All right. It is 06:00. I will call the personnel committee meeting to order. First up is roll call. The entire committee is present, and we'd like to welcome Alderman Dunbar and Alderman Cummings to the personnel committee, and welcome back Alderman Beaman. It's been a couple years, I believe. All right. We'll move on to public comment. Is there anybody from the public that wishes to address the personnel committee this evening? Second call for public comment. Third and final call for public comment. Any previously received public comment? No. Anybody on Zoom for public comment? No.
Then I will close public comment to move on to the consent agenda. Is there any item that the committee wishes to have removed from the consent agenda? Seeing none, I would entertain a motion to approve the consent agenda. So moved. Second. There's a motion and a second. There's no discussion on consent. So all those in favor? Aye. And opposed? Alright, we'll move on to our discussion and action items. And the first one up is the discussion on the benefit broker proposals that recommendation to contract with McClone. McClone, is that correct?
Thank you. So this year, I was tasked with a goal to take a look at our entire benefit plan and in the process of doing that also to do an RFP for our benefit brokers and consultants. The last time we did that, I believe, was 2021. So we do like to do that periodically just to ensure that we're doing our due diligence on having someone in that role. We have been with USI for over ten years.
As long as I've been here, we've been with USI. During the RFP, we did send it out to four different companies, and four of them responded. We narrowed it down to two. And our recommendation after talking through the the proposals and going over their proposals is to move to McClellan. Provided quite a bit of information for all of you. Hopefully, you've had a chance to review it. I also have Tara Nelson here. She's a consultant with McLone, and she would be our consultant. So if you do have any questions, she's here to answer them. Shawn is also here as the finance director in case you have any questions on the numbers.
But with all that, I'm going to turn it over to you if you have any questions.

So today I'm asking for guess, the approval to for Sean, the finance director, and I to sign an agreement with McLone. We do have to give USI a sixty day notice, which we already started that clock and gave them the notice that we are going to be stopping using their services and hoping that tonight we will get approval to sign the agreement with McClellan. The agreement was not included because we wanted to talk it over with you and make sure that you're on board. And then if you are, we will have that agreement for council on May 19, I believe, is our council meeting.

All right. Then we'll move on to the request to approve the seasonal fleet mechanic apprentice job description and pay rate for the Department of Public Infrastructure and fill the position. Dan, I'm assuming that's you.
So we were as you can see in the attached memo, we were, approached by the county to see if we were interested in, doing an apprenticeship, and we found the possibility to do it as a mechanic. So we developed the attached job description and the rate of pay. If this goes as we hope it would be, we would just budget for this particular position going forward for this year. Since we're just trying it out, we're going to take it out of our or we're recommending to take it out of our seasonal budget. And the idea would be that hopefully not only would we be able to give a young person some good experience, but maybe we can develop a talent pool for any future openings that we may have that we would be able to drop from as well.
So it seems to be a win win for everybody.

And just for the newer alders, this is this is something you're you see here periodically this time of year. One of our ordinances is a nepotism ordinance, which requires a roll call vote of the count council for any employee that's hired that's related to, city official or, city manager. So as we're in the midst of seasonal hiring and hiring a bunch of new employees, many of them tend to have relatives in the city. So that's what this is about. This is probably the third or fourth time we've had it on committee this year. Thank you.
