Is it plugged in?
Oh, was it? All right, I got 5 p.m. Is everybody ready? We're recording. Let's do this. Yeah. I call the Oglesby Special City Council meeting to order. Roll call, please.
McDermott. Here. Baldrige. Here. Cullinan. Here. Moyle. Here. Curran.
Here. Please stand for the Pledge of Allegiance. Okay, number four, public comment on agenda items only. Seeing none, we will move on. Number five, discuss and consider Lincoln Bridge grant applications. I don't have attributions, so I'll just go around the room if anybody wants to start talking about it.
No, I don't think I'm the person to talk about it. Okay. Hilary?
No, I really like the format of this because I feel like this is the first one that we've gotten, like, such a big packet. So whoever put this together, thank you.
I just printed out the packet that they gave me. Yes, thank you.
And I think I stacked them incorrectly, so that's on me. Mack?
No, I'm good. I think it's done a good job and appreciate all the information. Okay.
Rich? Nothing. I'd just like to tell them we're sorry about the holdup. Okay.
No, I think it's great. I mean, they're already established here in Oglesby, and they're doing well, and so they decided to expand to a much larger space, so I think that's fantastic. It's motivating to hear. I did see that in the packet, though, there is a page about an application for utility abatement, and as far as you know, that's, because I didn't see it on the letter, that's not something that's being considered right now.
Okay.
So they're looking that they're going to do just that aspect, and then that will be anything? There won't be a secondary thing that will come later or something like that?
I don't think so. They still could if they wanted to.
Okay.
Like a power somehow to the building, they could apply for one.
okay all right so what i'm reading here uh for the facade and for the building improvement grant uh committee met and they had a motion in a second to grant lbf holdings llc 31 106 dollars and 25 cents based on receipts provided to clerk's office at completion of project does anybody have anything else they'd like to add on the topic at all for anything if not if we can get a motion Oh, and I think the TIF attorney, we have to probably say the same thing, pending the TIF attorney approval or something like that, because we didn't get that back in time yet.
Okay. I'll make the signal.
Go ahead. We sort of got that back. They replied to Austin this afternoon. Yeah. It looked pretty good, and you just didn't get the agreement in order.
Yeah, it just came in a weird way because usually the ones I remember seeing in the past, it was a packet from them that they did up with the agreement.
Okay. All right.
So we can just make the motion that once we get that, then we'll cut them the check or whatever you want to say. Whoever wants to make a motion.
Okay, I'll make a motion. We approve the LVP Holdings LLC grant application. How do you want me to say that?
Just say the amount. Do you have the amount? $31,106.25. $31,106.25? $0.25. $0.25. That's okay. I'll restate it.
$31,106.25 based on receipts provided to clerk's office at completion of project. Is that your motion? Correct. Okay.
Is there a second? $31,106.25. I'll second. Okay. Roll call, please.
Aye.
Baldrige. Aye. Cullinan. Aye. Morrell. Aye. Curran.
Aye. All right. This is a couple of them we've had in the same year, so it's a great thing. Hopefully this continues and we get more and more buildings and advancement improvements. Number six, refer Chris Miskovic. Oh, I probably slaughtered that name. Did I get it? Nice. Variance request to Zoning Board of Appeals. So... Do we want to read through what the request is?
Yeah, it looks like they're requesting a variance from setback and height. I just talked to Jim about this briefly. He says the new garage will be around 18 to 20 feet. The current ordinance says 15, I think. Jim tells me that's kind of an average, so I think I'm going to publish for 20 feet, just to be clear. Okay. And there's also some question about where the garage will sit on the lot. An accessory structure is supposed to be five feet off the neighboring property line. He's requesting that it be placed at two feet in the same location as the current garage that he's going to tear down. So I think I'll publish for that, too, just in case. Okay.
Over on the roof, anybody has anything to add? Awesome.
I just have a question just because of when you put a fence in and you request a variance and you want to be Closer to the property line on the property line, etc You get your neighbors to sign is that something that happens with this type of thing or why does that not fall in the same category?
Okay Your ordinance says the zoning board has to consider the request variance and and then make a recommendation to the city council. That's just always the way it's been. But when we created the fence ordinance, or somebody did, they carved out a provision where they could avoid all of that technicality. And if the neighbor approves and they execute something that says the fence can be put on the property line and it's been recorded, then your building inspector can issue a permit for that fence.
Recorded at the county.
Right.
Anything else?
That was just another question.
Matt?
I'm good.
Rich? Okay. I don't have anything since we have our zoning guy here. Do you see any problems, concerns with anything on this?
There may be issues with the two-foot setback, but we'll listen to the Sunborn Appeals and see what they say.
Okay. All right. Well, anybody have anything else?
I'll make a motion to pass the request for variance.
I'll second that. Roll call, please.
Wait, hang on. Oh, no, no, yeah, sorry. It's not to pass. I apologize. Hold on.
I called that too quick. I apologize.
Let's retry that again. Okay, so yeah, to refer it to, would you like to amend your motion? Motion is to move it to the Zoning Board of Appeals. Is there a second on that? I'll second that. Roll call, please.
Sorry, Rich. I thought that's what you were saying. Aye.
Baldrige? Aye. Cullinan?
Aye.
Moyle? Aye. Anchor?
Aye. I know we want to get out of here, but moved that too quick. My bad. Okay. Number seven, public comment on any topic. Seeing none. You don't have any? All right. Eight, I have adjournment. Can I get a motion to adjourn? I'll make a motion.
Okay. I'll second that motion.
Take us for a second.
Roll call, please. McDermott. Aye. Baldrige. Aye. Cullinan. Aye. Moyle. Aye. Anchor.
Aye.
Seven minutes. We have a new goal, everybody. It's all right.
