Your turn. okay take a minute second all those in favor say aye aye any opposed motion carries all right I'd like to go off agenda for half a second welcome miss Cindy Raez our newly appointed interim Acting Parks and Recreation Director. She's going to need a lot of guidance, but she is open-minded. We spoke on Friday afternoon for a little bit. And just like, I'm sorry, I taught school, went to school for four years to learn how to be a teacher, but when you walk in that room the first time, you know nothing. You've got 35 children sitting in front of you going. So you hit the ground running. But like we talked, you have multiple parks, a beach, many employees with the lifeguards and the directors and this and that. And we're very fortunate in having the only community center on the east coast of Florida. that's run by the residents. So we want to keep that and keep it moving. You're up. Discussion items 4A.
First of all, thank you so much for welcoming me. I am a long-time employee with the town. I am acting in the communications department and area, and also tourism, so I have a lot of experience with the events. the community. I've sat at the tables welcoming people to the tours and events, so I'm excited to now serve the town in this capacity. So, so lucky and blessed to be in this position. I also live in town, so. Oh, good.
That makes life easy.

And so, as far as the discussion items, I... As we know, it started last week. I briefly spoke with Adrian about the agenda. I know he just wanted to let you guys know about the whole program that it's starting. It started already. The recap of the movie night, which was Moana on 96th Street Park, successful. That's what he said. And we recently switched vendors once again. We went back to Charter Up from last year for the school bus. And this morning was our first run.
Yeah, it's normally the chair who will move from item to item. I'm so sorry. Okay, yeah. That's okay.
So we're still on the first item right now. Perfect. I sent you a couple of questions. Do you know how many children you have for next Tuesday?
No, I asked. George contacted me. the YLCA to ask for an enrollment number, we haven't heard back. So, I don't have any information on that. But I will let you know as soon as.
Because I'll tell you that it is a really needed, on these teacher work days, they pop up. Every two seconds is a teacher work day. And we have a program that these parents, they need somewhere to put these goomers.
We started promoting it last week. So we got the materials for the flyers. So as soon as I have a number, I will let you guys know via email.
Then you have... Thanksgiving school whole week. They have all kind of Thanksgiving now. We used to have just Thursday night. Now they have the whole week and two weeks of Christmas. It's just like the kids. You wonder why we're a little behind. They're never in school. And I never noticed it because I was at school seven days a week. 4c update on the bus why did we i i'm not a fan at all bought it i apologize chair okay you skip 4b recap okay yes i apologize so that was on september 6th we had popcorn for the kids and we thought it was going to rain
But thankfully, it went without any issues, the movie. And that's... That week it was raining. They were on standby. We didn't know if it was going to...
It's a very popular evening. And I know one of our former members, he always, years ago we had it at the pool. It's really difficult to have it at the pool these days with the turtles. So you can't have any kind of lighting and things like that. So we have a beautiful park and we have the setup with the screen and everything. And people look forward to it. And I like the idea that they started with having the survey of what movie, so the kids have a little input to what, you might only get a few
answers back but at least they have a little input of what movie they want to see at the park 4c 4c so the bus correct from my understanding was that we had a lender with the big yellow bus unfortunately when we did the dry around um it was successful and the driver um was a lady that was very nice and unfortunately they switched drivers, and the new driver that came in wasn't getting head held, and parents weren't happy about the, she wasn't on time, and with the drop off, wasn't reliable either. So I know the town manager was going back and forth trying to fix these issues, and he just decided that it was too many complaints from parents that weren't happy. So we went back to Charter Up, which was the same company we had last year.
And we're back up to? What cost?
What the cost? I have the agreement.

Of course. And so we will have questions that may or may not get answered today, but that's not a small item. It's a surprise to hear that maybe the parents are comforted because they're familiar or acquainted with the old service and they were satisfied with it. But there is a cost consideration, so that's something that we can discuss further from the manager. You can get more information. Because I don't know whether you've ever divided the

