Tonight, you will hear public hearings for the following. approval with conditions of case 2026 SUP 06, a petition by Paul Reddell of Hilliker Corporation on behalf of Wind Water for a special use permit for outdoor storage at 2130 Bowles Avenue. Property is addressed at 1297 Highway Drive and is zoned BP2. This will be considered under new bills. Announcements from the park and recreation committee tree advisory board committee meeting the committee discussed reorganization of the parks and recreation committee tree advisory board. The park beautification day will be held on Saturday, October 10th and Fenton city park recommendations from the park and recreation committee tree advisory board approval to move forward with a new restroom and Fenton city park and apply for a grant through the municipal park grant commission that requires a motion. And I'd like to make that motion.

With great appreciation, the City of Fenton gives recognition to Mary Heineman, Parks and Recreation Committee member from January 2021 to July 2026, who contributed significantly to the betterment of the community. and served the citizens of Fenton with honor and distinction. A brick will be placed in your honor at the Heroes Memorial. Presented this 23rd day of July, 2026, by Joe Marath, Mayor, and the City of Fenton Board of Aldermen, and their names are listed. Once again, thank you, Mary, for your time with the commission. I am looking for somebody in Ward 2, so if anybody has any suggestions, as well as in Ward 3. Okay, the ordinance readopting the city of Fenton procedure disclosed potential conflicts of interest and substantial interest for certain city officials. Codified as chapter 150 of the municipal code of the city of Fenton will be considered under new bills. I mentioned award three. Once again, the city will be accepting nominations for the John Fabic Community Service Award from July 1st through September 30th of this year. Having said that, we'll move to the city clerk's report. Deputy city clerk, do you have anything for us?

Thank you, Mr. Mayor. First up tonight, I'd like to invite Captain Pleviak up to the podium to discuss the June 2026 crime report.

Good evening, everyone. I'd first like to start off with the two new officers that we've got here. Mark Watson is here in the audience with us. Mark just came to us, actually, what, just Sunday. So he's been here a couple days now, and he was most recently in the North County Precinct, the first precinct where he worked up there for five years. So please welcome Officer Watson here tonight. And then coming back to us, sitting outside protecting us all, some of you may remember Lauren Wandless. She was here. She left in 2019, went up to North County, and has just recently returned. She's been here, what, a couple months now? And Lauren's got 20 years police service with the county police department. So welcome back, Lauren.

Welcome and thank both of you.

I will now get into the report. So numbers for June. I was going to do this a little bit quicker. Sorry to not bore you as much, but really nothing changed from last month. We were pretty consistent with all of our numbers. Some have declined. Tickets went down a little bit. The only thing that really did rise were thefts. and those were due to largely in part were commercial thefts. Our typical Walmart, our business district, Walmart Lowe's, PJ Maxx, Ross, Ulta Beauty, Lowe's Lowe's, Target, Walmart, Dobbs. The one, Kind of the different one in there was Dobbs had a couple incidents with some cars that were parked there overnight that they couldn't get to the prior day to work on. I think they had five cars got catalytic converters cut off of them. So that seems to be starting to bother us again. I think that's countywide. We went a few months, well, almost probably eight months without having a big problem with catalytic converter thefts. And I don't know if those guys have... recently gotten out of prison or jail or what, but we did have a big decline in those countywide for about eight months and now they start to be rearing their heads again. We do have some videos, some cars, some suspect vehicles that we're looking out for. Other new news, the church that had the copper guttering removed from it, Jared Avalov was able to make an arrest or put a guy out wanted for that. Um, that guy, uh, lawyered up, but he is in, uh, he was in custody in the county jail over the weekend. So, um, that gentleman was arrested and Jared will be making warrant application on him. Um, The other thing, Alderman Mazerang, I know you love the radar stuff, so I will touch on that. We did, and this is a complaint that I know the mayor received from a resident on Allen Road. So Officer Dilks went out there and put the Stelstak camera out there, as did Shane, Officer Melton went out there and ran radar, and it was a problem. So, and you can see with the numbers, Officer Melton did write numerous tickets over there and was astonished by some of the speeds that people were even towing their trailers and boats through there and the speeds that they were going. So multiple tickets were written out there from him or from Shane. Those people will all be coming to City Fitton Court here in the next month for those. Let me find my sheet on that. The number of cars that went through there was fairly low, but the survey took place from June 25th, and this is just from the stealth stat. I had Shane go out there, Officer Melton go out there as soon as we got that complaint, and he immediately went out there and started writing tickets almost immediately. Well, that day. But the survey was from June 25th to July 1st. Obviously, the speed limit there is 20 miles per hour. The average speed that we got on that camera was 19 miles per hour. The minimum speed, 7. The maximum speed, 39. And I know Shane got some people that were going even faster. That was earlier in June. Shane got some people that were going faster than 39 through there. So that will be an area that obviously Officer Melton will still run radar through to keep those cars down to a minimum. Yeah, you know I can't not ask a question about this.

