good evening everyone uh I'd like to call to order the February 4th 2025 uh meeting for the Planning and Zoning commission for the City of Fenton uh our first item on the agenda is our Pledge of Allegiance so if you are able to stand okay thank you next is our uh roll call um and I don't think uh secretary Abbott is here are you uh filling in tonight bill or uh no do we no okay I'll do I'll do the roll call she's usually to my so I'll put you on the Spott oh that's right I just squished everyone in okay so sit on camels Amy if you don't mind not at all chairperson yman here Vice chairperson Cheryl here Alderman Harold here mayor Morra here commissioner Wiis Brock commissioner Vorhees here commissioner Glover here commissioner Nelson here commissioner biky here we have a quorum thank you um and I also see Alderman Hues is in the audience thank you for joining us uh all right um next is our notice to the public and ground rules um if you wish to speak please pick up a speaker request form these forms are located at the signin table please complete the form and present it to secretary Abbott uh who's not here so that would go to uh Miss Stark uh would be ideal uh prior to the public comment section of this agenda uh the chairperson will call your name during the public comment section the agenda your comments and questions from the members of the public will be

limited to 3 minutes you will not be recognized to speak until you have filled out the form please address all comments to the Planning and Zoning commission if you have a question for a petitioner please address that question directly to the commission all questions will be referred to the petitioners at the end of the public comment portion of the agenda the commission demands respect and courtesy for others during the proceedings inappropriate behavior will result in the forfeiture of the speakers allotted time and may result in removal from the proceedings the Planning and Zoning commission wants to hear what you have to say about the items on today's agenda as it relates to cases at present uh next is our notice to petitioners uh the next board committee meeting is Thursday January 9th 2025 the next Board of alderman meeting and public hearing is Thursday oh wait a minute yeah I think this is an old uh notice um oh I'm sorry yeah just reading along the next committee meeting will be uh Thursday the 13th February 13th and the board of aler meeting will be on Thursday February 27th okay thank you sorry about that let the record show uh and also a simple majority vote of the commission shall be necessary to constitute a positive recommendation to the board of alderman okay so uh having concluded the notices next on the agenda is our approval of the minutes from the January 7 2025 uh meeting did anyone have any questions or comments regarding the minutes none okay uh then I'll go ahead and move that we approve the Planning and Zoning uh minutes from January 7th 2025 can I get a second a second uh secretary Cheryl or sorry Vice chairperson Cheryl seconded all in favor I any

withdrawn and then we'll move on to case 2025 SU P3 a petition by Wicked fines resale consignment shop LLC for a special use permit to operate a used merchandise merchandise store at 6:30 grao Road the property is owned ot2 Oldtown District Amy did you have a sumary force yeah um I apologize I don't have a PowerPoint tonight um we having some technical difficulties and it's not opening for me um but I'll just give you a a quick um overview the petitioner is proposing to open a resale consignment shop at 6:30 gway Road that's the former location of the Fenton um Cyclery um they will be selling uh wedding and special event apparel decor and accessories and they'll also sell vintage furniture and decor the lot has one Drive Entrance off of grabo Road um that leads to a parking area that has 42 spaces the proposed use and the existing uses on the lot will minimally require um 29 spaces so there's adequate uh parking uh for the use um minimally an occupancy permit is needed before the tenant can move in and operate and that has been applied for but we cannot move forward with the approval or issuance until the Su has final approval by the board okay thank you um any questions for Amy before we speak with the petitioner okay do we have a petitioner in the audience uh would you mind approaching the uh we do have our City attorney on the phone as well so if you could speak into the microphone and uh please just give your name and address for the record my name is Christine Wick and my address is my personal address or do you need the business address business address is fine 6330 I'm sorry 63 Z greway Road thank you um so I don't know if anyone has any immediate questions for the

petitioner none uh I I guess I'm kind of curious about your hours of operation I don't know if I saw that in the materials it's going to be pretty much during the day 10 10 to 7: the 7 o'clock will be my latest just so people can stop by when they get off work okay and closed on Mondays okay um there are no questions yay oh I'm sorry so could you just for the record explain to us what you're going to be selling there we have a hand out in front of us but for the record sure so my goal is I've been I've had so many weddings in in the last three or four years that nobody knows what to do with their stuff after weddings and if people have in their garages and the basements and so I am offering to resell wedding dresses mother bride dresses any kind of um formal events basically apparel Decor table runners anything that you could possibly think of for a wedding or any kind of formal event and also vintage furniture to go along with that theme very nice I have a 46 year old one that let me see no that sounds that sounds wonderful well I don't think are there any other questions before we move too quickly it's gonna be pretty I believe it will everything be donated um yes to I will have I will have bought merchandise to fulfill anything that's needed there's a um somebody's needing a personal color I will purchase it to bring it in to supply them everything else will be donated but 95% of it will or consigned basically okay anything else so um for a special use permit we typically like to uh make sure that a

luck for you uh and your business thank you I appreciate your time you're welcome okay um so I think that concludes our new business um and so we'll move on uh to our announcements uh first is our report from the Community Development Department um we have four new petitions for the March meeting and that's all I have okay and that's oh it's down here yes also on Tuesday okay uh report from the chairperson I don't have anything uh special for tonight I um know that it is uh February and I appreciate the new lighting outside uh for Valentine's Day uh report from the mayor uh I have I have about seven minutes or yeah seven minutes to speak uh so I'm going to start with uh if you haven't read the newsletter uh Ralph crutz has resigned uh Ward one Alderman and he wanted me to relay to everybody uh that he wanted to spend more time on his health uh I can tell you he's one of uh our better alderman um not that we have any bad ones but Ralph really stepped up to the plate uh was on several committees and as well as chairman of the really important finance committee so we're gonna miss Ralph but we have a young man by the name of Jimmy uh Lang who was born and raised in the Fenton area went to St Paul's uh went on to uh dism high school went on then to college uh was a standout in field hockey uh I don't think they call it fi hockey anymore but uh went on to to do a lot of coaching in division one and two schools until lyen wood shut their program down where he had worked and now is in sales but uh very sharp young man um we've interviewed he has a a lot of

um you know desire to do this job so we're really looking forward to it um you know keep trying to promote the the younger blood so I think we have a really good guy here um I also want to report that the city administrator myself Alderman Hues and the community development director Amy Stark attended another Better Together meeting so we have the start by State Rep Macky Ian Mackey who wanted to be transparent but only after he decided to file this legislation and if you don't recall what Better Together is want to have a vote to restructure all the municipalities within St Louis County by a vote of the entire State what does the entire State have to any interest in us we don't know but that has started we have uh put together a resolution that we are going to read at the next Board of Alman meeting so uh just be prepared keep your ears and eyes open for what may be coming but uh again that's what I can report okay um well that is an interesting development uh well I can tell you we when we went to that meeting um it was overwhelming against and he one of his district is part of Clayton and even the mayor stood up and was part of this panel said they're not in favor of it I didn't hear a whole lot of support for it um Amy you want to add anything no there was there was not a lot of support um okay it was attended I I think he was surprised it was as well attended as it was planned it um and we on a Sunday and we heard about it on a Sunday and the meeting was on Friday interesting so unbelievable short
