All right. We'll go ahead and open it up for public comment. This time is set aside for citizens to address the Parks and Recreation Advisory Commission on any item of interest to the public that is within the subject matter jurisdiction of the commission. For items that are on the agenda, public comment will be heard when the item is discussed. concern and item that is noted as a public hearing. Please address the Commission after the public hearing is open for public testimony. The chairperson reserves the right to limit each speaker to three minutes. The chairperson also may limit or prohibit multiple presentations by the same individual on the same topic. Please understand that by law the Parks and Rec Commission cannot consider matters that are not on the agenda and matters of concern will be referred to the City Manager's Office. Pursuant to the Brown Act, GC 549543, no action or discussion shall be undertaken on any item not appearing on the posted agenda. Do we have public comment? No? Okay. Moving on. I don't think I've ever seen that one on our agenda before. All right. Staff items. Staff. Do we have staff present today who would like to report out? Just throwing that out there.

Thank you for speaking into the mics tonight very good. Thank you I'm reporting on the pool. We had 17 guards this year. We have four that are maybe coming back next year for not coming back nine yeses and three cashiers coming back so We will look good for next year. Average for this year was, I have that, 85 people a day. And last year our average was, this is wrong. Sorry. Our average was 128. And last year we were at 111 average people.

Average was 128 this year?

Yes. And that's all I have.

So since we've been here last, we completed spring softball. We had enough teams to do an A and B league. We started summer softball, and that's still going. And next week, we will start co-ed volleyball and women's volleyball. And all of those games will be at the high school this time.

Just making sure this was on. Hi, Scott Miller, Public Works Director. A couple reports as far as on the maintenance side and projects. We did receive, since it has been a while, we did receive three responsive bids for the Splash Park project. They did come in considerably lower than the original round. However, we're still roughly about 400,000 over budget on the thing. So the staff are looking at creative ways of trying to fill that deficit. Stay tuned as we're trying to squeeze out as much blood from the turnip that we can. The dome structure, if you recall, was one of the missing pieces or extra pieces that we had for the play structure at Trainer Park. It was just in conversations today with the contractor as well as Rotary. We're looking at possibly the middle to end of next week getting that installed in Trainer Park. The pool, as you mentioned, an update on that is now closed. A little bit of a heads up, you saw some postings that went up. We did have a water line break during the process, during the pool. That was a water supply. It was fresh water, so it wasn't a chlorinated line. It ruptured underneath the slab. We had to jackhammer it up and find it. And we did locate it, had additional leaks, so we just went ahead and rerouted it over surface, got it back up, which we only lost, what, just that afternoon of swim lessons. So I do want to thank, as far as our park staff, our water staff, and our street staff for getting that rapidly going. We actually did have to pull the guy out of there because he was having some heat illness issues, so it was like a sauna inside of there. Update on going back like for the 4th of July, because of the big presence of boating and aquatics and such out there, we did request the police department to conduct additional patrols out on the maneuver area to keep people from parking on the concrete slab as well as loitering on the dock. We also asked that again for the start of the salmon season. So far I've seen occasionally some people still down there but for the most part it seems to be a lot better than it has been in the past uh the sewer rio street sewer project is wrapping up towards the end of this month hopefully be in and out of the the park area for that Also, as far as other good news back on Traynor Park, part of the Palm Villas low-income housing project on South Jackson, part of that grant, we did get awarded quite a bit of money to do some park improvement, which will be some sidewalks and curb ramps all around the perimeter of Traynor Park. We'll be taking that to council for what's called a mini RFQ to our streets design consultants. So be tuned for that. So there's going to be some substantial improvements going on at Traynor.

Like what kind of improvements are you looking at? What's that?

It's sidewalks. Just sidewalks? Yeah. It's very limited of what we could use money for and where we could use it. And since there wasn't any sidewalks there, there has been discussions as far as some accessibility. So we're able to incorporate some curb ramps to get people up and into the park from that as well as just doing some sidewalk improvements. So it should be around the perimeter. on trainer and was that bid well that's the anyways that the road that it fronts as well as interior of the park of the parking areas hi parks and rec Commission I have some updates if you'd like to hear them

