the kind of stuff we're starting to look at I hope so I think I think we we' be shooting like2 somewhere there I remember might be yeah wide is this room somewh you know what I mean like it's so different I know it's not the same standard man PL you have to you know we have they count like tree by tree like tip for can you hear us you're going to clear that tree you got a plant over here on it's very highly regulated so it takes years you're welcome proteses habitat yeah yeah I he Jim I'm okay exced this for a year now or whatever empty um when we get to the regular meeting I'll just need to check back for that if you guys okay okay sounds good and I'm gonna unpause recording and when you're ready so it is 5:30 we guess we can start the pre meeting we do have one uh application
item which is returning business for the Dollar General application 24 I've had a written summary yes I do um and just so this is um this review is proposed to be a detailed review for this application um and um we do have a public hearing scheduled for this um this meeting and then following the public hearing um depending on the board's Comfort level um there um there's a proposed Seeker determination and the reading of um the short environmental assessment form part two to assist with that um and then a motion to um accept the detailed site plan with um so that's that's the agenda um in in a nutshell we can discuss other business as well later on um and the meeting packet that you all have um contains the planning board minutes from last meeting um I realize that we haven't been tearing out the minutes from past meetings so this is a trial um and any Bo feedback is is welcome on this um these minutes are particularly pertinent because we had such an extensive conversation um this application last meeting so the minutes essentially pertain to the application um and and we shared out are always shared out with the applicants after the meeting um after the minutes we have the staff report um standard to all staff reports um this has been updated since
the last meeting which was February 25th um and again um what I tried to do was continue on um and and build off previous comments but I I grade back previous comments that had been met appear to have been met and bolded additional comments or additions to this um so going through going through the staff report um we have the see under Seeker it's not standing out to me maybe I will stand out to you right now but we did receive a shipo response back um I had referred the application out to shipo because the project called within an archaeological buffer area and just for safing and because it was included in um past sta comments I referred it to Sho just to take clear all GES and um shipo did not have any um major findings um but they did have a recommendation um with their comment it is the of wara that the proposed development will have no a impacts on historic Resources with the following condition maintain or augment Vita propers around of the par or visual screening which essentially is already being proposed um so I didn't see that there was any major um this wasn't super addied but it it was a base that is covered um the next update is under the zoning table
the applicant did run the parking calculations based on the proposed building usage square footage and um came out to a calculation that would require 39 parking spaces and cleared that calculation um with the building inspector's office and got confirmation on that um so there there is no expected deficiency for require the required number or um number of supplied parking spaces um under Department review comments for DPW um all of their comments are satisfied and I just added that the applicant is continuing to work with New York state do on their comments um there was from our last oh and then under building inspector an reiteration of the confirmation of the number of parking spaces required um and then 911 office there was some back and forth regarding the actual Road name uh that this property fronts on so um I did um and with I did receive confirmation from doot that they recognize that roadway as us9 while the County 911 office recognizes the portion of the roadway that's outside of the city boundary as route nine and then that portion Those portions of the roadway within the city boundary as USA so um and so I relayed this information
back to the applicant um you will notice on the front page of the plans um that the naming is slightly off for the roadway um for the proposed address um so that that is included in the staff recommendations for for condition of approval to um to revise that the detail of that and and ensure that the road naming throughout the plan set is consistent so which one are they supposed to pick um essentially it all depends onul come it's a drafting it's a drafting exercise um and it so they're supposed to go it's recommended that they adhere to the requested 911 address so the 4761 Roe 9 UM and then when labeling the roadways on the plans for the areas outside of the city boundary that would be us9 andash rout n and then within the boundary would continue to us at I get what your say that makes sense yes it's it and there there will be some finessing I'm sure with that um but I think the end at the end of the day the names just should not be um combined to ensure Clarity the greatest Clarity possible okay thank yes sorry to interrupt um yes it did get a bit more complicated than I
