Good evening. It is 6:35 and we will begin the streets committee. Um before we start, I'll do a roll call. Uh Councilwoman Daly here and Councilwoman Mount here. Thank you. Uh we're going to discuss uh two bills here. one being bill 26 uh-029 um and uh bill 26-031 and for these two bills we do have our city engineer Bob Bianke to um to present some things. So Mr. Bianke.
All right. Thank you, Councilman. We'll start with uh 2629 and that is shown on this document here. So, if you have that before you, we can discuss this this bill. And it is to vacate a portion of Stocking Alley between Charles Avenue and the next North uh alley that runs east west. It doesn't go all the way to um Lewis Street. Um but it does stop halfway. So this is a request by connecting kids inside out. Miss Solomon came in uh I know spoke with Dellayine um came in and spoke to myself about her intent and their intent to do an improvement along this parcel of land and vacating that alley as part of the long range plan for their efforts. They will want to, I believe, rename the street, of course, uh once it's um vacated. They can it's a private property, so that alley can be uh named whatever they wish. Regarding the alley itself, it is pavement. It has not been paved in quite some time. You'll see in the photo there, we have had it blocked off, I want to say maybe six years ago. and to prevent really uh to prevent uh dumping that's been was occurring through there. So um there she's asking that this be vacated and um that's what bill 029 does. Um does the committee have any questions for Mr. Bianke at this time?
Councilwoman Dailyaly. Um you said that she could rename it after but but then you said that um it's not all of the street she's going to it's going to what you call it vacate the alley. So when she rename it what happened to the portion it still belongs to the city. So she's going to rename the whole section. That's what I'm I don't understand. Um just the section of which they're vacating. So it the sign the street sign will go on Charles Street, Charles Avenue from Charles. Yep. So that's where they're proposing to put the street sign of the new name. I don't
So you're going to have stocking on one side all the way up to Lewis to halfway here. Then on the other side, you still have stocking on the other side and then a different name in the middle. Pardon me. Marilyn. is the first part of her father's name and the first part of her mother's name that combined.
Right. I'm just what I'm just saying is that um this she's going to name part of it but part will still be stocking. Doesn't stocking continue over Charles? No, I think I remember. Stocking Alley there there would be a question of whether or not so it's called stocking alley but I looked at the plat and there is no stocking alley on that section. Okay. So there'd have to be a question of whether or not it's an even being renamed. That's what I'm Okay. Could be contested at is it at is that it's an unnamed alley.
Okay. Thank you. But yeah, if it was named Stocking Alley, in fact, then half of it, north half would be and then the second half would be just private property though. I think it and I don't believe that that road I'm not sure if she said that road would still continue the way it is. I think it continues over to the other street. It does. Louis Charles and the other street. No, I don't remember what the name but they I remember when it was open. I know that street and um that's why I was wondering. So in the middle you're going to have another name and then you have suck in street. So I just wondered how you know that work. Thank you.
Councilwoman Mount, thank you. Um my understanding on this is that the petition is to vacate the alley because after we have vacated it, it is no longer ours. Whatever it is named is not our concern. And so the changing of the name was removed from the bill page on the petition to vacate section C was struck. However, in section two, the two lines starting with the parentheses that said name said street or alley be changed from stocking alley to Maryland's court is still there.
Um so for clarity because it's not going to be ours to rename either way. what she does with her private property is totally her choice. And for consistency, can we strike that those two lines just so that all we're dealing with is the vacating and then whatever she does with it is totally up to her. Am I okay? So, I will want to make a motion for that at the appropriate time. Do you have to make a motion for that? That's on an attachment. It's not on the actual, but it's on the petition. So, I would
I think a motion for that would be fine. We we can uh we can take um legislative uh notice of that amendment and move forward with that. Uh I mean, how are we amending the petition? She did. Would that have I mean would we have to have her come in and redo a petition with that off of it because it's not it's not on this.
Yeah. Can we could make a note that it's accepted as amended and we could have a uh a resolution from the council and file that with the petition if that if that works for you. I just want to make sure that properly a different situation than Yeah.
No, but I I agree. We don't need to we don't need to amend the legislation itself. Uh we could make a note on the petition to vacate on the final petition that it's uh amended by uh we could take notice of amendment by active counsel and and file it there as an attachment. Thank you. Yes, Counciloman, just so just for clarity for when we go through legislation, will she need to council need to approve an amendment? Are you saying no?
Uh yes. Yeah. If she can make a motion to amend the uh petition to vacate uh by by active counsel and then take a vote on it, then we can make that edit on the petition to vacate and uh and and include the record of the uh of the motion and amendment in the legislative. You're dedicated because you ain't have to do it, but you did it because you love what you did.

