Uh it's good to be back on city council and to finish up where my son left off. I was uh reading Psalm 133 1 this morning. And it tells us in that psalm, it says, "It is good and it is pleasant when God's people live together in unity." And I didn't even know this was going to happen for uh Steve Treble uh to be honored. And it doesn't matter what party you're from. We have so much division in our country. We don't need anymore. We need to join our hearts and our minds so that we become one people again. And that's what Psalm and the Lord directs us to. Let's have a word of prayer. Lord God, it's with humility and just pause. We ask that you would bind us together with cords of love. We ask that you would bring unity, Lord, that you would give us the mantle of unity that would wrap around our country and our people again and raise us up to be a great nation in all the earth. that we might bring honor and glory to you by the way that we live and treat one another. We ask this evening that you would guide us in our deliberations and the decisions that affect the lives of the citizens of our community, our county, and our great nation.

It is a resolution of the Hopkinsville City Council to honor Steve Trible for his years of dedicated public service by designating West 7th Street Bridge as the Steve Trible Westside Bridge witnesses. Whereas Steve Tribble served as Christian County Judge Executive from 1994 to 2023, dedicating nearly 30 years to the betterment of Christian County and the city of Hopkinsville. And whereas during his tenure, Judge Trible championed economic development, fostering the recruitment of major employers to the region, creating hundreds of jobs, and strengthening the economy. And whereas Judge Trible prioritized practical by to enhance county infrastructure expand broad and public services for the benefit of all citizens. And whereas Judge Tribble's leadership, integrity, and unwavering commitment to community earned public trust resulting in widespread respect among peers and

Be it further resolved that this bridge shall stand as a lasting symbol of Judge Tribble's commitment to Christian County, the city of Hopkinsville, and all who call this community home. All right. The first thing, well, I'm thanks thanks to everyone for being here. First of all, I I see a lot of friends in this audience. So, y'all must have heard about this. I don't think all y'all are here for city council business most likely. Uh, I'm gonna stay Lee and watch it all because I want to see what you're doing here. No, all kidding aside, I I I can't thank you enough, mayor, for and the council and judge Atkins and everybody involved in this. You know, it's you don't know how much it means to me because Westside means everything to me. I mean, really, I talk about I talk about Westside all the time. Many of you remember Tag maybe, my cousin. He was also a great Westsider. John Atkins is, Chuck Chambers is, there's other. I don't want to leave anybody out, but you know, uh, I talk about it all the time. I'm proud to be from Westside. That's where I was. I was actually born on O'Neal Avenue in a house. We was too poor to go to the hospital. And so, uh, Dr. Shepard, who many of you remember her, Chuck's mother used to work for her, but she was Dr. Ellenwood. It was so far back, but she came to our house and and delivered me over on O'Neal Avenue. Then I was raised at 155 North Jessup. And so really I can't say enough about I mean the person I am is I learned to be that person on west side and uh I walked across that bridge many times. I remember when they had the uh Mr. Seismo had eggs and chickens there. You had to walk across a like a ramp to get out there because it was up on stilts in case it flooded and you had to go across that thing to get to the you know there was building upholstery shops just all kind of things there on west side. We walked to school then we walked to up to Hopkinsville High from our home on Jessup Avenue. So I I'm proud to be from West Side. So this is best thing anybody could do for me. I didn't ask for this. Uh but uh I just appreciate it

Good evening, Mayor Knight. Council, Mr. Willing. My name is Tony Michechum. My address is 506 Donna Court, Hopkinsville, Kentucky. In February, I rotated off of the code enforcement board after serving two terms. Okay.

