Authorize the City Manager to amend the Intergovernmental Agreement with Bend Park and Recreation District (BPRD) for the Gilchrist Bridge Replacement Project to increase the project cost authorization by $621,650, to a total project amount not to exceed $2,100,000

Approve the 2026 Affordable Housing Fund Recommendations

Recommended motion: I move to approve the 2026 Affordable Housing Fund recommendations allocating $1,000,000 and to authorize staff to take all actions necessary to fund the approved projects, including signing loan agreements and related documents, without further approval from the Council. Authorize an agreement between the City of Bend and Lonza Bend Inc. for a Bend Enterprise Zone property tax exemption on new capital investment for up to ten years

Recommended motion: I move to authorize an agreement, in substantially the form presented, between the City of Bend and Lonza, for Bend Enterprise Zone property tax exemptions on new capital investment at 20465 and 20475 Murray Road for up to ten consecutive years, on the terms described in the agreement. Authorize a Progressive Design-Build contract with Stacy and Witbeck, Inc. for pre-construction services for the Reed Market Bridge Project (1GRMC)

Second reading of ordinance to amend the Bend Development Code, Chapter 2.7, Special Planned Districts, Refinement Plans, Area Plans and Master Plans, to create The Cavvy Master Planned Development, an approximately 45-acre Major Community Master Plan (PLSPD20250374)

Recommended motion: I move for the second reading and adoption by roll call vote of an ordinance to amend the Bend Development Code, Chapter 2.7, Special Planned Districts, Refinement Plans, Area Plans and Master Plans, to create The Cavvy Master Planned Development, with a condition that the applicant submit a final major community master plan to the City that depicts the proposal as approved and incorporates all conditions of approval contained in the decision.
