Good afternoon. This works, doesn't it? Welcome on this uh afternoon. And um we have uh I'm going to call the meeting to order. Uh we have a full quorum here, every council member, and I'm glad to see our citizens have turned out today. And uh as we typically do, uh we're going to start with the invocation. And I understand perhaps that Reverend Jean Glazer has volunteered at the last minute to give our invocation of Lake Church. Thank you, Father God. We thank you for this day and the opportunity to enjoy it and to just see your blessings all around us. We pray especially for the city this weekend, Father, as the temperatures uh plummet and that things will go well for city services and that things will um not break and that they'll stay stay together and running and all these great employees can stay home and enjoy their families. Thank you so much for the way that you've blessed this community and the people that live in it. And we thank you so much for the city council and the employees and the department heads and all these people that give their time and dedication to the city to make this a place that we enjoy. But most of all, Father, we're so thankful for your son that he died on the cross so that we could have forgiveness of our sins and the hope of eternal life with you. and justice for all the flages to the Texas one indivisible. Well, surprise, surprise. We don't have enough chairs in here. Which leads me to my first announcement. Congratulations. You may be the last audience to see a city council meeting in this building. Uh barring some unforeseen circumstances, uh our city council meetings going forward will be at the new city hall which is just down the road. You know where it is and our next one will be in February and we look forward to seeing you there. Uh there are plans underway to have a uh soft opening prior to our city uh council meeting in in February and we hope to have a big big audience there. So we hope to see you there next month. And uh it's always as I open this uh meeting today, it's always a pleasure to see our hardworking uh men and women who give their time and effort and talents to this city. And it's it's great to see and recognize both new employees and uh recognize the service that many of our employees have had for the city. So, uh, we have several today that we want to recognize. And the first, uh, Jason, are you going to present this? Mayor, council, I'd like to recognize Captain Steve Boyd. His 10 years of
service to the city of Horseshoe Bay. Captain Boyd is celebrating 10 years of service. Steve joined the department in December of 2015. as our criminal investigator and quickly dedicated himself to the city and the department. In 2019, Steve promoted to captain where he supervises all of the investigative division and communications operations. He also assists uh assistant chief Nelson with oversight of the patrol division. Steve has 38 years as a Texas peace officer, holds a master peace officer certification from Tik. He served nine years as Texas Highway Patrol trooper, receiving the DPS Medal of Valor, then 15 years as a Texas Ranger. Steve retired from the state and entered politics serving as the sheriff of Sansaba County in 2012. Steve and his wife Glenna have been married for 37 years and though they enjoy working on their property outside of Cherokee and entertaining the grandkids. Captain Boyd, thank you very much for your service to this community. We feel safer. Thank you. Uh Beth Coun, who's gonna Molly, I was introduced to Beth years ago as the person who never stops smiling, and I have been trying to catch her without a smile, and I haven't done
it in all these years. That is correct. Good afternoon, mayor, council, and citizens. Um, so on November 4th, 2025, the Texas Courts Clerks Association or TCCA their annual conference in San Marcus. Beth Coons received the distinguished service award. As chair of the internal audit committee, Beth led a precise and comprehensive audit of the association's financials during a period of significant transition as TCCA moved from a chapter base to a regional structure. Her leadership exemplified true distinction, steady, capable, mission focused, and grounded in service to somewhat something greater than herself. Like to congratulate Beth Beth on this award. It's the distinguished service award in recognition of outstanding service and dedication. Thank you, Beth. Thank you, very We're very fortunate to have you. Thank you. Now, we have some new uh city team members and uh the first is going to be John Byum. Uh is that going to be you, Mr. Costa. Oh, John Byron, I'm sorry. That's Rick.
