Um because this is the only uh council meeting for November, I'm going to do both a regular council report and then after that and after any uh questions and we set the council retreat date, uh I'll go ahead and do staff reports as well. So it' be a little bit longer than normal.

Uh so as this is the first uh meeting of the month, we will talk about uh updates to Olive Crossing. So, uh, lot three, lot three is moving, uh, moving along really nicely. Their landscaping and irrigation is complete or mostly complete. Um, the fountain ruffin has begun and then they are also working on their punch list items. So the work of uh Keley to do the building itself, the shell of the building and the um the exterior, you know, of the property, improvements to the property probably is going to be wrapping up here, end of this month, middle of next month. Um and so then work that we will be seeing will be from the tenants uh themselves for this lot specifically. So, Paris Bagat and Brass Tap, they are working on their respective tenant spaces. Um, in fact, Brass Tap is starting to put out on social media that they are coming to Alvette. So, they are starting to uh let people know um our communications manager Kiana has been um reposting their kind of their social media stuff to the city's Facebook page. So, uh, if you want to, uh, see what they are putting forward, uh, please do so on the city's Facebook page. And then Tropical Smoothie, which is another tenant, their plans are in with staff and are under review. And then Verizon is another uh, tenant that we know is coming, but they have not yet submitted plans. And so then that just leaves one uh, remaining uh, tenant space for this particular building. Uh lot five uh is the in the conceptual plan is the office building. Um but as we have been talking about the developer is working with a

restaurant for the northern half of lot 5. Um they are still working um to get terms. I reached out to Mr. Yowitz today to kind of see if there was an update. He said they are waiting for a vice president to come in. He expects the that individual to come in uh the beginning of December and we will know when the vice president has arrived because there will be a crane on site with a flag to indicate how tall the building is going to be. So should you see a flag uh on a crane on lot five, we will know that the visit has happened. Um I you know

I I don't know. But you can't make these things up. So it my guess is it's really hard to conceptualize the mass of a building relative to its surrounding. And so the crane with the flag will give the vice president uh and whoever else he brings with him, he or she brings with him kind of a better understanding of how the building is going to fit in the actual site. That would be my um best guess. Uh and from Mr. Yaitz, he's like it's just one more hoop to jump through to get what we what he would like there. So, um I share with you lot six is the hotel. So, this project has been at PCDC for its last two meetings, both uh October 16th and November 6th. It is scheduled for the November 20th PCDC agenda. Uh staff expects that PCDC will be able to vote on the project at that meeting so that they will they have the things that that they need. Uh we can't not going to force PCDC to vote, but they certainly will have the the things that they need to do that. Um just a reminder, these are the most current plans. Um the elevations have changed a little bit since the last time uh I shared that with you. Um but the the main part of the site plan um as far as where the building is located in parking um has not changed. For those who are interested, please um use the key the QR code that will take you to the uh the website and it has all of the plans that PCDC will be reviewing um on the 20th. So, you're welcome to to look at those things. And then, of course, lots one and two

are the Aldi and they are finished. And then lot four is the Clover and they are also finished. So, news around town, we have a couple of open seats on the pension board. We do have two applications. And so, um, my plan is for the council to do your interviews for those two applicants at your January, um, work session. If we receive additional applications between now and say, you know, the end of December when we're sending that packet out for that work session, we will certainly include those as well. So um individuals interested can follow the QR code to find out more about the uh pension board as well as the online application. Um for those who are interested, uh it is t minus 8 days in counting until the turkey tr uh when I looked this morning, we had almost 1,400 registrants this year. So um and then 1,382. So a really good number. It is expected to be nice weather for Thanksgiving uh for November, right? Um so we would encourage everybody that is interested to register uh and to come out um Thanksgiving morning to enjoy this really popular community event. It is also a fundraiser uh for um the Harvey Cornbloom. And so we as a city have been running this food drive for them since probably about September. Um and so you can see