Okay, thank you. As you may or may not know, Panda Express is coming to town. Their building permit's been ready to issue for about six weeks. They've kind of told us the representation that they're waiting for their contractor to finish the job that they're on and then they're gonna be moving to this one. So I'm hopeful that maybe in the next 30 to 45 days. We'll see some construction happening there that buildings coming completely down It'll be a brand new building Kind of has two drive-throughs etc. It's gonna be pretty nice Essentially it's gonna be in the exact same spot. So the new buildings about four or five hundred square feet bigger than the Del Taco they're gonna kind of push back the the the queue lines for the drive-through, and they'll be split. So there'll be two of them, like you've seen at McDonald's and Burger King and some of the others. So that's on the horizon. We also have a tenant improvement for the old Arby's building. They're currently in lease negotiations, so I can't tell you who the tenant is yet. Once they have that lease terms kind of finalized, then we're hoping that we can share that. But it is a national tenant. Most recently, you've probably seen the old Denny's has been announced as a premier oil change place. They had some initial designs that they proposed to the city probably two and a half or so months ago when they were in their due diligence process, but they haven't submitted any approval plans just yet. So I think the most recent discussion they've had with our building department is trying to secure a demo permit so that they can raise the building and then plan for the new premier oil change. A couple things related to governance at the city of Red Bluff. As you may know, the filing period recently closed for the city council. We did have four qualified applicants. However, because one of the incumbents, Council Member Hurton, did not apply, that period got extended for five additional days. And so actually, somebody could have pulled papers Monday or today. I don't think anybody has, but that period, basically it just extends it five more days. The candidates that have been qualified, existing council members, Chris Deiters and Cassie Pope, with two challengers being Marcella White and William Ellis. So those are the four that will be running for the three council seats on the November 3rd election. Also, as you may know, Measure S was the Citizens Initiative that was passed on June 2nd of 2026. We're currently accepting applications for the Measure S Citizens Oversight Committee. The application period is open until August 13th at 5 PM. You don't have to be a resident of Red Bluff to participate. There's a number of ways. That committee ultimately has to have a resident. a business owner and a property owner. So if you meet one of those categories, then you can participate in that. No employees of the city of Red Bluff or the county of Tehama. And then obviously no board of supervisors members or city council members. And so that application period is open. I believe to date we have eight applications that have been submitted for the five spots. And then the last thing I wanted to mention some sad news to pass along. I ran into your fellow Commissioner Matt Stinson at National Night Out last week. He informed me that he was taking a position in another school district out of the area. And so he's going to have to resign his position as a Parks and Rec Commission member. I did reach out this evening to Cliff Curry of the elementary school district because the way it happens is they make the recommendation and then the city council confirms that. I believe both Matt and Tara's position were most recently reappointed for a three-year term. So Matt's not here this evening. We'll see him around town. He's still going to live in the area, but he's going to be working for another district.

He still runs our Junior Giants program.

Well, I have some news that this Friday will be my last day as a commissioner. I have resigned due to resigning at the high school. I'll be an appointee, so I'm sorry.

She's leaving us high and dry. Yeah, but I'll be in town.

All right. I'm not going anywhere, guys. Sorry. I'm in this for the long haul. I've got a long-term commitment until this park is built and then some. I don't have much more to share other than what our staff has already provided, but hopefully things are on the horizon to get this project underway here soon. It would be nice to have it.

I'm going to be really excited when the project down at the Rio streets done a little bit not just with the pool finding a parking for staff in our building it's been crazy trained so I'll be happy with that are you ready go back to school oh yeah school starts tomorrow that's exciting Is this your last year?

Yeah, this is my last year, so that will be pretty sad, but I'm excited. We have senior sunrise tomorrow, so that's exciting.

Holy moly. All right. I don't have really anything to add except that it is very sad for me to announce that I'm not quitting. But NCCDI will not be putting on this kid spooktacular this year. Sorry. With budget, we haven't had budget cuts. We have flat funding. And so we've had to really restructure how to continue to pay staff at a wage that's you know, quality. We don't want to lose staff, but we also don't want to overwhelm them because they take Friday off and then work all day Saturday, so they lose a lot of time. And just the prep work that goes into Spooktacular. So this year we have decided not to have Spooktacular. We're kind of focusing our energy in different ways. But that's not the end of us. We'll figure something else out later, I'm sure. Oh, I am. Yes, we will be doing Children's Christmas Festival. Our first meeting is September 2nd, Wednesday at 9 a.m. at the community center. So if anybody's interested in being a part of that, you are more than welcome to come hang out with us and learn all about it. That's all I had. All right, moving on. I don't even know what's next.
