City Council - Special Meeting

Picos. Present. We have a request for the Regulation 18-2026, a regulation that places an amendment of the PIAGAM petition to ban data centers in Johnston City in a special vote and states it as an emergency condition. Yes, do you want to?

Thank you, Mayor of the City, and good evening. So, as a little background, the City received an initiative petition for the PIAGAM amendment. The task has been completed by sending it to the House of Representatives to verify the appropriate number of signatures. The number of signatures returned meets the 10% requirement in the Ohio Constitution. It is now the House's duty to adopt the rules to place the amendment petition, this amendment, on the ballot and must be carried out as soon as possible. I'm sure this is the fastest time the council can gather. And now the council is required to place this in the voice letter and choose the date for the election, specifically no less than 60 days since the adoption of this regulation and no more than 120 days. This regulation is in front of you as an emergency so that it can happen immediately. Our religion usually requires the first reading, introduction, and listening to the second public opinion. The court has the authority and ability to ignore the rules and, on the basis of the Ohio Constitution, to adopt and approve it as soon as possible. I suggest that the action be taken, but that is the legislative action. If the rules are adopted today, you will see that there is an empty section for the date of the special election. That is up to the decision of the committee. I have calculated the date for the special election if adopted today, between Monday, November 9, 2026, and Friday, January 8, 2027. And that will be the decision that can be made by the committee after several discussions.
