And u good to be back together. And just in case you're counting, uh I have just completed two years serving this council. Hold your applause. No commendation needed, but I have certainly enjoyed it. and uh and I thank you Command of Grace for the privilege to serve the Mobile Police Department and to serve this table today. It's an honor to be here. Let's pray. Father, we pray to you because we're mindful of our need and our need for you is great. We hear the scriptures implore us and call us. To whom else can we go? And so, Father, we pause right here and say there's no one but you. We pray today, Lord, for our country. We pray that you'd smile upon righteousness and particularly Lord as we continue to care for Israel. We pray, Father, particularly now for our community. And our hope is, Lord, that you would even stir within this great city and county a new hunger for your presence. Smile upon us, Lord, that we be a blessing to generations to come. favor our time today at this table and these who give us leadership in the strong name of Christ we pray. Amen.

It's good to see everybody this morning. Welcome to our March 10th, 2026 meeting. At this meeting we do have rules. At this time I ask if anyone have any type of electronic device including cell phones please at this time put on the off of the vibrating position the off the vibrating position. Any person that desiring to address the mobile city council must sign in indicating the resolution the ordinance or public hearing agenda item before entering the meeting. When addressing this council the speaker must give his or her name. Any person that desired to address the council on a non-aggenda item must contact the city clerk office no later than 2:00 pm the Thursday prior to the council meeting. The subject that he or she wish to express the mobile city council must be identified pertain to the city of Mobile business. Anyone who has not given proper notice to the city clerk office and wish to speak on another agenda item will not be allowed to address this council. Each speaker is allowed three minutes to address the council. A bail will indicate the sound of the end of two minutes. One minute remain for summarizing. We get to talk about one of my favorite subjects today. Uh, and that is public transit. Uh just recently we have released the VIA branding survey for our transit system and we really need residents and riders to help us shape the future of that system. As we prepare to launch a redesigned transit system in July, we're inviting Mobileians to help us choose the name and brand. Uh if you'll look up here, we have a few of the slides. This looks like the survey. Um, we're working with our transportation provider VIA. We've developed two strong concepts that second line transit and MOGO, which would be a continuation of uh some of the work that's been done through the chamber. Uh, you're seeing the mockups here. There's a QR code there that will allow you to take that survey very quick, very easy. You'll also see links to the survey on the city's social media and in flyers on our wave buses and at city facilities. uh if you'll it only takes a couple of minutes and that those couple of minutes can help shape Mobile's transit future. Uh the survey will be up through March 27th of this year. So, uh pretty quick time period. If you want to have your voice heard, please scan that QR code. Uh take the survey, let us know what you think. I sure like looking at those trolleys. Okay. Um, another exciting thing we have this week to talk about is our money moves boot camp. Uh, so if you're looking for tips on better money management, our small our office of small business development and community affairs team have the perfect program for you. Uh, they're hosting another Money Moves boot camp this Saturday, March 14th. It'll be from 10:30 a.m. to 1:30 p.m. at the Connie Hudson Senior
Center. Uh this recurring series helps Mobileians learn more about financial management and support resources that are available right here in Mobile. Uh this particular session will focus on tax preparation, tax returns, building your credit, and long-term financial resilience. The program is free, but space is limited. So make sure that you register so you can save your spot. If you want to find more about that um program and registration, you can find that at cityofmobile.org. Um love that we are teaching financial literacy to our citizens. So I thank thank the community affairs and small business team uh for putting their energy and effort into that. Um oh gosh uh this one Lucy probably doesn't need to hear, but we want you to come adopt one of our puppies. We're my family is lobbying very strongly for us to be able to, but we got we got one last person to convince. Um, but animal services, our animal services department has an immediate need for dog dog adoptions due uh to what is a seasonal influx of puppies. Spring is in the air. Uh, it's common for all shelters when the temperature rise in the spring and the need for adoptions is only expected to grow over the coming weeks. So, our animal services team and volunteers, they continue to do an amazing job, not just with these puppies, but the um older dogs that they take care of, but they truly need your help. Space is limited, and we want to be sure we're serving the animals uh of our city well, and we're asking your help for that. So, if you've been thinking about adding a furry friend to your family like I have, now is the perfect time to do it. And to help facilitate easier adoptions, the shelter is waving all of its fees for approved adoption applicants. Uh to see more and to see all of the adoptable

We're going to recognize our uh public works employee of the month. That's Miss Lena Floyd Smith who is the assistant community activity coordinator with the Mobile Parks and Recck Department. I am excited to recognize Miss Lina Floyd Smith. Uh I always say this when I get up here to talk about the process employee of the month. They are actually recognized by their colleagues and their team members who select them. um the directors have no choice in this and just to hear what the team members say about um them is always exciting. So I want to share some of the things that they've said. Um Lina consistently goes beyond problem solving. Um she has great personality, caring and filled with integrity. Her attention to detail, proactive communication and ability to manage multiple priorities have played a key role in keeping operations running smoothly. She is collaborative. she has a collaborative spirit, willing to jump in wherever needed. Lina Smith consistently goes above and beyond in her role at MPD. Um, and that she leads with outstanding customer service from the start. Um, and it makes a difference cuz the number of phone calls that she gets in of people trying to reserve and managing um, people and fields is a big thing that she is constantly doing. And so we appreciate you. So I would like to again recognize you for becoming employee of the month for public works. Thank you. Um, I really just want to say um I moved to this area almost 30 years ago and I have loved this city ever since and it really is a privilege to serve the citizens of um the city and I have the best co-workers in the world. I'm very thankful for and I really appreciate you all. Thank you so much.