expected but I I think we've um we've received the the confirmations we needed on that that meeting um and then jumping into planning sta comments um again we received um well my first the first comment is it's recommended that any approval of the detailed preliminary plan um is condition upon the satisfa satisfaction of review comments provided by other City departments third party agencies shipo and New York state do so that's just kind of a standard comment um number two this um updating the legend that that appears to have been met um and that's been an ongoing exercise through um plan revisions um the next one the applicant has updated the parking spaces so there's no um deficiency anymore um down to number six it's recommended that New York state do approve all approve um approval of the detailed plans be provided as a condition of approval of the site plan um so the applicant is still working through to receive um working through to respond fully to New York state do comments in or receive confirmation back from them um but it's recommended that the applicant actually receive their appr as a condition approval of the overall plan proposal um number nine it's recommended that the planning um planting zone for the city of platsburg is listed along with the
Zone PS for each proposed species so the planting zones have the landscape plan has been updated to provide the planting zones the tolerance for each of the species has not been listed um um and then on the Landscaping plan um Al there's a revision to propose three different seed mixes to be used um along the drainage um Basin areas to provide additional vegetation um and and growth around those those areas so it's recommended that the species within those mixes and the Zone tolerance is also called out accordingly number 11 it's recommended that approval of the detail of plans is conditioned again um on comp do for that portion of work that may fall directly within um their right way per view um within their jurisdiction per viiew um down to 13 the pl lighting plan was further revised to provide additional lights on the north side of the building to illuminate the exit and walkway so um if you recall in the last meeting there was quite a bit of discussion about the interior layout showing and taet on the north side of the building but there was no walkway or lighting um and so that the lighting and a walkway have been provided and then in in the regular plans carried through to the lighting plans with an updated photog grammatic layout um and then additional notes
added to um the light details to confirm that the lights will be dark sky compliant so the lighting pen does now appear to be complete um 15 is regarding waste collection and a request by the planning for to um to for the applicant to see if they could use more resilient um aesthetically pleasing fence material um so the applicant has responded to that to provide a wooden um a proposed wooden fence in the fence detail however it's recommended that along with that be updated because vinyl fencing is still included in the detailed Noe um 16 Tru maneuverability has been added back for deliveries um and while the maneuvering appears to um work and be sufficient it is um it's it appears also appears very uh a as a very tight turn for trucks to pull off of Route nine on onto the site um but the applicant has added a note to the site plan stating that deliveries will happen outside of store
hours 17 um Ides that a affortable bike R has been added to the site plan as well it's recommended that the proposed Bike R actually be a permanent wack and anchor to the ground to ensure it's permanence and then everything else appears to be that or just kind of a repeat any questions on the you a little bit longer at the end of last meeting Jim I think you had brought up that they were some things that were going to be in play with the with our review along with the uhis either the subdivision review or that they were G to need a variance um I think staff looked at that a little further anate on that okay are in reference to thean property line and so we we discussed mostly like timing right because there was like you're going to need uh okay from us and then back to the zoning board and then back to us I don't think we need I don't think I don't think the zoning board is involved I think they're just asked about an interpretation sounds like that's not an issue and that it's just a standard subdivision application which
has been submitted it has we're just waiting on final details and maybe one other yes um yeah so I did receive a confirmation from um our Council attorney um that a subdivision application approval is not required as part of this process um mostly because it isn't an encumbrance by this property owner by the subject property it's an from the neighbor the joining property okay um but I have I do understand that it will be a requirement of the sale of the property to clear that that property line issue up so it is in the interest I believe of the applicants and the existing Property Owners to have the subdivision application approved as quickly move through the review process and and receive approval as quickly as possible okay and then it sounds like it is typical I mean just because you've got the language in here to be saying this board can give a conditional approval provided that the dot approves of whatever conditions they have as well so as long as there's not I'm trying to ask if would there be any adverse conditions that could come out of that do report that would bring it back in front of the board again I know if there's an answer to that but I believe we've received all of all of the Dot's comments yeah on this proposal
it's just a matter of the applicant receiving Do's response and then relay yeah okay relay um and it looks like Rick has his hand up I'm not sure how long your hand is uppr can you hear me yes excellent um two things one we also had an extensive conversation regarding the emergency exits that were on the plan I see at least through the file um the emergency exits still are identified on the building layout um has has that been um addressed in any new uh plans that have that have been submitted as question one um so the exits are uh at the southwest corner and the northwest corner correct correct um and so there were no updates to the South West corner but to the northwest corner as I've covered a little bit ago there is a sidewalk added alongside the building an exterior lighting okay um and and then the lighting the photog grammatic layout was updated the lighting entirely response does that help it that helps and that addressed my my actual concern the uh the other thing that I'd