Certainly, there's been a lot of progress made. Chief Futral, I know that for sure, but there's an area that really concerns me, and that's general property maintenance. And when you talk about general property maintenance, you talk about a lot. You talk about grass, you talk about weeds, you talk about a gutter falling off of a house, you talk about a refrigerator sitting in a front yard. There's just a lot there to look at. Now, where it gets really tricky, if a code enforcement officer does a driveby at my personal house and everything looks good out front, he can't see what's in my backyard because I live on Little River. With all the greenery, it's all hid. So, this is a problem that's not just in any particular area. It's all over the city. And my fear is is that it's going in a direction that we're never going to be able to reel it back in. And I don't know the number, but there's a lot of leans and fines out there that probably the city of Hopkinsville is never going to see. What's the answer? I'm not saying that the code officers are not doing their job. Chief Futral and his team are not doing their job because of their art, but it's just been looked over so for so many years that it's going to be almost impossible to reel it back in. I would like to see you folks as council to discuss this amongst yourselves sometime. If you want to reach out to me, I'm glad to talk to you and discuss it as well. Again, I don't know what the answer is, but it's a real big problem and it's going to be a continuing to grow problem. So, I would like to see y'all discuss that in the future. You used to never know what to get with me. I didn't understand that. Clayton Sumar, 203 Remington Road, Hopkinsville, Kentucky. And yes, I just got up and walked over here for a minute. Put me on the clock, Britain. Please. Five minutes. As a citizen, I want to be able to look up here at all of you right now and tell you thank you and how proud of you I am because of tonight. I have had a heartburn for months trying to understand the recognition that we just gave and why. So many seem to be not thinking it should be. So it's here at the city steps instead of the 29 years of county service in a leadership role that Mr. Trible represented. And I understand I'm going to get a lot of backlash. I don't care. It's not about an individual. It's about what a person represents when they hold a certain position and the 29 years of his life he dedicated to the citizens of this freaking county. And it should have been sang at the top of mountains and out loud for everybody to hear. And I'm a little embarrassed that there weren't more of that county government representation. And I spoke to some of them today. Maybe they had other plans and had to be other places. This just didn't not just come about. It's been months and months and months in the work. So to think that that's an issue or to think that some people are worried because we're fixing to have a primary. I've said this before in a meeting. I'm going to say it as a citizen and as a council member. I will never ever let my decisions what's best for this city and county come down to whether I win another damn vote or an election. We this whole county, every representative that's ever been around for 29 years should have been in this room. It should have been packed and it should be when we do that bridge. That's

I want everybody to get out and go to the Rotary auction this week. bid high and bid often. I believe it's how it goes, is it Travis? But you know, we need to get out and support that local group. They do so much for our young people in the community and education and I got to get behind 110%. That's what we have to do for the road. So, please get out there and let's do that after we get out here tonight all the way to Saturday night on that. The thin blue line run has been changed to four on the 29th of this month. Um had a little rain this Saturday for some reason. We can't predict mother nature, but that's okay. Chief's still still on fasting so he can run. I'll come by in the golf cart, Chief. All right. Come by down at Founder Square around 11 o'clock. There'll be food trucks down there. Cheer on the runners. Cheer on this our police department. They have raised a good amount of money to be given away. Thank y'all for what you're doing on that. So, what Carter's got them scheduled in. Come down, enjoy them. They'll be out on the 23rd uh in the downtown area. They've got bands and stuff lined up for economic development people. I'd say it's my pleasure to bring you guys the monthly financial report, but it hasn't been all year, so things aren't changing tonight. Um, so we're going to look at March. Um, during the month of March, we'll start off with our interfund transfers. We had two. Um, $7,500 uh was split between the police and fire department. And uh we did sponsor Rotary auction for $4,000. Total interf funds for that says February but March are 11,500. Year to date that brings our inner fund total to 71,916 remaining balance in the inter fund of as of March 31st 28084. Our payroll tax revenue um is still coming in under budget. Um so far through nine months we've collected 16,579479. Um you can see that we budgeted 17,426420 and last year we collected um 1784799. I will tell you there is a bright spot here in the payroll tax because what I budgeted for March actually came in about $79,000 more. If we look at March as a month by itself, it was higher than what March was this time last year. But we are still under budget um for payroll by 2.9% for the year. Our property taxes are still coming in above budget. Um we've collected 5,665613. Our insurance premium tax um you guys I always tell you I look at the quarters. This is the end of the quarter and our insurance premium tax is less than last year's insurance premium tax by 2.2%. So it is below budget as well. And then our business license is also down by about $300,000. So for any of you guys keeping score of the big four revenue, three of them are less than what was budgeted. So when the mayor talks about how our revenue is not coming in, three of the big four are

less than what we budgeted. So we are going to show a deficit this year. All right. Our general fund prior year incumbrances, we started the year with 317,904. We've collected year-to- date 40,913600 and we have spent 40,42052. So we do have positive revenue over expenses for the month of March by $811,452. when we compare that with where we were at this time last year. Um, and and can I just say I want to give props to all of our department heads because we have asked them to cut back and they are and that's the only reason we have more revenue than we have expenses is because everybody is doing their part to save the city money right now. So, um, we currently have year-to- date revenue the 40,913600. We have year-to- date expenses 40,42052 which gives us positive revenue over expenses of 493,548. Um, and you can see the comparison with that of where we were this time last year. Our municipal road aid, we started the year with 353 535 and incumbrances. We've collected 971,54 and we have spent 1,47732. So, we have more expenses in MRA than we have revenues still. Um, at 9 months in, it's it's getting kind of tight. So, that's a negative 82,643. I do believe we will be positive by the end of the year, but right now we're still negative in our MRA fund. Capital, we started the year with 967863 and incumbrances. Um we've done three transfers now for 2,61589 and we have actual expenses of 3,665071. So in capital we have more expenses than we have revenue of 82,119.