It was roughly $12,000 a month.
Well, back to the old contract. The new contract, it dropped a lot.
What I know actually from contracts is that when a contract ends for whatever reason, it's a new contract. So it's not the old contract. No. It may be the old vendor, but it's a new contract. Well, hopefully they match the price and didn't go up. We don't know. And that's fine. It is... Can I just switch gears real quick? Sure. I want to welcome you to a new welcome to a long-time employee. I think that there's a lot of crossover between the two departments, you know, tourism and communication, and Parks and Rec, because there's funding that is shared, and so you're familiar with these things, but there's other things that are not shared. And Adrian, we're going to miss him, of course. I believe he's still on And I'm sure that he's going to be available Beyond that, to you, and so I hope that you reach out to him to get further familiarized with all the stuff that goes here. I don't even know what goes on here. There's quite a lot. It's a hefty program, and so it's a moving train. As you probably know. She jumped on. Yes, yes. And so it's comforting that it's a train with an engineer driving it. But everyone has their own driving style. So we look forward to working with you. Yeah.
Because this is, you know, Tim's been here for 22 years. This is the first. We've had changes. We've had 100 managers, 100 police.
Mm-hmm. And just with that in mind, one question. Is Parks and Rec personnel fully staffed at this moment in time?
We have a few openings, one for custodian full-time. And one, lifeguards, obviously you're always looking for lifeguards. And we're looking for another customer service rep full-time. So those are the three openings that we currently have.
Are you going to, oh, I'm sorry.

Okay, are you going to be with Park and Grip full-time or are you going to share your responsibilities with your prior job?
I'm going to be sharing both. I'll be doing communications and Parks and Rec.
Will you have time to do both?
I have time to do both, correct. If I felt that I was being, I had too much on my plate or that I wasn't going to do an excellent job, I would have told the manager thank you, but I want to just continue focusing on communications. And I'm thankful that he saw that I'm up for the challenge and I'm hungry to serve this town and serve a place that I love and that I live in. I'm excited too. take this journey with you guys.
Fantastic, we are too. Just as Adrian was assistant to Tim, when Tim retired and Adrian took over those duties, I believe if I'm not mistaken, I asked the question, is there a new assistant? And there was not. His office was now occupied by... Frank, if I'm not mistaken, the other Frank. So, question to you is, is there a open position for an assistant director of Parks and Rec, or has that position been eliminated? I mean, I'm sure that you're capable to multitask and wear the different hats, but we know that was not the structure before. There was a division of duties.
Currently, what I understand is that That position was eliminated. However, Carlos, come the new fiscal year, will become a manager. So he was promoted from supervisor to a manager position. So that entails more responsibility for him, and he will be my right-hand person.
As a committee, committee members come and go, but this committee, I believe I speak for all of us we want to help you to do the best job possible and deliver to you know services to the clients so you mentioned clients i'm assuming that clients are by definition the residents and visitors that are staying at double tells is that Correct. And then there's the public at large who also are welcome and take advantage of some of the things we offer. So, yeah, we want to be able to help you. And so it's ambitious to serve in two positions. Sometimes it's a necessity. Sometimes it's an obligation. It's temporary, just until things settle and find help. So it's encouraging, but it's also a little pause there because we want people to be able to really focus and get the best services for the clients. You have a committee here that's...
very involved in the committee. Other committees, they seem to meet but don't meet and don't say anything, but we try to keep You know, the manager's been stopping in. Ruben Cotto has been in. And we try to keep things moving. Because you've got a lot, you know, one of the big things we do is the silver sneakers. And I think, Commissioner, that was a big plus. You've got to keep the ball rolling.

And I don't know if you're aware of it, but I've been to the last show.

Well, we're going to come, I have to get back on agenda because
Okay, I wanted to say that I'm well known for saying exactly what I mean. I've been very honest and sometimes very crude about saying the truth.
Honesty is the best policy.
Okay. I am very concerned because I do use the community center to the limit. I mean, I have been there in classes. in the swimming pool all the time. I go there to all the activities they have that I can participate. I thought that Tim and Andy were up to here with all their responsibilities. I cannot see how somebody that is new is going to have two jobs at the same time. which you don't have the opportunity to have been trained. Andy was trained for five years in this position. And I was the one that whenever I see something, I would run to the office and tell him right then. And he would take care of it right then. He never said, I don't see it, I don't have the time. I don't know how you will have the time to do that. For example, I vote. to the classes from 9 to 10 in the morning, and I was very happy to see that the other day the guy that was at the front office went out of his way to say to somebody, did you come in and register because I haven't seen you before? And the lady said to him, I'm sorry, I came by. There was nobody anywhere. I don't know how to register, so I just came in. So these are things that I went and I told him, you know, we need more personnel here. Sometimes when you go over the phone, you come in five, 10 minutes and nobody answers. And I have mentioned that before. So I am very concerned that they are giving you many more responsibilities than you can handle. And instead of being able to swim through it, you're going to sink. So in order to benefit your energy and our accomplishments, I would like for you to see whether you can really manage all that by yourself or whether you should ask that you should have somebody to help you out because you don't have the knowledge to begin with of what are all the things that you want to be managing it. Like, for example, this Sunday I was in the pool and three lanes of the pool were taken over by children, small children that they were being taught how to swim. Well, the adults had only one lane now. This was never done before. There is no way that you can have all the children in three lanes and only one lane for adults. But who would I tell? Because I went to the office, there was nobody there. So to tell you the truth, I'm very concerned.
So you would like to take a recommendation to the commission that the commission and the town manager should look into freeing Cindy to be the director and full-time? I can make that recommendation to the commission.
Does that have to be a motion?
If you're recommending, yeah. Especially because the manager is not here.