Well, hang on one second because the cool thing about city council is um because you know we have something called public comment and so we have we do have a board where you can sign up and we have everyone come up afterwards but but so we thought that um this bill is about vacating some property. We thought vacate them vacate them and rebuild vacate and rebuild. You guys want to vacate and build senior citizen properties ALL OVER MANSFIELD? WHAT ABOUT THE younger families? Ma'am, what about the younger families who have children? Don't touch me. I love you. No, you're fine. Don't touch me.
Yeah, you can definitely the young ones that need families in new housing with their children.
Not just seniors, because apparently Richland County is built for a senior retirement plan. We still have young people in Richland County that have children. They have no affordable in not just senior. Think about our young our youth, the ones that will stand for you, your grandkids, and everybody else. Tikica, we'll definitely I'll call you so we can meet up and talk about this if you like to. All right. Tell the truth. this Richland County. We don't have the resources. We're not in Columbus or Cleveland.

All right. Thank you. Bill 2631. And this project is to that would authorize the city council to authorize the public works director to enter into a construction contract for the resurfacing of State Route 13. Now, we were here June of 2025 before council and we asked council to authorize us to enter into an ODOT agreement. This now pertains to the same project, but allows us to enter into a construction agreement and build the project. So, this project is 5.75 miles of resurfacing of State Route 13 between Fifth Street. I say Fourth Street there, but it is actually now between Fifth Street and Timberman Road. The total project is $2 million. ODOT will fund 1.25 million of it, and the city will fund 750,000 out of its resurfacing funds. This project is set to be constructed this fall. So predominantly uh around August through uh the end of October uh traffic will be maintained along the corridor through the project. So I'm asking uh the city council to authorize that bill to allow the public works director enter into a contract.

Oh, so I'm just appreciate what you do to get these grants for this funding for the streets because we clearly cannot afford to do that. So, thank you, Bob, and your staff and just everyone. and myself here. So, um, we have been working hard to get caught up on our claims and I appreciate the law director. I know Miss Davis is here and uh assistant director Madden to address any issues. The first one we're going to talk about is uh claim number 02-01326. Um the claimants Clayton Davis and this has to do with a crash report uh that happened and basically the Mr. Davis's vehicle was parked and unoccupied on Alurn Avenue and a city plow driver uh backed from Third Avenue to Alurn Avenue to clear snow and he backed into the clean vehicle. Um it created some damage uh to the driver's side rear quarter uh panel in the bumper and uh he uh gave us two estimates and uh one from a couple of the body shops here in town. The law directors reviewed this and this and uh noted that the city's liable to pay uh for damages is his belief. Um do any of you after review have any question in the committee?
Okay. So on this one we will go ahead and and move it forward for legislation. And are you guys in agreement with that? Okay. So, you want us to go ahead and do the Okay. Sherry, you'll need to uh vote on the reduced settlement amount because his original amount was 50 uh 573871 and we're reducing it to the second estimate.
Okay, I will make that motion. I will make that motion that we accept the second estimate of 3131 uh 73 with the committee. And now we're second. Okay. So, all committee members in favor of that? Yes. Is there anything Delane that I'm missing? This is my first time of handling. So, please feel free to step in. amongst ourselves to move it to. Yes. Okay. All right. I just wanted to make sure.
All right. Um the second claim we're going to look at is from Andrew and Shelby Plant. Uh this is for claim number 03-020226. Um it has to do with a a flushing issue. Um, they stated that their toilets wasn't flushing following Christmas Day. They called Keys to fix the issue. Uh, that they were told that sludge and tree roots were beyond the resident's lines. Um, I know Tracy and Law Director looked into it. Uh, and upon contacting the Supervisor Brown at the city complex, they verified that they did not receive a worker call order on that particular one. But apparently, if I'm correct, that um was in our area of the city's park. Correct, Tracy?
That is correct. So, basically, those lines got blocked. Um caused some issues and backup. She uh went ahead and paid a receipt for $300 to Keith out there and she's asking for uh a claim amount of $300 for reimbursement of that service call that they took care of that was actually on our property. Is there anyone here that I should ask that the last time that to speak of that claim? I don't see anyone. So, um any questions from the committee me uh members? Any questions from anyone else?
So, you're saying that um the drain was on um city's property that she had to clear? Yes, that's correct. Right, Tracy? The portion of the line that was blocked was on the city property beyond the residential line into the city property. They were already there. And he said, "Do you want me to clear it?" She says, "If you can clear it, please do. because they have kids in the home and it wasn't the day the day after Christmas. So, okay.
So, and I'd also like to note that um the city does have a service that they can call in and and ask for a a city uh staff to respond to these types of uh sewer and water issues at any time. Um, and I think that's something we we probably need to I don't know. I haven't checked in yet. I just found this out about what's on the website and what's there or if the the citizens in general may not know that. I know I was not aware until I started the claims committee. So, if uh our our wonderful media that's here covering, if you could please maybe mention that if there are sewer and or water problems within the city limits that they feel free to call and reach out to the city uh departments first uh before you call a a private drain company come in because a lot of times these issues are on our end and we can take care of them
and we have there is 247 service through sewer and water. Okay. So, in reference to this claim 03-020226, I would like to make a motion to the committee to accept the claim of $300 uh in in which the law director agrees is in agreement with second. Okay, I have a second. All those in favor in the committee, I I
Okay, and that passes. So, it'll be moved on to legislation. The next claim we're going to talk about is claim number 01-012026. The complaintants William Crom of 259 Spring Street. He states that the day after Christmas, he found his drain backed up in the basement. uh they called a company in who snaked it and then on uh 12:27 after the water had uh was slowly going down, they found another 2 in of water uh in the residence that was backed out. Uh they ended up they called the company back out again. They looked into the manhole and said it was a city clog. The city was called and they came out and once they finished uh the water was drained. So, there was a clog in the city sewer system that caused the backup there. Um, this is in reference to that work order for that is listed in the claim. It's dated from December 29th. Uh, does anyone in the committee have any questions about that? The total claim is for $414 in reference to the backup into the residence at 259 Spring Street. Anyone else in council have any questions? Anyone in the audience in reference to that claim? No. Okay. Uh it is the position of the law director that we claim that we pay the claim of $414. At this time, I'd like to make a motion to pass this on for a claim of $414.

