Good evening. This a regular meeting agenda of the governing body of the borrow of Bloomdale. Tuesday, April 7th, 2026 at 7 p.m. Let's call the meeting to order to the flag. I aliance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.

We also have clerk Brianna Smith, business administrator Michael Sandir, and Burough attorney Toron Sullivan. This meeting is called to pursuant to the provisions of the open public meeting laws. Adequate notice of this meeting was advertised in the Herald News on January 9, 2026. Copies were provided to the local news media. are posted continuously in the municipal building. A copy of this notice is available to the public and is on file the office of municipal clerk. As per state fire code, I am required to acknowledge that there are two emergency exits in this council chambers. The main entrance which you enter through and the secondary exit to the left of where I am seated. If there is an emergency, go accordingly to the exit. Exit through the door down the stairs and out the building. There is any questions, please raise your hand. See none. Uh we do not have any non-aggenda items. Can I have a motion to open up early public comment?
So second. All in favor? I 86. Um the cancellation of the capital holdings for both pond. Is this a grant or is this um that we bonded? That is a grant. Was this a grant? Yeah. Not the playground, right? Excuse me. The playground. Yes. Yeah, that's correct. Is that grant for um Walt Bergen?
No, the the boat pond is open space grant that is set for both pond. The remaining portion of that grant is Jake's law, if I'm saying this correctly, right? Which is a green acres grant which is specific to that project within that piece of property. We applied for, if you're talking about what we want to do with the um the exercise equipment, we applied for another open space grant that is going to pay for that. I thought it was CBD. CBD. Yeah. Yeah. But that's going to be paid through the grant. Whatever that grant is is what amount of equipment we buy. Should not wait until after the school is finished with all the construction.
It's not going to have anything to do where the school is, it's the exercise equipment that's there by the tennis court. It's going to be in that area specific. So it was beyond the other side when it's going to exactly be installed. I I don't know if we have a date on that when it's going to start. We haven't got the grant yet for that yet. Right.
So this was for boat and anything that's left over and there won't be hardly anything left over, but we're using almost 95% of it of both open space grants that we got for the dock. That's the last thing we're getting from the dock at Bon. So that's going to eat up most of this. Whatever's left over, we'll close out and we'll ask the county if they can reappropriate that to the delayer playground first cuz that's the first open space that's next on the docket and then we'll just continue. We'll finish that and whatever's left, we'll put that towards the bathroom. 180,000 in there, right? There's not 180,000 left. That's what this doesn't make sense to me. There's not 100. So,
we we used all $1 million of this. Both grants, three grants, two open space grants from the county and then one from Jake Law. Yeah, we do have a portion of that left, but it's nowhere is there that number. No, right. It's No, we're using like 60 grand of that for the dock. Yeah, we are adding using the rest of that grant money. We are adding a dock to boat pond similar to what is over on Oakwood. It'll be set up a little different, a little bit bigger, and we've got the okay to use that. will be a a ramp going out to it and it'll it'll be a cup of tea and a railing around it so people can get out a little further to fish or whatever they want to do. So, how much is you don't know how much left? Can you get that to me then?
80,000. No, definitely not. Well, we know it's 62 possibility. We have When we're done with that, there'll be zero left. Almost zero left. Zero. At the end of the day, when we're done with the dock, there'll be nothing left. So then why would you be canceling the capital ordinance?
There's a I think this came from if I'm not mistaken from our auditor to do this. We received 200 one grant and 250 to hold your numbers. It was 225 250 or 200 250 and then we asked the county after we started got into this program to the for the the uh the playground. We went to a county meeting at the community college and asked them to reappropriate if we could reappropriate 180,000 of the 250 to do five things that weren't in the school award. One was cameras, one was the fountain demo pond, one was a sidewalk along the perimeter, a new sign, and the fifth was the dock. And they said, "Yeah, yes, of $180,000 that we can take that, but we have money left over and utilize it for that of the 250." At the end of the day, even with the 250 and the 225 combined with Jay's law, there's really like 65,000 left right now that we're going to use 60 of for that. So this some reason in our books they wanted us to clean it up and cancel this out. But we still have the 250 original ramp that they gave us.
Doesn't seem right. It doesn't seem right. But something in the books they didn't like. So they asked us to do this resolution to clean out the to find out. Do they know that you went to the county and asked them to? Yes. Yes. There's a resolution. We got a resolution from them and we did a the governor body did a resolution asking for it. So they have both. It might have been just something in our program when they did the audit this year that they saw this and they're saying we have to cancel this out.
Is it is it just just confused? But could it simply be because of the logic of how the grant is written along with Jake's law they want to bring this past duplicated in two different ordinances and that's why we have to cancel one out. We duplicated it. I'll get back to you. I'll talk to you later. I'll get back to you for sure. Okay. And then you're hiring another DPW labor someone. Uh we're not hiring. Okay. reporting committees, you're up. um for the senior center. Um we they just had a meeting and even though they're a little displaced still uh at the firehouse because of the construction that's moving along and they don't um fill us in, but they're still holding all of their um nutrition um menu items and um as as well as their um aerobics line dancing bingo and other items. on um tomorrow with uh the e uh there there will be a um there's bingo and um they have a trip on Thursday uh that leaves for a mill playhouse as well as other um um trips as and all that's um You can find it all online. The um our tribal um I know they had a very a really awful fire. I'm sure the um um mayor will talk about that. Um as far as their I don't have their official number, but year to date, as of last Wednesday, they have 438 calls. Um and their their view date will be on Saturday um April 18th at the firehouse. Um their tickets are $75. There'll be raffles and um small items
50/50 and small items to raffle off. and it's at Bloomingdale Fireman Hall between 6:00 and 11:00 p.m. Um, also as far as uh for uh the events, the next um upcoming event would be is our fishing tournament April 18th. I pond at 10:00 a.m. and that's um for April. That's it. comment.
