave in the requirement for lower income categories and also needs housing. And this is a requirement that's asked for by the state of California for the to meet. Also present analysis of media housing needs and all income left as many. They had a definite identify and analysis of extinct and personal health needs, goals and policies, as well as reported asset in in your kit, and also preservation and improvement of extinct housing that we have.

And, actually, there's five main goals of housing element. Goal number one, the availability of housing all in level. Goal number two, development of housing just for a much positive housing. Goal number three, maintenance and need of improvement to keep especially our keep maintain, working and to move forward with with our stock. Goal number four, go house number two, to assure housing opportunities open to all.

And number five, energy conservation promote the energy conservation method as you will get in December and update where you update calendar buildings in this 2025. There's it's very in regards to energy conservation. And the as I mentioned, we're early in the sixth cycle. The jurisdiction is required to commit an update, a proposal each year to indicate what progress made in this year to bring good standing with 80. So actually, internal plan product report, there's a split of a 106 branch units.

You know, those being the use. And as mentioned, majority of housing units were are approved since 2010. So and just kept continuing their risk of of being Well, the accomplishments are big are back January this January, there was the group, the code of home services for homes youth just came to 24 that the board approved. And, also, there was a correct amendment with community system, which is economic for helping us program in collaboration with HUD, a federal grant, and this is a housing program for homeless individuals, families, and sublease. That's and so it's very hard to me.

Also, in February, there was a just a workshop. You all participated in health. And so members of the pit. We also had representative from you, senator Adam, chief congressman Zofman, and representative from senator John. On May 20, we had the twenty three and thirty one by your board and also had the initiation of the general plan amendment for the zone of the multi parcels in the original.

On May 20, the board also had a mutual discussion with nonprofit regarding affordable housing development with, such as DST, and HSA. On September, we the board of the memorandum of Sandy with AMBIC for three point o and three zoning of most sites to implement six site for rehousing element at amount $79,185. So grants does prepare for the certification of the housing permit. In October, the order of the ordinance and a five, the law and preference, and December, the ordinance, the provision of. Sorry.

This is you have the the actual of the standards, which I meant earlier. The portion that was the constitution. So the now requirements that we have in the government must be met by app assessment for the inputs. And December 2, you put the you approved this reading ordinance ten nine one to have the high on January 13, which opted the which was submitted to the state. State certified as an analyst. That's the that the, board received it to 25,000 men and Congress board mandated government code six five four zero on the status of the emigrants, its sublimation, and the author of the right plan in order to file necessary document with the California Department of Housing to be developed by April 1. So so, one of the things on the house element, and I brought up the last time, is about build a remedy and that. I just want to make that applicant that understand where where legal rights are. And if there is present that we actually work as to make a president about if if the board's link. Infrastructure is already talk, at at state level about bringing infrastructure dollar in to support, in four counties to be able to have infrastructure meeting with actually force those in government. I wanna make sure that that kind of, legislation is moving forward.

We are being very clear about roads and that roads are, some main problem in our community, such a main concern of residents. And that, when it comes to the overall infrastructure that we have adequate water waste for at, we're not, we're not putting the work of the hoard and infrastructure because of for housing, because we have to make sure we can sustain. And if not sustainable, it's right for our community. When it comes to measure a, how the the zoning update and and where is there areas? I'm not fully sure.

I don't understand exactly all of the zoning impacts at each individual. You know, understand overall. Understand that the zoning updates and how that works does work with measure and what the state has to understand our have voted for and HR priority. I just wanna make sure that that and it's coming to the questions about ensuring the will of voters ensure a or a four based on on what we already have opted. Okay.

Already that one. I see the other question that the not but the only thing I'm sure that is the affordability element. And we I know that working to start the talk about and have a conversation. But the affordability element and what that looks bead restrictions appear to be something that is coming controversy about being an in force. Think we'd have very strong And if the board bring a very strong voice about injuring that we're housing our residents in best possible way that follows the legal ability.