Yeah, I do. I recommend that Cindy will be in the responsibility full-time so that she can be able to do her task in the best possible way.

Two part times is double time. So I'm not clear. Two full times is double time. Yeah, so I'm not clear. I think that, you know, I agree with you. The wording is funny. It's one person, right? You're one person, and I'm sure you're very capable and catch on quick. But it's still, it's a lot to take on. And I know when I multitask and I try to do more in an honest, good intentions, sometimes the trade-off can be that stuff doesn't necessarily get done the right way and then there's a possibility for shortfall. And I'm not clear on... Maybe you can address this. Are you currently occupying two part-time positions or two full-time?
I'm the communications director and I'm acting Parks and Rec's director. The position of director is still being advertised, so we will see.
But there's nobody steering the ship. Right. Understood.
I'm currently. Right. Adrian is still here until Friday. Correct. So I've been meeting with him daily, and he's been, you know, putting me up to speed. Please. text me, should you need anything on Sunday, for example, write down my number, give me a text, and I'll help you as best as I can.
So there's an open call for that position. Am I having it? Correct, yes.

And obviously, you're in the running. I mean, are you considering applying for that job?
I am, absolutely. I mean, if I'm here, it's because I would love to, you know, be permanent. I think that the manager wouldn't have called me to this role should I have not expressed interest in wanting to better the town and all my abilities. And he saw the hunger that I have for the town. So it's not my choice, it's not my, you know, as you know, it's up to what the manager decides, but I'm here in this capacity as acting director. So it's not,
They're all we got. Can we add to it that we should recommend having a consultant or general team? Could we ask that? You can say anything you want. Okay, so I would like to add to that recommendation that we should reach out to team by asking to be a consultant. for the time being until we find somebody that has, you know, knowledge and experience to do it by themselves. Do you have an assistant in the communications?
Yes, I have an assistant.
When I was like, we didn't have communication, we didn't have all this.
We had the manager and Tim, and the trash people. That was about it. You can't just move stuff around and expect... So your recommendation to the commission is that Cindy be acting director, being released from her duties... to continue as acting Parks and Recreation Director and consider bringing on Tim to assist in... Exactly. Tim Mill. Tim Mill. bring him back in some capacity? He has volunteered, he has asked, he has said that he'd be willing to come back and work with Cindy, because he doesn't want to see the programs that he built for all these years. And it's not going to flounder, it's going to run, like we always say, there's a school And the principal leaves.
Kids are still going to show up. So we have the opportunity to accept his offer. We don't. The town manager does. Someone does. Yeah, the town has. Okay, so that's fantastic.
We're taking it to the commission, and the commission will take it to the town manager. If he chooses to do this, it's up to him. He is the town manager. He works at the whim of the commission, but they can only recommend as far as the hiring of employees. They can't. They can't recommend hiring employees. They can recommend a consultant. Of course. Understood. Is that okay with you?

to recommend for Cindy to be given the acting Parks and Recreation director position full-time and to be released from her duties so she can focus on her responsibilities and to have Mr. Millian as a consultant for the town until someone with more experience in the Parks and Recreation is hired for the town.
It could be Cindy Diggs. That's what it was said. They would be able to work together to keep the programming Okay. There's a ton of activities. And I've got, you know, we haven't even, there's no really, I didn't even ask about, you know, we're talking about we're in the police department with a bike rodeo. We have a serious problem. You live in that? Serious problem with these electric bikes and electric scooters. Dangerous problem. We talked about additional classes as far as swimming. We've got a lot of kids. You see, they can't swim. And your job challenge is the same as many people in many communities hiring lifeguards.
So it's until the time that the commission makes a determination or a decision on who to hire? Is that until they hire someone? Right. Is that open-ended? I think the expectation is that they're going to get this done.
I mean, this has all really been, I mean, to give Mr. Blumstein, a chance here. He hasn't even had a chance to even worry about this. You had your director retire, you had your assistant director to leave. Cindy happened to be in his office and said, hey, you're it.

Get on the plane, you're going to Orlando to a conference. You're representing the superintendent. So can we go back to 4C for our clustered gut here?

