All right. Well, good evening everyone. Welcome to the Columbia City Council, City Hall, City Council Chambers. We're so glad you're here this evening. Uh I love having a room full like this, particularly when it uh is bringing down the average age in the room. That's even particularly meaningful. So to our young people and everyone else here this evening, thank you for being here. And uh it's okay. That's a good problem to have when we're setting off the security alarm. But I think we look safe back there right now. We do have a couple of public hearings that we'll first go to before we get into tonight's meeting. Beginning with public hearing number one, public hearing on ordinance number 4589, an ordinance to adopt and ratify the historic design guidelines concerning properties within Aanium, Barrow Court, Downtown Commercial, West 6th Street in May Place, and West 7th Street, West End Historic District, Overlay District. This is coming from the development services department. Anyone here this evening wish to be heard on public hearing number one? Public hearing on ordinance number 4590, an ordinance amending ordinance number 4400, the same being the zoning ordinance of the city of Columbia, Tennessee, by approving the preliminary planned unit development master plan for lot 1B of the Honey Farms PUD off of Nashville Highway and Leaf Cutterb Road at tax map 51, parcel 58.07. Uh and so in that vein and to that note, we're going to call that up at 9.4 uh at the towards the end of the agenda if we're not at 6 o'clock yet, although I think we will be. We'll even wait longer. But I just want the record to reflect 9.4 will be heard via public hearing after 6:00 p.m. And we will recess from the formal meeting to hear the public hearing and then we'll go back into full session. We have some fun recognitions this evening that we want to honor and recognize some folks. Uh and so we appreciate those of you who are visiting for that. here. Let the record reflect those members of council who are here present. Next up, we have the pledge of allegiance that I'm going to ask this evening for Lieutenant Colonel Michael Johnson from the Nashville uh recruiting base who's here this evening with some folks. Um, as was mentioned, he's the he's the boss's boss. So, uh, we're honored to have the Lieutenant Colonel here this evening, uh, with some folks that we're going to recognize here shortly. And as, uh, Colonel Johnson makes it to the podium for the pledge, I would ask those of you who are able to stand, please stand for the pledge of allegiance, which he will, uh, lead us in. And, uh, we also do have a prayer that comes before the pledge. And so, I would ask for you to stand for the invocation. And Tusk from Rolling Hills Church, uh, is going to offer tonight's prayer. Sorry about that. I skipped right past you, but we do need uh the prayer this evening and then we'll have the pledge by Lieutenant Colonel Michael Johnson. Stand if you're able. Thank you.
All right, let's pray together. Lord, we thank you uh for this day. Uh God, that your word tells us that you have made God. We thank you that you are um holy and perfect and righteous. God, that you are gracious and loving. God, I thank you that today as uh as we gather in this place uh to do the business of this city, uh that you're present. God, I pray that you would help us to uh enjoy this time as as mayors already recognize. It'll be a time to recognize those who have done great things for our city. U God, I also pray that uh for these councilmen that you would give them a clarity of the calling that is on their lives, the reminder that uh their authority is uh because of yours because you have given it to them. Uh and God that that what you have called them to do is to do good work for this city and to protect uh and and for the flourishing of this city. And so we pray that you would give them wisdom as they do that. Uh God, I thank you for uh for the the operation of government uh and the way that you outlined it so that so that things in in our city and uh in our nation would flourish. And God, we pray that you would be glorified in your name above all names in the name of Jesus would be worshiped and praised. It's in Christ's name. Amen.

All right, we do have now a few presentations this evening beginning with item 5.1. um presentation from local army recruiting office of Columbia celebrating the achievements and commitment of our future soldiers who have chosen to serve while strengthening community support for their journey. So I would ask those who are here this evening for that presentation to please come forward that is the second time I have missed an item this evening. I do apologize. Well, first presentation this evening. A lot of people in Columbia know that we have a local recruiting office. Not everybody gets to see it out. from the Columbia office in a short time. So before I provide these certificates, I was going to provide an opportunity for you to provide an introduction of this office and Sergeant,
is it true from the Columbia office? And we do have eight of those 14 who are here this evening. Beginning with Private Jake Campbell. Then we have Jesse Owens, Julian Hinton, Isabelle Devon, Wyatt Justin Chase Butler,
Colton Judkins and Brady. Members of council, if we could take a photo with these new enlistes. One, two, three. Let me just say one more time that when we first start talking about this goal here from the Columbia office we have people in this office who are working to help with our armed the next generation leaders. We're so grateful for that. We pray for your safety where you may find yourself.