on the screen there that is the um donations from at least earlier this week. We asked them to come and uh empty the bin for us. They've been a couple times to empty the bin for us and empty the bin uh up at Five Oaks. You can also see uh Mayor Clark donated some cleaning supplies as well as egg cartons surprisingly. Um they really do need egg cartons. They get eggs in bulk. Um and so it helps them to be able to distribute eggs to uh to their families. So, if you have empty egg cartons as you are cooking and baking, um, feel free to to drop those off. And then new this year and debuted at Coffee with the Mayor, we are doing u dog bandanas. We're selling dog bandanas. So, they are $15. Again, proceeds go to the food pantry. There are two size options. At Coffee with the Mayor, we had some uh and I'm a little biased. uh very cute dogs uh modeling. Uh the one on the left is mine and the one on the right is Beverly's. So they were very cute. And then of course we have the annual turkey trot t-shirt uh modeled by uh David Moons. So uh if you are running and you register, you can get a t-shirt and if you're bringing your dog, you can certainly get your dog um a bandana to participate in Turkey Trot. Um, city council member applications are open November 25th. So, we will be having an election April 7th, not just us. The municipal election is April 7th. Um, and the city's charter uh requires uh those interested in being a council member to um to get some signatures and

have those things turned in uh prior to the filing deadline. So, starting November 25th, interested individuals can pick up their candidate packet here at uh city center, we there are two council seats that are up for election for their three-year term. If you are interested, please follow the QR code and it will give you additional information about uh running for office. The 27th to the 25th is a Tuesday. It's a Tuesday. I have teacher hearing.

All right. Um so the police department um they do every year they do cops for pets uh which they are doing again this year in December. You're welcome to bring any um items, dog food, leashes, beds, newspapers, bleach, anything that um the uh animal shelter up the road at Bower and Warren might need. Uh we participate with that. But they are also on November 29th having a pet adoption event up at uh Five Oaks on Warson. So, there will be some cute um pets available for adoption and we would encourage anyone to go up to Five Oaks on Warson if you are considering uh adding a pet to your family. And then Toys for Tots. You may have seen the bin as you walked in this evening. So, this is the fire department, their um community outreach group. They're partnering with Toys for Tots this year. Um, so please consider dropping off a new unwrapped toy at either Five Oaks or here at the city center. And then we will be collecting those until December 9th. And then everyone's favorite thing this time of year is leaf collection. So uh please look at the schedule um and your particular section. Um they are doing the second pass this week. There will be two more passes, of course, weather dependent. If you want more information about what section you're in or how to put the leaves out for the leaf collection, please follow the um the QR code for more information. The regularly scheduled council meeting for November 25th has been cancelled and then the next council work session is December 2nd. And um city center is closed November 27th and 28th and then Five Oaks has some changed hours uh next week as well. So November 26th they're open 5:30 a.m. to 5:00 uh p.m. so that they can uh help get ready for Turkey Trot. uh Thanksgiving they are closed and then the day after Thanksgiving they open at 9:00 am and are open until 3 p.m. And then the last thing I'd like to do at this point is schedule the city council retreat. So you should have gotten a list of um dates. So, I think if we just if I just talk to each of you and if you can tell me the dates that you are available, then we may have a consensus date. All right. Um starting with the fire department. So, uh, number four Homestead Acres, uh, is going to be a new house, and so it's, uh, the existing house is going to come down, and the owner was gracious enough to allow the fire department to do some, uh, live training, uh, for, you know, a house fire so that they can actually get in there and see what it's like to enter through residential windows and, uh, come in through the roof and, uh, all the things that are um good for them to know. And then the other thing I would say is if any of you have ever um heard about the fundraiser for Backtoppers, which happens the day before Thanksgiving, um Guns and Hoses. So this year we have a firefighter, Matt Hayes, who is actually going to participate um in one of the the first rounds. Um there is a video on the city's Facebook page of him sparring with uh Captain Rouitz, not Rougeitz, Captain D'Angelo um as they prepare for him um to participate in Guns and Hoses. So if that's um of interest to you, um it's a great fundraiser for police and fire departments uh basically uh the backstoppers organization. Uh Parson Wreck has been very busy. Um they have some new cooking classes at Five Oaks and the one that is caregiver and me has been very popular. Um this picture here is of their pretzel class. Um and their next class is uh on pumpkin pie the season. And then October 30th they had their last star party of the season. They had about 30 people attend