And motion passes on that one. It'll be moved on. The next one are two that's uh left. next two actually are left over from uh 2025 which we we do have um a couple more that's left and a lot of that is because we're having trouble with some investigations uh getting some uh documentation back so we're working on this. So hopefully in the next month we'll get those caught up. The next uh claim is 24-073125. It's Mr. Brett Woodard at 3025 Possum Run Road. He owns a rental property at 423 Henry Street and uh there was a water leak. Um he was ordered by the city to have the water uh leak area dug up and repaired which he did. Uh once the company got out there, they stated that it was actually the city's on the city's uh property. Is that correct, Miss Davis? Anything?
That's correct. Um, so, uh, he ended up, uh, calling the complex and letting them know that the damaged water line and leak was on the city's line and he submitted an invoice in the amount of $1,035. Is there anything you'd like to add to that, Miss Davis? Do you want to share about the dirt? No. Okay. Okay.
I'll Yeah. So uh but yeah, so um so this was uh left there and it was and ended up being on our side after he was told buy to fix it. So um he did, but it was uh on our side. So it is the laws director's position that we pay the settlement amount of $1,035. Does anyone in the committee have a question about that one? Anyone else have any questions? Anyone in the audience in reference to this claim? Okay. Um, I would like to make a motion to the committee that we pass this on for consideration to council in the amount of $1,035.