like to talk about um the the dumpster enclosure um as a conditional approval I would like to see that enclosure be extended to uh not only contain the dumpster but contain those rolling carts all the cardboard in recyclables that seems to get stored on those carts and get rolled out into the driveways and parking areas so I think that if we at minimum require the uh enclosure of those things then we give the ability for the enforcement Personnel to go on site if the site gets unkept on the basis of um carts being uh rolled around down into areas they shouldn't be and uh quite frankly they look unkempt in other places and I think as a means to um keep the the uh tidiness of the neighborhood um we should at least discuss the uh expanding the uh containment area so that these carts are contained in the recyclables are contained in that area as well and Rick I did um save your pictures um to the admin file but I also included them at the end of my PowerPoint okay um I didn't add any additional staff recommendations um for that specific topic um because I I felt it it should be up to the board discussion yes I
wanted the the other members of the board to uh at least hear what I'm intending to propose um and as I said it it can be a conditional uh approval but I think it needs to be uh addressed and I think if um this small modification to the site will help Main Ain the intent of the proposal then um I think it's worth discussing so I'll leave it to everyone else to join if it's it's a concern to me after seeing various um Dollar General sites it it's uh quite common to see what I what I've taken pictures of uh in other areas and everybody screen this sorry oh sure yeah Rick can you see that uh yes I can I I don't think engineer just
there everybody see that yeah can you um just drag up where the name is and then uh the short says March PB yeah that's a little bigger perfect thanks what are we looking at there hard to so RI do you can you see these enough to describe I can um this is the South Catherine Street Dollar General site the only required um visual enclosure is of the dumpster yeah side of that dumpster you see carts with recyclables uh all over um the carts in this case seem to be at least in line but it's as part of the site plan review I think it's uh I don't think they're intended to store recyclables nor is the garbage required garbage containment area um it shouldn't be the picturesque view of a residential property next to it that uh it it happened to turn into so my my proposal would be to at least extend the containment area and um have that be screened as well whatever materials you deem necessary to uh to achieve that just as with the dumpster then um I don't care as much about that as I do what the uh what it's blocking is the enclosure there like that brown metal panel that's the fencing material and like the door is a gate that's open that you see the white on the inside and then there are are
those shopping carts that are Consolidated no those are carts that they empty the trucks on those carts ah and they uh they bring them inside they take them off they take the product off they put them on the shelves they take the empty boxes keep them on the carts and okay so it's out there yeah loading unloading process yes yeah I mean it looks like a little mini Home Depot lot or something yeah unfortunately that stuff gets gets blown around and they said in this picture they're at least organized that is not typical of what you would see um in some of these locations and I think as a preventative measure it should be contained well and you would think having those carts in an enclosed area would also keep any one from messing with them or stealing one or you know it's part of their stock or equipment right yeah I I think to add to my concern is that you know we have the we have the ability in the site development to require these things but you know we don't have the ability to uh go beyond the site requirement uh so I I think if we establish uh the the intended enclosure then other agencies that have enforcement Authority will have the ability to uh require them to utilize it I think those are good thoughts
thanks for sharing the photos you're welcome I'm going to go back into silence now okay you want buggy with two other questions I think uh Point kind of toward each other so you got the eaf mapper summary report yep in here as well I think that's largely in relation to the wetlands or other regul water bodies because that is listed as a yes on here it is and I actually ran through this exercise independent okay on my own and it came up um so it I'm not I think it's just because of the proximity to the lake okay that's yeah um I can't I couldn't find where it came up anywhere else okay um but that's what I figured is that similar have you seen stuff like that around the lake before if you SE it'll show up as a wetland or something yeah okay that makes sense and then the other the other one was just a inconsistency because I think the size of the lot Disturbed has changed as we've seen this so I think the first time they said it was under an acre the next time they said it was over an acre and this time it's back under an acre UND Disturbed this isn't a new and so that um this is not an updated short okay that's helpful okay got it um so that that is important to know because that changes which Seeker you use right what was that does that change which Seeker you use or is it just