All right. Good afternoon, Mayor Council. So, with great pleasure, like to introduce John Byron, our new development services director. So, I have been kind of masquerading as a pretend director for the last couple of months. Very happy to have John on board with us. Uh he comes to us with a little over 10 years of experience in development services with an emphasis on planning. His most recent stop was with the city of Hudo for the past three plus years. Uh he is married to his wonderful wife Hillary with one L like my wife Allison with one L and they have two daughters with a third on the way due in May. John holds a bachelor's degree from University of Oklahoma and is a member of the American Planning Association Texas chapter. He's currently working towards becoming an AICP certified planner. The city's excited and lucky to have him. So, please join me in welcoming John. Welcome, John. Uh, Chief Fowler, do you have some announcements for us? Uh, yes, I do. As a matter of fact, besides new personnel, I just want to take the opportunity with a room full of people that we've got some cold weather coming in this weekend and we may have long stretches uh of freezing temperatures uh especially in the Hill Country. So remember the four Ps, the people, pets, pipes, and plants. So, and please take care. And the uh precipitation uh predictions are are a little waffly, so be careful out there. Mayor, council, thank you so much. We got uh two new members in the fire department. Uh one is Asa Oliver. He was a part- timerr who converted to full-time. Um he's being reintroduced at this time, but as a full-time employee with the Horseshoe Bay Fire Department. Over the course of uh the time being a certified firefighter, he has been a part-time firefighter for the Horseshoe Bay Fire Department for approximately three years.
Asa has been a Texas Commission on Fire Protection Commission firefighter for a little over 16 years. He started his firefighting career with Travis County ESD1 in Logavista Jonestown area as well as the Cedar Hill Fire Department before landing now here full-time in Horseshoe Bay. Asa joins fire department with extensive knowledge in the area and operations of the city and fire department. Uh he has a certified commission, Texas commission on fire protection, intermediate firefighter as well as uh holding certifications as a driver operator for pumper and aerial and uh Texas Department of State Health Services EMTB. So we are we are happy to have him aboard along with another new member uh Jiren Sims. Jiren comes to Horseshoe Bay with one year of service by way of the Colleen Fire Department. Jiren's love for the fire service began early in his life. He was inspired from his father's fire service career in Nakodocious as a firefighter. His love for public service took root there and has since become his passion. Jiren is a commission on fire protection certified firefighter and holds his uh Texas Department of State House Services EMTB. Jiren is uh has been happily married for almost three years to his wife Savannah. Aomi states is his unwavering corner of support. He is excited to join the professional team of public servants with Horseshoe Bay Fire Department and is eager to serve the community and better himself professionally. And both of them are off duty today otherwise they'd have been here. All right. Thank you. Thank you. We come now to the time of our council meeting for public uh comments. And uh this is the time that the that the citizens can talk about uh anything of of interest in the community
that they would like unless it's on our um our our meeting agenda, our public hearing items. So, if the matter that you are here about is on our public hearing item, I ask that you hold off until we get to those items of business. However, I think we have several who uh want to speak about other matters. And do we have a list of our I would ask that you keep your comments to three minutes, please. uh in in interest of time and uh let's see Cynthia Klein Smith wants to talk about City Center walking trail. Sometimes it's just good to come and be reminded of our great staff we have here. It just does your heart good, doesn't it? We are so blessed and I think about Steve in particular bringing his experience. So everybody, it's always good reminder. Um, also congratulations. I was hoping that I was going to be at the historically last city council meeting here after 25 years of our staff patiently waiting for our first ever city center, city hall. So pleased about that. But I'm here sort of related. Um, I I walk most days the new walking trail there by the city center that I'm I have to compliment Sundra Nash and the landscaping plan that's going in over there and looking forward to it. But one of the things I've done, I just wanted to inform the council since it's not my property. Um I take a kind of personal ownership of it. I have written a grant um just to get 300 uh milkweed plugs, which sounds silly, but we used to have thousands of monarch butterflies. This was a pathway through here, and we've sort of lost that. Um but they need a feeding ground to do that. So,