and uh they were able to see the new moon and then the rings of Saturn and then the harvest festival. Uh here is the council at their table. Um it's very cute. So uh harvest festival was a success. They had 83 pre-registered kids. This is uh first year in a long time that they asked for pre-registration and but they had a total of 71 registered kids and of course those kids came with their parents and so they're and they believe about 400 people uh came to Harvest Festival. Lots of positive comments about the parade and the not so spooky trail um and the event overall. So, uh, the planning department, um, one of the items on the agenda for the 20th is the US bank site, the former US bank site that's on Olive. Um, we have received a special use permit for Mercy Centralized Ambulatory Pharmacy. So it would be a uh retail pharmacy but also they would process uh home delivery orders there. It is not an urgent care center so they are not treating uh individuals at the location but they would be doing some counseling for individuals who are taking say multiple medicines or medicines that um need to be taken on a regular basis. And so, you know, some followup and making sure that they are um taking their medicines as um as required. So, we just wanted to let you know that that is uh what has come in for that um for that site. The police department has been doing a lot of community policing the last couple of weeks. So, they were out and about on Halloween uh looking for

trick-or-treaters um in the neighborhood and and passing out candy. So, they um Officer Bagsby and Lincoln, uh Sergeant Lincoln right here. And then this is uh Sergeant Corley. This is at Harvest Festival. So they've had uh a lot of opportunity to meet and interact with the community and then public works. So this is the fencing along um the trail, the Centennial Greenway through Indian Meadows Park. There was some concern of folks that were Here's the street here cutting through this resident's uh yard to access the trail. Right over here is the pavilion and the playground. So, they were kind of cutting through here. Um, we've had some problems getting the fence panels, extra fence panels in. Um, but we did get some of them. We are waiting for additional panels. Uh, and public works has been installing those. Uh, so that's part of why this green fencing is here. And then public works is ready for the snow even if the rest of us might not be ready for snow. Um, but they have been putting the plows and the spreaders on the trucks and making sure everything works uh so that they will be ready for our first uh first snow of the year. So, with that, I can answer any questions you might have. Okay. So, now we will have our monthly financial report from Mr. Madden. you have the floor. Uh

good evening, council members, mayor and council members. Uh today we have in front of us uh our um financial reports up for the four months up through October. Uh thankfully nothing significant to report. Uh revenues are well ahead of where we kind of thought they would be. Uh and then expenditures are a little bit below. Um most of the like positive variances showing in our revenues are in the um that sales tax category which uh is helped along a lot by uh the use tax. Um use taxes have they had a really strong July uh along with sales taxes and then have kind of like stayed stable from there. Uh overall property taxes are going to stay low until later on this month into December as we would expect uh as people pay their bills and then uh utility taxes they gained some ground in that uh we had a warmer July and into August and so uh we saw the the collections from there along with the rate increases. Parks and wreck uh they're still below expectations. It's the room rentals and memberships are still uh lagging behind. sports signups are really strong and then that those remaining categories licenses and medical transport are kind of lagging behind. Uh but then everything else is a little bit above. Uh let's go to the chart. Uh you see there where we're at. We get a little sneak peek into November. Uh we're in the orange line there. Uh and you can see it's a little bit above overall where it was year before, which is the light blue. Uh and what we're seeing there is um the addition of a kind of a major retailer with with Aldi being remitted in there. If we we can bring up the use taxes. What the use tax is a lot of times is a one like a business. So, we'll make a major purchase and then we'll see that uh come in. What we're seeing more than anything here is uh uh it's the Amazon collections are are really strong. So, that's good. That's a nice stable um provider. Uh which is uh again

better and more count. we can count on that better than we can uh you know like the uh a big warehouse buying a big piece of equipment. I don't know when that's going to happen as much as I I I can count on a nice stable uh Amazon collections. So uh with that again nothing major to report uh which is kind of good news for your finances as we as we um enter uh some of our midyear reviews and then uh budgeting's right around the corner. And then did you want to tell them about the estimated impact of the senior tax rate?

Oh yeah, we did get it's been in the news cycle a little bit. We did get um uh some uh information through some of those newspaper reports from the county. 566 parcels are qualified for us uh for a grand total of year one of $34,000. Right? 34 34 $34,000. That is something we So we've set our base. the base will now grow um from that base. The impact to us will grow from there. So, we're not going to make the new cycle, but uh it will have an impact later on. Uh and hopefully we'll be able to get a little bit better uh more information on where those are and be able to anticipate that a little bit more. So, yes, thank you for reminding me that.