I wanted our mayor's council to on the agenda. So they can see that because what they saw was a group of young people who were going to serve and I think that we have mayor really good community service and future leaders as well. I do have some prepared remarks regarding the mayor chief council over the last several months. These students have spent time learning from each of our city departments gaining a firstirhand look at how local government works and how decisions are made to shape our community. It's more learning how government functions. It's about empowering the next generation of leaders, strengthening their connection to Columbia and encouraging them to play a role in the future of our city. These students have shown curiosity, engagement, and a genuine commitment to serving their community. Let me say on a personal note, as I've said in a lot of different places, being hometown is truly one of the best jobs of all the things to see some of these folks do you come back. But if you do, I want you come on up. presentations.
What we're going to do here on spot instantly and instead of going through each one of the names, I'm actually for us to go down uh the row and everybody um tell us your name uh your school and your grade. Three things. Name, school, grade. Jay, you've got these. Now, I want y'all after you you leave the room, we'll give them out so you don't have to give them out. You can stay right there, Jay. I've been around eight years. I've learned how these things work. But when you get when you get out in the hallway, then y'all can disperse those. And I hope that you got something out of this class because I sure enjoyed seeing y'all get through it. So what are the three things?

If you wanted to see it, I know I sort of dismissed you, but uh we do have another presentation that I'm really proud of that y'all might be as well. If anybody has a chance to stay for a few extra minutes, this won't take very long. Uh but I'm proud of this one. Uh and so if they can or cannot stay, we're going to still get some good photo and attention on this because there's some attention that is deserved for sure. So this evening we have the 2025 2026 Wolfpack Shadow L5 senior co-ed small division
champions. Is that right? Did I Did I say that right? Okay. Come on. I want the team and the coaches to come on up and we're going to recognize y'all as well. Come on up.
All the world watching on YouTube knows what's going on. If they were in the meeting, they also know as well. I'm so proud we were able to bring some attention to this. appreciate the opportunity. Whenever there are young people in our community doing good things outside of our community, we want to recognize that wherever y'all go, y'all are representation for all of the team members. Okay, you have one and also for the coach. I'm going to read the main one that I think provides over the 256 Premier Athletics Columbia shadow cheer was coached by Chasser and Trinity with us and they should be recognized for their outstanding season and they won the NCA national championship. where they were invited to compete at the summit which is one of the most prestigious team. 466 and earned silver medal in the score. The accomplishments of team shadow have brought distinction positive city performance elev.
Now this is a cool city herebyclaim privately May 1526 as premier athletics Columbia wanted to offer a couple of words. Yeah, I'll try to honor All right. Well, this is when I tell y'all that y'all are free to leave as well. And let's give them a final round of applause.
Any more It works. All right. Public works. Everybody, they don't realize how important public works is that when our our roads need clearing or our sanitation or traffic, I'm kidding. They do all realize and we want to make sure it's known. It looks like Nom.
You know what I'm going to do? Instead of reading the proclamation, which is a very informative proclamation that tells you everything the public works does. It is National Public Works Week and so therefore we wanted to make sure we honored ours. I'm going to go down the row. Each member of council tell me their one favorite thing about our public works department. Cheryl, your favorite thing about public works? All right.
As you can see, everybody has their opinions and they all love public works. Um, I think of all the things that I learned when I got in, uh, was how much public works really did, I didn't I didn't have an understanding or knowledge. I think you do get you realize you have a great app and I don't know what it is about in the mornings go by and then right after the recycling truck go by and so I would say my favorite thing is allow us to be even more expedited recycling apps that have been made there and that you're always involved when it comes to touching allowing the kids to see your apparatus also. We haven't heard anybody yet. So it is national public unless Jeff would like to offer any any words of advice. All right. Thank you. Last but not least,
we appreciate our police officers lastfor. I talk about not knowing necessarily the extent of public works when I first started this, but uh seeing the level of sophistication of our police department is the word I like to use. is a very sophisticated department and in my opinion it's a department that is far more sophisticated perhaps on paper it would have to otherwise be considering population do it size to good leadership over the years that are continy police department. So, we wanted to honor police department works. I mean, everybody's got a favorite thing about police department. I just want to
just seeing you everywhere taking care of us. This will be my We do love every one hand. My favorite thing may be my ride down west street in the opposite direction that used to be with the city. So I got proud to have it. Also, I want to make sure I say it again on the record that Christmas. So, just make sure that pretty Okay, that's good. Well, that that's good to hear. But on a serious note, as we said, you you guys keep us safe. And my favorite thing of all may be the community aspect that CPD brings. Uh instead of always trying to be someone that's an outsider trying to they are within the community. I think that's why there's so much respect. So for National Police Week, we say thank you, Chief. If any member of council wishes to pull one of these items out of the consent agenda, please let it be known at the conclusion of reading through the consent agenda. 