at the end of February, beginning of March, a group of people from our community, Master Naturalist, any volunteers who want, we're going to plant these along that butterfly trail. Um, the city has graciously agreed to keep them irrigated till their root system is in place. And then, as you put in your landscaping plan with pollinator plants for the moms to feed on, um, next year this time, we're hoping that we have new little baby monarchs and butterflies flying everywhere. So I encourage people to even though it's a field right now, it's still a lovely walk to make in the morning. So I encourage that. So we're looking forward to it. And I'm going to come to your historic first city council meeting in February just to feel it. Well, you better because you designed it and planned it and it looks good. It does look good. Uh Wayne Brasam wants to talk about Pan Creek sign. Judge Brasam, how are you? chief that I'm legally able to drive on the highways again because I spent about four hours at the uh driver's license bureau getting my driver's license today renewed. Um I want to talk about just preserving our heritage which is part of your motto. Um, Pon Creek has changed signage and one of the signs that they took down that marked Pon Creek crossing the street which was across from the clinic. Um, I asked them to preserve
it because I would like I would like to have it placed somewhere on the walking path. Um, it's one of the original signs used for Han Creek and it's uh, and I worked for Mr. Herd for 20 plus years and I think in in somewhat in honor of him putting that sign uh, in our new walking path area so people will know where it is or what it is and maybe a little plaque below it. Any rate, uh, that's what I'm working on right now. And, um, I want to say to all of y'all, may God always walk with you. Thank you. Thank you. Appreciate you. Appreciate you. I'm here today to welcome you guys and invite you to our groundbreaking on February 1 at no and uh we are just so excited to have you. We're going to have lunch. We're going to have big equipment there. We're going to dig a hole in the ground and take a picture and uh so we'd love to have the city council and all the departments. Jeff, one of the first people we talked to about this said we weren't crazy and uh his encouragement continued us forward. So, uh, we're so thankful for all that the city has done and there's a rumor that Jeff is going to lead a prayer shorter than 15 minutes at this event. And now we're going to open up our public hearing for three matters. Uh I'm going to uh open at 3:18. the public hearing discussion, consideration, and a and possible action on a request for approval of ordinance number 2026-07 uh reszoning 1363 acres out of green belt lot 3 o over Skywater and who's going to present that for us. Good afternoon, mayor and council. For the record, John Byron, a development services director. Um, this item we have for you is a resoning case going from A1 to R1. As you can see, the parcel right there is outlined in red. It's just a little over 03 acre site again going from A1 to R1. And upon reszoning, the applicant is going to replat the parcel to the one to the north, which is lot 69. And after replplatting, it'll be just under half an acre. Here's the current zoning. As you can see, again, outlined in red A1. Everything else being R1 um residential. So, this is a really straightforward um resoning case. And then the proposed zoning, as you can see there, would be R1 would match um the entire neighborhood. Here is a concept plan of the um potential um single family residence that would be built as you can see. So this line right in here is the line that is currently separating the two parcels. Um and as you can see there is
a driveway down here um where the applicant is proposing to build. So that would be why um we're going through the resoning and then potentially replatting after that. There is an image of the existing site. As you can see, it is vacant. And the parcel to the north, lot 69, is vacant as well. And then we have photos of the surrounding area. With that being said, um all the public noticing was satisfied per state law. The staff is not aware of any opposition to this request. Uh the planning and zoning commission met at their um meeting on December 16th, 2025 and the commission voted unanimously to recommend that city council approve that request. With that being said, staff is available for questioning. It is a public hearing and then the applicant is in attendance as well. Okay. Uh any questions for Mr. Byum? This is one10enth of an acre. Correct. just over. Okay. Uh and then it'll be replplatted to be about half an acre. Under half an acre. Correct. It wouldn't be two two homes on that half acre. No, you're looking at one. Yep. We're going to go now to I'm going to open the uh public hearing uh for discussion, consideration, and action of a variance in in accordance with section 10.03 03 462 of the subdivision regulations for relief of general design standards for the lot located at well it's a 4.47 acre development consisting of 10 garden homes uh Horseshoe Bay West for by the applicant Horseshoe Bay Resort destinations. The hearing is open. I do want to tell you that
