Item two, 26832, action to extend probationary period of water source resource specialist employee number 09174. Do we have any public comments? Any hands raised?
I can get a staff report too. First, if that would be okay. So this is an item because the Civil Service Commission does have to approve probation extensions for employees. Because this is a probationary employee first time, you can approve the probation or extension request for reasons of sickness or absence. So in this instance, we do have an employee who is on leave. So we are requesting to extend the probationary period by approximately 10 weeks. That way they have the full 12 months probationary period to be assessed. This is for a water resources specialist employee. And then we would anticipate that their probationary period, which was initially scheduled to end on June 8th, 2027, it will be on or about August 17th, 2027. So it's about that 10 week mark. I'm just to allow the department the full time to assess their entire probationary period.

I do have a question. I believe it's stated that these probationary extended periods aren't disciplinary action in any way, correct?
No, it's not disciplinary. So the civil service rules are very specific for reasons of extension. So for a probationary employee, again, you can do it based on reasons of sickness or absence. If it were a permanent employee, you could extend based on the ability to obtain additional licenses or certifications. So there is some distinction, but this is a probationary employee. So you know, for whatever reason, if they're on any sort of leave of absence, you know, sometimes an employee, they could be injured on the job, and maybe they have a worker's comp claim, which means that they're out of the office, we may bring those sorts of requests for for probationary employees.

But for confidentiality, we won't disclose the exact reason for each employee, we just say that they're, they're on a leave of absence. So this is for contingent work. contingent temporary worker. So it's a probationary employee. So before they attain permanent status with the city.

Hi. Item number three on the consent calendar to six dash 834. Action to extend probationary period of human resource technician employee number 808378. Do we have any public comments?
I can get the staff report first too. So for the staff report, so similar to the last item, again, we do have a human resources technician who's a probationary employee. They had absences for the first few months of their employment. So again, we are bringing this forward to request an extension of the probationary period just to account for that time so we can fully assess their full 12-month probationary period.
I have a question. So do we extend per quarter? Is there a frequency to extend?
So it would only be extension by the time that we're requesting, or if for some reason it's extended for a little bit longer for any reason. In this particular case, we are, because they only worked at halftime for the first couple months of their employment, we're requesting extension by approximately seven weeks for this employee. And again, just so they have the full 12 months, just for consistency to be assessed. So the motion will come back? No, so this will be the one and only time we would extend it.

Aye. Item number 426-883, action to abolish the eligibility list for the associate engineer. Do we have a staff report?
Yes, we do. The associate engineer classification is used by the Department of Public Works, as well as the Department of Water and Sewer. Both departments held a joint recruitment that resulted in an eligible list with 15 names that was established in February. Per civil service rules and regulations, any eligible list consisting of more than five names must be abolished through the Civil Service Commission. Both departments had... four vacancies initially, one in water and sewer and three in public works. All four of those vacancies were filled during the departmental fit process. However, another vacancy opened up in the department of public works. The department did conduct departmental fit interviews with all candidates on the eligible list. However, none of these candidates, some of these candidates were extended offers and declined the offers as they accepted other positions. Several of these candidates did not respond to the invitation to interview or did not show up for the interview. And the six remaining candidates on the list were interviewed and deemed not meeting the desirable qualifications for the position. This is a position that supports the capital improvement projects within the Department of Public Works. So the desirable qualifications are considered necessary.

The eligible list was established in February of this year. Normally it would expire in February of 2027, but we are looking to abolish it to begin a new recruitment to fill this position.
Okay. And I think I heard you right. This position is in a couple different departments. So there's different qualifications, they may not meet the needs in the water sewer department versus what they would meet in public works.
Yes. So there is minimum qualifications for the entire classification. And then each department did have their own position. The water and sewer did fill their vacancy. And Department of Public Works did fill three of their vacancies. But this one remaining vacancy still exists.
And it's in water sewer, right?

It was in Public Works. So the candidates that remain on the list may not satisfy their requirements. So that's the reason for the abolishment.
So they were looking a lot more, too, for capital improvement project experience because that's specifically what that position is going to support. But the remaining candidates, when they did the department secondary run interviews, they did not possess the desirable qualifications in that area for that specific expertise. And this position is actually a new position that was just added in the budget. So it was not originally advertised as part of the initial advertisement just because it was added in on July 1st.
Okay, so this kind of came after the fact and all of the previous positions for both departments have been filled. So it's likely nothing's going to open up anyway.
Right, right. I mean, engineers, you know, we do, we are usually always recruiting for engineer positions, but for this position, you know, the hope would be to repost and then we would actually advertise more specifically towards capital improvement projects, knowing though the list can still be used to fill other vacancies, but we will do a special announcement specific to capital improvement projects.

Chair, I prior to the hearing, there had been a request by council to take just like a five minute break before we start the hearing in between the regular business commission, and the work of the Board of Review. So if council doesn't mind, we'll actually and if the folks in the audience don't mind watching, take just a five minute break, make sure that everybody has what they need, and all the equipment is working the way it should be working. And then we'll we'll resume. No, this is a part of the Civil Service Commission meeting, but we're just going to take a brief five minute recess.
