1:09Speaker 3

So moved. Second.

1:11 – 1:46Speaker 1

We have a motion and a second. All in favor, aye. Aye. All opposed, say no. Alright. Motion carries. We have an agenda. We have one consent agenda item tonight. It's twenty twenty six 03:11, approval of the 03/24/2026, Urban Renewal Authority meeting minutes. Do we have a motion to approve the consent agenda? So move. Second. We have a motion and second. All in favor say aye. Aye. All opposed say no. Okay. Great. We'll move on to public comment for the Urban Renewal Authority. Has anybody signed up tonight?

1:46Speaker 2

Nope. I'm not I don't see anybody signed

1:48 – 2:14Speaker 1

up for that. Is there anybody in the audience tonight that would like to address the, Urban Renewal Authority? Alright. Seeing none, we'll go on to general business, of which we have a public hearing tonight. It's item twenty twenty six two forty six. It's a public hearing, a resolution of the board of commissioners of the Town of Erie Urban Renewal Authority providing for supplemental appropriations for the 2026 budget. And with that, I will turn it over to Lucky.

2:14 – 2:27Speaker 5

Thank you very much, Chair Moore and members of the Board. I will hopefully keep this quick here on the spring supplemental budget for the town of Erie Urban Renewal Authority.

2:27Speaker 1

And let me just say the public hearing is open. Wonderful.

2:32 – 2:51Speaker 5

All right. So we have supplemental requests in three different of the URA plan areas for you this evening. The first, I'll start with Colliers Hill. We have $27,000 in improvements to several pedestrian ramps. This is also you saw this in the rollover supplemental.

2:51 – 3:18Speaker 5

This is additional funds on top of the rollover amount requested in the rollover supplemental last month. $907,000 for the Colliers Hill bus stops project. And we have nine locations on Erie Parkway and Weld County Road 5 shown here in this graphic. So you can see seven locations along Erie Parkway and then two along Weld County Road 5 bordering Colliers Hill. And it's construction for five of them and then design and construction for four.

3:19 – 3:44Speaker 5

Moving on to the historic Old Town Plan area. We have $200,000 for Sven Aloo LLC. That is the lump sum reimbursement for the development at 656 Cattell Street subject to permit issuance, and that agreement was approved by this board, I believe, in February. The $275,000 for historical town bus stops, which are located along Erie Parkway. I'll show you a map of those in a minute.

3:45 – 4:16Speaker 5

$100,000 for historic Old Town infrastructure improvements. This is again there was a rollover of funds for this project, and there are now a $100,000 additionally requested to increase the shrubbery irrigation area as part of that project. And then $1,500 for water utility service. This is for the water utility bill for the URA owned URA owned property at 130 wells. That will be transferred to the developer at some point as part of the TIF agreement for that property.

4:16 – 4:38Speaker 5

But for the in the meantime, the URA owns that property and has to pay the water bill. Here are the locations of those three bus stops for the Historic Old Town URA. And finally, moving on to Erie Town Center. This is the newest plan area for the URA. It was approved in last year in 2025.

4:38 – 5:19Speaker 5

And as part of that, we did not budget in the 2026 budget for the kind of standard budget requests for all plan areas, which is $10,000 for legal services, $10,000 for consultation, and $10,000 for indirect indirect cost allocation. These are the standard kind of budget requests that we do for all plan areas. And just because that was not included in the budget cycle last year, we're asking for that now at this point. And finally, you can see an updated budget by plan area if all of these supplemental requests are approved. Yeah. If you have any questions or discussion, I turn it over to you at this point.

5:19Speaker 1

Alright. I think what I'll do first is see if there is anybody here from the public to talk specifically about this item, this public hearing tonight.

5:27Speaker 2

I don't have anybody signed up.

5:28Speaker 1

Alright. Seeing none, I'll bring it back to the commissioners to see if there's any clarifying questions. And see no oops. Yep.

5:36 – 5:49Speaker 3

I just had a question about the utility service in the historic old town was $1,500 for the water bill. 130 Wells, is that where Plum Creek where the vacant lot was?

5:49Speaker 3

Okay. And so what is the $1,500? Is that water use? Or

5:54 – 6:11Speaker 5

My understanding is it's primary primarily just a flat rate for having an active water tap fee, and it's not actually for water use since we're not currently using the lot. But to maintain the water tap through the ownership transition, there's a flat fee associated with that, I

6:11Speaker 3

believe. Okay. Great. Thank you.

6:15 – 6:39Speaker 1

Alright. Seeing there are no other comments from the commissioners tonight, I will close the public comment portion. And I'll see if there is a motion to approve resolution number 26,007. So move. Second. We have a motion and a second. Any further discussion? All in favor say aye. All opposed say no. All right. Motion carries.

6:40Speaker 1

All right. We'll go on to our last item tonight, which is an executive session item. I'll look to Commissioner Ville.

6:48 – 7:25Speaker 4

Yep. Thank you, Mr. Chairman. I move to go into executive session to discuss item twenty twenty six-three 14 to determine positions relative to matters that may be subject to negotiations, develop a strategy for negotiations and or instruct negotiators pursuant to CRS 24,640,024 E and to consider the purchase, acquisition, lease, transfer or sale of real, personal or other property pursuant to CRS 24,040,024, for which a topic cannot be disclosed without compromising the purpose of executive session.

7:26Speaker 1

Alright. Do we have a second?

7:29 – 7:48Speaker 1

We had a second from Commissioner O'Connor. All in favor say aye. All opposed say no. All right. We will go into executive session and we will adjourn the URA meeting at the conclusion of the executive session. We will not come back out here tonight for the Urban Renewal Authority.
