Question? I did speak to Erin. I was a little concerned about what kind of cameras were going in, and she said they would be access cameras, not live feed cameras. So it's not a live stream on most of the ones in the parks. The only one is Brooks. So I just wanted, there's no facial recognition. Those aren't those kind of cameras. This would just be in case something, vandalism or something happened in the park. So I just wanted to make that clear.

The next is Resolution 202642, Authorizing Participation in the St. Louis County Municipal Parks Grant Program.

Question on this one? Let's see. So we just recently received the grant for Wild Acres. Do we have a good chance of getting this grant for this stage?

Nobody knows but I think we do. And the reason we kind of just put this together is we were going to sit it out because how this grant program works is it's kind of like a point system where if you get up a lot in one year then that depletes your points and then they'll take a couple years. This year I think we'll have enough points to do something like this and I don't think it'll ding us for anything. in the future. For those of you who are familiar with this program Pat Kelly is in charge of grant applications.

DIRECTOR HARRIS I did have a question on that as well. With the placement in the little. garden area I just want to make sure that we're very cognizant of the neighbors as far as sound goes you know having in there with events that you know the neighbors are sometimes concerned about the sound I just wanted to make sure that we are taking that into account with placement yeah

I don't know if it'll be any worse than the current stage. I don't think so. I don't know if it'll be better as proposed either. But with this design, what I was thinking we could do to help with just any performance is to have those things that we built to push sound a certain way. It's not going to be perfect, but it's not going to be worse than what it is. I don't know if I've shared this publicly, but when I was first elected, there was a group that came to see me down in my office who wanted to have a music festival and close off all of Norman Meyer's. Would listen but the once the facts came out it was a performance for the insane clown posse so We politely declined that one Anyways any other questions on this will be old yeah, and this would be permanent Correct will we be able to dedicate the stage to any current or former mayor? Not I Haven't thought about that, but I'm sure that's I don't want my name on any of that. I've got a terrible name for what's called little stage.

All right up next more park stuff The next is resolution 20 26 43 authorizing contract with the playground consultants LLC the replacement of the playground service at Morton Jacobs Park I know we had some issues with the previous Surface at Morton Jacobs Park at that playground.

It's making sure we were covered We looked over the warranty and we're good on that Okay. It looks more than okay.

Do they have a life expectancy on that stuff? Yeah, it's an expensive piece of ground there.

Yes, it is. But we're also putting that retaining wall up, too.

And that is all included in that cost, in that bid there, the grass and the retaining wall?

Motion carries. The next is Resolution 2026-45, authorizing a contract with FEW CPAs to provide professional financial auditing services to the City of Overland. Motion to approve. Second.

And just kind of a note here, with the Municipal League, we looked at auditing for just the Municipal League, which is about 1 20th the size of the city. And they came in at about 15,000 just for their audit. So I think this is a good deal. Happy to stick with these folks. But again, it's one of those things that just keeps getting higher every year. Resolution 2026-46, authorizing contract with Energy Petroleum Company for the purchase and delivery of diesel and unleaded fuel for the use by the City of Overland. Motion to approve? Second.

I wanted to thank everyone that came out last Thursday for the Tipper Cop event. I'm not sure how much we raised yet. Lieutenant Hurst has been busy. But I want to thank Betty and Chimney's also for letting us do it. It supports Missouri Special Olympics. So it's a great cause. Also, I wanted to mention we have child ID kits at the station if someone wants to come by and get one for their kids or two, however many children they have. And we'll also be giving those out at National Night Out.

Perfect, thank you. All right, for residents' comments this evening, we have two, and... I think we all know the rules already, but there's three minutes here. When the alarm goes off here on the phone, that's the end of the three minutes. So, Mr. Peter Hanson, I'll give you time here, and then we'll start once you begin speaking.

Thank you. Thanks for having me back. Happy Monday. Everybody on the council should have gotten an email from an organization. I stood up with some other community members, the Flock Overland Foundation, And a lot has happened since I spoke to you last month. The Supreme Court ruled that geofencing without a warrant violates the Fourth Amendment. Seems an awful lot like what FLOC does. LAPD terminated their contract with FLOC for two reasons. One was data sharing outside the scope that was in their contract by FLOC. And two was they had 161 felony stops in 60 days over bad hits on stolen cars. So that put officers at risk. That put citizens at risk for bad information that came from Flock. Cleveland is terminating their Flock contract because they found there were 2,000 searches involving ICE, which they specifically told Flock they didn't agree to. Oh, and Windsor, Connecticut found that in nine weeks there were 510,000 hits on their flock data by third parties. These are things like insurance companies, private companies that have nothing to do with law enforcement. Flock is letting stuff out. What they're referring to is a side door, not a back door. So because of this, I'm coming with a big ask. I would love someone on the city council to step up and take leadership in what, in my industry, we refer to as AAA, authentication, authorization, and accounting over the data that is collected by flock hammers and overland. Why do we want that? A lot of flock data is shared with other law enforcement agencies, which is good for solving crimes. But are we solving it with say the North County Police Collective who has access to our data? People like maybe Eric Godfrey? Is that something that we want? And if so, what do we want to do to try to lock down that authentication and authorization? So that's what I'm asking. Everybody should have the contact information for the organization that I helped start. And if anybody's interested in that, please reach out to me. Thanks for your time.