change their their storm water plant it need neither okay um but it does technically it should probably updated on this form um so the the storm water plant has been modified okay to have the correct AC an okay the Swift has as well that's why it went towards the um and got it so the Swip in place of like a lesser version okay right and it's still it falls to an unlisted action because of the size of the development still small enough okay we still have the secet review to adopt cor T so we can through the applicant's presentation recognize any changes or updates that may be required correct look at to landmines yeah very Tom thank you yeah no I just uh it's been a while since we no I don't mean to make this like a typo hunt it's just like a want to make sure not missing anything in the process it's okay I have another couple things to address also typo wise with that said it is 603 um so we will um have opportunity to ask further questions then after application is presented and we can discuss further so with that said move to open the planning board meeting for February 24th 2025 we do have a full board present if we can all rise for Rick are you g to do it at home Al to the of the United States of
America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all if I can get a call please M Yes Rick Perry yes yes Abby muser her yes Tom costro yes Carly Larry yes thank you um so we uh do have one application item planning board application 24-8 this is a returning application for Dollar General us Avenue new construction 2024 staff has a general presentation on updates yep um thank you um so um the planning board has an a packet in front of them which we did go over in pre meeting and I have prepared a corresponding presentation that I'll go through um and this is for funding board application 24-8 for the detailed review um and I just want to note also that we have applicant Representatives here um in person and online with us Matt youo is online and um he's an attendee and I'll move him to panelist after the presentation and then we also have Aaron Jarvis of Tod Associates who's um who's the design engineer for this project um so again um got a full screen just moving things around a little bit um 24-8 a s plan review this is the detailed review clo Development Group
site plan 2024 along us the request is build a 10,600 Grace wor s story retail store with on-site parking located at us a tax knot number 22120 D1 D14 the parcel is zoned B2 the current owners are Peter back John Murphy and trade Properties LLC there is a notice of priting Rights um assigned too Development Group LLC which is Gary and Matthew Gedo the plan prepare Aaron Jarvis is here in person with us from Tisdale Associates and then um many of the slides that I have are a bit um of review on this is an overview of the site again it's B2 zoning right along the Town Line adjacent Town zoning photos of the frontage along the property from us a which is also route n and us9 the cover of the most updated version revised version of the plan set dated March 12th 2025 so um just a a minor revision is recommended here and then we hop into the existing site um nothing has changed in this this first page um see 100 right just trying to make sure with the
exception of the zoning information table um the updated number of um parking spaces required was provided and then on this sheet actually it's too small for me to see um but there's a concrete landing and walkway that's provided along the of the building uh temporary a portable bike rack is provided in in front of the building which would be Lookers right you can see that um there have been um there has been a modification to the property line depiction on the north um North Northern along the northern property line to show that um the potential future subdivision where that line would be but the existing Northern property line is now um depicted again um and then you'll see the the delivery truck maneuverability overlaid on this plan again as well and then this the next sheet is layout with Dimensions um there weren't any revisions to this that stood out that haven't already been covered this is the enlarged breeding plan on the east side of the building again um no rision
that have not already been called out west side of the building same um this is the profiles for water and sanitary sewer sewer and Drive Entrance there were previous updates to this back in February um based on dot comments but nothing um nothing for this revision and then soil erosion and sediment control plan again no changes on this erosion control details no changes construction details those remain the same and then the this second sheet for the construction details c19 has the fence detail for the the enclosure um receptable enclosure um it's proposing a 6 high wooden um wood screening fence and then below that is the note for vinyl fencing so there's a recommendation that the note is updated to match the proposed material um no updates to these two sheets and then here's the lighting lighting plan you want so the fixture schedule does have a
couple of notes on the right hand side um for the fixture symbol a um there's a note to the complete that it will be complete with haco catalog number um and I can't read that entire number right now um but so that there's a shield um added to that and it will be dark side compliant and fixture Sy will be will also be dark St compant and then additional fix were added to the nor side of the building um to provide lighting for that emergency exit and those are the fixtures so accent perimeter lighting and the the entire photog grammatic layout was updated to incorporate those additional lights um the detail sheets have not changed and then I do want to knowe that the plan date on this has not changed from October 15 2024 and there is not a revised date added um but revisions have been Incorporated to provide the USDA zone range and and the zone for the project so I stand cored that and then um additional seed mixes are