the staff does not have at its disposal right now enough information to make a recommendation to the council. So I rather than uh uh re re noticing this thing which we really can't do anyway uh we since we noticed this hearing we are going to go ahead with your public comments if you'd like. Uh but we're going to probably we will not uh act upon this. We will continue this and keep it open until next month when the staff has an adequate opportunity to review everything and they just don't have all the engineering that they need to make any kind of recommendation right this minute. So the hearing is open right now and uh I would like to ask oh excuse me 3:24 And I am going to uh ask uh the staff if they have anything that they would like to add right now. Again, for the record, John Byron, development services director. Um with state law and and notice requirements for for the paper, it looked like uh we were going to be able to get this in front of you for action um today. Unfortunately, in development, sometimes things don't go as smooth as as you you think they will. Um we are waiting on comments um from our third party engineering team. Um hopefully we'll have those tomorrow. So um hopefully in February we'll actually be able to have this in front of y'all for some sort of action. Great. Thank you Mr. Byron. Um we are the applicant on um given where we're sitting right now with the review of um this particular item on your agenda and staff needing a moment to complete the review. We intend to come back in February during the next meeting in your new facilities to do a full introduction on our behalf and a walkthrough. So that's the extent of the comments I have today and um we're just working with staff on getting it buttoned up. Thank you very much. Thank you very much. Now we'll uh entertain uh public comments on this public hearing item. Uh the first person we have is K. Colrret. Thank you, Mayor. Uh thank you, council. Um thank you for your service to the city. It's it's much appreciated. I know this is a thankless job. Um, I live at 119 Golden Harvest, which is in the Apple Head subdivision. Um, I've also served on the LUD committee, and for those of you who are new, it's the um, well, it's the it was the ad it was the committee for land use development for the ETJ. And I'm a graduate of the citizens academy. And so, um, my concern in regard to this 19 foot, um, fill and cut is noise, drainage, environmental impact, and type of rock. Um, have, you know,
there's no information been published. We don't even know what's going to be built there. So, it was hard to come up with some more concrete um, comments. But, do we know what type of rock is present? and will a rock crusher be necessary? In recent building in our area, when developers cut and filled on Diamond Hill, our lot and the wet weather creek below um our lot was impacted when it rained as the bill was not contained properly. So, the environmental impact and draining needs to be planned well in advance. So, that the um well, the way I understand it, the golf course is right below that. So I'm sure the resort is concerned about that. My other concern which I understand is not part of the variance process but I want to plant a seed is the building of speck homes in Horseshoe Bay and mass development of property. It's very clear from the LUDAC survey, although it pertained to the EJT, that this community wants larger lots and green spaces. As far as mass devel I haven't seen the plot, but if we're putting town homes in, I think it'll be um lot line to lot line up by the resort. So, when you come up the hill, there'll just be lots of town houses to the right. As far as mass development, of which this project will be, it's very apparent that along with the other large de developments in our area that we soon will have million-doll cookie cutter homes crowded together along the hilltops, just like Ruff Hollow and Sweet Lot. Control of this type of growth can be limited by only allowing builders to develop one home at a time on a lot so that each house was more distinct custom home look. That's a personal opinion. My last point is how will these homes be sold and built? Currently in our neighborhood,
we have numerous numerous speck homes with one of them being on the market for over two years. I would suggest that the council and the development service has also looked at speckome building and not just use the two speck home per builder per use. With over a hundred builders in Horseshoe Bay, this means we could have 200 spec homes for sale at one time. So, those are just my general comments on a on a general to this development and and I'm really concerned about the a 19T cut and fill. I'm I'm really pleased to see that the rudd will be something will be done with it because it looks like an abandoned garage. um gas station right now. So, so I'm I'm happy about that. I'm just concerned about the the depth of the cut and fill. Thank you very much, Mr. Uh, our next person. Anybody have any questions for MRE? Our next person who signed up for this is Richard uh Gray. Mr. Gray. Good afternoon, Mayor Jones and council members. Do we have a a plot um visual to put up to show where we're talking about? You don't. Um these are just as information to the audience. There are uh three color renderings of what's being planned here that are available from the development office and public information request you can get these including schematics of what they're going to build. So I
would hope that next time we have a meeting that about this that we can have these as visuals for the audience. We will. Uh, my name is Richard Gray and I live at 101 Diamond Hill and I have two other properties contiguous with my home residence directly across the street from Undercloud. This is the second time that the resorts proposed developing this property. First time they withdrew it partially due from objections from the neighborhood and some legal issues. The proposed development is lot 72A, which is also known as 56407, and also 6009A, which is also known as 23257. If you want to look those up on the LO CAD, there are two um issues that I have with the development or concerns I should say, and those are both relate to safety and logistics. The first is the intersection of Bay West and Thundercloud uh is a blind intersection. If you're leaving Horseshoe Bay on Bay West Boulevard, you crest the hill, usually at full acceleration. Um you cannot see the entrance um to the plots that are under consideration. Uh Thundercloud, which right now is a paved and then gravel partially gravel. So, we consider this a health hazard. And I would suggest that whatever the development ends up being that some kind of sign is put on the um the incline up bay west before you hit Thundercloud to notify people that there's an intersection there, just like we do with golf carts. Um, the second
