THE PURPOSE IS TO REVIEW AN UPDATED TRAIL PLAN AND THE FEASIBILITY MEMO AND SEE IF THERE'S ANY OUTSTANDING GRANT REPORTING OR FINANCIALS THAT WE NEED TO GET DOWN TO SUBMIT TO THE STATE. SO NOT MUCH HAS CHANGED WITH THE PLAN ITSELF OTHER THAN, I BELIEVE, SINCE OUR LAST MEETING, THE EASIEST WAY TO DO IT IS TO SHOW THE TWO TRAIL HEADS. SO I'LL GO BACK ONE. AND THIS IS GOING TO BE AVAILABLE ONLINE. I HAVE PRINTED PACKETS FOR EVERYBODY. AND I BELIEVE THAT EVERYONE HAS SEEN THIS PREVIOUS TO TODAY. BUT ESSENTIALLY, THE THOUGHT PROCESS NOW IS THAT IF WE COULD START AT BOTH ENDS AND WORK OUR WAY TOWARDS THE MIDDLE. AND THAT WAY, WE CAN START CONSTRUCTION, WE CAN CONSERVE THE EAGLE SPACE FOR NOW UNTIL WE'RE ABLE TO SECURE MORE FUNDS TO CONNECT THE TRAILS, AND THIS WILL CONTAIN TWO LOOKOUT POINTS, ONE FROM EACH DIRECTION. I THINK, AS I'LL GO INTO SOME DETAIL A LITTLE BIT FURTHER, THE GOAL IS TO HAVE A JOINT WORKSHOP WITH BOTH THE TOWN OF NEW FAIRFIELD BOARD OF SELECTMENT AND THE CITY OF DANBURY CITY COUNCIL MEMBERS IN MID-SEPTEMBER. I BELIEVE THAT WAS ALREADY SCHEDULED IN MID-SEPTEMBER SO THAT BNL CAN BE THERE TO ACTUALLY ANSWER QUESTIONS AND TALK THROUGH THIS A LITTLE MORE IN CASE THERE IS ANY DISCUSSION AND INTERPRETATION OF THE MAPS THAT WE'RE PRESENTING TODAY. SO SINCE OURS IS ADVISORY IN NATURE, WE'RE PRESENTING THIS TO THE CITY COUNCIL OF DANBURY AND THE BOARD OF SELECTMENT IN NEW FAIRFIELD FOR THEIR NEXT STEPS, WHICH WOULD PROBABLY BE TO JOIN THE WORKSHOP IN SEPTEMBER AND THEN PUT IT ON THEIR AGENDAS GOING FORWARD.

SO AGAIN, I THINK THAT THE THOUGHT PROCESS THAT IN THE BRIEF CONVERSATIONS WE HAD WITH BNL, OBVIOUSLY WE'LL TALK TO THEM IN THE WORKSHOP, IS THAT AT THE END OF EACH current planned uh lookout point there will be some information about the trail um some maybe a qr code for learning more about the trail and the work that went into it and the overall goal is to be able to expand it and connect them at some point so um are there any questions about the revised plan yes

Peter and I have been talking about it. One of the things right away is the material that's being used for the trail. Because asphalt as opposed to stone dust, I mean, the bridges over the wetlands, the walkways, obviously that's going to be that lumber stuff, that fake lumber. But that's what you would put in. But the thing about having asphalt is you create the opportunity for an aggressive use of the trail. You know, I worked for Parks in Westchester for 46 years, and we did put in a number of trails, some of which were on old railroad beds. And the use of those trails became rather, you know, controversial because there would be people on bicycles speeding, you know, on, you know, rollerblades speeding, you know, even skateboards speeding. And now, in my town, the access that young people have to electric bikes that they're riding all over the place. They're not obeying, you know, traffic regulations on our roads. And I'm just thinking like, boy, if you've got that there, here's another opportunity for them to be able to go and do that. And I, you know, I just, so that's my concern. It's a mile and a half trail. People are going to want to walk for exercise. It's not a place where people are going to want to speed bike because you wouldn't be on it for very long. You know what I mean? It just doesn't make sense. So to me, to say we're doing asphalt for access for people with bicycles and stuff, I think it's a mistake.

Yes, I'll summarize. So the plan says that allocates $173,000 to New Fairfield for its sidewalks. And the way New Fairfield did its sidewalks was asphalt. And then they marked the asphalt to make it look like brick. So maybe there, asphalt would be appropriate. And then there are places where the trail comes up next to DOT property. And asphalt might be appropriate there for aesthetics as well as for who knows who's going to maintain it. Maybe DOT would lend a hand. But I have to agree with Jeff that part of the reservoir, stone dust is much more appropriate for the aesthetics. You know, you go out for a nature walk, if you're walking on dust, it's a little bit nicer than walking on asphalt. And it's also less expensive to install and easier to repair.