We're not that we can write at the edge of law, but how do we to the edge of law make sure that we are doing as much we can for local residents? I really to, like, agree in regard to why

Got got Thank you, chairman of the board. Thank you for the question. I'll answer as as possible. So, generally, this is actually the third element that I worked on since starting my career in planning. It would be to plan for this two year event. And I began with the only of July to 22. When I was an element with basic previous settlement would be finished by 02/23. So so I came in less more more secure before it need to be, you know, essentially suffice. And when I can we're having a situation where right now, there was only there were two centers at the time, and that there was sent to reload and looking at where that is the hell element was. There was there was no work that was being done on that element in 2022 when I went.

And so I started to move aggressively working with board and the commission to to get that process started and and go. And so for the board to, you know, you know, to request proposal for consent. An RFP, there's no response because housing element, like, consent board can book to the jurisdictions, then we resent again, and we actually were able to well, we were able to get a consultant that helped us. That consent was also held to city to help us out. So Scott them on board. We started community meeting. Even before we got consulting board, September, actually, our our first meeting we had over the board. There, we had planning commissioners staff, and we had as well. We did a public outreach that started our our process. And and in '23, we had the general policy amendment process.

With the salt here in COP, we had we had them here with the board, and we outlined the process of what we're gonna do, which in which we did. The major point was community outreach, and we had many of those. It's a requirement because an amendment to to the plan amendments and our plan require community engagement. So we're called multiple meetings with the the commission, multiple meetings with board of supervisors, multiple public outreach meetings, met with civic group, including Latino commission, supervise to tell us a big part of. We had a presentation here.

So this is telebetter presentation on on farm to housing, which is one the social needs housing component of the housing element. And we address their there is of concerns here at at this And and the first finally had first draft. And with all that, we were met with our total for every week to, you know, a two weeks was kind of period. And HD had a constant wait period where we said they have certain amount of days, like, to respond. They respond and have to make comment available to the public for the public response.

And so there's a lot and forth. And of our last comment that goes on our third were filed and were were extended We're bringing the the infrastructure needs to provide. You mentioned, you know, I I can't use to approve these products if if if if the main phrase is multifamily health care within the county can't approval. Our response, we do not have does not have this treatment. County said, we don't have a it's not a water parade.

We depend other agencies. So we make clear meetings that are we documented it very clear in our in our. And so finally, they brought their bank and say and and and that they they shared our operation with all of the agencies, and we're really planning in peace to support and the support of the board, the director of the board, and and, finally, we we get adopted in May. I'll report in my presentation. But because it was out of the twenty twenty three year, the the 80 said, well, we will accept it, but we cannot justify it until you implement program that records the opening. So we go we went and board them. When we adopted the. We got stopped right away. We didn't stay idle. That part started to work on risk.

Started cover that work for those opening for the opening and being invited to work. Stand up before planning to November and be booked in Denver and finally got it updated in January. It's kind of a little bit setup.

Being a long buses, sport us to move to make our work together plan that did not allow from small through county for the to keep to take over on the build to build. We've together a plan that addresses that list for a person in county. We finally are to care our rents and our than war about the house of multi mayor from San Jose. Mister chair, if I may just couple of questions as mister. As briefly, do you know, is adopted by the voters, and that is the law. You may aware that there has a little challenge to. We are in litigation over that. The applicants of have intervened in matter, and they are taking the or and taking the the role of deputy.

So we are working properly, collaboratively with them, but I do believe that only the lead challenge will be dismissed by the court. So as you know, we seven build rent products that are suited time prior to the certification of the And so we are working closely with plan to view process all those projects according to law. But I want to assure the board, as previously advised you, the board not lose all their low land use or There are statutory acceptance that allow the board to scrutinize projects in the scope of law. And just as an example, when we're dealing land is zoned agricultural or for resource survey purposes and is grounded on a two sides by agricultural resources, that is where the option allows the bird to exercise their local land use sorting on product. Another story option is where the water wastewater facility serve project.

