I would say that this incident has dominated the thoughts and touched the hearts of the community staff of this council and of much of the community. Therefore, to Travis, Kelly and the extended family, our hearts are heavy. We mourn with you and we are united in our love and affection for you. What perhaps strikes me the most tonight is the demonstration of love and the generous support of the community. It was gratifying and really surprising. I've been living here for 41 years and I don't remember an experience in which I have experienced such unity and bonds throughout the city. The Schaunamann family, the love you have for our city is returned to you. And thank you, citizens of Aberdeen, for your powerful response and for your wishes. We are encouraged by your healing, Travis, and we pray for continuous health and healing for you, your daughter and your family. May you continue to feel our compassion and find strength in the days to come. To everyone, Emerson was a shining light, a special, joyful, devoted and unique young man of his kind. And sometimes words are not enough. And to correctly express our condolences and underline the impact of Emerson's life, we will now observe a moment of silence and reflection in his honor.

We wanted to meet you to give you an update on the project.
We can be brief. As much as you wish. I will be happy to answer your questions during the presentation. This is the safest way to proceed now with an active site. We know that you have already seen several requests for payment in the past. For you. We thought it was the right time, approaching 50% completion to retrace the past from where we started, to what point we are and where we will go. For the rest of the... You should give us a brief presentation of who you are, of your role in Banner, to inform the rest of the community. I am Dennis Ravline, head of the water and reflux department at Banner Associates. I have been working with Banner for just over 23 years now and in all these 23 years I have had the privilege of working in one way or another at the Aberdeen water recovery plant. So I have been working with the city of Aberdeen for a long time. Can everyone see the slides in front of you? Let's proceed here too. Each of these points here, the first five, refers to the structure plan. As many of you will remember, there was a great planning document, made in 2001, which prepared the terrain or the chart on which we are going and we will highlight it gradually. These are the five points from where we started and the need of the project. We wanted to examine the capacity changes of phase 1 and phase 2 at the water recovery plant. We will analyze the identified phases, timing and updates of phase 1. Phase 2 is the next project, which we have already talked about briefly and is in the expected times. And then the capital improvements in the long term. I wanted to briefly pass the slide on the study of the tariffs, if you remember, presented last year, and then answer any of your questions. In front of you there is an aerial photograph taken in 2001 of the water recovery plant, as it was before the start of the project. and you will see as we scroll through the slides for the update on the works, how the site is changing as we proceed. The need for the project, if you remember, goes back to the planning document of the structure. The document examines age, conditions, capabilities and considers future changes to the limits of the permits that could affect the water supply plant. examines the growth or desired growth of the community to ensure that, as the community develops, there is capacity in the bonification system. In this way, you should not reject, perhaps, a commercial activity or a strong water consumer who would unload water reflux. Of course, it is always possible to have an industry. which is still excessive. The goal is to guarantee an adequate capacity for growth and plan the phases of improvement over time in relation to capital work. We will talk about demographic projections. This aspect was contained in the implementation planning document as a basis for growth. These plans have been prepared with the city, examining your development programs. Some time may have passed since the last time you consulted them, but they have been drafted together to establish the basis for the demographic growth of the city, excluding the commercial and industrial sectors. These are the variations of capacity derived from the level of the system. If you look at a wastewater treatment system, it does not have a single capacity. It's not just about flow, it's BOD, or the biochemical question of oxygen. And what do the bacteria consume? They consume oxygen. for the treatment. We must therefore consider several factors. The plant authorized for each of them. Let's examine the flow, the BOD, the suspended solids, ammonia is another element that we treat. Observing the data from the point of view of the flow, it is noted that the plant previously had a peak flow of about 8 million gallons a day. Thanks to this process we will reach 16. It is a significant leap. The main reason is indicated in the planning document. Many of you know what happens during major rain events or floods when the level of the Moccasin Creek rises. There are not yet identified connections between the moccasin creek and the collection system. Many of you may have heard of ruptures in the sanitary fumes that lead to the formation of volleys. This means that the rainwater, or that of the Moccasin Creek, is filtered into the collection system and ends up in a single place, the water treatment plant. Now there is a storage near the water treatment plant that allows us to move part of that rainwater to store it. In fact, in the original tanks built, you know, before 1960, In fact, I don't know exactly what year they were built, but it was a long time ago. We still use those tanks today to store part of that flow, but we had to find a way to convey more water through the bonification system. And the change for an hourly flow from 8 to 16 seems significant, right? It is a double of the capacity, but it concerns only a few small parts of the system. mostly regarding pipes, channels and filtering systems that we have managed to realize. The other elements you see here, BOD, suspended solids, ammonia, are linked to the load of people and industrial load and you can see the changes in capacity there.
