Continued Public Hearing: Consideration of an Ordinance of the Lewisville City Council, Amending the Zoning Ordinance by Granting a Special Use Permit for Smoking Establishment on a Portion of an Approximately 1.828-Acre Tract Legally Described as Highpoint Oaks Addition, Lot 3R1, Block C, Located at 2680 Denton Tap Road, and Zoned Light Industrial (LI) District; Providing for a Savings Clause, Repealer, Severability, Penalty, and an Effective Date, as Requested by Naheed Vellani and Irfan Shah, the Applicants, on Behalf of Hilltop Corner LLC, the Property Owner (Case No. 26-05-8-SUP).
Marhaba Lounge is a proposed 1,765 square-foot hookah lounge to be located within a portion of an existing shopping center on the site. The business will operate from 11:00 am to midnight Sunday through Thursday, and 11:00 am through 2:00 am Friday and Saturday. In addition to offering hookah, light food options and non-alcoholic beverages will be offered. The applicants anticipate 70-75% of sales from hookah sales and 30% from food sales. The Planning and Zoning Commission recommended approval (6-1) on July 7, 2026. This public hearing was continued from the August 3, 2026 City Council meeting. Since that time, staff has worked with the applicants to ensure that the associated ordinance includes appropriate conditions to protect public safety and nearby properties.
Continued Public Hearing: In Accordance with Chapter 214 of the Local Government Code and Article VII, Chapter 4 of the Lewisville City Code, a Public Hearing is Required so that City Council Can Consider Whether the Structure Located at 2274 S Uecker Lane (A 1.31-Acre Tract (Tract 12) in the L. Burgois Survey Abstract 52A) Should be Declared a Substandard Structure and Whether the Structure Must Be Secured, Vacated, Repaired, Removed, or Demolished.
The property located at 2274 S Uecker Lane, owned by DMR Homes & Constructions LP, has been vacant for an extended period and has sustained extensive damage due to vandalism. Over time, the structure on the property became an attractive nuisance and a safety concern, with reports of unauthorized individuals occasionally occupying the vacant property. On February 3, 2026, the Building Official, alongside the Fire Marshal and Code Enforcement Officers, conducted a joint inspection of the property including the structure. During this inspection, staff observed that the structure was uninhabitable. The interior drywall had been completely removed, doors and windows were broken or missing (leaving the structure open to the elements and unauthorized entry), and all mechanical, electrical, and plumbing systems had been stripped from the structure. Furthermore, the structure was not adequately secured to prevent continued unauthorized entry. It is the opinion of the Building Official that the structure is dangerous and constitutes a hazard to the public health, safety, and welfare. Further, based on the inspection, it is the Building Official's opinion that the repairs needed to bring the structure into compliance with current codes would significantly exceed ninety (90) days and that, due to the current condition of the structure, repair is not financially feasible as the cost of repairing the structure would exceed its market value after completion of the repairs. In accordance with the Local Government Code and City ordinance, this public hearing is for the City Council to determine if the structure is a substandard structure, and if so, declare it so and issue a compliance order so that abatement may begin. At the July 20, 2026, City Council meeting, this item was continued to the August 3, 2026, City Council meeting. At the August 3, 2026, City Council meeting, this item was again continued to the August 17, 2026, City Council meeting.

APPROVAL OF MINUTES: City Council Minutes of the August 3, 2026, Workshop Session and Regular Session
Approval of a Professional Services Agreement Between the City of Lewisville and Halff Associates, Inc. for Professional Engineering and Consulting Services for the Design for Vista Ridge Park; in the Amount of $1,907,000; and Authorization for the City Manager, or Her Designee, to Execute the Agreement.
The proposed professional services agreement includes landscape architecture and engineering services for Vista Ridge Park, an approximately 20.55-acre park located at 2950 Lake Vista Drive in Lewisville, Texas. This project includes project management and coordination of professional services, public and stakeholder engagement, subsurface utility engineering (SUE), survey, geotechnical engineering, civil engineering, landscape architecture, and architectural services. The final deliverable will provide 100% construction documents, estimate of probable construction costs, specifications, and a bid package for the project. Halff anticipates the design of the improvements will take approximately 67 weeks. Funding is available in the Vista Ridge Park capital project.
Approval of Bid Awards for Annual Requirements of Water & Wastewater Treatment Chemical - Activated Carbon to Univar Solutions USA LLC (Primary) in the Estimated Amount of $94,000 and Acticarb Inc. (Secondary) in the Estimated Amount of $121,000; and Authorization for the City Manager, or Her Designee, to Execute the Award Letters.
Various chemicals are used in the Water and Wastewater Treatment Plants for treatment and disinfection processes, as prescribed by the Texas Commission on Environmental Quality (TCEQ) and U.S. Environmental Protection Agency (EPA), to meet water quality standards and to protect public health. A total of forty-three (43) bid invitations were downloaded from Bonfire. Three (3) bids were received and opened on June 15, 2026. An evaluation of all bids was performed where primary and secondary awards are recommended for award as the lowest responsive responsible bidders to facilitate the needs of the department. Funding is available in the Public Works operating budget.

Approval of a Resolution of the City Council of the City of Lewisville, Texas, Approving the “Draft” Fiscal Year 2027 Annual Budget of the Denco Area 9-1-1 District, Pursuant to the Texas Health and Safety Code, Chapter 772, as Amended; and Providing an Effective Date.
At its regular meeting on July 9, 2026, the Denco Area 9-1-1 District Board of Managers unanimously approved the Draft Fiscal Year 2027 Budget. Pursuant to Section 772.309 of the Texas Health and Safety Code, Denco Area 9-1-1 is required to provide a draft of its annual budget to all participating jurisdictions for a review and comment period. Staff performed a review of the draft budget and is not recommending any changes to the plan as presented.
Approval of a Resolution of the City Council of the City of Lewisville, Texas, Accepting a Grant Award From the Texas Office of the Governor, Homeland Security Grant Program, Egrant Number 5602301, FY2025 Urban Area Security Initiative - City of Lewisville Mobile Barrier System Project; Designating the Fire Chief, or His Designee, to Accept, Reject, Alter, or Terminate the Grant; Designating the Director of Finance, or His Designee, to Submit Financial and/or Performance Reports or Alter the Grant; Affirming That in the Event of Loss or Misuse of Grant Funds, the Grant Funds Shall be Returned; and Providing an Effective Date.
The Office of Emergency Management received notice from the Texas Office of the Governor’s Homeland Security Grants Division that the City of Lewisville has been awarded a grant in the amount of $127,787 to purchase a mobile barrier system. This grant is part the State’s Urban Area Security Initiative to build and sustain capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.
Consideration of an Ordinance of the City of Lewisville Approving the 2026-2027 Annual Service Plan Update to the Service and Assessment Plan and Assessment Roll for Public Improvements for the Josey Lane Public Improvement District in Accordance With Chapter 372, Texas Local Government Code, as Amended.
On October 6, 2014, the City created the Josey Lane Public Improvement District for the construction of street and water/wastewater improvements in a designated area located along Josey Lane north of FM544 and south of Windhaven Drive. The City adopted an Amended and Restated Service and Assessment Plan to amend the initial collection date for “Phase #2 West” of the District. State statutes require that an update to the Service Plan and Assessment Roll be considered and approved by City Council to provide for the annual levy and collection of special assessments. This plan identifies public improvement costs to be provided by the PID along with the manner of assessing the property in the PID and the assessment roll. The plan is required to be recorded with the County Clerk within seven (7) days of approval and passage.