Right. And don't y'all run off. I want my picture out here. Um, but I do have a couple of proclamations this week. And so I'll call up Miss Ter Teresa Lewis. Uh, who is it? Yansen James. Alyssa Parker, Kesha Hawkins, and Sarah Coleman. Yeah, if y'all just want to come up to the podium if anybody wants to say something. But in the meantime, uh I want to offer this proclamation from the office of mayor. uh whereas neurodeiversity recognizes and celebrates the natural variations in the human brain and acknowledges that conditions such as autism, ADHD, dyslexia, uh dyspraxia and others are part of this diversity. And whereas neurodeivergent individuals contribute unique perspectives, talents, and strengths to our schools, workplaces, and communities. And whereas neurodeiversity celebration week provides an opportunity to increase understanding, challenge stereotypes and promote acceptance and inclusion for all people regardless of neurological differences. And whereas fostering an environment of respect and support for neurode divergent individuals benefits everyone by encouraging innovation, empathy and collaboration. And whereas it is essential to ensure that all individuals are valued for their differences and have equitable access to opportunities and resources. Now therefore, I bureau cheragotus, the 109th mayor of the city of Mobile, do hereby proclaim March 16th through March 22nd, 2026 as neurodeiversity celebration week. I encourage all residents, students, and staff to participate in activities, learn more

I'm the president of this awesome organization. We are 501c3 and we cater to the overall child and especially children with neurody divergence. What is neurody divergence? It was a term created by Judy Singer. She was from Australia. She created this term in 1997. But the term was to describe something that no one knew much about. Mi mixed combinations of autism, ADHD. What is it? It's neurological disorders that sometimes you might want to clean your house, sometimes you might not find the momentum to clean your house. And with that, I know that seems typical, but with them, they really can't help it. And so, this is actually to help honor those people, let them know that it's okay. we accept you for who you are and it's allow other people in the community to accept them as well. So, thank you so much for today. Thank you for this proclamation. Thank you, Mayor. Thank you. Last but not least, do I have Miss Pton Boseman here? Y'all come on up. Whereas dream dream deliveries was founded to bring comfort, hope, and encouragement to children receiving inpatient medical care through thoughtfully prepared care packages. And whereas children facing serious health challenges often experience fear, isolation, and uncertainty, and small acts of kindness can provide meaningful emotional support during difficult times. And whereas Dream Deliveries Day represents the importance of finding hope amongst grief and honoring the resilience that emerges through hardship. And whereas this day serves as a reminder to share compassion, uplift others, and recognize the lasting impact kindness can have on individuals, families, and our community. And whereas the city of Mobile is proud to support initiatives that promote service, healing, and hope for children and families in need. Now therefore, I, Spirro Cheragatus, the 109th mayor of the city of Mobile, do hereby proclaim March 12th, 2026 as Dream Deliveries Day in the city of Mobile. Good morning. My name is Pton Boseman and I currently serve as Miss Mobile Bay volunteer 2026. And I thank you so much for all that you do for the city of Mobile. and I'm so thankful for your support in making this proclamation for Dream Deliveries Day on March 12th. I started Dream Deliveries as my community service initiative in early 2025 after the loss of both of my younger brothers, Hunter at the age of 18 from a strong battle with cancer and Darren at 16 from a lifelong of serious medical issues. My impact has been small but great and I am able to visit the children at Children's Miracle Network hospitals right here in Mobile at Children's and Women's and be able to brighten their days even during some of their darkest times and to be able to have this proclamation as March 12th which is the
exact midpoint between my two brother's passings is very hopeful for me because I am able to share the love and the joy and the kindness that I have found to be able to impact the lives of others. Presentation of petitions and other communications to the council. Sydney Kramer. Good morning, council members. My name is Sydney Kramer and I am the program and advocacy manager at the Mobile Arts Council. The arts council has the distinct honor of facilitating the city of Mobile's poet laurate program. The poet laurate program plays an important role in celebrating the cultural voice of Mobile. Poetry has long been a way for communities to reflect on their history, express their challenges, and imagine their future. By supporting this program, the city of Mobile affirms that the arts and the voices of its people matter. The poet laurate serves as a bridge between our government, our neighborhoods, and our shared stories. It is my honor today to introduce an artist whose work reflects the creativity, resilience, and spirit of our city. Please join me in welcoming Huggy Bear to poet Alex as Mobile's newest poet laurate. Through his words and presence, he will help continue the tradition of uplifting Mobile's voice and inspiring our community.