proposed for um including long Pennington smart seed Sun for Sun and Shade that's one mix New England West mix and New England erosion control restoration um noic and those are being applied they're added to the legend over on the right hand side of the plan and then Incorporated in the plan along the drainage basin and and called out with lead you did you did correct they they did note that they made response to comments on 3105 I you did catch out I just yeah that's what I thought okay yeah I didn't catch it before I okay can I thank you under General notes you still have Ellington Connecticut in the state of Connecticut I'm not judging you there's a lot you're putting on here just letting you know might need to say plas where your general note so you can yell at them you can you can pass pass it along and then yeah elevations the site elevations have remained the same no changes there and no changes to the the layout the interior layout um and these are the existing pictures of Another Dollar General store
that had been provided previously for the signin and proposed material colors signage detail sheets no updates here and then department and agency comments um for DPW um the only remaining comment is just that the applicant is working to um comply with new state do comments um MLD comments appear to be satis building inspector um they to the parking culation so their comments are all all appear to be uh satisfied of platsburg comments also satisfied 911 office um for addressing um the address still needs to be revised to read 47619 versus 476 or 4761 um us have for US Route n so it it just should the route should just read route n or the address that and the next property to the north is usab that will be usab so that's so and KY Donahue um who oversees the the addressing designations is using Nevada app as the cut off point for for that so
he and and has requested that the city place uh an entrance sign um so that when when you cross the the boundary and then that address does not create any other issues apparently not okay okay yeah um he's thoroughly thought this through um and I don't I don't believe it should so but it is to the you know discretion of of 911 addressing because they're in direct coordination with the county yeah um this is a a review um to confirm that the storm water um pollution prevention plan was um accepted and received satisfactory um review from p and third party and then um these are um New York state do comments um I left these in from last time so there have been no new updates from New York state do since the applicant submitted their hydraulic analysis to do to the do and for the planning staff review um it's recommended that the applicant satisfied Department comments continue to coordinate and
receive approval from New York state do which they're in the process of um the lighting plan appears to be complete defected delivery location and access has been revised to provide for the maneuverability with a note regarding delivery times that they be out of after store hours um for The Pedestrian and B bicycle access the applicant has provided a portable bik rack but it's recommended that the rack be a stationary rack for perence and let me see and then there's just um some minor addicts recommended the applicant to to Andy the site plan details and then um in the pre meeting we discussed these two pictures that were provided by Vi Curry member of the planning board who is virtual with us tonight for the planning board's consideration of the proposed um recommendation to expand the enclosure so the enclosure area um to incorporate the space for the additional parts and with that that's the end of my presentation and thank you you're welcome thank you
all and um I'm going to move that ukul um over to a panelist so he can be available to speak okay and I'll it back to you J thank you School Mr Jarvis you have the opportunity to the floor well so we've met on this a number of times before so I don't think there's too much new for you just a couple things I wanted to update you on um we will get this 911 address Square to days apologize still doesn't make sense to me that the entire site is in the city but there I think the the address be USA okay we'll get it um The Bike Rack so it's called a portable bike rack but it has cabs to be bolted down typically a permanent bike rack is one that's like set into a foundation the portability allows you to move it later if you decide it's not where you want it so that's why it's a portable bike rack but it can that so permanently fixed portable bike right I mean yeah it's one of those if you set it in concrete then you want to change it later it's a lot harder yeah so um yes we will change the vinyl note on the enclosure apparently we just forgot to delete that and do like Alicia said we sent everything to them in February and we're still waiting but my experience with them on the hydraulic side um we have two other projects where we' submitted hydraulic calculations and
they're two to three months so it could be that's about all I can tell you if it is a stack of documents about that that that goes to um then I guess other than that I just here to answer any questions and Matt has anything to add I know we can talk you want to talk about dumpster sure yeah uh if I may I'm mat uko sorry I'm on a I'm on Zoom I apologize I couldn't be there I got called out to reserve duty in Ohio last minute um but uh I I one I apologize for the Ellington notee uh that's embarrassing we'll make sure that it's taken care of um and uh I caught the discussion on the dumpster enclosure um we have in the past and we can make that larger to fit the what they call the RO tainers which uh exactly just as was described those hold the they bring the goods in and they hold the cardboard for recycling after uh after the products unloaded um but we could extend that um you know the majority of the way on that concrete pad um however long you'd like it to be usually it's an additional 10 to 15 feet um is usually more than enough room to fit all of them so I'll leave that up to the the planning board if you'd like us to do that we'd be happy to do it yeah yeah I think that sounds good Rick I think it sounds good um in mat in your experience if 10 to 15 feet is adequate to uh store all the carts then um it sounds satisfactory to me it it it should be we'll we'll just go with 15 if