issue is that exiting Thundercloud onto Bay West, you'd be turning left to go outside to go to leave the subdivision. I have a circular driveway. That driveway has an entrance that intersects right at that point. So, you have a blind intersection with people entering Bay West and my driveway. In the past when um there was construction for the restaurant, the club restaurant and also the um club houses, we had significant damage to the curbs there, the brick curbs in the driveway. And I would suggest that perhaps we put cones up that would protect our brick work and and avoid this. The final issue, the third issue is parking. Parking has been a major issue for the club golfers, for um tournaments. We have um kids tournaments, people coming with all kinds of um stowage facilities for um for young people playing golf there. And they end up parking on uh Diamond Hill. It's not a problem parking on Diamond Hill other than they park on both sides of Fire Truck. Can't get through. They also park on our lawns and break our sprinkler heads. Appreciate that. I think we're we're up on your time, but and I'm at the end. We got it. That's great. We had a good gist of it. I would I just would add I would suggest that the resort when they're planning this development come up with a traffic and parking plan that we could all review and and uh look forward to. um, I'm here with my wife and best friend, Bogey, and some time ago, we bought the lot that is right next to the rut house and then it was torn down and we spoke at that last meeting discussing that. Um, obviously it should be obvious to most of us, our home is our final resting place and it is right next to the rut house. And certainly we have concerns about what has been proposed in the past and now it's my understanding that they're going to divide the RUDH house property into two different lots and then sell them to hopefully individuals who want to build the lot the left and the right. It behooves me that someone would think, and I may be wrong here, but I think that the people who buy those lots are going to need to tear down the wall, retaining wall right next to our property, and then jackhammer down 10 ft of concrete to create a lot that they can build on. Now, if that's the case, had a friend of ours who's an engineer who looked at this and just gave his opinion that it doesn't look like there's any way to tear down that retaining wall and perhaps dig down into that concrete without it damaging our property and perhaps even our foundation. So, yes, we are concerned about that very let alone who would have enough money to throw away and buy a lot that they got to do that too. Seems rather strange.
We too are concerned about the parking where the employees park and other folks have no apparently no plan to replace that parking. We'd like to know what it is. would like to also if there is an engineer report about that property being torn down and dug into, we would like to see it. Um, that's basically it. But, you know, flat roof, which is my understanding of what they're going to build in those 10 places, flat roof homes or condos, doesn't seem conducive to what Horseshoe Bay West is all about and what the folks like ourselves built our homes. So, kind of would object to that, but would certainly welcome any suggestions. Um, but a parking lot and condos. Really? Thank you for your time. Thank you, Mr. Lloyd. Any questions for Mr. Lloyd? I am going to now open public hearing discussion, consideration and action on a request for variance uh with u Caprock Thundercloud consisting of two garden home residential lots located off of Bay West with Horseshoe Bay Resort Destinations LLC as the applicant. for the same reasons. Uh I'm going to suggest that that we continue this uh hearing uh unless someone has any public comment. Do I hear a motion to continue this?
This is opened at 3:41. Now, do I hear a motion this They've all spoken. Does anybody from the applicant want to speak? Does anybody from the staff want to speak? For um clarification. So there are two separate variances. It's all one development. It's two parcels, which is why it says as two separate variances. Thank you. I'd like to make sure that we have what was brought up by everyone complete engineering plans. This is made public so people can review this. We have we show it up have all the information John people can see ahead of time discuss including type of homes coupled with this is how the traffic will go in. I would like to see the applicant figure out where they're going to park the workers trucks during this during this construction if it goes it happens where the entrances for these communities going to be off bay west or they can actually do it off that needs to all be mapped out that's detailed with engineering plans and the biggest concern I have is what the boys brought up construction of the house will impact that property. No way not to. So, it needs, you know, we need a complete engineering plan on that. Thank you. Uh, do I have a just for clarification real quick?