When you look at our departments um through 9 months we should be at 75%. So admin was at 72.6, 6 tax was at 68.1 information technologies at 74.9 and legislative was at 79.9 through 9 months in our public safety area the police department was at 72.3 ECC is at 73.7 the fire department was at 73.8 EMS is at 76.3 and fire prevention was at 64.4% 4% at the end of March. For public works, public works admin was at 74.3. City maintenance is at 66.8. Fort Campbell contracts 31.1. Service centers at 70.5. Parks and wreck was at 66.1. The sports plex is at 64.7% and the aquatic center holding strong at 66.8%. It's been there for several months. So total general fund expenses we have only spent 69.4% of what's been budgeted. Uh municipal road aid has spent 83.8 and capital we have spent 79.8 of what is budgeted. As far as our general fund cash balance, we started the year with 18,269128 plus our year-to- date receipts minus our year-to- date expenses gives us our cash balance March 31st of 18,762676. Uh, minus our incumbrances leaves us available cash at 18,612454. Once we subtract out our two reserve accounts, um we have our unassigned cash fund balance at 17,315867 and that is 36.9% of our adjusted operating budget. We are less our unassigned cash is less

Section one, section 31.04 of the Hopkinsville Code of Ordinances is hereby amended as follows. 31.04 citizen participation. A the citizens of the city are encouraged to attend regular meetings and all public hearings in the interest of democratic government. B. A portion of each regular meeting shall be devoted to receiving communications, petitions, complaints, and information from citizens. C. The following procedures will facil facilitate orderly citizen participation at regular meetings and at public hearings. One, members of the public wishing to address council during the public comments portion of the agenda shall speak only from the designated podium and shall be recognized by the presiding officer and requested to state his or her name for the official minutes. Two members of the public may only address council one time per meeting. Comment shall be limited to no more than five minutes. The presiding officer may order any member of the public who refuses to comply with the procedures set out in the ordinance or who is obscene, unruly, or disruptive to leave the meeting. The presiding officer may request the Hopkinsville Police Department assist with enforcing these orders. Section two, if any section, subsection, sentence, clause, or phrase of this ordinance is for any reason held unconstitutional or otherwise invalid, such infirmity shall not affect the validity of the remaining portions of this ordinance. Section three, all ordinances or part of part parts of ordinances in conflict with this ordinance are hereby repealed. Section 4. This ordinance shall take effect after its passage and publication according to law.

An ordinance amending section 110.04A, 04A occupational license tax payment required of the city of Hopkinsville, Kentucky code of ordinances. Now therefore be ordained by the city council of the city of Hopkinsville, Kentucky as follows. Section one, section 110.04A of the Hopkinsville Code of Ordinances is hereby amended as follows. 110.04 occupational license tax payment required. A ex accept as provided in division B of the section, every person or business entity engaged in any business for profit and any person or business entity required to make a filing with the Internal Revenue Service or the Kentucky Revenue Cabinet shall be required to file and pay to the city an occupational license tax for the privilege of engaging in such activities within the city. The occupational license tax shall be measured by one 1.9500s percent of all wages and compensation paid or payable in the city for work done or services performed or rendered in the city by every resident or non-resident who is an employee and two 1 and 3/10en percent of net profits from business conducted in the city by by resident or non-resident business entity 100 whichever is greater subject to the following conditions. A any person or business whose gross receipts as defined in 110.01 01 or 25,000 or less, regardless of whether the gross receipts are derived from within or without the city, shall pay a minimum of $25 processing fee. However, if the person or business operates a business which is open to the public, the person or business is still required to complete the application and pay the registration fee as required by 110.03 03 and B, no occupational license tax under the subchapter shall apply to persons paid wages or compensation for the performance of duties for which he or she is employed or contracted entirely outside the city or who spends four hours or less per week within the city for purposes of reporting receiving instructions and or meeting which are incidental to his or her duties outside the city. Section two, if any section, subsection, sentence, clause, or phrase of this ordinance is held uncon unconstitutional or otherwise invalid such infirmity shall not affect the validity of the remaining portions of this ordinance. Section three, any and all existing ordinances inconsistent