if uh you guys are okay with that to make sure that we have enough room uh this is one of the this is a bigger store than some of the other ones out there so they should have room in the back but who knows if they'll put them in keep them in the back of the store they'll uh rather be safe than sorry appreciate that thank you talking about the dumpster enclosure and containing uh aside from extending the enclosure uh uh condition that any racks or anything like that be stored in you know a contained area it don't end up on the sidewalk or pavement or other areas um I think I'd also ask for that condition um similarly the the the other uh condition and this would be a question in terms of Dollar General management of storefront uh is a condition that you know no additional items on the sidewalk you know retail racks or anything like that acceptable sorry we've imposed that on Dollar General and many other stores as well okay then I noted the dump en closure you called wood just a standard wood enclosure uh painted stained the match the building would you like to use that uh stain usually lasts better than than paint does paint often can start peeling but that's up again we'll we'll
do whatever color or stain you'd like us to do I think the B I think the biggest key is I mean calls out for a wood enclosure in detail it's uh definitely more of what we asked for in our last meeting than like a vinyl enclosure I guess what whatever is going to be the most durable long term you know the one thing I will say is driving past the usab I didn't WR this before but that's an actual Block in Brick enclosure um yes what would durability I guess that's the question is what's going to hold up with your your your T the the woods uh with a with a decent stain on it is probably the best bet um when when we've done block before and uh um we can fix a wood fence really quickly if the uh dumpster company hits it um takes a a little longer and is more difficult to fix when they hit a block enclosure um vinyl was definitely not the way to go especially up there it gets cold and it cracks so uh you know we've had the best luck with with stained wood um one question I just have is on the swing of the dumpster door the Ballard doesn't let it open past where people could walk in front of it on that P I didn't know if that would be a problem or kind of creates like a door stop thatal that baller there to keep the from hitting the fence to kind of keep theu D yeah understandable I just didn't know
if it would actually I don't know if it interferes with the swing that then you can't get that door open that you can walk around it without okay with that said you know you're likely to have a dumpster enclosure that's at least 10 feet longer than the [Music] existing what would the prod the proposed door setup or management be the one problem that is I've seen driving past this site on in our city those doors never shut they're they're always left open you know what I mean it's with seeing we're asking for a larger enclosure you know would you have like a I think you'd end up with an extra door on the long or on the short side put your carts on yeah that's that's what we've done in the past is put a door on the short side um just so that they're not connected and and those carts don't come out of there so that case an associate could use the that door instead of leaving the main doors open correct correct yep okay that sounds good any other I do have some other comments but I think that addresses the the dumpster and the sidewalk area around the building any other comments in that item yeah I I I'm sorry go first oh I was going to say I don't see so for the the wood fence that's screening the parking from the mobile home property uh new six foot tall wood fence C detail it's probably just intended to be similar to
the uh dumpster detail and so the note would apply for the same stain and all that to match just want to make sure they all connect and it gets the same treatment what is that uh the just the fence detail okay making sure that that is the intent um we can make sure that's reflected get your contractor not fitting stain on fence panel just so the dumpster can I ask how you guys are heating the building um sorry did you say heating the building yeah uh it would be um rooftop units uh on top of the building um two 10 ton units and one5 ton unit I guess I don't know what that means is that sorry it's a standard uh rooftop uh four stair furnace type uh units okay likely natural gas uh yes I can't remember if natural gas is in the road if it is then be using that yeah because I think that goes to the the new base everyone has natural gas there they won't have access to it from the front side though no no so it would have to come off would have to come off rout n USF somewhere okay because I was just saying I was just seeing that ml approved the load and then I was wondering if that included an electrified building load I was wondering if you're considering that no we're not we're not going to be using electric heaters if that's what you're asking those those use a massive amount of power um it would be natural gas

backing up then it was a request that that that be added to the okay that's a that's a a condition and that that was I believe at the at the sketch phase where that was reviewed and the recommendation thoughts on enforcement of that it's going to be next to impossible to enforce that um these are very the largest trucks to provide deliveries um and I have seen in my own personal experience where deliveries can be made are made during daytime hours um and do um crossover parking spaces um I honestly don't know how all of that can be avoided unless the entire site is expanded um to to accommodate better accommodate such a truck um widening of the Drive Entrance is is a possibility um but right now the Drive Entrance is 2 e y um the maximum that our code um allows without additional
