We're coming up on one year uh since the tornado ravaged uh large parts of our city and would like to take a moment for us to reflect and have a moment of silence for those neighbors that we lost. An ordinance recommended by the board of estimate and aortionment appropriating the sum of 230 million dollars of RAM settlement funds for deposit into various new special funds to rebuild North St. Lewis from May 16th tornado and decades of disadvancement support infrastructure and neighborhoods citywide in revitalized downtown to increase revenue for the entire city with amounts as described herein and containing a cerability clause and an emergency clause. Board bill number 23 introduced by Alderman Devote pursuant to ordinance number 70333 as amended by ordinance number 71394. An ordinance directing the director of streets to install speed humps to calm the flow of traffic on various blocks in the fifth ward. That is the extent of first reading of board bills. Thank you, acting president. Um, as was mentioned when we opened up today, tomorrow is the one-year anniversary of the tornado. There is going to be a filming tomorrow that uh displays a documentary that shows the work of an organization that is really talked about in depth um in the resolution um for Cammy Camra Thomas who um if I could I really cannot talk about how impressed I am with her, how much work she's done. Um she's done a lot. She actually is a resident of the 14th ward, but she's been incredibly involved in efforts. Um and I just thought it was really important to highlight uh the documentary. in a documentary is actually going to be shown at the luminary, which I think is really important because uh to any of my constituents who may be listening, I think that it's really important to show in every way that there are folks who don't live in North City that support North City in a tornado impacted areas getting all of the resources that they very much need. And the documentary encapsulate the story in a beautiful way. And the showing is going to be in the seventh ward. And so my hope is that this is an opportunity for us to reflect on what has happened to talk about what can come and to show citywide support for such an effort.

Um um Alderwoman, so this uh film which is uh entitled Red Brick Blue Tarp and my friends and I this is a someone that you knew that was doing the film or is it somebody that you met while she was doing the film? Uh I've met her uh recently. She is a city resident. Um, I've definitely observed her a lot more since she started. I was honestly I was unaware that she was filming, but she is actually a nationally recognized filmmaker. Um, but I became familiar with her through her work tied to tornado recovery. And have you seen the film yet?
The film displays tomorrow. It's not been premiered. The premiere is tomorrow at the Lary. So, I haven't seen it, but there is a great trailer that is out about it. And I have been at many of the community events that will be featured in the I'm sorry. I have not seen the film because it's not been premiered yet. There's just a trailer out. The premiere is tomorrow at 6 o'clock. And so part of my purpose in this is just to help make sure folks know about that and to highlight her work leading up to the premiere tomorrow. Thank you. Okay. And um what did in speaking to this person what is her what is her reason for doing this film? Uh well the film is really covering the journey of tornado recovery. One of many residents in our city who when tornado happened rose into action. Um she
sorry I'm just going to take this off. Um she is one of the many residents within the city who rose up when the recovery happened and participated in various efforts. She actually held a meeting within the seventh ward um on Cherokee Street at the Golden Record on the south side to encourage southsiders to get involved in the conversation around tornado recovery and the needed efforts. She even brought in um the Cornery Foundation actually to the city of St. Louis a couple of weeks ago to talk about some of the federal dollars and foundational elements that may be missing within recovery. Um, so she's done a number of things um that I have found really impressive and deeply respect both as a filmmaker and I think just resident who's interested in our city becoming whole and recovered. So, uh, her perspective was only among the black neighborhoods of North St. Louis because, uh, one of the things that I think that people miss out miss is that the tornado really was devastating in the central quarter and other parts of the west end of city of St. Louis too. I actually witnessed the tornado uh uh turn off of Kings Highway as I came through Delmare and hit Kings Highway and go up to Union. And if you drive on Union and all the private streets up there and all the way up to Clayton, there's a devastation um in other parts of the city that I don't want um people to forget. Even though I represent the neighborhoods that she uh is uh doing the film about. And do you know was that it just to do North St. Louis and why the other neighborhoods weren't included?
I I wouldn't say that her documentary just again I said tornado recovery impacted neighborhoods. I didn't specify which portion of the city. Um her her documentary is overall about tornado recovery. Um I have not seen the film but I know that she's had a number of meetings. Like I said she had a meeting on the south side in the seventh ward and uh only the very very southern parts might have been impacted at all by the tornado and she had it there. So, I would not say that she's limited her work to any specific neighborhood, but again, the resolution is about uh celebrating the work that she and her organization and her documentary have done overall um tied to tornado recovery, which is not tied to just any neighborhood because, as I mentioned, she's done things like bring a Corner Foundation have conversations about federal funding opportunities and a number of things. So, I wouldn't say she's limited her work to any neighborhood, but the purpose of the resolution is to give a holistic view of the work that she and her organization have done overall. Okay. So, when I read her the second uh paragraph of the resolution, it says, "Where the whereas the tornado inflicted its deepest wounds upon the predominantly black neighborhoods of North St. Louis communities already shaped by generations of redlinining disinvestment and systemic neglect, compounding existing vulnerabilities and threatening to accelerate the displacement of residents, families, and the multigenerational homes that have long been anchored uh anchors in th long anchored those neighborhoods. And so um that's why I asked was it u just only on North St. Louis or was it about the recovery from all across the city?

Uh it's called Rise Up St. Louis. It'll be a fairground park from uh 2:00 p.m. to 6:00 p.m. It will be a Christian hiphop concert. There'll be free barbecue, cash giveaway, and family fun. And before that, there will be an event also at Fairground Park with All Hands on Deck and Rise Up St. Louis and Oldwoman Keys doing a community share and support fair which will start at 1000 a.m. and it will be going from 6:00 p.m. They will be giving away free groceries, free barbecue, hot dogs, live music, um
parking ticket uh ticket amnesty. Uh there'll be a kid arena. Uh this is supported by a lot of folks as we approaching the one year. Um and again this will be hosted by all hands on deck rise up St. Lewis and Alderwoman uh Laura Keys. And I know we missed it, but just as my announcement, I would like to have as a uh special guest, Mr. David Jackson, who is in the gallery. Alderwoman from the seventh. Thank you, acting president, members of the board. Um, I just wanted to take this time to do uh my special guest announcement with actually uh Sabrina Underwood. She's absolutely going to hate this, but she will be graduating with her bachelor's in social work from UMSL very soon in the next few weeks here and has been a practicum student with my office. She has done amazing work in researching. Um, I really have gotten involved with the continuum of care a lot deeper. She helped lead that work. She helped coordinate the joint town hall that I had, which was the first one with the older woman from the ETH. Um, she was in Problem Properties her previous semester, and did a lot of work there. She's help volunteers at the crisis nursery. Um, and so I just wanted to make sure that I thank her for all of her work within our her our office, all of the research that she's done, all of the help with the talking points. Um, really encourage her. she's going to go on to a graduate program and is looking at public health and urban uh public health and urban and regional planning as well for a mast's program. So, I'm wishing her all the luck in her future endeavors and thanking her for her service to our city and her time within my office. Thank you so much, Sabrina. And I'm wishing you the very best

Great event taking place this Sunday. Um, I know there's also a lot of events happening this weekend, but one addition that I want to share with everyone is also the 150th anniversary of Annheiser Bush and Budweiser here in the city of St. Louis. So, there will be a great celebration uh taking place down in Sulard at the brewery where people can come out, take tours, visit and sample.