And another important qualification to have a cross project ultimate approved. I just wish your board that you still reign your local end use 40 with respect to builders new projects, and that you'll be with any to ensure that your local use authority is to review and action as you may probe on project. Yeah. Good morning, chair. Good morning, For you for you presentation for today is county binding system. The recommendation came out the tour advisory committee and to the board of directors for and. In.

So a wayfinding system is a use science maps environment to help you navigate through or any base of finance in. By this County, it would have improved the age between cities and the inquiry areas. It's support access to parts on downtowns and a strength visitor experience. Do wanna know one of drops is that if because of signage or anything that played, if it's consent throughout the county or throughout the bay, it may result in visitor commission even as the incomplete Does reinforce any identity does not imply it will be taken over the local identity, so I wanna emphasize as well. It's a little bit more what is, but it's not.

So I imagine it's a key wide frame. According to focus on security and safety, it could scale up from a small area to a lower area. It's not amendment built on today. Not one size fits all. It's not like I should take of the city or local entity of the community. I did look into whether there's to have one that was able to with. They were more focused on transportation including bike path and vehicle transportation. Butte County was a a more tourist driven plan, and they were able to fund out with a fund. I'm gonna go a little bit in detail funding where currently as well. Belmont and San Jose, they actually embedded some of their science into infrastructure as our employees and remodeling some of those something we have.

And so, like I mentioned, went more on ISO transportation, and it was led by the interarchy transportation commission. They hired a consultant planning design to assist with their planning base. Monterrey also focused on and pedestrian track transit. The old consults of Delta Planning assigned to develop lines for reasons. And crews, use mini design and lease imprints, methods that were eventually woven into a plane. So they can definitely be incorporated into general plan and any cap projects we have in the plan. For example, the car culture program that was tied to permitting. Fund typically accounts typically fund planning. And then as the plan gets established, inflation is phased through growth circle product. For example, again, we can allocate 200,000 of our funding for their funding.

And then I said earlier, there's about a session on direction. If we're not that we're gonna forward question to. So Sam Doh County is a two diff approach that we can can you focus on tourism or on transportation? Can focus also on the air. We can focus on way downtowns, parks, and trail we have available. Eventually, our and rural access for our and and a visitor as well. It could be available to a or it could just reach to company entire county as well. This is just a capsule away from map. We can post the prior gate that we have, which is 10 1 North South and East Highway 95. And then corridor where we are Highway 195 And 6.

Our cities essentially include and are in creative community and the work that we have. He said key donations would include our national park, and our facilities as well as our facility that's on. A and can be developed to identify the areas. We can slow some of the some areas to. What we're on the board today is considered for a.

I'm also asking if we will focus on will tourism or a hybrid approach and possibly consider a program or piloting an area that are focused on a better week into larger area. And, ultimately, just information on how staff move forward with this strategic approach. Next, if we just move moving forward, we would want to have a coordination. So we wanna invite community members to speak. We want to have a signage and science we only have in place.

We would have to either invest in the funding strategy or ask for partnerships. I wanna go in partnership as you board with, in Native, and we would essentially draft this, but we do hire consultant what that would look like, or if we will do it. It also pending on additional. As a member's commitment to in it or move forward, but I am finding a board supervisor for our feedback and potentially in direction they wish to provide.

It's just one of those thing we're missing in this community that to me seems like, you know, a no brainer as far as and seeing the form of the community, but also just sort wreck people that are our residents to these binders have a track here. It's an easy way to basically advertise our community. People are asking about under thoroughfares. So the goal is really to move, promote attractions, really promote pinnacles, mode on top attraction through sign. For me, least, and I this is probably true for other because it came from tourism as goals, a tour driven plan as opposed to some pedestrian plan basically has currently been created. The goal really enhanced for most tourism.

I believe it need be as complicated in some of these county. We've talked about tourism. It's a set design plan and going again from to increase the team from size of Spark Chaosy, having delivery benefits, local business and restaurants. Top companies one of the top companies you hear other than those that just don't have a thing to do. And so, you know, the goal is really the things we have here to to get more visitation in 10, but generally speaking, and then that's we're here to get direction from the board that we can tend to go back and further find things.