So, all in all,
Once these phases 1 and 2 are completed, the city of Aberdeen will be in place for a long time regarding the ability to manage what you want to see in terms of growth within the community. Questions so far? Soon we will move on to the most interesting things. From the system plan, essentially four phases have been identified. The treatment of the liquid phase, which is what we are doing now. This is phase 2. The management of solids is the treatment of the liquid phase, phase 1, which is what we are doing now. Solid management phase 2 is expected to come soon. The administrative building and the original construction of 1982 have not been really modified. This is identified as phase 3. And then the removal of nutrients. In the long term, we talked about it at the beginning, when we examined the plan of the plant, we must be aware of the changes in permits. and one of the things that we know there will be in the future, maybe around 2040, will be a requirement to treat nitrogen and phosphorus. Nitrogen and phosphorus, as you know, are both fertilizers and when they end up in the water-receiving courses, algae growth, typhoid growth is obtained and this can suffocate aquatic life. Unfortunately here it ends in Moccasin Creek as far as I understand, but it is still an aspect that they take into consideration. So now we can proceed with the chronology of the project that I have identified that identifies the four phases that we are examining here. The structure plan phase 1 phase 2 phase 3 and then the long term. So at the moment we are here, we are in the middle of phase 1, we are at about 50% completion. We will see some images of the current state to show you the progress made. Here is a recent aerial shot of the plant, taken about a week and a half ago, and even since this photo was taken, many things have changed. The construction works are at a point where a lot of limestone has been thrown. I will not say everything, but the vast majority of limestone has been thrown. We will therefore see significant progress in some areas that at the moment seem less advanced. Each of these has an associated number. 1 is the general site. 2 is the pre-treatment building. 3 is the primary clarification. 4 the intermediate pumping station 5 of course the building of the fans 6 the reaction tanks and you can see the areas identified here we will proceed starting from number 2 number 1 concerns simply the pipes of the general site you can see for the general site we are at about 49% of the pipes In addition, they are starting to bring back much of the excavated material removed from the site to build the ventilation tanks and the final clarifiers. They are starting to bring that material back to the place for the interior. So we will examine each of these phases one at a time. Here is phase 1 of the pre-treatment building completed about 32%. Here, this has been done so far. In this image, the one at the bottom right, some of you will remember the recovery system open house. There were panels that showed the rendering of the structure. We will use some of those images in this presentation to help you see the progress and the state of the works. In the image above you can see the work of cementing already carried out. They basically demolished the floor and the channels in this area, rebuilt the permanent channels and in fact after this photo they also threw the flooring.
You will see part of the blue of the iron armor.