7.1 approved dispersements for the month of March 26 in the amount of $8,25,927.91. Item 7.2 approve and authorize the disposal of surplus equipment. Item 7.3, approve a three-year agreement with Henderson, Hutcherson, and McCulla for auditing services and allow execution of annual audit contract for the current fiscal year. Item 7.4 4 approve and authorize the mayor to sign an agreement in all related documents with custom design to implement an HA program specific to weight loss drugs. Item 7.5 approve and authorize the mayor to sign the contract with Hydrate with us for the rental of four water service units at city hall in the amount of $389.96 per month and a onetime $720 installation fee. Item 7.6 Six, approve the purchase of a 2026 KME K180 rescue pumper from Safe Industries in the amount of $925,000 utilizing Houston Galveston area council cooperative purchasing program. Item 7.7 approve and authorize the mayor to execute addendum number four to the agreement with Barge Design Solutions for the Ironbridge Road over Little Creek replacement project in the amount of $16,000. Ward three, item 7.8, 8 approve and authorize the mayor to execute change order number three for the 2425 street resurfacing contract between the city of Columbia and volunteer paving extending the contract time by 352 days. Item 79 approve the 26 street resurfacing list and authorize expending $1 million towards the street resurfacing contract covering all wards 1 through five. Item 710 approve and authorize the mayor to sign and extend the agreement with Freedom Hill Land Management for mowing abandoned and neglected properties. Item 7-Eleven,
approve the purchase of a K Cabota Skid Steer S series SVL75 3HFW VCC with related attachments for usage primarily at Ridley Sports Complex complex and other parks as needed in the amount of $19,998.33 utilizing state of Tennessee source contract number 2570. It's a resolution supplementing and amending the city's master wa water bond resolution to o authorize the execution terms and delivery of a state revolving fund loan agreement in a maximum principal amount of $75 million. This is great legal advice. Once again, I'm going to call this meeting back to order. And we are officially back to order and back on item 9.5, resolution number 2635, a resolution authorizing and providing for the financing of the construction of a water facilities project, including authorized the execution of applications, contractual agreements, and other necessary documents and making certain representations, certifications, and pledges of certain revenue in connection with such financing. We'll entertain a motion to approve item 9.5.
Second. Motion's been made and properly seconded. And I just wanted to point out on on this matter. Now, this is a lot of discussion that's been had. Um, as as this council knows, my position on the project itself uh was one thing, but on the other hand, I committed to this council that we would do everything we could to try to make sure that we were mitigating the cost of this project and we were capturing all savings that we possibly could. Uh, I think that this is an opportunity to save millions of dollars in interest as a result of these low interest loans. And so I appreciate CPWS and their team, their council for making sure that we qualified for this. And I hope uh that they will continue to pursue any resource available that will make sure that this project cost is as minimal as possible on the rateayers and so I think this is a positive first step and for those reasons I will be voting for this this evening. Next item 10.2, two, first consideration of ordinance number 4586, an ordinance fixing the tax rate for the city of Columbia for the year 2026 on all taxable property at the rate of of 8251 per 100 and established the date of June 11, 2026 is the date of public hearing. Mr. Massie, yes, mayor. I've sent an email out to council this afternoon. We were notified by the property assessor's office today that with pre-appraisal that that number is going to drop down to 6068 as we have done in the past. go ahead and pass this first.
All right. So, we can approve it tonight and then when we approve it on final second reading, it'll be as amended under the new right. Yes, sir. Okay. Um, I'll make a motion on item 10.2 to approve. Yes, Mayor. We just wanted uh to add for second reading, we'd like to amend it to add the 10% increase. Okay. So, that'll be the second item that will be amended on final passage next week. Okay. Uh I'm also uh next month I'm going to make the motion on item 10.3 been properly seconded and I know that this is now going to be the the first of two voting meetings and the first of many meetings on discussion on this. I just did not want to not be able to say it officially that I again appreciate staff for their good work on what is another good budget that I think is paying bills for today and also investing in the future. I think it's a shows a healthy and robust local economy which we like to see which is allowing us to do some things that we wouldn't otherwise be able to do. Um I appreciate the focus on infrastructure and also on uh making sure we're continuing to enhance our livability uh including our parks and wreck and other facilities. Um, and so I'm proud of this budget. Once again, I'm proud also of the budget because of what it contemplates relative to the next item, which is a pay increase for our employees. But I wanted to let uh city staff know that that we appreciate them bringing a good balanced budget with no increases in taxes and one that we can all be proud and highlight the good things that it will do over the next year and beyond.

Um, if I could just say that, um, I'm proud that this, um, includes an increase that exceeds the cost of living adjustment that we're seeing right now. Um, I'm proud that once again we can say that we are doing everything we can to support our employees. I hope that this council will continue this trajectory and trend that we have started that has included annual uh, increases for our employees. I think it's important for morale morale. I think it's important for recruitment. Um, but I think it's important most of all for them to know that they are appreciated. Uh, and so I appreciate uh this increase and I hope it continues.

We didn't have anybody sign up. Okay. Um, so but normally at a council meeting when someone signs up on the agenda item, we make sure that they get to speak for the item that they've signed up for. So what you're saying is is that if they're here for that, then great. We'll make sure to call them as we always have. But then at public comment section, which will be a new section in the agenda, uh, that we don't have tonight, but I will let anybody know who's here that would like to speak publicly on any item, whether or not it's on the agenda or not.
