We have the special guest, Colleen Driscoll, whom we have already met earlier, for her work on the review of the Biomedical Safety Protocols and the approval or review of the TU. I now hand over the floor to Colleen for an overview of her report results and am ready for questions from the board.

Okay, great. Hello, I'm Colleen Driscoll. I was asked to give you an overview of the inspection that was carried out at TUL and in their building 20, Akitasich. And I think I did a very thorough job in the report. There were no results that somehow surprisingly or excessively, you know, or something that would have been too crazy not to be able to fix it. Everything was correctable.

And so things were found.

In fact, there was a whole list of things, I would say, a whole list. But all these things were, you know, of pretty low nature. I did interviews with five people and so I got a good overview. And since I had been there twice before, I had a good idea of how things were implemented, how they went and which procedures were in force. And that's why these interviews went well. The people were open and honest. A novelty that I made this time in the report is that I have inserted a table in which I have added the references to the various compliance guidelines or guidelines documents. So, for example, they would know everything I think or what I consider to be a compliance document. So I hope that was helpful. But does anyone have any questions or certain things they want to address or discuss? Yes, Colleen, thank you. Just a few quick questions. In your opinion, were there certain points in the report where you had the feeling that you would expose the staff or the community in these areas to health or safety risks that were particularly serious for you? No. There was this problem with the insect, with the insects that were found there. But do you know, in conversation with the bio-security officer or the bio-security manager, there in the lab, in the lab, he told me, and we went through that. There are two separate doors from which you believe that the undetected enters there, where it apparently comes in. There is another room through which you leave the lab. There is another space outside of it. And then there is a door that leads to a staircase. And then there is a door that leads outside. So you believe that the beetles enter there because there is an underpressure on the outside. So air is drawn through this door. You know, at the CDC, for the Select Agent Program, they always do it like this.

You look at what was denied at the last inspection. And if you are arrested again, you will somehow be punished for it. But you know, I looked at the last inspection report and made sure that there was nothing, you know, that was obviously from the last report. So, and there was nothing. Great. I actually believe that things have probably improved overall. But, you know, since I'm a bit picky, and that's my job, you know, my work is very detailed, so I'm a very detailed person. You know, I've found a lot of very small points that are easy to fix, like documentation errors and the like. And they check the documents of the last three years, the training. I mean everything, training, inventory, just everything. Every SOP you have, just everything, just everything. And that's why I think that the fact that the CDC is coming and carrying out inspections should be an additional security for you all and for your community. Because you perform an invaluable service to ensure that everything works as it should. And you are excellent. And you are excellent.

That's great. Thank you. And just to not make it too technical for our protocol, could you briefly define what you mean by Select Agents?

Select Agents are a special group of pathogens that were classified by the federal government as substances that could be used for bioterrorism.

I mean, I can certainly spend more time with it to check the measures, i.e. the correction measures, if they want me to do that. But yes, I don't think it will reach this extent. And I also think that most people who run such a laboratory and are responsible for it are usually very good at documenting things. So they will take the right path and get things right. I really believe that they will do that, but having it black and white is still a good idea.

In Massachusetts, no community has yet issued one of these licenses. It is expected that it will take about one to one and a half years until we actually see the first openings, calculated from the dismissal in January. This is mainly because the communities have to agree to allow these licenses. This could include adjustments to the zoning regulations and it could be a question for the citizens' assembly whether the city would like to allow such consumption areas at all. A result of the meeting of the Select Board was the desire to include the community in order to hear their opinion on whether Grafton is the right place for social consumption areas.