That floor has been completed. So we are reaching a point where it will soon be possible to set the paratroops that you see in the image and configure the screens. Here is another image. Also here, it is not easy to see everything that happened, but there were pre-existing channels and chambers of dissabitization, 3 per meter deep and 4.5 meters deep, which were in this place. All this has been demolished under cover and they have restored the permanent channel that crosses the area by throwing the floor in shrapnel. The compensation that you see in the photo is only used to protect the floor in limestone during the course of the work. And you can see how we are approaching what will eventually be installed there. These are equipment for the removal of debris that will be used to eliminate sand, sandstone and coffee grounds that end up in the fencing system. For the pre-treatment building, in the course of the project, they focused a lot on the reinforced concrete from the beginning. The aeration tanks required the vast majority of the limestone that had to be thrown. So the company focused on the aeration tanks, on some demolitions necessary at the beginning and on the limestone for the final clarifiers. Amanda will resume shortly and will guide you through the back of the system so you can see how the work is focused. Now that those areas are finished, they will start to move the attention on the pre-treatment building and then the next one here, the primary clarifiers. So we are at about 1900 completely. There are some processing tubations. This is a 30-inch bypass conduit that, in case of heavy rain, allows us to bypass part of the flow around the primary clarifiers. were not simply able to manage the massive meteoric flows that we see, limited to about 10 mgd. We wanted to be able to bypass part of this flow and all this was considered in the project so as not to have to build another primary clarifier that would remain empty for 98 or 99 hundred years. It would seem a waste of structure when we can manage it with a tube. So this is what you see installed here. Most of the area they are working on now concerns the mechanical and electrical part. So some valves will be replaced, as well as some pumps. It is difficult to see in this image, but in the upper part we are installing large water pipes and large electric conductors that will run from the north end to the south end of the system. So this has been most of the work that we have managed to do so far. The intermediate pumping station is located in the center of the system. The flow arrives at the system for gravity and is lifted by the screw pumps. You can almost see the screw pumps by looking to the left of number 4. What you see is a rectangle with a coverage that degrades towards the bottom in depth. This is where the screw pumps are located, which lift the flow inside the system. Then the flow goes through about half of the treatment field and is lifted again. This is where element number 4 is located or the intermediate pumping station that still lifts it. And here you can see that in short, most of the work done in this area does not appear in this photo. The BIOF filter was a large cement tank of about 60 feet wide, 60 feet deep and probably about 25 feet high. That process has been removed because it does not adapt to the treatment objectives in the long term of the plant in view of the removal of nutrients. It is a process that cannot be used. In fact, that process would actually cost money to the city because of its operation. So it has been demolished. This is the part of the percentage of completion that you do not see here. But what are they working on? They are carrying out the demolition of the electrical plant in this area. the lighting, that's why you see temporary lights they are fixing the mechanical part working on the ventilation and this winter or probably in spring they will take care of the pumps in this area they are also below this is the central area where the system received the heating there were two heaters located below In the photo above, where were those grey tubes? there were two heaters that provided a hot water heating for the entire system on this side of the road and those heaters have been removed and it is difficult to see in the photo below they are covered with plastic but the new heaters have been moved to a new position because as part of this phase we must not only look at the capacity, age and equipment conditions but we must also consider the current regulations codes relating to the electrical system and ventilation. The ventilation of this pipe gallery had to be modified to meet the current requirements. Mainly the ventilation coming from this tunnel, which in the past extended in the pre-treatment building, had to be interrupted due to the conditions present in this building. So this is what you are seeing here. And again, it is difficult to realize all the change from how it was before to where we are now. However, there are numerous improvements in mechanical and ventilation. You can see some of the remaining work while we have gone through the slides, some completed works, some still to be completed. At this point I pass the word to Amanda to continue with the rest of the presentation.
A large part of the water has passed through the intermediate pumping station and now we are in the building of the blower that serves the large irrigation tanks. The work in the building of the blowers has just begun. It shows that the pavement in Calcestruzzo has been cut. We have also demolished and removed the pavement. The image at the top shows the current situation. The image at the bottom is the rendering and you will see that the aeration tube arrives and will serve the aeration tanks from both north and south. Previously it came only from the south. We have the new blowers in place, packed and stored waiting for installation. The upper row represents our existing blowers, we have removed one and we will work to remove a second. Then we will demolish the bases and we will also proceed with some restructuring work. Previously, access to the site came from the south side of the building. Now we have a nice road that crosses the center of the plant. So we will access the building of the blowers from the north. They installed a sliding garage door for us. We have to redo the technical site in this building. So the goal is to throw the floor in a sledge and install the blowers and pipes. Let's move on to the aeration vats. You can see that we have two existing aeration vats. We have built three more and that was a substantial start to the project. All those struts seemed to never end, but here we are at 70% and completion mainly thanks to the strut. So you can see the aeration vats 1, 2, 3, 4 and 5 arranged there. What they did, the heavy concrete required deep foundations. We used pressed aggregates, you will also see them in the future final clarifier and in the UV disinfection area. The exhaust pipes have been installed. These can be emptied and the water returns to the system. This is a view from the tunnel of one of the ventilation tanks. The coatings have been applied. I think we have applied coatings on all three tanks. Now the image below shows the armor for the crutch of a flow tank for tanks 4 and 5. Then the pipes will pick up the water from the dispenser to send it to tanks 4 and 5. Once the coating is finished, we will install the ventilation grids. There are fine grids on the bottom of the tanks with all the necessary pipes. When we have completed the vases 1, 2 and 3, we will move on to vases 4, with sanding, coating and new grids. These are the installation works of the site. The laying of the ground around the vases and the addition of cancelling. Section 7 is completed. At 61% we have two existing final clarifiers and we have built an additional one. You can see it there. The dome and the mechanical components have not yet been installed. I think we are carrying out a final maintenance test on this.