Do you know what the cost is?
Yes, the cost is $120,000 per year.
$120,000 for 10 months. That's $12,000 a month. Divide that by 25. That's how much it costs per child to ride. It's an outrageous, outrageous waste of money when it is a parent's responsibility to take their children to school. I'm in the wrong business. I said, let's get a bus. But when they hired that company, even though they're in many municipalities, I saw it coming. They make more money on field trips. So they dropped us to go on a field trip, I bet. You get $500, $600 to go to the zoo. They have four buses in their fleet, and they have a school that's going. They need all four buses. They don't need three. The previous company, you mean? No, yes, the new company this year that left. And the cost was, I want to say it was like $80,000 for the other company.
Oh, the cost saver?
Yes, it was about $80,000, which is still outrageous. When you divide it by the amount, the average 25 children that ride each way, divide that By 20 days, because the maximum school days in a month is 20 days. This month you have way less than that. I think you have 18 days in this month. We're back to square one. Yeah. So at least we got a service. It didn't drop. They have a good driver. I've asked. We've asked. I've asked the commission. I've been to the town manager. We have no communication on that bus. You have a driver. There's no aid on the bus. Kid has an epileptic seizure. Kid falls down and breaks his teeth. The driver virtually has to stop the bus. See what the problem is. I've asked for a radio to communicate with the park department and or a public service aide. So you would have some, and I know it's right across the bridge. Like Mark says, oh, it's only a mile away. Things can happen in a block. And I've dealt with hundreds of children every day on school buses. They just don't sit there and be pretty. So I'm glad that the ball didn't get dropped. We have a solution. It's a very expensive solution, but that's just my piece. All right. Do you have any new business?

Thank you. I just wanted to say that it's not uncommon for the town to hire a consultant to help get a department up, such as human resources. I think recently we just contracted with a consultant to get human resources up and running. So it's not unusual. I have been, since I attended the last couple meetings, I was a proponent for the silver sneakers and then the next meeting for any of the activities for 55 and over to be free because we want to come, and there's a lot of activities, and especially with retired people, seniors that I am right now, and I'm jumping into all these programs, I see, you know, you see, it's a very active Parks and Rec Department. And I've also been giving suggestions to Adrian that were pertinent to the exercise classes that I'm attending every day. And that's what I was just going to say. I was really just going to sit here and say nothing, but I just wanted to let you know it's not uncommon.
But I'm glad you're here, because I have a question. My wife has a question, because I failed retirement.

