Welcome. It's 700 p.m. on Wednesday, January 7th, 2026. The Tula City Council is meeting in this says I'm the Tula City Redevelopment Agency is meet. It is okay. So Tula City Council and the Twilla City Redevelopment Agency are meeting in a business meeting being held at Twilla City Hall in the council chambers located at 90 North Main Street in Twilla, Utah. We also stream this electronically on the Twilla City YouTube channel. We will start with the pledge of allegiance. If you'll please rise and repeat after me. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.

present. I'm Councilman Brady and I'm also present. Our third item is a recognition of Marica Manzion service on the Twilla City Council. I'll be presenting that. I'll just have Mayor Manzion step down here and I'll walk down there too. Is that on? Okay. So, we've been I think the city's always done this as far as I'm aware, at least since I've been on the council. So, we fly a flag over the Utah State Capital just to show appreciation for the service that uh now Mayor Manzion, she's kind of in a unique position where she moved up to mayor. So, the flag was flown over the Utah State Capital on the 17th day of December, 2025. So, a little something for you and thank you for your time on the city council and we look forward to working with you as the mayor. So, thank you.

Thanks. Thank you. Okay, we'll move on to item four is the mayor's youth recognition awards. We'll turn the time over to Mayor Manzion.
I'm shorter than everybody else I can see. I'm excited to be here tonight and to be able to present these awards. This is my first time uh presenting, so I'm I'm pretty excited about it. And we have two youth recognition awards tonight. Chief, are you I guess it's tradition that the chief comes up. So, I guess we'll invite the chief up. And um we have a little some goodies for you. And um we have two winners, two awardes tonight. So, that we'll start with Greta Hancock. And if you'll just come on up so we can all see WHO YOU ARE. AND THEN I'M GOING TO tell you um about what somebody said some really nice things about you. So Greta attends Stanbury High School and she was nominated by Khloe Sanders. Um she's the daughter of Sydney Adams and Jeremy Hancock. Greta always has a happy presence in class. She often contributes to class discussions and improves the class environment. Greta has shown support and thoughtfulness to her peers as she helps and engages with new students. She has been very kind, helpful, and friendly to a new foreign exchange student in her class. Her teacher has noticed her turn around multiple times during class to help this new student with assignments and questions. Thanks for showing qualities of good citizenship. Congratulations. Those are awesome. I'll give you this. I'm so Thank you. I was an exchange student myself so I know how important that is. Thank you.

Okay. And our second award is J uh JT Beavenon JT. Okay. JT attends Tilla Junior High School and was nominated by Principal Norton. He's the son of Tai and Brooke Beavenon. JT has played an active role in participating and helping with several junior high events. He made poppies for the Veterans Day program. He also helped with the winter tree festival, gave service during the sixth grade welcome night, and with the end of year school carnival. JT has the daily responsibility of raising and taking down the flag. It's a good job. JT shows support and kindness to new students by showing them around the building and making sure the new students feel welcome. JT is respectful to his teachers and school staff. Thanks for being a good example to our community. Congratulations.
Thank you. JT, it's great that we have great youth in our community. Um we hope all of our adults have these great qualities as well. So know, thank you to the parents as well for raising these great kids and we're happy to be able to um recognize their efforts in their schools and and the community. And as uh the chair said, our our meetings are broadcast on YouTube. So if you have somebody that wanted to see it and wasn't here tonight, you can search to a city channel and see re-watch it as many times as you want. Um and then we'd also like to just get a picture with the council and and you too. So we'll go out into the retunda and just take a couple pictures if that's okay. Love shorts. How long's going to take a little bit? All right, we'll move on to our next item is the public comment period. We did receive an email uh to our public comment email. So, I'm going to uh read that real fast. It says, "Hello. I'm writing to ask whether Tula City would consider adding lighting to the skate park located in Dowo James Memorial Park, 438 West, 400 North, Twilla, Utah 84074. While the park is currently used, it sees less activity during fall and winter months due to limited daylight. I believe this is not a lack of interest, but a limitation of visibility and safety after dusk. This skate park already sees more use in the skate park on the opposite end of town, and improved lighting could significantly increase its accessibility for youth who attend school or work during the day. Adding lighting would allow the city to better utilize an existing investment rather than building new facilities. From a safety perspective, lighting would reduce injury risk, discourage unsafe behavior, and help prevent youth from skating in streets, parking lots, or other areas not designed for them. A
well-lit designated space provides a safer alternative and helps keep young people engaged in positive, healthy activity. In the long term, this location may even be worth expanding as a youth recreation hub. Investing in lighting now could help gauge demand and community engagement before considering future improvements. Energy efficient LED or solar lighting could help keep cost and maint maintenance minimal while aligning with sustainability goals. I believe this would be a practical cost-effective improvement with me meaningful benefits for Tilla's youth and the broader community. Thank you for your time and consideration. Um, I will remain as the chair of the city council with Ed serving as the vice chair, Ed Hansen serving as the vice chair, and then Melody Goes will serve as the RDA agency chair and Dave will be the vice chair of the RDA. Okay. Any changes since the work meeting? Okay. Okay. And then we went over the rest of our board appointments that Shiloh will get that all cleaned up and Okay. I will entertain a motion. I'm Councilman Brady and I vote I. That passes 5-0. Item seven is a Tree City USA proclamation presented by Darwin Cook, the parks and recreation director.
Good evening, council. is part of our Tree uh City USA designation. We do have to have an official proclamation of Arbor Day for our city. So, every year we read this into the record. This isn't anything you vote on. We just read it into the record that we're making this proclamation. It is signed by our mayor. And so, this is the official proclamation for Tula City. And I'll read it um as it's listed here. Whereas in 1872, the Nebraska Board of Agricultural established a special day to be set aside for the planting of trees. And whereas this holiday called Arbor Day was first observed with the planting of more than a million trees in Nebraska. And whereas Arbor Day is now observed throughout the nation and the world. And whereas trees can be so a solution to combining climate change by reducing the erosion of precious top soil by wind and water, cutting heating and cooling cost, moderating the temperature, cleaning the air, producing life-giving oxygen, and providing habitat for wildlife. And whereas trees are renewable resources, giving us paper, wood for our homes, fuel for our fires, and countless other wood products. And whereas trees in our city increase property values, enhance the economic vitality of businesses, business areas, and beautify the our community. And whereas trees wherever they are planted are a source of joy and spiritual renewal. Now therefore, our mayor Mara Manzion of Tilla City do does hereby proclaim April 24th, 2026 as Arbor Day in the city of Tilla, Utah.
And urge we urge all citizens to celebrate Arbor Day and to support the efforts to protect our trees and woodlands. And further, I urge all citizens to plant trees to gladden the heart and promote the well-being of this and further generations. This will be dated today, the 7th of January, 2026. Thank you. Yep. Yeah. I have a question cuz um I donated to the Aubber um thing, whatever you want to call it, foundation, whatever, and they're going to send me some trees this year. Does this include your services to help me plant the trees in my yard? Goes But I'll I'll give you instruction on how to plant them. I think the trees they said you were pretty small, right? We'll move on to item 8 resolution 2025-90 a resolution of the Twilla City Council authorizing the Twilla City Purchasing Agent to dispose of surplus personal property from the parks and recreation equipment. Presented by Shiloh Baker, the city recorder.
Good evening council. The parks and recreation department has several pieces of equipment that no longer meet the city's operational needs. In accordance with city policy, we are bringing those items to you tonight to declare those items surplus. Included in your packet is a list of equipment. Um there are two green tea mowers, six grasshopper lawnmowers, two Honda lawnmowers, one weed trimmer, and one snowblower. We request a disposal of the goods through sale, donation, recycling, or other disposal. We'll first intend to um offer those to other eligible entities within the county and then any remaining items would be offered at public sale. Any questions or comments?

