tired. Okay, we're going to go ahead and call to order the special council meeting February 9th, 2026 at 6 PM. Thank you all for coming out. I really enjoy the pack house tonight. We're going to go ahead and start with an opening prayer and the pledge of allegiance to the flag of the United States and to the state of Texas. I'm going come on down so I can give the opening prayer. If I can get everybody to bow their heads. Heavenly Father, we bow our heads tonight in gratitude for the privilege of living in this free society and for the community of church that we call home. We thank you for the democratic process that brings us here and for the citizens who made their voices heard. As we officiate the canvasing of the votes, we accept the will of the people with respect and integrity. We ask a special blessing tonight upon Dr. Robert Sheridan III as he takes an oath of office. Grant him wisdom as he assumes this seat. Give him a listening ear, a discerning mind, and a heart dedicated to the service of his neighbors. May his background and perspective be a blessing to this chamber. Lord, guide the mayor and council to work together in unity as Dr. Sheridan joins this this
team. May this transition bring new energy and a unified purpose. We ask for your guidance and all our decisions so that the city of Shirts may continue to prosper and remain a wonderful place to live. In Jesus name we pray. And everybody said, All right. Honor the Texas flag. I pledge allegiance to thee, Texas, one state under God, one and indivisible. Okay, at this time we're going to have a hearing of the residents. This time is set aside for any person who wishes to address the city council. Each person should fill out the speaker register prior to the meeting. The presentation should be limited to no more than three minutes. All remarks should be addressed to the council as a body and not to any individual member thereof. Mayor Pro Tim uh Davis, do we have anybody wishing to speak?
Yes, Mr. Mayor. We have one tonight. Uh Miss Sylvia Salos Brown. in the house. Can you come up and and speak into the mic and if you can state your name and your address, please?
Name address. All right. My name is Sylvia Salis Brown, 9778 Mull House over in the Ryan Valley area. Um, so as I'm sure a lot of us have been aware today, we had a train wreck at Shirts Parkway and um 78 where the train goes. So I'm wondering what has been done or is there something in the works with either Bear County or Kamala Guadalupe County to see what are the solutions to kind of alleviate those accidents from happening again because we've seen it multiple times this year and it's concerning as a resident to have been literally right there when it happened um as I'm picking up my child from school and so at that time it was around 2:00 some of the elementary schools are letting hanging out. So you've got bus delays and traffic delays from not just shirt um buses but even ciolo as the train you know depending on the length of a train. So wondering if there had been something in the works already um because we've had more than enough of those you know in the last year. I've seen more than when I first moved here. So I don't know if it's the signage that's you know causing an issue that they're the truck drivers are not seeing it. you know, what what is going on that the truck drivers are just not heating to the the flow of traffic. So, that's my one concern or one of my main concerns. And then two, um, at Ryan Valley Park, we don't have enough lights there or actually no lights at all. We have kids who play their soccer games. They come to practice during the week and, you know, during the winter, we know that it's darker earlier. Is there something that the parks and wreck has also going in motion to provide more lighting for them because parents are having to bring their own lights and it's still not adequate enough for them? You got little kids running around and you know there's wildlife back there. I'm a resident of that area so there could be snakes that are crawling around at that hour. We
don't know. Poisonous scorpions and those could affect the kids as far as safety. So that's a concern um for them. You know, we've got a lot of benefits that the kids can use the park. We've got folks from our neighborhood that walk the park, people with their dogs, families that come in from other neighborhoods to use it. So, it's a big concern for safety for our residents. Um, also there isn't a cover for the basketball court and during the summer I hear complaints from the kids that go to Clemens, Corbett, you know, the elementary kids too. It's too hot to play in that cement. What can we do to provide at least even a half canopy or something for them to get some kind of shade because there's no shading in there. So that's another concern. So it, you know, getting overheated can cause heat exhaustion, heat stroke, especially during the summer when we know it can go up to 105, 106, 108 degrees when that cement gets really hot. Nobody wants to be out there. But if there was some shade, it drops it down a couple of degrees and kids can still enjoy, you know, going out to the park from not only again, not only our neighborhood, but the surrounding neighborhoods. No, sir. Okay. Having no other residents wishing to speak, we'll move on to our first discussion and action item. So number one, resolution 26-R020 approving the canvasing of the election returns and declaring the results of the January 31st, 2026 runoff election for place 7 and other matters in connection therewith. And we have uh our city secretary, Sheila Edmonton.