I'm Shamise. I'm a 100% service-connected veteran. I chose to live in Overland because the city of St. Louis, where I grew up, was not safe. I am humbly and totally disabled. However, I find myself in a predicament. My deductible was $3,000, which I just shelled out. I've emailed you about the concerns I have about this tree that is not on my property. Unfortunately, this is the fourth time that a large, massive tree limb has fallen, and it has damaged, unfortunately, my neighbor's house. Thank goodness it wasn't my home, because it would put me in financial trouble. Thank you Okay Board of the City Council this evening and council members have anything of note I

Hi. Once again, I would like to ask on behalf of the Overland Business Association or the Autumn in the Park Festival if the city could once again give us a cushion. OBA has not collected dues or any monies from any of the members for a very long time. The last two years I had asked in the city, the board actually agreed to a $6,000 fund. The last two years we were not It was not necessary, so we did not use any of that money to put on autumn the park It was fully funded by local businessmen business businesses business people and residents This year some of our main donors have retired or closed their businesses And I'm not sure that we can actually raise enough money to put the event on so Melissa very kindly sent me some information regarding it starting in 2023 We did agree to $6,000. I think that would probably cover it. I do think we will get some donations. But I want to make sure that we've got enough money put aside that we can actually make the City of Overland Autumn in the Park Festival go on. It was not included, apparently, in this year's budget. So I don't want to take anything away from summer events. I just want to make sure that there is something that is set aside if we need to do that.

I think there is sufficient funds in the budget uh... the line item includes twenty five thousand dollars so basically looking at the last three years we've spent less than three years ago fourteen thousand eighteen thousand year after fourteen thousand last year so at six grand that would be nineteen thousand would be left for the other events and they'll be able to have six grand so there's no reason really to amend the budget unless you want to do more than that i think there's sufficient money in there too

Also being on the summer events committee, I don't want to run that committee short because the budget year is just starting.

If you all want to, I mean, we just kind of, we don't necessarily break that all down by each event. But I mean, I think there's sufficient funds in there to cover if the council wants to Um, authorize it again. We just kind of assumed, I think, frankly, that, um, that money was gonna stay in there. I know Aaron did reduce it from 41 to 25, but again, we just, that number, that reduction was based on just not using all the money for all the other events. So I, I think there's enough money in there if the council wants to. to allow it again. I think we just kind of assumed that the council was just allowing it every year. So we're just, we're kind of leaving it in there. Well, I thought, yeah, that it was, yeah, we're just not broken down by individual item, but I think there's more than enough money in there as long as the council's all right with them spending it again. Budgetary purposes, we assumed that money was for autumn in the park.

So you comfortable with that amount for autumn in the park for this year?

We're going to go ahead and ask businesses again. We're going to put out a donation request, so that should be fine. I think it comes in around $7,500 or so for the whole event. So that should be sufficient.

Again, in that line, there's $25,000. So if you go over a little bit, it's not going to break the bank. So I think we're good.

Different different topic update on the mural situation. So we tried everything we could with the original wall. We had a local business come out free of charge. They came and examined the wall took some samples basically to see what was behind for lack of a better word the stucco that was there. And I don't think the gigantic cost of that would be worth it for take out of our beautification funds. But Councilwoman Ferguson who I wish could have been here and I looked for a different wall to potentially put a mural on and then I think we found a great one. That one there. And if with your guys permission I'm not sure if Easton still owns that building. Does anyone know if he still owns that. OK. So I'm going to try to track down the new owner and see if that would even be a possibility for them to allow us to do that. And then with your all's permission, I'll look into prices of painting it, wrapping it, which we discovered is an actual thing we can do, kind of like you wrap a car. You can wrap a building as well at a much cheaper price. So, yeah, if everyone's okay with that, I'll get on the hunt for the owner and then get some measurements and some potential prices.

Are you tentatively looking at just like the red brick there or that whole side or whatever we can do?

Whatever we can do. with their permission. And since the farmer's market is right there to the right, maybe we could make it market-themed, farmer's market-themed. Or anything, up for any ideas. But that other wall is just not, I don't think it's a good wall to go for.

If anybody's interested about the wrapping, if you go to a company called Add Graphics, it's a company here in St. Louis, we actually use them for other, like, for our vehicles and things like that. They actually do, on their website, they have a whole bunch of illustrations of walls here in St. Louis that they've wrapped. The there was at the uh... waster yet at least probably was to bar or where is your bar and say that you've been there that that yellow wall is all actually a wrap it looks like it's painted but it's actually a wrap yeah twice a month the whole time i thought it was painted on that they have they have a lot of illustrations on their uh... on their website about walls that they've done and uh... it's pretty cool technology that they use to do it and it is significantly cheaper
