Authorize execution of agreement with City of Chino in amount of $303,255.94 to provide human services programs at Chino Valley Unified School District to benefit students and families and appropriate $19,725 in General Fund for Fiscal Year 2026-27

Adopt resolutions acting in its capacity as governing body of Chino Hills Los Serranos Lighting Maintenance District, amending Resolution No. 2026R-031 relating to levy and collection of assessments for Fiscal Year 2026-27 and amending Resolution No. 2026R-044 relating to collection of residential sewer charges on San Bernardino County Tax Roll for Fiscal Year 2026-27

Adopt resolutions adopting revised Measure I Five-Year Capital Improvement Plan for Fiscal Year 2025-26 through Fiscal Year 2029-30 and Measure I Five-Year Capital Improvement Plan for Fiscal Year 2026-27 through Fiscal Year 2030-31

Authorize execution of three-year agreements with General Pump Company and Brax Company, Inc., with two additional one-year renewal options each, for total contract amounts not-to-exceed $1,000,000 each, to provide water well, booster, and hydro-pneumatic pump on-call maintenance, repair, and emergency response services and determine actions to be exempt from review under California Environmental Quality Act

Authorize execution of Change Order No. 1 to Agreement No. A2026-074 with Elegant Construction Inc., increasing total contract amount not-to-exceed $228,361.08; authorize City Manager, at his discretion, to approve additional cumulative change orders up to ten percent ($19,304.75) of original awarded contract amount; and determine action to be exempt from review under California Environmental Quality Act

Rename Peyton Drive Pavement Rehabilitation (from SR-71 to Chino Avenue) Project (ST24003) in Fiscal Year 2026-27 Capital Improvement Program to Peyton Drive Pavement Rehabilitation (from SR-71 to Grand Avenue); remove Peyton Drive Pavement Repair Project (ST22005) and Peyton Drive Pavement Rehabilitation (from Chino Avenue to Grand Avenue) Project (ST25001) from Fiscal Year 2026-27 Capital Improvement Program and transfer funds to Peyton Drive Pavement Rehabilitation (from SR-71 to Grand Avenue) Project (ST24003); award contract to Vance Corporation in amount of $1,955,413.00 for construction of Peyton Drive Pavement Rehabilitation Project; and authorize City Manager, at his discretion, to approve cumulative change orders up to ten percent ($195,541.30) of awarded contract amount