Thank you. Good evening, mayor, council, and city staff. Tonight I bring forward resolution 26R020 to approve the canvasing of the runoff election that was held on January 31st, 2026 for the unexpired term of place 7. The two candidates in the runoff election were John D. Carbone and Robert L. Sheridan III. The official final vote count of the runoff election are as follows. John D. Carbone received 249 votes or 35.54% of the total vote. Robert L. Sheridan III received 472 votes or 65.46% of the vote total. The total votes cast during the early voting by personal appearance and absentee was 464 votes or cast yeah votes casted which includes three under votes. On election day there were 260 votes cast. The total number of votes cast in this runoff election was 724. Staff recommends that you approve resolution 26R020 and accept the final vote count from the Guadalupe County Elections Office.

Um, I believe we have our uh county judge, John Terry, to uh do the oath of office for place seven. May I get um Dr. Robert Sheridan third to come on up.

I, Robert Sheridan, do solemnly swear. do solemnly swear or affirm or affirm that I will faithfully that I will faithfully execute the duties execute the duties of council member place 7 of council member place seven and will to the best and will to the best of my ability of my ability preserve preserve protect protect and defend and defend the Constitution the Constitution and laws and laws of the United States of the United States and of this state and of this state. So help me God. So help me God.
Congratulations Wow. Uh first of all I want to thank God for the opportunity to serve this great opportunity in this community. I would also like to recognize and thank all my veterans and my active duty personnel. Please stand up please. My veterans. Where are my veterans at? I got a lot of them out here today. And my Thank you all for coming out here today. Your sacrifice and commitment to this country make moments like this possible and I am deeply grateful. I want to recognize my parents who are here today. My father a 26-year Air Force veteran along with my mother. She they taught me the value of service, discipline and commitment and integrity and honesty. Much of my passion for community service
and volunteer volunteerism comes from my dad and mother. When I was a young kid, my dad would take me around as a child to every event volunteering for whatever it may be, supporting the community, the base, whatever it was. And so with that, it's something that I've always been doing my whole career and into my second career as a uh civilian. It is the way of life for me. I would al also like to recognize my family, my siblings that are here. Uh Anthony Sheridan, businessman, William Sheridan, banker, Dr. Robersonson, a social therapist, family therapist, and her husband, retired Lieutenant Colonel Billy Robersonson, Dr. Sammy Sheridan, who's here and my nieces and nephew. Now, I want to shout out to one of my nieces, Juliana Sheridan. For those who don't know, there was actually two Sheridans at the poll. Gualupe County had a uh I vote uh contest uh contestant and uh Juliana won the first prize the first place uh prize. So if you received the blue bonnet sticker design that was Juliana that was Isabella say no. So for those who got those sticker that was her. Thank you, Bella. And then a very special thank you to my children, Chanel, Maya, Simone, and Robbie, who are here today. Jana, and Sida, my granddaughter, Kalia couldn't make it. I wanted to know, let you know that I love you and appreciate all the work that you guys have done for me with this
campaigning, getting the message out to especially our young folks, uh, to come out and vote. I appreciate you and love you. and to my wife Sabrina who has been my rock for over 30 years. Thank you for standing beside me and through every step of the journey. I love you and appreciate you every single moment and also to the opportunity to have served on the parks and recre recreation board for the past 10 years and also a board member with the greater Randolph area youth soccer association that I've been doing for almost 20 years. I think some of the team members are here today. Again, thank you all for being here. Also want to thank the countless volunteers who helped me spread my message. To the local leaders and community partners here today, thank you for your collaboration, your mentorship, and continued commitment to our city. I look forward to working with the city council and the mayor and finally to the shirts to the residents of shirts. During this campaign I had the opportunity to meet many of you hear your concerns and learn about your hopes for our city. My vision is simple to lead with honesty, transparency and integrity. to listen, to learn and engage with our residents, and to make thoughtful decisions that strengthen our community's future.