Uh, council member Pishon Helman uh, attended the zoning um, board of adjustment on the 13th and it was more it was anformational meeting helping the new members of the board to go over processes, procedures and just have a chance to ask questions um, and become familiar with the way that the board operates. Um, one of the things that was brought up was data centers has obviously been making a lot of news in the in the world right now about, you know, location and, you know, we talked about it and um, Mr. Dhouse, correct me if I'm wrong, but currently they wouldn't be allowed in our commercial district, but they would be allowed in our light industrial district. You know, there's a open question of should we be looking at the need to have a special per special use permit for it. So just something to think about I think as we move forward is a lot of cities are doing various things to kind of you know look at it whether they're pro or con not stating either way right here but something to think about proactively on it. So

Um coffee with the mayor went really good. I I wanted to say that they gave me a tour of their facility at the um of the cornbone facility. It uh it blew my mind to see how many people are in need. Um when I got there, there was a line all the way around the building. Um and this is in the morning and you had people of all backgrounds there. Some had some decent looking cars. They weren't poor people. These are people in a bad way with how things are going and I'm glad that we're part of this to help um through the turkey trot. Um I also will be attending the preferette chamber breakfast in December and represent our city to the best of my ability. Um now we'll do our hearing from citizens. Second reading and public hearing. Okay, we are now in a open public hearing and we please have our presentation.

Good evening, mayor, members of the council. My name is Carlos Trejo. I'm the director of planning and community development for the city of Alvette. And before you tonight is a uh brief presentation regarding uh tonight's bill, bill 3053, uh which would be the authorization to issue a special permit to allow a restaurant uh approximately 3,772 square ft at the easy storage facility. Address is 9538 Olive Boulevard. This item was read uh for the first time at your previous meeting uh in October. And uh tonight is the uh the public hearing. Uh the next slide uh 9538 Olive Boulevard is a developed parcel. It's a uh almost 1 acre lot. It has a fivelevel mixeduse building. It's over 100,000 square ft. Uh but on the lower level, there's approximately 6,000 ft² of uh uh commercial retail type space. Uh the developer the uh the owners of the property would like to combine three tenant spaces totaling 3,772 ft uh to provide a 67 seat full service restaurant. The full service restaurant uh as defined by our code is where the patron goes into the restaurant. They are seated and then somebody comes to take their order. Uh somebody comes to bring their food and somebody comes to bring their bill and take payment. And then once they're completed, they just leave the the premises. That's the difference of a full service compared to a casual uh service or a fast food uh type of service. So this authorizes is is specifically for a full service restaurant. The property grounds are zoned what we call co commercial office retail uh district and uh under the CO district restaurants are authorized through a special permit process. Why do we do restaurants through special permits? Typically there there are unique considerations that are take that

take in place whether it's alcohol liquor uh hours of operation music outdoor seating uh the grease traps the disposal the uh the flutes uh and things of that nature. So it requires a a higher level of review um where one location may be suitable for this for a type of use another location may not just given the configurations and the complexities of the property surrounding. So it gives us the the ability to consider uh those unique things uh that come into play especially with a with a restaurant and where that location is in this state in this case this site has been discussed uh during the the the original review process. I think we go back to 2012 and 2018 they started construction uh of trying to uh encourage them to consider you know like with the Domo which we have as a specialty um uh eery and then uh to try to get a restaurant use or some type of retailer as opposed to a personal service establishment. Uh so then the next slide uh the special permit procedure again kind of goes over uh where the council has a little bit more authority in terms of the review given some special considerations that may or may not make get feasible in the site. We have a process for that review. It's kind of highlighted there in that chart uh where we look at the impact, the district, the comp plan, the site suitability, the surrounding impacts, and we also have the authorization to require some additional things to try to mitigate or mediate some of those issues uh in there. Uh then we have of course our comprehensive plan and I apologize I did not uh change the right side of the leg on that. That should be what the conditions are for the CO district and that's to create a a kind of a dynamic type of atmosphere along the Olive Boulevard corridor. uh in there. The next slide going down on the special permit procedures. Again, when you do it, you're required to submit a site