The general cons was the and we've told this past that it's sums of pickles themed monument signs along a thoroughforth affair, and we claimed, as Gracie alluded to, the consistency of light themed slick sign to promote all their attractions that happen. Of course, you know, that would explore would assume it will prosper for Gracie Being financial, logistical partnerships with Caltrans, Mombatita, Hollis, or perhaps it's called business organizations and community. Some of the other attractions that I wanna linear out, obviously, there are I'm sure others. This is an example, the Anzara Trail, Monmouth, Coster Hill, the one trail, parks in particular, regional park when that's complete Downtown Holster versus one. There's within Danwaw, you see the state park commission.

There's Tresinos, you know, really great restaurant things there. And then, of course, you know, to provide for us and citizens, I think, if there are other areas in South County that'd be appropriate here. And one day, we our dreams and true, I know we want to we lock, you we've roadblocked in the from the state and the federal government and whose desert. And so here here, the direction, potentially get back to our committee for the ride in as a stakeholder combination. I see having sort of shop tours and videos are scheduling separating to bring stakeholders to get put from those interests.

I love the idea that's waiting the and I think we have really I think could add character our committee. They definitely have some questions on it, because I don't we can do this about month. And so how are we going off into this? I mean, I love the idea of ants. I actually did some queries on sprints that are possibly available. And so I just, you know, my question right now is how committing, you know, is our staffing party and funding capacity now be able to support moving forward with this. I I know. Some kind of looking admonition right now. Like, is this facility definitely supportive of it? I just I question whether we have staff or funding capacity right now.

I feel like our next item is about one of the sick needs of of some of community members. So to me, the almost, while I support as a general idea, it doesn't seem this is appropriate time for us right now. It does seem like the staff or the funding. Would like to see us, to give feedback that it would encourage going with more of a hybrid model than best focusing on tourism. And only say that I think true impact of it is at stake. But I all think that there are a lot of people that live here never been some of these too. So I think there's an opportunity to use it in tourism, but also to educate, our community member of what is. Right? I would look to be a little bit high model. I I think regional parsha for something that's going to be incredibly important, but I would say not only as a partnership, but we also to look in for funding of some end of the winter.

I think we just start kind of a mass plan of what the wayfind could be. Current signage have signage we need. Again, we didn't end up in a fund to be able to do that. And the other thing that I really feel is people are coming here to visit Nichols to visit, you know, some of the different places. How do we instead, like, I don't think we need to spend a lot of time advertising for because people already coming here. Right? Like, did it the thing was full, not a parking there. I my question is I want to is people that are coming to pickle and when the park lot's full or whatever is or where they was how to get those people start when our are here. Right? How do we promote the restaurants we have here?

The place that people stay. The other experience that people can people come in pinnacle anyway. So how do we do that? And the capital is from real benefit our community. Get the spend tax stores here, not just at the hours leave, but really spend some to make get down here. And that takes some internal marketing and and and things to think that just, you know, for us to just mark Nichols. It's a couple of opportunities. So I would like to spend that. Nichols is great. What else? Like, how could we be more strategics? We support this. Appreciate the committee guys being this aware. This sort of in concept. However, right now, I don't know what with all of the things we are facing and with our budget kind of issues, I don't know we're able to move forward in a real quick way now being able to out fund without saying I don't know that we anywhere with this. So cute.

But being able to bring the communities and businesses to biz council and hear feedback of what they do for them, how it would participate market with us so that part. Since you have golf, and it's something that draw some people here, how we do that in with also the historical effect, historical site, and and and the park, how we draw people to areas they may not know are here and and feedback. If we start bringing those groups into the combination, and they get ideas could actually something re great.

I do agree that we know one of them right now. I I am not acting for fun, so that's fine. Maybe we build also cog and transportation and have tight transportation to locations and look at big the bigger pan for transportation and working log parks.