Good morning, council, mayor, staff, and all in attendance. I I first want to thank God for this incredible honor and opportunity to move further and stronger within my purpose. I would also like to thank the Mobile Arts Council, poet laurette Charlotte Pence and Mayor Spirro Seratus for their faith and confidence in me. I will work hard the next two years to prove that your trust was not in vain. I do I don't have the time to name all my friends and families and mentors who poured into me, supported me through the years, but I would be remiss if I didn't name one. My mother, Joyce Loftton. Everything that's good, great, decent, and kind in me, I got from you. And I thank you for your love and unwavering support. I look forward to using this platform to promote this art form all over the port city and along the Gulf Coast to people of all walks of life. I will I will always I've always believed that poetry had a purpose and it inclusive nature could be a valuable tool in bringing people together. I also feel that it can be instrumental improving literacy and bringing up the reading and writing scores amongst our youth. I feel that if we can instill I feel we can instill valuable life lessons along with public speaking skills that will benefit them their entire lives. I plan on being very active and accessible and I would like to partner with any educator, faith leader, community organizer or mentoring organization that would like me to perform or facilitate workshops. A vast majority of our our youth live in a society where they have very few platforms in which to hone and cultivate their creative writing or public speaking skills. I've spoken to educators from all over and they all say the same thing. The reading and writing scores are horrible because all these kids want to do is rap. With overwhelming popularity and prevalence of hip hop and rap culture, a lot of our wouldbe poets and young writers gravitate toward this
medium. But unfortunately the last two decades the music industry has decided that music glorifying violence drug usage selling excuse me council I was asked by the administration to stand his time. Y'all fine with that? Yes. Okay. Go ahead.
Decided that glorify music glorifying violence drug usage and drug selling along with gratuitous sex is what sells the best. So to com to combat this, I propose to use innovative poetry workshops to channel and challenge the students to expand their vocabularies and use their creative writing skills in a more substantive manner. The same literary principles that make for great hip-hop make for great poetry and probes, metaphors, analogies and tandraas, just position, illusions, uh, alliterations, and more. Most kids use these in their everyday slang. They do it. They just don't know what they it's called. Uh they may not know what hyperbole means, but they know that's cap and on God, you know. So, it's us up. It's up to us to make that correlation for them. My workshops are designed to be beneficial to the breast and brightest and to our most at risk youth. Uh uh council um by the request of administration uh would like to suspend the rules to allow him to go ahead and speak. Can I get a second?

Um these co these workshops will culminate with a series of open mics and slams to reward and showcase our best and brightest young writers and performers. And with their guardians permission, I would like to also use our work as PSAs against bullying, drug users, gun violence, uh, suicide preventions, and more. I want to use them as example of what our creative minds can do when they're channeled in the right direction. Once again, I'm humbled and honored by this opportunity, and I look forward to working with each and every one of you in order to make a positive change in this community. Thank you. He is amazing. Um um just presenter of words. Um he just paints a picture where people can understand um and and and talk about real things, challenging things sometimes, but things that we need to hear and but not just challenging but give hope. figure out ways that we can come together and poetry is a amazing way to do that. Good morning. Morning. Let me swallow my gum like in class. Um, again, this is to the city council. Looking for more oversight from the city council. The full name, please.