plan. Uh the use has to be listed in the underlying district. It has to further the comprehensive plan. Has to be suitable to its surroundings, complimentary to the surroundings. You have to consider mitigation of any spillover effects. And the city has the authority to require additional buffering, aesthetic enhancements, open space, and set additional limitations and consider public services in that process. The next slide, going back to what's being proposed, it's going to be on the lower level. It's approximately about 3,700 square ft kind of centered in between the building. on the west side which is on your uh on your right on your monitors is the office apartment complex for the person that that uh is housed uh servicing the the uh the storage facility. on the uh left side uh which is on the east is Domo um and there and they've been operating uh pretty good uh for the past I believe 6 months now uh at the site and then the upper levels consist of four levels of storage and actually in the back of the building there's some additional inter interior storage we'll get a closer look to it and of course you can see in the arrow view we have the bowling alley we have Mr. Faulner here uh which is neat to see uh who's the adjacent property owner to the east and then we have Dobs which is part of the Olivet Center on the western side. Thank you Mr. Kitty. All right on the next slide this is the the floor plan. So again the building is uh facing Olive Boulevard which is going to be on the top. Uh on your left you can see the the configuration of the parking and what I did is I highlighted the 3,700 square feet uh that the tenant space is being proposed for a restaurant use uh in there and you'll have Domo of course on your right and the apartment on the left. But right behind it are internal driving aisles within the building and that's how the vehicles go in. They go into inside the building itself and they unload and you can see

two little X's. Those are the elevators. And then the areas behind the elevators, there's additional storage units. So all this is all this is kind of like compacted in in in there. And that yellow only has a uh an exterior wall that's facing olive. Everything else is our interior walls either uh adjacent to their the uh the tenants on each side or the uh the drive aisle corridor. So that yellow now on the right hand side of the slide is the layout of their seating area and how that restaurant would be set uh in there with their kitchen area in there. And then at the very bottom I put internal rear side of the tenant space. That is the bottom space is the yellow that's on the left hand side. Sorry for the confusion on there but it kind of shows you how it's a unique space and how everything would fit uh in there. And again, they only have one exterior wall, and that's the wall facing all of everything else is in the interior. And the reason that's important is as part of their the proposal is that their exhaust hood and all that is going to go directly up. Uh not because, you know, partly out of courtesy, but they they can't go to the east or the west because there's tenants there, and they can't go back because they got a drive out and and and uh spaces there and there. So the um the exhaust vent is going to go directly up to the top of the building uh in there and then um their grease trap is kept into in that area where it says internal rear side of tenant space. It's actually within the space itself. Uh there's an area for the grease trap and then their storage uh is just a little bit uh right behind Domo. So to accommodate for that uh the uh the restaurant itself needs exactly 37 stalls uh on the site uh they're they're they're short but they have ne they're negotiating with Mr. Clackner the uh owner of lanes next door uh to obtain an easement to uh to access uh 12 to 16 additional parking stalls in that configuration shown in yellow. uh either the the the site will be restriped or or uh or or signed uh in there and uh the depending on what configuration they'll have either 16 perpendicular stalls or 12 stalls leaving the site pretty much the same uh uh through an easement that gives the flexibility of the owner the ground owner Mr. Clackner uh depending on what they decide to do down the future on how they would use the property and renegotiate how those parking spaces would stay. And the reason being uh the two-month look back is uh the numbers aren't released until the second or usually the into the third week of the month. And so when you're trying to plan for retirement or try to get that uh first of the month check um to folks with paperwork get it all signed by everybody and back to the uh the actual payee is um is difficult to do. So if we use a fourmon that number is set you know again two and 3 months behind while the person is planning for their retirement the paperwork can can be um determined and the person the retiree can get their check on the first of the month and so otherwise there is no other changes just the look back period from two months into fourth month behind. um I'm sure many of you are aware that recently we acquired 921 9201 Olive Boulevard as part of the Olive Boulevard intersections improvement project with the cost share grant with the state of Missouri. Um it has been always been on my eye watching as people drive closely to that building as close, you know, as it's mere inches from the roadway. And uh the minute we acquired it, I thought it was very important rather than waiting for actual construction to begin on the project to get the building down and get the liability removed as soon as possible. To do that most efficiently, what we did was public works staff did a lot of the preliminary work that's required to do for a demolition project. Just getting the utilities disconnected, making sure all of the hazardous materials have been abated, uh and all those in preparation for the actual work to begin. Those are part of the biggest part of the time, especially on a project like this with the building this small. So, uh, as soon as we had confirmation that everything was done and and ready to go into for the various permits, we put the project out to bid and receive the four bids as listed. Uh, Alcocking is a qualified bidder. Uh, they're on Lindberg. They have a long history of projects uh, throughout the county and the region. Uh, and they have, uh, fulfilled all the requirements that we had in the bid document. Uh we are, you know, one of our requirements was to get this done as in timely fashion and we want to have this done before Christmas, if not sooner, uh to get the building down and and removed. Expect it to take no more than 3 days. Um and the final day really being just site cleanup and um you know, neatening everything up. Be glad to answer any questions if there are any.