Hopefully she's not next door causing a fit. When they said all senior programming is now free. Is that all?
Yes, all adult programs.
All adult programs, not just the silver sneakers.
Right, right.
That's what we read and that's what we comprehend.
Yes, yes. The first time I came were silver sneakers and then I advocated for both the programs. And I added up the cost, you know, we want to stay healthy, we want to be proactive and not reactive.
For example, the program search as the branch. The branch has prices not included.
I'm talking about the classes, the exercise classes, the art classes.
So the adult classes that are on the programming, like these, the adult classes, 55 and up, and also the Aqua Zumba is not here, and the art, but the art is always free. So everything on this section.
Aqua Zumba is?
Free. It is included. 55 and up.
But like when you take your field the brunch and stuff. That's something you pay for. We're still paying for that. Don't you have to sign up for that in advance? Yes. That's exactly where we are.
How many locally people are taking the bus?
And so people are starting to come to me also just for your feedback. They wanted more of these trips. People are ageing for more of these trips.
And there's not as many during the summer, but there's no reason to discontinue it during the summer. They told me that... It cannot start until November. I have no idea why. I know. Aren't you the senior park director?
I've been talking to George Hudson.
George Hudson, he had mentioned that the reason why not during the summer is that he saw low enrollment and for snowbirds that's why He starts in November because there are more people for the programs starting November.
But then you forget about the people that live here. People are coming to you, even the ones that made me pay for it. So people are upset that... A lot of the programs don't start until the snowbirds get here. And we're people. We don't want to take the sun off.
The only difference is that when the snowbirds come here, we have two buses. Now we have one bus, and that's enough. But for the people that we clear, like I was saying, you know.
It's your first job, Tanya. To increase the amount of trips for seniors that stay here.
So you would like to see it, you're right, not just. The whole time.
The whole time, yeah. Because also during the summer it's really hot and we can't go outside. It's really dangerous sometimes. And it would be nice to have more programs.
That's why. And there is that not, it's not too much work because I am really a strong person. I do all the food work for them. I select the places, I tell them to look into what to do and all of these things. So the only thing you need to do is just actually tell me, you know, we have this and this and this schedule, and that's it.
Usually you do one senior brunch and one field trip a month, or starting in November? Starting in November. Okay.
Do you arrange the speakers for the senior brunch? Well, I recommend it. Right, right.
And sometimes they go as well. And can I add that I came to the senior time, 10 to 12, on Wednesday. I was the only one that showed up. And so they don't have anything planned. What I was told, and I think we could do better on this, is that nobody shows up until, again, the snowbirds. But there's so many people that want to do something. I know even within my condo. Because it's socializing. We want to get out of our apartment. That's the whole thing. We could be doing a lot more. I have been, prior to asking for the seniors to be free, I was going down, and I still may go down for a couple things, to the... Mooney Dad, Senior Center, which is on 74th and Collins. And they have, I think I copied you on their itinerary, and they have a lot of these other programs. And they go all year round. They don't take a break. And they have, you know, trips and everything too. So the other thing I just want to ask about is now for the next two weeks, there's no programming again. Is that because of the Jewish holidays? But why? And the senior center down there does not do that. And what are we doing for two weeks? Why? And I don't see any of those, that religion there in these classes. There should be no reason why we can't I can't go to my art class for the next two weeks, or exercising, or silver sneakers.
I've just got to go. Do you think it's because of the instructors taking those?
So, from what I understand, they're not. I think Tim had told me, because I got a question a few months ago, it was exactly that. What's going on? Why does it... It was another holiday, and he said that... Traditionally, he saw more enrollment in the classes and that it was difficult to get instructors.
So, none of the instructors, they all want to do something. In fact, they are saying, if you want to do it at my home, I'll be happy to do it. So, it's just, I don't know why. You shouldn't, I mean, do you close this whole facility for two weeks? No. So, why Why put that burden again on us for another two weeks that we're not going to be able to?
So that's what you said. Thank you very much. I'll look into that and see what we can do.
Yeah, because it's a government facility.
It shouldn't be closed. I am Jewish. I would not go when it's the holiday. But that doesn't necessarily mean that everybody there that is not Jewish would not be able to go.
So if you were to have the Zumba class.
Yes.
And you had 10 people show up, you have the Zumba class. If you had one person show up, would they have the Zumba class?
Yes. Okay. And the instructor said, Yeah, but it's a perfect example. I went and there were like 10 people, I think 8, 9.
But the idea is if one person shows up, they still hold the class.
Yes, because the week before, I was the one person that showed up.
Good, you got a private class.
I did, I did. It was great.
You need to call Randy and say, let's go. Yeah, of course.
So I'm living this and I see ways to implement other things. I'm just trying to be helpful with solutions, not just complain about something. I want to have solutions. I'm looking for solutions.
Thank you. We're just here to help you. We're just trying to find solutions so everything keeps the bus moving. Because, you know, I dealt with 757 parents, and you don't want one, because then it creates a little fire, and the fire gets bigger and bigger, so you put the little match out before it gets... I'm glad you brought up those suggestions and I'm glad that Mark was able to secure the old company because we could have really been stuck like Chuck and not have a company. And like Commissioner Cotto said, he's not exactly for it either, but it is a service. The parents are enjoying it. It's just a very expensive thing.
Well, there's still questions there. I'm sorry. How did the... the contract terminate? Did it just... We're caught? At the end of the year? You mean last year? Oh, with the new company. Complaints? Is there an out in the work? We don't know any of that. How did that contract terminate?
I think we had a clause that... An out? The attorney is very good at that. All our contracts have a closet for any reason we can you know stop it i'll confirm but from what i remember for the tourism contract we had closet we weren't happy or anything we could cancel with those yeah because i wouldn't want to pay that contract out and then start with the new one you don't know like i'm going to guess that that we're we've got good people that are you know taking care of the time
Can I just ask, regarding that, through the chair, who makes the decision to end the contract and then start again? Is it the director of Parks and Rec or?
Unilaterally. He puts out all the fires.
He's the principal of the school.
And this company seemed to From what you said, they terminated it themselves by not being on time, not showing up. That's cause for dismissal right there. You don't come to work. You've got 25 kids, more standing on the corner with a raincoat bag, and then they don't bother to pick them up. That's trouble.
So it was due to dereliction of duty and then complaints from parents?
Complaints from parents, they weren't arriving on time, the kids were getting to class late, and the bus driver is supposed to give a head count, every day, and they wouldn't let us know, so it was cause enough and order.
Subpar. And then we went with them just on the cost thing?
Sometimes you've got to grab whenever you can grab. Okay.