That's Stella Trotder. That's my name. There needs to be more oversight when it comes to the housing authority from the city council. Since you give the final approval of the commissioners, two executive directors in a row, Mr. Pulla was terminated. Next, Michael Pierce was terminated. They appealed due to violation of due process. Two years in a row, you're supposed to have seasoned attorneys and competent commissioners. How did that happen? Two years in a row. Mr. Papula sued the personnel board and the mobile housing board and he was given a service package. Nice little piece of money. Michael Pierce also due to due pro violation of due process. We all know that he was supposed to go before the personnel board March the 3. It was cancelled and the personnel board said it won't be a hearing because there has been an agreement. What's the secret? Why so secretive? Are the taxpayer going to taxpayers going to pay another service package? It's a pattern of behavior that's looking more than a service package. It brings into question all the contracts, the land deals, etc. Remember Michael Pierce said he was not qualified. So how for this is the sixth year everything was approved that he was
doing up to that point. He talked about land deals and city officials. Everybody know was a public fight. That's no secret. So now it's like I said, and I'm gonna end it here. We question these land deals, these contracts. If he was not supposed to be the executive director, y'all got a problem. A big problem. I'll leave it there. Apostle Valina Green.
Good morning, Valina Green. Good morning to um the mayor, mayor staff, city council, and the women representative leadership. I come to you today to take off the mask. I have been going through CPVA. Did not realize that that was mental anguish. Did not realize that was domestic violence due to my children. I have tried to access different things to help in my community with women. I had a register of one of the local high schools call me the other night whose mother whose child is 34 that's hitting her and she doesn't know what to do. And I had to tell her I said, "Baby, I'm going through the same thing. I do understand, but y'all we got to do some help because I'm coming across this a lot." and I felt like I was alone and that nobody knew what I was going through down to even getting drugs out of my house. My mother has dementia and Alzheimer's and I've been caring for her since 22. But trying to keep her safe, keep my community safe at the same time has been nearly impossible at the hands of my children. I have a daughter that's in law school that is supposed to protect the law and I have to come before you and denounce her today and tell I don't want her to serve in my community cuz I feel for the safety of the people because of drugs. I have a another daughter that's dealing with drugs and drug addiction and a kingpin for a boyfriend
that I've been holding on to. And I've been praying and I've been asking God, deliver me, take this cup from me. But I had to realize that this was a cup that God gave me and that I had to stand. I had to flee my home for abuse with three outfits. Many of you don't know. Even when I've been coming down here working and seeing you, I was fleeing abuse. I kept a mask on. Don't let this Ellen Tracy Lenn Sue fool you. Don't let it fool you at all cuz I had to get myself g together to come here. I saw the mayor at the chocolate festival. I am in a support group now with MC with Penelope House also going through counseling for domestic violence cuz I didn't realize after all them years of social work. I didn't realize that I was going through domestic violence. It took another community leader to call me out and say, "Val, something wrong with you cuz we ain't seen you. We ain't heard you. You too quiet and that's not like you.
Time is up. Thank you. Can I get another minute to finish to give y'all the characteristics so y'all can identify it? Do anybody extend her extra minute? Oh, just a minute. It's called child.
Okay. One minute. It's called child to parent violence and abuse. And the seven signs is isolation, verbal abuse and criticism, gaslighting and manipulation. You walk around on eggshells. I got left in Baton Rouge because I I had to fight for my mother and I to go to bathroom and my daughter drove off and left us at the gas station. So the exhale thing is real cuz you don't never win the assault and attack is going to come even to the point of fighting me. I had my oldest daughter fight me cuz I got drugs out the house cuz I flushed them and I told her said, "Girl, you can't come here with that. Please, please have mercy for the women." Identify identify threats of intimidation. So that is child to parent
violence. Thank you.
Aan Warner. My name is Aan Warner. I live on Riverside Drive. Um I am here to ask you to save a live oak tree. Um it's at Taylor Park. That's a $6 million improvement project that's already be approved. um picture of the tree. It's huge. It's beautiful. It's in the back. Next picture is the live oak tree in relation to the gymnasium. And then the last two pictures show the uh diagram that uh Vulkart put out which does not have indication that the tree should be removed. The trees in the front on Baltimore Street have got the orange tape around them. And that's really what I came here today for was to get an orange construction tape around this tree. Behind the tree, I know it's sort of hard to read, but they're going to put two retention ponds. I've been coming to Taylor Park for the past year because there's a community garden there. I come three to four times a week on my way to Via. Um, so I've seen that back part of the property flood. It is a flooding problem and
there the tree is not in the way. The um, so that's sort of what I'm asking for. I've heard that y'all voted the city code chapter 65. So, you have to make an amendment or something to uh address this tree issue. Also, I wanted to point out on this uh diagram, it says that the sidewalk, half of that sidewalk is not supposed to be removed. It's been removed. There's a pavilion back there that says the pavilion is not supposed to be removed. It has been removed in the summertime. I see old folks go down there and hang out under that tree cuz it's a huge s tree in the summertime. It's a wonderful place. Um anyway, Pat Hall also goes and tells stories for the kids that used to come for that little program down there.