Item nine is resolution 2020 2026-0. A resolution of the Twil city council authorizing a water rights allocation for the WCO foods retail development under UCA section 10-8-2. Presented by John Perez, the economic development director. Good evening, council. Hopefully everybody can hear me. Uh, so this is a resolution of the Tula City Council authorizing a water rights allocation for the WCO foods retail development at 200 West and 1000 North. Uh, this letter requested 18.45 acre feet to be valued at 645,750 and they're requesting that the fees be waved. Uh you'll see in exhibit B there was a costbenefit analysis study done that's required by the UCA section code 108-2. And then just to go back to it as well that graph or that chart um in exhibit B that's yearly uh sales tax that we would receive which would is you know 1%. So, you know, if you times that grocery store, right, by you know, it it's approximated that would be like 47.2 million. So, if WCO was bringing 55 million, right, it would be assumed that that would be about 550,000 that we would receive just off of WCO. Just want to get that clear cuz I know the resolution in the letter reads a little bit differently um than that. And you'll see that in the letter they addressed the capital investment of 66 67,712,000, the creation of 210 full-time jobs, 75 part-time jobs, and then annual remuneration ranging from 34,000 to 98,000, and then the generation of new sales tax, which we kind of just went over um worded a little bit differently
than it is here. And then you'll see about the 2023 policy considerations listed here with the 2-year expiry and then also the 50 acre feet per calendar year allocation that's been approved. So I know it was discussed in the work meeting. Yeah, we had a pretty in-depth dis discussion the work meeting and I think the conclusion that we came to and someone can correct me if I'm wrong, but we would wave the fee for WCO, right?
Um, we spoke with Paul after the meeting just to clarify that it's easier just to say we're we're waving it for WindCo rather than an amount and that way if it deviates just a little bit from that. Yeah. And then giving them the option to purchase the remainder of the water rights up to the 18.45
18 yeah 18.45. So right now it was approximated that Windco was 11.83. So if you did that by the value it would be 414,050. So that would be the port the approximated portion and then the 6.62 that they would be left to pay would be 231,700. Correct. Okay. Any more discussion on this? Do we need to add anything else clarifying? Will need to be stated when we make the make the the motion motion. Yeah.
I I think you mentioned it in your comments, but we also want to be sure that we approve the the fee in L for for um so that they can buy the remaining options that aren't related to to Windco. Do we state the cost at the 35,000? Yeah, cost. Yeah, that's our current rate and I think they should get it at that rate. So, okay. Is there anyone who would like to make a motion stating that?

I'll make a motion to approve resolution 2026-01, a resolution of the Tula City Council authorizing a water rights allocation for the WCO food retail development under UCA section 10-8-2 with the uh with the additions of waving the fee for the Windco store and it could vary um in excess of 11 something and uh providing them an option to purchase the additional water right is a fee in lie at the rate of 35,000 when uh the time comes.