I I will pass and move to legislation for council to be considered. The last one of tonight's meeting will be uh Kimberly Messer is the claimant. It is claim number 33-112525. It is uh in in uh again Miss Davis. If you have any questions, let me know. The claim amount is $200. Uh per Tracy Randall to city complex. The claim at sewer line was severed by a contractor replacing the city water lines. They called uh the complainant called a private uh company in to fix it at the time and um later on it was determined it was severed by our contractor. Correct.
Correct. Okay. So, I'm not sure and and I didn't think about this if this is something we can seek maybe um the $200 claim back if it is approved and goes through council and everything from the contractor or so that's something that maybe we should move to uh to the contractor to be paid. What's your thoughts on that Mr. Madden? Oh, we can certainly pu uh pursue a subregation with the contractor. Absolutely. Okay. Yeah.
So, it is the law director's position that we pay the $200. Is there any questions from the committee members? Anybody in the audience or rest of council? Thank you, Mr. President. I just wanted to share three things coming up for this weekend. Um tomorrow, sorry, Friday the 20th. Um there's a new group of um folks convening called the Mansville Civ Civic Society. They're having their first um convening at Pump and Grind um Friday at 6 PM. And it really is just um an effort to uh for leaders and folks to meet, network and talk about things happening in the city. Um also Friday, Element of Art um which is the Richian County Board of Rich County Industries New Hope Industries are having their light the light within exhibition which is going to highlight the different artists with a variety of abilities. That's going to be at 5:00 if you are looking for something to do. And I also wanted to highlight Saturday the 21st. Um Ohio Shine is a new um um downtown business in the entertainment district. They're having their soft opening at 10:00 a.m. They're located at 126 North Franklin. So if you want to see what they're doing down there, uh stop on by. And that concludes my announcements. Just a couple quick things. Um, this week is Ohio Loves Transit Week. So, uh, we'll be promoting public transit. I today rode the bus route from here to Ontario and back with Mayor Bradley from Ontario. And then on Friday, um, I'll be taking their new workforce circulator which goes up to the industrial park. So, that's Friday morning. If anyone's around, you are more than welcome to join me. Um but we appreciate uh certainly RCT and um it it's a busy week. It's fair free week day might have just been today but um and they provide a really important service which we support through our community development block grant funds for newer council members. Um later this week I'm also attending jobs Ohio 3.0 rollout. Um, so they have done this about every 5 years where they talk about new incentives that they're going to be providing to businesses and some new programming that they're doing. So I will have more after that, but I do want to just give a shout out. They have been really helpful to us uh as well as their team uh uh team Neo, their regional partner rather um on some development projects that we're working through currently. So, some good things hopefully in the works. Um, and they have been really supportive, which is very helpful to Mansfield. Uh, if you've been driving up Main Street recently, you notice a the snow uh has melted, so it all looks a lot bigger, which is great. But also, we're starting to see construction workers back out there. So, they uh we'll have more of an update soon, but they are starting on the wall um next to Crow's shoes right now. And uh of course we'll start to work with construction traffic and all of that coming up soon, but I did want to call attention to that. And yes, we are on schedule to finish still in October.
That's a question I get just about everywhere I go. Um and then the last piece is, you know, we supported the funding for the uh countywide comprehensive plan, which is also including Mansfield and Shelby. Um we have begun working with American Structure Point. We're putting together our steering committee on that. Uh, Councilwoman Mount is going to serve uh on the steering committee, but all of you will have chances to uh provide feedback and be stakeholders in the process. So, I just wanted to let you know that the small group, it's Jessica Gribbon from Shelby, Jodica Shetty from Regional Planning, and Commissioner Cliff Mirs and myself that are working on it right now. So, thanks
Director Andrews. Uh, one of the priorities for this administration was also increase our training and for our supervisors and frontline people. Uh, today we had 24 of our snowplow drivers go through an ODOT training course today. It was about a a 4 hour 5 hour course and we're going to do the other uh bunch in the next week as well. So, that's one of our priorities. I know it's a little bit late, but this person is high demand, so we had to get him when we could get him. So, uh, the other thing is too that two of our Clear Fork officers will go through ODNR watercraft training, uh, next week, uh, and that's going to be helping with the enforcement out on Clear Fork Lake with our water patrol. We also filled a a position at our parks, our equipment operator that was filled this week. And we also filled a full-time position at the complex, which is our clerical person, which is our frontline person that answers the phone when the public calls in for water breaks and sewer backup and things like that. So, those are critical frontline people that were able to get those positions filled.

Thank you, Mr. President. So, for the fire department, so uh we finally received our new rescue squad after almost three years. I know the chief is ecstatic over it. It should be in service by the end of the week. Uh our new spill truck, I'm being told, should be delivered by the end of next month. So hopefully uh those two pieces of equipment will serve the the department well. Obviously, we've been waiting some time for that equipment to come in. On the police department side, uh, Metro last week conducted an operation, seized over a pound of meth. Again, I reported to council, I think several meetings ago, they had a a large head of almost 40 kilos. So, they've been uh doing large seizures within our county, which I'm very proud of their work. Uh, Officer Ed Edwards continues to receive large bike donation or donations, excuse me, from the community. So, we're on track to to have this to be the largest bike of Palooa ever in our history. So, I'll look forward to all the council members being there so I can race you on the bikes and have a good old time. You'll be there good. And then finally, uh, the police department's in the final stages of interviewing for the forensic investigator and the lab tech. So they should have their selections of those two position within the next, I would assume, two weeks. So which will be a great addition to our crime lab. And that's all I have.

Thank you, Mr. President. On the finance side of the floor, we are putting the finishing touches on the finance report and that should be in your inbox by the end of this week. Um, we are fielding audit requests from four separate divisions of the state auditor's office and they are sending at least one, sometimes multiple requests every day. So, we're kind of bogged down there. And we are still conducting interviews for payroll specialists and hope to have that position filled soon. On the income tax side, um we are doing some restructuring of that part of the floor and we are beginning by gathering statistics to track to see where we are looking at bottlenecks to look for trends and traffic surges and to determine what our messaging should be both internally when people come into the office and externally when we make public announcements. And um I have decided that we would um postpone filling the income tax director's position until the season is over because I believe that most qualified candidates right now are already working since it's the height of tax season. So, if we want to um attract some talent that actually has knowledge and experience in the area, I think it's best that we wait until the season is over and um hopefully we'll have some better processes in place before we bring that person on board.
