Contract Addendum No. 1 with GovAI Software Solutions, LLC
GovAI Software Solutions, LLC formally known as CDI/BTM who will continue to provide the same case management service under the previous contract. The contract total is $11,480 for the period of January 1, 2026 to December 31, 2026 – Dept 301.
Costars contract with H&H Sales Associates
Consider approval of a Costars contract with H&H Sales Associates to purchase twelve water source heat pumps to replace aging and failed heat pumps at the Willowbank Building. The contract total is $48,180 – Dept 971. The agenda has been amended to purchase thirteen heat pumps instead of twelve due to another one recently failing. The new cost to purchase thirteen heat pumps is $50,985 from H&H Sales Associates, which is a Costars contract.
Contract renewal with Centre Communications
Contract renewal with Centre Communications to provide routine and emergency maintenance services for Centre County’s IP microwave equipment used to provide connectivity to the P25 radio, emergency paging, and tower site camera systems. The contract total is $206,836 for the period of January 1, 2026 to December 31, 2029 – Dept 354.
Acceptance of grant funds for the Department of Environmental Protection 901B Municipal Waste Planning Grant
Consider the acceptance of grant funds for the Department of Environmental Protection 901B Municipal Waste Planning Grant which will assist with costs incurred by the Centre County Recycling and Refuse Authority (CCRRA) for household hazardous waste education. The project total is $84,375 of which DEP will fund $75,000 through the grant award and CCRRA will fund the balance of $9,375 to be utilized during the period of January 1, 2026 to December 31, 2027.

Consider approval of the Professional and Administrative Services Agreement with SEDA-COG for the administration of the FFY 2024 Competitive Community Development Block Grant (CDBG) for the Eagle Creek Sewer Project. The agreement is not to exceed $82,973 – Dept 151.

Contract Addendum with American Tower (Spectrasite) for the Rock Run Tower site which reflects a new Exhibit A-1 for the corrected antenna height and recent move due to the previous antenna interfering with a wireless provider who leased the space on the tower before Centre County. The original lease agreement is for the period of October 1, 2022 to September 30, 2032 – Dept 354.

Contract Addendum No. 1 with Habitat for Humanity to provide home repair services through the Whole Home Repair Program. The amount of funding is increasing from $47,824.45 to $57,307.15; an increase of $9,482.70. The new contract total $57,307.15 funded as follows: Federal $57,307.15 for the period of July 1, 2025 to June 30, 2026 – Dept 501.