I know, that's fine. 37 cars in like a week period, something seems off. They're like, it's not really... working or picking up a lot.

It's sick days. I can only report with what the camera. Right.

I mean, but I was like the week before the 4th of July going to George Winter Park. I find it very, I mean, you could get 37 cars in 10 minutes going by there.

I mean, it was, it was removed on the first.

It was almost a week and only 37 cars or subdivisions all back there in a park. I, I would think it would be more like, you know, 300 cars in a week, not 37. So I just don't think it picks up everything. I don't know how to respond to that. Just saying. That's really all I have unless anybody has any questions. Oh, another one. I noticed in the reports that Officer Dilk sends out, it seems like we've seen more and more things happening at Wally's, like people that have been trespassed coming back or this or that. Do you know if I can notice an uptick there at Wally's? No.

No, I know the big concern there is the car shows when people drive by there and see all the cars parked there. And we've had meetings with them. Our business resource officer, Abelov, he's up there talking to their manager almost on a daily basis. And we do go to Wally's. It seems like everybody that commits a crime in that north end goes to Wally's before or after they commit a crime up there when they steal something. Um, so Jarrett does get a lot of information. I shouldn't be telling everybody in case they watch this on YouTube or something. Um, but, uh, it seems like everybody goes up there and I know the car show this just a past Saturday night. Um, they had cruising Lindbergh and they had a, um, a large amount of cars there. Um, I, I, We go up there when they call. I know the officers on just their self-initiated activity. Other than the parks, Wally's is usually number three on that list, if it's not number one on one of the most patrolled areas of Fenton. Their biggest areas are the parks for obviously reasons with all the activities that are going on out there with the baseball games and soccer games. So they're out there more so often, but their third most policed area is Wally's. Just due to the complaints, the shopliftings, the trespassings, but I haven't seen a increase or decrease since I've been here in a year and three months. We just, you know, somebody just went through court on Monday night there. They would go in there almost every morning to steal a biscuit sandwich. And I think he had $50 worth of sandwiches that were stolen over a couple of weeks. And he's going to have to pay restitution for that. And the judge tacked on a $2,500 fine for that. So it's a lot of repeat offenders that just go in there and steal snacks. I mean, with the size of it, it's a retail store. It's not surprising being right off the highway. Yeah. Yeah, I'm surprised there's not more issues up there, but really we don't have many issues. And I think that's probably proactive patrol that they do up there and the time that they spend up there.

The other thing I want to mention, I mentioned it to the captain, showed him pictures today. It seems that our e-bike folks or whatever we want to call it, you're going to be voting on this amendment to the traffic code coming up. They're beginning now to ride up and down the slides at Fenton City Park, damaging the slides. Makes it real difficult when you got all that rubber on the slide to slide down. So I've shared the pictures. We picked those up yesterday as we toured all the parks, but we really gotta be diligent on that. And I've asked the captain to have his guys, you know, keep an eye out for that.