I DIDN'T CONSIDER IT A MAJOR ISSUE BECAUSE IT'S NOT, THE PLAN THAT'S GOING TO GO TO RFP IS WHAT THE TOWNS DECIDE THEY'RE GOING TO DO WITH IT. WHAT I ENVISION HAPPENING, AND JOE CAN CORRECT ME IF I'M WRONG, IS THAT THIS WILL EITHER, THE WORKSHOP WILL HAPPEN, BOTH TOWNS WILL BE ABLE TO ASK QUESTIONS AS FAR AS WHY WHAT WAS THE BASIS FOR THIS PARTICULAR PLAN, WHAT EDITS CAN BE MADE, ET CETERA, ET CETERA. AND THEN I'M ASSUMING THAT WILL PROBABLY BE HANDED OFF TO EITHER AN AD HOC OF EACH COUNCIL OR TO THE ENGINEER OF THE TOWNS, WHICH IS ANTONIO, CORRECT? AND IN THIS SITUATION, HAVING ANTONIO BE AWARE OF BOTH NEW FAIRFIELD AND DANBURY, THAT BID, THE SUBMISSION FOR THE RFP WILL BE CHANGED BASED ON WHAT THE NEW FAIRFIELD BOARD OF SELECTMENT AND WHAT THE DANBURY CITY COUNCIL WANTS TO DO WITH IT. SO, I MEAN, I THINK WE CAN MAKE EDITS TO IT, AND I THINK WE CAN MAKE COMMENTS TO IT, ESPECIALLY THINGS LIKE THIS. BUT I DO THINK AT THE END OF THE DAY, IT WILL BE THE BOARD OF SELECTMENT AND THE CITY COUNCIL THAT CAN MAKE THOSE FINAL CHANGES TO THE RFP ASK. SURE.

I think there might be, I'm gonna guess there's going to be some more changes to the plan after the workshop that's going to happen between the two municipalities. Because, I mean, there are probably perspectives that we're not thinking about THAT OTHER PEOPLE MIGHT BRING TO THE TABLE. SO I THINK MY PERSPECTIVE IS THAT WE CAN HAND THIS OFF, MAKE EDITS TO THE MEMO ITSELF, OR MAKE EDITS TO THIS, OR MAKE NOTES TO IT, AND SAY, YOU KNOW, INSTEAD OF BNL REDOING THIS PLAN BEFORE THE WORKSHOP, THAT THEY WILL INCORPORATE ANY ADDITIONAL CHANGES OR BACK AND FORTH THAT HAPPENS FROM BOTH TOWNS. IT MAKES SENSE. YOU DON'T WANT TO FLY THIS UP AGAIN. NO. AND I THINK THIS IS REALLY FOR THE PURPOSE OF WHAT WAS POSSIBLE AND WHERE, YOU KNOW, WHAT THE MAPPING COULD LOOK LIKE. I THINK, I MEAN, I KNOW THERE HAVE BEEN OTHER CONVERSATIONS ABOUT FUNDING THAT COULD BE FOR SIDEWALK AREA THAT WOULD MAYBE BE TAKEN OUT OF THE GRANT FUNDING FOR THIS. I MEAN, THERE'S A LOT OF MOVING PARTS THAT I THINK WE DON'T HAVE, I DON'T HAVE AWARENESS OR INSIGHT INTO.

It's certainly appropriate for this committee to make recommendations coming out of this meeting, you know, either to revise the, you know, the presentation that BINL has made or to make suggestions on how they can modify the trail system. I mean, we're basically functioning like an advisory committee.

And I think that there's, based on Peter's history with this and Jeff's knowledge as well, I mean, I would like to think that they have the ability to, you know, even though they're not on A CITY COUNCIL OR BOARD OF SELECTMENT, THEY CAN STILL BE AVAILABLE FOR INPUT AS BEING, YOU KNOW, SUBJECT MATTER EXPERTS IN THIS AREA. WHAT I WOULD SUGGEST THEN IS BASED ON, YOU KNOW, AND WE CAN DO IT ONE AT A TIME, A BEING THE MEMORANDUM, A BEING THE PRESENTATION AND B BEING THE MEMORANDUM IS BASICALLY SAYING WE CAN APPROVE TO SEND IT FORWARD TONIGHT TO EACH LEGISLATIVE BODY AND THEN GIVE ANY, YOU KNOW, ANY inconsequential or I'll say I'm unsubstantial or immaterial changes based on suggestions for going forward I don't think that that changes the scope of the intent my yeah yeah or you can you know the motion could be to submit these materials right subject to additional recommendations yeah to examine you know asphalt versus other And I also think that the RFP, like Antonio and Kenton, might have different suggestions for materials in other aspects of the trail as well. I don't, that's not my expertise, but do you have any other questions about, do you feel comfortable with that if we?

THEY TOTAL OVER $360,000, WHICH IS CLOSE TO 23% OF THE ESTIMATED CONSTRUCTION COSTS. Trail will include sidewalks and will abut Route 37 and those sections and asphalt surfaces appropriate choice. For the trail segments inside the reservoir, a stone dust surface has multiple advantages. Less expensive to install, easier to repair, discourages speeding bikes, skateboards, etc. It is more aesthetically compatible with a nature walk. THIRD ITEM IS BNL REPORTED THE TRAIL TRAVERSES THE SEWER RIGHT-OF-WAY, ALTHOUGH IT'S DIFFICULT TO IDENTIFY THAT PORTION ON THE PROPOSAL MAPS, USE OF THAT RIGHT-OF-WAY SHOULD BE MAXIMIZED IN THE DESIGN CONSTRUCTION TO SAVE MONEY, AND IT SHOULD BE DIFFERENTIATED FROM THE REST OF THE TRAIL ON THE PROPOSED MAPS. Some has expressed the desire to locate the trail closer to the reservoir at the new Fairfield terminus. It should be made clear that the decision to route the trail in front of gills instead of behind it and the adjoining houses was due to the water company's desire to maintain a 250-foot buffer whenever possible, if that is the rationale.