Will the equipment arrive in October?

Amanda, can I ask a question? Regarding these five tanks,

We will use all three final clarifiers and part of the work done. Here was a final clarification gallery and then we made an addition by putting a small building above. It is only depicted here, so I will stop right here between those two clarification domes. One has a dome, the other is the new construction. You can see a small building that is thrown into operation. It will be a workstation for the curator. Here is the final clarification gallery. It will be underground after the site has been restored. It hosts the pumping for the clarification equipment. RAS pumps, foam pumps, all this. All the soles in calcestruz have been completed. The nuclear floor cable has been placed and will be our insurmountable roof. The pipes of the site in the ground are almost all completed. The prefabricated installation was that small building on top. The remaining work obviously requires the new clarifier to have the dome positioned on the equipment. Some finishing on that. The building that has been prefabricated and positioned. Installed pumps. We already have many in position, raised with a crane to be able to place the roof. And then for everything that is new construction we are installing heating, ventilation, electrical system and lighting. The number 8 is the UV building. Here is where we disinfect from May to Hungary from October before the discharge in the torrent. So the last place where the water flows. Digs and deep foundations. Also here there were those pilasters of beaten aggregate. The foundations, the soles, everything has been thrown. I think there is a jet to do for the floor of the trial room, maybe. Question. Tomorrow it will be thrown tomorrow. In the end we will place a prefabricated building here for the electrical system. And then, in the next few weeks, we will present an order of modification with the intention of placing another prefabricated building above, on the right side of that prefabricated building. You will see that small black channel. It will be the UV disinfection channel and the purpose of the building is to protect the equipment.
We had that part of the building in the original project.
Certainly. And when we faced the process of a new race and the redefinition of the area, we thought at that time to exclude that building. Well, we did it and that's how the project was put to the race.
But now we have reached the point, after having examined the study on the rates and having seen how the offers went, in which we sent a proposal request to the contractor to find out
So this brings us to phase two.
I mean, we have just finished the current construction, which should end in mid-2028.
For phase two, we mainly have the project, we have to go back and touch up some parts, then we would like to open it to offers by the end of 2027 and the project would be built by 2031. This is a representation at the bottom of how the project for phase 2 would appear, while at the top there is the existing one. Are we evaluating the addition of further primary disinfection or am I sorry? Digestion, primary digester, add a supplementary digester. When we installed the dehydration system, we knew it was temporary and we put it in the digester garage. We will disassemble and move it to a specific building for dehydration. Then we have the thickening fittings that need an update that would be moved to the garage currently used for dehydration. Moreover, most of these appliances are now 20 years old, so heaters, heat exchangers, pumps, all this must be replaced. Returning to the regulations that Dennis talked about, most of this plant is 40 years old. Nothing compared to the current anti-deflating or electric or similar standards, so every time you intervene on the building you have to follow the standards. Therefore, the electric plant, the similar HVAC, must be obligatory and adequate to the current regulations. Moreover,
There are walls that must be installed inside the existing building to separate the digesters. A space between the digesters' concrete wall and, for example, the electric room is required.