Also riding, I know we're allowed bikes, so I guess it's that they're riding in the trails in the back, and people with their dogs on leashes, they won't be able to get off the back trails fast enough. Yeah.

Next, we have municipal court statistics for June, 2026. If you go to page two, section five disbursements, our total excess revenue was $9,294.79. Total other revenue was $6,479.36 and total disbursements were $17,373. Lastly, tonight we have approval for staff to draft amendments to the traffic code related to bicycles, e-bikes, motorized bicycles, and motorized play vehicles, as discussed at the July 9th committee meeting. So this evening, we have a monthly update from Amy Stark, our Community Development Director. During the month of June, 2026, we had six new businesses that received their occupancy permit in the city of Fenton. They are as follows. TM Supply LLC doing business as Premier Builder Supply at 255 Wolfner Drive and they supply doors, windows, and millwork. All Volleyball Incorporated at 1730 and 1732 Gilson Lane. That's an administrative office for a recreational equipment distributor. Ad Astra Autism Centers LLC at 737 Rudder Road is an outpatient therapy center. Landis, I'll get this wrong, Gear or Gyar, G-Y-R, Technology Incorporated at 1632 Headland Drive is an electric and gas meter maintenance company. Cole Finley, excuse me, Cole Finney Creative Design at 1724 West Park Center Drive is a marketing and event design company. And last, we have Zarusin and Associates LLC at 414 Gravois Road, and that is an insurance office. And then second, then we have an item approved to renew a subscription with Everbridge Incorporated doing business as Nixle for a public notification system as discussed at our July 9th committee meeting. That's a renewal for next year and takes a motion to approve this and I'll make that motion.

Thank you, Mr. Mayor. First is the monthly update provided by Public Works Director Dan Howard. The first item is completed projects, Budweil Fabric Nature Preserve stair project, the power washing and seating installation at Merrimack Boardwalk. Park restroom renovations, except for the roof gutters at Westside, that is scheduled to be completed the week of July 20th, and installation of the new kickboard in Fenton City Park. Ongoing project is the 2020 concrete slab replacement, the invasive species removal and seeding in the parks, foresting cutting services, park and tree trimming and removal, or street tree trimming, concrete repair in the city parks, field leveling services, Installation of the playground at Budweil Park, scheduled for completion on July 24th. Exterior electrical work at City Hall and asphalt construction for the drive and parking areas in Fabic Nature Preserve, which that is actually pretty much done. It looks wonderful. I don't know if they've done the speed bumps yet, but they did, did awesome. Speed humps, sorry, sorry. Projects to begin soon. Reconstruction of the parking lot at 900 Gregory. and street striping services. Projects going out to bid, asphalt repair on the park bike paths, joint ceiling services, and retaining wall replacement at Westside Park. The next item is an ordinance authorizing the mayor to execute a supplemental agreement number 14 with SC Engineering LLC doing business as Cochran professional designs, engineering services, and construction administration, inspection, and testing services for our Fen Park Drive improvement project. This will be considered under new bills. An ordinance authorizing the mayor to execute a first amendment to the agreement with Americans, America's parking remarking. That's weird, a parking remarking. LLC for the street striping services to clarify the terms and exercise the city's option to renew. And that will also be considered under new bills. The monthly update this evening from Dan Howard for the month of June was three items, maintenance of the native areas and nature preserve, replacement of park benches, bleachers in Fenton City Park, and preparing for the annual St. Paul soccer tournament in Fenton City Park. Let's see. Second item is an approval to add a new blower at City Hall to the budget should a replacement be needed. And that was discussed at our July 9th committee meeting and that requires a motion that I would make that motion, sir.

They know there's a discrepancy or they're looking at a discrepancy. It may be in our favor and it may not. Thank you. We just don't have enough information, but we were put on notice.