Uh, so I'll just take a moment. Uh, the prep commission put on an excellent event this past weekend on Saturday for the Easter egg hunt. I know my family was in attendance and I saw a number of the councilman and mayor there as well like and uh they had over 8,000 eggs spread out. It was quite impressive across the the field. They lined the kids up really nice. The firemen came out with the Easter Bunny and I know it was uh incredibly wellreceived. So, I guess they complimentary reccomission on that and made a a very fun day for all the families. Uh, lots of bubbles were out and had it was a good time. Yeah, eggs 10 minutes.
Oh, it is astonishing how quickly the kids 8,000 eggs disappear. It's great. It's good time. They did a really good job. They put in a bubble guide that the bubbles would get the big bubbles. Oh, yeah. Kids occupy it while they waited online for Easter money. I think like rope bubbles were huge and like kids were spinning in circles and it was a I thought it was really well organized and well compliments to that. Right.
Okay. So, the board of ed has received the bid for construction. They'll be presenting that at tomorrow night's meeting. The environmental meeting for earlier this month was cancelled, but we do have the casino night upcoming for the PTA on April 24th at Null Country Club. Tickets, I believe, are still available. Jen,
uh, the Board of Health has three events coming up. They have a women's health extravaganza May 2nd from 10:00 a.m. to 2:00 p.m. That will be taking place at 9:30 Riverview Drive in Toto at Sweet 250. They have a men's health extravaganza from on June 6 from 10:00 a.m. to 2:00 p.m. at the same location. They will be hosting a wellness uh family festival on 4:18 from 12:00 to 4:00 at the West Milford High School. And uh they will also be doing Earth Day on 5:30 from 11:00 a.m. to 3:30 p.m. um taking place at PCTN the campus there. Um right now, uh no update on the library. We didn't have the meeting last month and we'll be meeting again next Monday. Uh public events, we have Charo Parade coming up on the 11th uh 9:00 a.m. from Butler to Anderson Field. the ship uh fishing tournament on the 18th starting at 10 a.m. Bo pond and uh we are uh getting ready to ramp up for our camping under the stars. I'll be speaking with uh Aaron to set up registration for that online so you can get a nice idea of how many families are uh interested. Had a great meeting with the scouts. Um they've got a great plan set for everybody and I will be camping out. Anybody wants to join, please, please do. So, that'll be uh May 16th starting at 6 PM to noon on the 17th.
Can you just let R know build that up? We're doing this. I don't know if Yeah, I'm speaking with Aaron. She mentioned Aaron. Okay. All right. Just want to make sure. Yeah, she's going to help with the online registration and and so on and so forth. Maybe she can't talk about talked about this as part of the summer camp for a while. So, we have good Uh just real quick, the senior center slow bill, but they did start paying today, so that's a plus. Wait for tile to come in and I'll start that. They're looking at hopefully end of the month, maybe the first week of May. Fingers crossed. Okay. Did Charles and all that start?
Uh they did not start yet. I'm not sure if they I saw stuff on Facebook advertisement. Yeah. Great. No report.
Okay. Just a couple things with me. One, first of all, item 10 of pending items, we're going to postpone that to May 5th. Um the there's still some um question on that. So, we have to just push it out to May 5th and that'll be our fourth meeting in May. All right. Uh, just want to talk a little bit about the the the fire in Butler at our fire department went. It was a long night when we got dispatched out after we had a structure fire on small structure fire on Star Lake. When we got back within 10 minutes, we were on the way to Butler. It was amazing turnout from all the local departments and using the mutual aid agreements in the Morris County mutual aid that Butler isn't part of that people came out and we had guys that come out droves and spent all night and pretty much the next day the day day after that coming back. So um there was really no no loss of life, no injuries for that type of fly. So that is really amazing for that. So, um, good job by all who who attended that. And the PDS were all there taking care of traffic. Water departments were there, DPW people, but were there helping out. So, it was a real community effort to contain that. Um, okay. Item number nine, public hear county open space municipal grant application, Walter T. Burger school fitness course improvements. This is simply the the exercise equipment that we have there is outdated. We can no longer get parts for it. I believe that company is no longer in business. So, we are applying for a grant to replace that exercise equipment and it'll be a little bit bigger. Correct, Mike. Right. Bigger. It won't be exercise equipment be like an obstacle course kind of like an American Ninja type thing. Okay. All right. Um have a motion to open up public hearing from Yeah. So second all in favor I
any so you know as part of this application people residents who live within 200 ft were notified of this hearing tonight. So this went out to about 100 res just to see if they had any input on the burrows from the property boundary of the entire entire work. No comments. No comments. Okay. Okay. Okay. See no way. We have not it has not changed. It's not going to change when it says Thompson Lakes is going to be collecting vegetative waste from Oakland. No, maybe.
Yeah, I can Oakland has their own vegetated waste dump you want to call it. It's all going there. It's nothing coming to here. And they bring it they bring it to Oakland's waste yard and then I know for a fact Oakland brings in a grinder and they grind it all up. So, it's all stay there. Okay. Thank you. Okay.