At the moment this is not the case.
So there are walls that must be built and currently the complex of the digesters is not cabled to the test of explosion, but in the digester we produce methane, we burn it in a boiler. This will help us to establish the need to replace the plant. The main lifting station must be replaced, but we must understand how big it is to build it. Modeling will help us in this. In addition, I remind you that the increases in interest are needed to repay the debt of the loan and not to finance the project. These projects are financed through the loan. It's still too far in time and the costs are low. As a reminder, this was presented in the study on the tariffs, we wanted to re-propose it after having examined the capital improvements, including phase 1, phase 2 and the work on the collection system. I know you are working on the capital improvements plan, which is why the main lifting station was added according to our discussions. All this includes, as Amanda said, all that was in the first part of the improvements. It can be seen that the Fognario collector was also planned in the study presented. If we look at the study on tariffs, this is a comparison between Aberdeen today and in the future, compared to your peers. So on the far right, for me, there are your current tariffs for reflux waters as they are in 2026. The dark blue ones you see here are all from 2026. So this is your comparison with your peers for how you are today. The blue ones you see are from 2027 or 2028. And this is because all the communities I should not say all, most of the communities face annual tariff increases that can be higher or lower and if they are in the middle of a capital improvement project like you, then those rates tend to increase a little faster. So you can see that right now, based on your rates, you are on the far right even compared to Sioux Falls. Now, the central orange bar is what was presented in the tariff study, if we continue along that path. So the central orange bar would be your tariff. Therefore, it would be a comparison term with the blue bars. In any case, keep in mind that it is a tariff of 2026, so it is not really a comparison to Paris. They have not yet published their tariff. So this is just a reminder of what was presented in the tax office, what was expected for further discussions.
This is the last slide we have to present.
We would be happy to answer any questions on the imminent phases or on the construction at the state level. Thinking back to the digesters slide, I think you mentioned the combustion of methane. There is a way to capture it, collect it and try to compensate the users. Or maybe you already do it. Do you already do it? So extract the methane from the digesters. It is what is used in the heating system for the digesters to keep that process heated. now there are sometimes not always there will be methane in excess often during the summer that is burned in a torch it is not convenient because the methane in a water recovery plant contains a lot of sulfur gas of hydrogen and to use it in a useful way, thinking about electricity generation or renewable natural gas, would need a much larger amount to make it convenient for me to treat this. Speaking of the collection of rainwater, Dennis and Amanda, I know that if the event is quite intense, sometimes we unload untreated material. How often does it happen? And will this solve the problem?
We do not unload in the Moccasin Creek without treatment. We will unload in our equalization system and then bring it back to the plant. So I know there was an alluvial event probably around 2007.
And of course in 2011 we also made an equalization discharge.
In the 12 years that I have been here, I have only once discharged due to a massive collapse and this has flooded us and exceeded the capacity of the lagoon. But the new sand removal system, the new filtration system, all this will help our current situation.
The improvements of the hydraulic capacity will also influence the frequency with which we could find ourselves in the face of the possibility of unloading the water. I say this because it can never be guaranteed that we will not have an event that exceeds both the capacity of the storage plant The reason why I say this is that the main water collector that goes from the city to the water recovery plant has a capacity of about 24 million. The treatment plant has a capacity. So if you check a fairly large event and duration. Obviously we can exceed the capacity. Probabilities are much, much lower, especially because we are doubling the hydraulic capacity. The other thing we have had to deal with several times is if during that event there is a collapse of the fognaria network at the same time. non possiamo far passare fango attraverso un impianto di croce. Both the big company Avicola in the city and the soy transformer essentially have a microbial treatment similar to ours. They simply have a different style, so they treat and clean their water not at the levels of the surface waters. We have built A capacity for them of 2 million galleons and Demota sends us 750,000 or a little less at the moment. However, when we have a big event, we don't close them. If they have capacity in their lagoons, I call them and ask them to connect. I have never found myself in a situation where I was short of capacity to have to request their closure. Let's try to integrate what happens by sending material to Laguna so that their treatment systems can still work. Please.
