Recommendation: Information only. Summary: The City of Salem conducts a regular community satisfaction survey to gauge perceptions of and satisfaction with City services. In September 2025, the City commissioned a Community Satisfaction Survey <https: government="" shape-salem-strategic-plan="" government="" shaping-salem-s-future="" www.cityofsalem.net=""> to assess residents' satisfaction with City services and communications, gather opinions on the value and distribution of City resources, and gauge residents' sense of safety and livability. On October 13, 2025, City Council unanimously approved a supplemental budget for FY26, adding resources to support the Actionable Strategy for Safety, Cleanliness, and Health. In early February 2026 a re-test of resident perceptions of safety and livability was conducted to measure the impact of Council's investments and a shift to seven days a week service from the Homeless Services Team (Police) and Clean Team (Community Services), and January 2026 introduction of REACH health and mental health pilot (Fire and Marion County). Status of Program Year 2025 HUD Community Development Block Grant and HOME Investment Partnership Grant

Summary: After a long delay, the City has received its Program Year 2025 grant documents for the Community Development Block Grant and HOME Investment Partnership Grant from the HUD Portland Field Office. The documents have been signed and returned. The next step is for HUD to open the City's line of credit in the disbursement system, making the funds available. The CDBG grant is $1,469,200 and the HOME grant is $672,520. ISSUE: Information only RECOMMENDATION: Information only

Update on the Pending Deep Drawdown of Detroit Reservoir Proposed this Fall and the Status of City Resiliency Measures.

Summary: This report provides an update to City Council on ongoing activities related to the deep drawdown of Detroit Reservoir. The first drawdown is anticipated to occur late in 2026 with drawdowns expected every year thereafter. The City has continued to advance resiliency measures for the City's water supply. These include ongoing development of new groundwater wells at Geren Island, accelerated maintenance of slow sand filters on Geren Island, and installing a temporary pump station at one of the interties with the City of Keizer. Additionally, public outreach through neighborhood presentations and the City's website continue. Summary: Under Oregon Revised Statutes (ORS) 457.460, each year an urban renewal agency must prepare a report on its finances and file that report with the governing body of the municipality where the agency is located. The report will be provided to the Urban Renewal Agency Board (Board) at its meeting on February 23, 2026 prior to the City Council meeting. Summary: The Mid-Willamette Valley suffered a damaging wind and heavy rainstorm event that began on December 16, 2025, and lasted through December 20, 2025. The City of Salem experienced downed trees, power lines, and widespread power outages from the wind, and minor to moderate flooding along major creeks from the nearly five inches of rain received. Since the storm, staff have identified over $2.4 million in damage to public infrastructure and costs incurred responding to the storm. These costs have been reported to the Federal Emergency Management Agency (FEMA) through Marion and Polk Counties, as well as the Oregon Office of Emergency Management, to seek a Presidential Disaster Declaration and receive federal financial assistance.