approval is 30 feet I believe um so right now it's pushing its Maps um and it's it's an adequate size in my um my opinion for regular vehicles um pass vehicles um so it it's possible that um the board may want to request delivery schedules um or you know the frequency of delivery um to further review this but it this situation is common with many other stores of this size um larger like grocery store chains store uh trucks will deliver to the rear of the of the store and have an actual drive [Music] around um you have the same on any gas station where they delivering fuel you're in the same sitation they do that as well would the trucks not just back in off of nine no they're not allowed say usually but if you if you look I can yeah sure um and many gas stations have uh an entrance in an accet so this truck is coming in this way moping around and it's backing up that way so no Point are they actually crossing a parking
space while they're back until they get to the very end which realistically goes sp employees so Alicia what's your concern with this poos um well initially uh the parking oh I'm sorry um the parking space the number of required parking spaces were greater before yep um and I think before it showed um that that last space that where it's hatched out was um included in in the proposed number I believe yes um the other concern is just pedestrian safety is a truck is backing up yeah on site so and with that I'll let RI jum oh and is that what you mean by other places have like a wrap around the truck is never backing up it's always going forward for um grocery stores where I've this yes larger larger format stores yes um not necessarily another convenience scale to like a Stewarts maybe or KN drug if I could comment um really quickly we we've gotten the request for off peak deliveries uh a number of times in the past um we do make it a restriction and Dollar General does put it on their delivery uh schedule as a restriction um I've never gotten a call I can't say that they've never delivered during peak hours in one of those stores but I've never gotten a call from a town saying that they're violating that restriction
um and I get calls about random things uh all the time um but uh I will say that the this truck this large truck is a once a week delivery um the rest of the trucks would be small box trucks like a Fredo L's truck comes in once a week and a Coca-Cola truck might come in uh once or twice a week but the the actual delivery truck is is once a week guess if uh if Matt you're if I guess if you're acceptable to the to the condition then uh you know we can can leave it on the plan yeah it it they'll follow it and it doesn't hurt it only helps any any possibility of uh of any issue on site so I have no problem with it um for my end okay Rick Yes Rick hi I just wanted to make the point off this topic um the in the site plan approval process we are not approving the sign it was talked about previously in previous meetings um just wanted to make certain that uh as part of the motion we it's understood that we're not approving the sign the sign permit process will take care of the the sign approval thanks RI and from my end if if uh the board prefers that U masonry uh Monument sign that I had passed along that's what's already been provided to Dollar General as the
required sign um so that's what they'll go in as I just want wanted to make sure that that's what you wanted uh that one rather than a pylon looking sign yeah yeah definitely okay my opinion is as long as it's not a visual impairment then I'm okay it looks good okay comment in regards to the truck maneuvering I know we've talked about this narrow drive before but has dot come back and they still have have they reviewed this that's what they want and do is will not allow a driveway typically wider than like 30 feet as well and they're they're okay with the truck going over the lawn to get I mean you'd have to shoehorn I mean well the perfect driver to that's only One Direction yeah um then they'll drive over your curb stop the uh I think they can make this but this is what what do wanted and this is Lay they want lay want i' like that the sidewalk reflects the it's hanging back there from the corner it cuts way over like it's out of the way I think that's the new DOT guidance right to make shorter pedestrian cring so you're not we have a number of locations where we really like to have a right turnout sure yeah is there is that true for this
location you can only go leave in One Direction well you can I'm saying you'd have to a right turn lane and a left turn lane out and they w't follow that so problem is is that everybody sits behind one guy that's trying to go against oh okay sorry I understand thank you and again we submitted the actual drawings for this do back in January so what's the what's the grade coming into the site coming up the drive yeah um5 profile Center Line y I mean I don't know a lot of option on it but you good with the tractor trailer and getting in off 11 do meets their requirements for I've seen it in others where those big trucks can't get TR no no no you put snow and ice on there and that that actually to tell you the truth I've seen another location where they say the trucks can't back in off the route but they they actually do because it's an issue the the grade coming in the drive it once again if that's what do is is engineers in the room do bring in the experience to um okay that was my that

was in that Seeker okay because the driveway got a little bit longer but it also got a little bit narrower at the end so probably not too far okay yeah I'm farthest from the expert uh on this but I I just noted that I I remember earlier in this process we talked about there's thing one you have to do if you're under one thing two you have to do if you're over one so I guess those limits right that makes sense and then I'm staff is advised that that's all in line with what we need for the seeker and everything like that so as long as that's addressed then I think we're fine May I a detail c106 yeah the F erosion and set control does call out the perimeter so F okay which is 12 um has an area of disturbance of 134 Acres got it okay I see that there so we can update that uh 3B on part one is 1.34 Acres I think that was the only item of question yeah that was the major major one I had okay with that said uh you know staff has put together the supporting information um if staff can guide us through the part two okay um so I have a Blain short environmental assessment form part two um that I will be reading through um there are 11 Qui questions that I've got