Are you going to want that with the the variance or Okay. Normally, I want to see the engineering I'm going to ask for that. I will entertain a motion to uh continue this uh public hearing that has been opened already. I'll move again. Motion by Mr. Hosia, second by Mr. Fetchner. All in favor? I. All oppose. It is continued. The date again is February 17th. Okay, that is all the public hearing matters that we have today. We're going to now uh go into our business section and uh to discuss, consider, and possibly take action on uh different matters. The first is our appointing members to the capital improvements which is our impact uh fees advisory committee. And who is our Garcia? All right, mayor council. Uh recent changes in state law have altered the way um the city may conduct the impact fee study. Uh many changes were made. One of the most significant being that the planning zoning commission may no longer serve as the impact fee advisory committee member.
Law also requires at least half of the members to be employed by a development centered occupation. With that criteria in mind, staff requests that council approve the appointment of the following members to serve on the committee as long as required, but no longer not to exceed a year. Excuse me. The applications were received from the following personnel. Gilbert Blunt, excuse me if I don't uh pronounce the last name correctly, Mark Blechack, Leslie Acres, Joe Frasier, Robin Walsh, all submitted applications. And I will uh I need to extend credit to our city assistant manager Rick Williams because him and I went out and uh also talk to a number of these folks and um it was a hard sell on some of these because the the uh committee itself uh we kind of we had to explain exactly what it was for. So having said that um again in front of you you have the applications and uh we uh request that staff uh I mean staff request that council. Just so the public realizes also that this is a a a volunteer uh organization signed by the city to assess what the correct uh impact fee should be for new developments that come in that uh take resources for their new developments. He did not want to return to the committee. And so um I think Mayor Jones you had talked to Aaron Waldrop and we got his resume in for his work that he does and he was interested person potentially serve in this capacity and uh if he does, he will serve a two-year term for the board that will be provide oversight and will be a voting member for approval of budgets and policies
for the district. And so, uh the staff recommends that the city review that resume and consider appointing him to uh the vacant Atlanta County Board position. Had a long conversation with him and uh I I found him to be a delightful man who's been in the construction business for a number of years. uh putting infrastructure in mostly in the North Texas and West Texas area, but now he's resettled here in Horseshoe Bay and is wanting to serve his community and a fine man. Uh and I would uh recommend that uh we make a motion on page 30 if somebody's interested in that. uh is to make sure that we have sufficient flood insurance and earthquake insurance. Not that we'll have earthquakes, but we could have floods at some point. but first I'd like to u say that um tomorrow we will officially move furniture into the new city center. So very happy about that. Um, like you said earlier, Cynthia Klein Smith started this process four years ago looking into doing all the design work. Um, which took a couple years to get everybody get the you know kind of first online which was first architect then the contractor at risk. Um, then we had to go through the design phase which took almost a year and a half. uh and then then to get the contract at risk on board. That took another six months to get everything cleared for that and that the contractor started in October of year before uh and finished up on time within about two weeks. We kind of had some some things that lingered two weeks after. So, we're almost dead on time and so far what I've seen and we'll get an audit when we get through everything, you know, everything kind of filters through the at the end. I think we're on we're de dead on budget. So I think we have done a really good job. Very proud of that. Um so u Rick is there anything else that you want to say? Rick has been kind of doing a lot of the work making sure the contractor has been on top of things done a great job stepping in to do that. Just that fire station 2 is in a similar I don't know. It's in similar shape. It's lagging a little bit behind city center, but I think they kind of prioritize their subs. The only thing we'll have to do now to finish up is we will be working with text dot on the road in front of there and add the shoulders and the center lane to that which is kind of coming probably in the next year. So, we're doing that. So very happy that we're going to move in