This a beautiful tree. Please say it's a beautiful tree. Please save the tree. Yeah. Thank you all so much for coming down. Um, did we have anyone to address that? Um, Mr. Bar I believe that Shondaanda is overseeing that project. So perhaps the administration going to address that. Yeah.
Yeah. Council President, we did look into it. Um, and this was a site plan that was approved by city council last fall. Um some of the what they may not be aware of is there's there the canopy itself if you look at the canopy the root ball system is equally as wide that when they start putting in the access roads and the aprons it will damage those root systems which would weaken the tree and possibly kill the tree. And so those are all the considerations that were taken before they did the original site plan. Um, and I've got some some information on it in response to this this particular ask that that's being made of the city. Um, outside of that, we did talk to uh urban forestry and they were of the same opinion about the root damage that would happen to this tree. And I I think we're we're addressing specifically the trees along Baltimore that have the orange around them. There's only one of those that's currently scheduled to be removed. Uh it's about 18 in in diameter. Um we are we are looking at a way currently the driveway for that project is is planned to go right through there to a degree that it will damage the tree to a degree that it won't be um able to live. We are looking uh to see if there are ways we can go around it. Um I haven't
Are you talking about the tree in the back? I'm talking about the ones that you referenced around Balt uh Baltimore Street. Now the ones in the back to my knowledge, you know, on top of renovating Taylor Park, uh that entire area, we're al there's also quite a bit of planned development for um low-income housing that's on that property. Yeah. I I I would have to have more information to know exactly which trees you're I know you showed pictures, but I'm not sure. That's what I gave you a diagram of. I
I don't know that I've seen that diagram. Uh I can tell you that, you know, we love trees. I love trees. I hate to cut down any mature tree, period. Um and so if it's not absolutely integral to the continuation of this project, which is to update um Taylor Park and to create that um lowincome housing, we we won't remove it. If it's not absolutely necessary, it won't be removed. Um that's all I can say without knowing what the only tree I specifically looked into, which I thought was the subject of this was the one along Baltimore.
No, this is a tree. That's why I took pictures. It's a big It's a big tree. It's in the back of the property. I don't see why there would be any roads that would be going to these the improvement. Uh, hope to have a a good turnout like we always do. And then um I I did say this this morning um in pre-consel, but um I do want to say thank you to to Carlen Stout and Shondaanda Smith and their their employees and their team members. Uh over the course of the last three years, we've done some pretty extensive stuff out at at Westside. Um really brought it up to speed and uh Saturday um was the was the start of the the season this year. And uh this year we have over 900 kids playing at Westside, which makes it I believe the largest um largest park in the city. So, I'm I'm very proud of that. Very proud of what we've done. Lots of compliments. Um, it's not only safer for for kids and families to be out there, but I mean it start it looks really well, too. Really nice. Thank you, Mr. President. Yesterday, I joined the mayor and a number of community partners for a ribbon cutting at the Live Oak Trace Senior Apartment Complex. It's located at Overlook and Millering Road. These are apartments. They are affordable apartments designed for seniors. We had a great crowd. A lot of people who will be residents of the apartment complex were there. very excited. All they wanted to know was when can they get their keys. So hopefully that will be imminent and they will be moving in soon. So a great day. Uh I also wanted to say that if the weather holds up this afternoon, we will be doing a smoke alarm blitz in my district. We will be staging over at Langen Park and then going into the Forest Dell neighborhood which is basically just across Ziggler from Langen Park. So again, hopefully the weather will hold up. fire department will be going around knocking on doors offering to install free smoke detectors. So, uh it's a great program. I really appreciate what Chief Glisten and everybody is doing and I will be there to tag along. Uh this weekend coming up is the annual Plantasia that the Mobile Botanical Garden hosts every year. The preview party and sale is Thursday. That's your first look at all the plants. Get the first ones. Uh also the sale goes through the third through the 14th. So it's 12th, 13th, 14th. So Saturday will be your last day to get on out to the Mobile Botanical Gardens so that you can start all of your spring planting. I did also want to point out on the agenda today, we have a number of storm drainage, vegetation removal items, which is great news. This is a focus that we are doing throughout the city. I just happen to have a lot of those in district 7 today. One of them actually starts in district 5, but leads up to Langen Park. Then I've got Princeton Woods, Hillsdale, and the Carile neighborhoods. So if you live in any of these neighborhoods, be looking for the crews. They will be out there
digging out all of the gunk and helping our storm drain. And I and I know a lot of people call about this all of the time. So we we've heard you.