to go through um and if I don't hear response for um if a question would relate to a moderate to large impact I will assume that there's no or a small impact that would occur in response does that sound good okay um will the proposed action create a material conflict with an adopted land use plan or zoning regulation will the proposed action result in a change in the use or intensity of of use of land will the proposed action indicare the character of quality of the existing Community will the proposed action have an impact on the environmental characteristics that cause the establishment of a critical environmental area will the proposed action result in an adverse change in the existing level of traffic or affect existing infrastructure for mass transit biking or walkway will the proposed action cause an increase in the use of energy and it fails to incorporate reasonably available energy conservation or renewable energy opportunities will the proposed Action Impact existing a public or private Water Supplies B public private wastewater treatment utilities will the proposed action impair the character or quality of important historic archaeological architectural or aesthetic resources will the proposed action result in an adverse change to Natural Resources EX for example Wetlands water bodies groundw air quality Flor and fauna will they proposed action result in an increase in the potential for erosion flooding or drainage problems

the dumpster for for sta access um I we had the we discussed the condition that the you know all racks and know retail equipment anything like that would be stored in a contained area or inside you know front sidewalk can be covered in any kind of retail use or sale it yes as you requesting that to be a note on flat as well the condition condition the of the approval um we're going to have the uh building elevations to the plan package what we saw in the past would be incorporated into the overall plan package all staff notes and conditions I guess icept for it sounds like one has been removed one about bike crack I believe um I believe New York state do the the New York state do access permit lines with do recommendations that's all part of Staff comments already discussed leaving delivery times in the planet and we noted that uh it is noted on the plan about tree vegetation on the South Side remaining is that a an additional Condition it's already included it's already included it's part of the part of the approval of the
planing notes that they need to be Chang oh what they wrote satisfies what you were getting at the we show um so step comment number nine 9.1 has been um appears to have been satisfied 9.2 was a new a newly um a new recommendation from staff based on the revised landscape plan to provide three different seed mixes got but there's not the details enough to show that they're not on the invasive species list and they're not not to show the growing zones yeah got it I mean you could potentially go to the extra effort look up these specific mixes yeah pull down the species and then do yeah but there's no yeah any other items that any so sorry are we including the invasive sorry interrup are we including the invasives in the growing zone as one of our conditions uh this would be part of the staff comments so we would be saying we're not including bullet point one but we are including bullet point two okay thank
you um one other comment that was made by the planning board was from Rick Perry um to emphasize that the approval of the site plan does not Merit does not um up through the proposed signage um but it it is an approval of the sign due to B I'm not sure if you all want to include that as a condition yes yes yeah because I want them to keep it that brick and then you ALS all also discussed that the standard wood enclosure for um the receptacle um be stained to match the building and expanded that conversation to the perimeter wooden fencing as well yeah in CL and fencing match and then matching to the building color SCH any other items if not we have a a list now I believe staff has been I I'll see if keeping track as well but Barb do you have a good list yeah okay so we've had confirm with her that she's she's got it she's great now it's just say do you want to designate that the enclosure the access will be on the short side and all of

full applications back yet so um it's probably just going to be a subject property and the neighboring property again for the the subdivision proposal um the zoning update um that's continues to move along it's very detailed um typically we would have a full pack meeting tomorrow night um however that meeting has been cancelled due to kind of illness and um but we're we're trying to re um calibrate from some Mis meetings and the amount of work that Still Remains to be completed and are going to try and um do as much internal review and review over email and at the work sessions as possible we might go back to extending our Thursday work sessions full days um just not this week and and then Target hopefully having a full draft um by April 22nd for the next full planning planning advisory committee meeting um fingers crossed um there's a lot of Lo to tie up but I think it's it's definitely achievable and then that will you know go into the full um public review process with the final Workshop um the presentation to coun final feedback and then um final revisions so fingers crossed we getting to the home stretch yeah um I I think I'm signed up for the alerts for that for the workshops and stuff but but will you still let us know they're