there and and like the mayor said, I think we're going to try to have a open house uh the day of the next council meeting with the 17th is kind of our game plan. But you know that's that that will more to come and we'll advertise that coming out. Um so that's it. Any questions on that? No, but I do want to say thank you to all of our staff because it's been a collective effort and I know I've I've met with Adrian a number of times talking about where to put pictures and so forth and so on. And you guys have worked like Trojans getting this thing done. Her and Rick have done a lot in the last six months to get this stuff finalized. And uh you know, I have to say that that she put in a lot of time all the order in the furniture and everything, which will show up tomorrow, which is all bought through u the Texas um correctional facilities where they build furniture in it at a price that there's no way we could beat that anywhere else for the quality that we have. So it's only available for states uh and cities and and the counties I think and that's it. So so we were blessed to do that. So they should last a long time really good. Um so we're we're looking forward to to moving in there this week and and so it's a pretty good day. Thanks so much. Only other thing is is that I would like to have Tim talk a little about the roads going on and then Ray, I'd like to have you talk about the status of kind of where we are in our water line up top. Good afternoon, Mayor and Council. Uh just a quick brief update on uh this last year's road project. We're paving. We paved yesterday, today, and we think we can uh finish it up tomorrow. So, the uh change order that y'all signed to that contract is also underway already. Uh, and we just did a bid opening last two weeks ago for the
remainder of that money to connect Mountain Dew uh back towards Buoie Knife all the way from Buoy Knife back up to the intersection. So, that's we're well underway. Everything's going fine. So that would be Mr. Garcia. Thank you all. Thanks Tim. Appreciate it. Sir, mayor and council. So, uh, the high zone transmission, we are rounding up to 90% completion. Um, this Thursday we are meeting u with our contractor and with our engineering company to finalize the tie-in date at the high service pump room there on Ponyie. Um, if you have driven um lately on Clayton Nolan and that stretch of Himesa all the way to Slick Rock crossing there um a lot of the remediation is completed. Um we still have to do some hydro seating in the area. Uh but a lot of the ribbon curbing has been completed and um just drove it before I got here and they've already started from Pawne of Clayton Nolan to meet where um they left Clayton Nolan. So that passes air park. So all that is now poured once weather permitting and we can get the hot mix asphalt uh and the temperatures to continue to rise 45 and above. Tim, is that correct? Uh we can start the uh asphalt repairs to the streets. Um they made some improvements to the temporary repairs that we were just there and inspected those about two hours ago and
um they flattened out a lot of the area there on the temporary repair that had some uh potholes and whatnot. So those continue to happen. those repairs on temporary uh repair uh and also um the uh repairs to the crossing where there were some issues where some citizens voiced their concerns. Uh those are now repaired in terms of the cement that was uh the apron coming down on the water crossing there and some drainage area there some drainage spillway. So that's the high zone transmission today as it stands. Um, we hope, whether permitting, we can get this moving uh after February or or maybe even in February if the weather lets up to continue uh to finish up the project as a whole. Um, next part of this that um, Councilman Se wanted me to add in was the sound attenuation project that we have out at the wastewater plant. As you recall, and if you don't um didn't remember, uh there was some issues with our blower room out there at the time when the uh uh one of the blowers went down. We had the uh portable blower um that this adds air into the wastewater plant which feeds the uh the good bugs in the wastewater plant. Um one of those blowers went down. We had it a portable one installed and uh that caused a number of issues um with sound. So uh the decibel readings that we were reading out there um 85 is the legal limit, the Texas state legal limit. Um at that time when that portable was out there, um it was well above that. portable has been long since been removed, but it it gave uh some of the residents um some
issues regarding the noise. So, we moved forward with that. Um we talked to council and city uh manager about next steps, what we could do to uh mitigate the sound and we came up with an earth berm. And uh it's uh it's it's it's a huge task. Uh the materials are coming from projects in the city. So there's a cost savings there. Um we don't pay we haven't paid anything for the materials coming in and they are all clean material. There is no spoils that we're getting for this earth. So um that's a plus for us these projects that we have um and specifically our high zone transmission project. the uh the majority of that earth berm is has come from our own project. So working with our contractor and other contractors on other projects, they're bringing in clean fill. This is all earth and berm, no spoils, there's no cement trash in there or anything. Once that is done and and it crest above the uh the sequencing batch reactors there in our wastewater plant, once you you'll no longer be able to see them coming um in or coming out of Golden Nugget, you'll that will all be blocked. And then we're going to go ahead and seed it. There'll be a Texas mix in the field there. Um and then there'll be some other growth uh other will have on there that will probably reach about 14 feet high. So, um it's going to um give a different look. Um it's going to act also as sound attenuation as well. Um if you haven't had a chance um drive by because it's it's a huge project and um again, huge cost savings for the city. Like that part. Yes, sir.
