June 19th, 2025 minutes are approved. Okay. So, new business. Um, as you saw today, our last meeting was also not recorded properly. Um, so we did start the meeting late today at 10:05. Um, I just wanted to let everyone know it was a I supported I submitted a um a ticket to the IT department finding that it was operator error and I apologize. So, just wanted to let everybody know about that. Um,

it's it's not simple. Just for the record, it's like a whole lot of stuff back there. Um, and I wanted to say that um, at our last uh, board of commissioners meeting, they read a uh, parks and recreation proclamation stating that July is park and recreation month. So, that was kind of awesome. And then I just uh left from an impact fee zone improvement plan um committing committee advisory board meeting where we touched base um on a memorandum of all of our meetings and we made motions and that would be posted up to our website our the impact fee committee web uh under the agenda. Um the minutes will be posted there today this afternoon. Um that was a public notice that was made um last Monday. So we're on target with that. Um once that gets all taken care of, which it did, um it will go to the board of planning and then they'll um go over the uh amounts and how we got there. and the planning commission will either make a favorable motion or they won't make a favorable motion, send it on to the board of commissioners to adopt it. And that happens on July 22nd. Um, I skipped over the approval of minutes just now noticing that. Or did I?

I'm so sorry, you guys. Um, see. All right. So, the White Family Fund grant, which was applied for, we should know by the end of this month, which is up and coming. If we are approved for that, they'll want to have us come out to Shirley and take pictures. So, um we'll just want to make sure that we've got everybody that wants to get in the picture for um the Shirley Beautification Trail um to uh show up for that. And then we also just recently applied for the Ignite grant and the letter of intent was due is due on the 18th, but we've already submitted that. And in your packet, you have that letter that was sent to um sent and applied, you know, for the process of the Ignite Grant. The Ignite grant is a $50,000 grant that is not you don't have to match it. So, it should be a a really great opportunity if we get that grant because we'll have about 1,800 ft plus or minus trail that will come from the Octagon House. I recently met with the Octagon House. Um, we had a really great conversation about the highway department uh putting pavement from the current connection of the city park and that pavement would go and trail would go all the way across to our existing property and then continue on to New Jersey Street in the town of Shirley. So, that's going to be a really fun uh project once we um hopefully if

we get the the grant money and Jenny and Ann who's out in the audience. Hi Ann, uh helped prepare that. Um so, we'll keep pushing forward on that. The 21st. Um, the Shirley Visionaries meet every I believe third Tuesday of the month at 6:30. And so I plan to attend that to because I don't, you know, we we want to have transparency. We don't want to come into towns and tell people we're doing this, you know, we want to have their collaboration and their support. we we're you know we just want to have quality of place for everyone. So it's it's it's a opportunity to go and have that conversation to say hey is this what you want and this is what we're thinking and you know make sure that we've got the support on both sides. Are you on the agenda?

where are we? Old business. So, we're still working on that five-year master plan, which is getting really close to being completed, which is very exciting. Um, once it's finalized, I will be putting that up on our website, just showing that we have that solid plan in place so we can um apply for large DNR grants, specifically the land, water, and conservation grant, which was pulled this year. So hopefully they will put that back um and available to the state um parks systems in 2026. So that would be a great one to be able to um get because it's a million, you know, for for parks. So that's very important. Um the goal to have that master plan completed is going to be in August. So, right now we're on track and really happy about that. So, um Oh, yes. So, Ninstar Park location, um off of 300 West, that's uh the newest trail that was just poured on the Penzy Pensy Trail or has done a phenomenal job with making all those things happen. Um that per portion of the trail is really cool. They um I think they call it imper they impermanmeated it. Is that correct? How would you describe that, Ann? They placed stone

in in the asphalt um of the trail and so after dark the sunlight has absorbed all of that into the trail. And when the lights go down, it looks like a beautiful path of lightning, bugs, fireflies, whichever you guys decide to call that particular bug since it's

from 300 to 400. 300 and 400. The problem at 300 is we don't have parking there. Um we're still building in that area. Um if we can get the Ninstar Park land donation, which we'll find out about after their board of directors meets on the 19th, um the hope is they will donate that property to us. It's 53 acres, but they're going to accept 11 acres of that. And they will accept their wellheads and their um water treatment plant. And um I believe there is a well artisian well on that property. And just as a vision, I'm not making any decisions here about this, but because there is a artisian well on the property, it would be really cool that since it comes off the most beautiful portion of the whole Pensy Trail, in my my um opinion, that it would be really cool to have a pump house there. Uh there is a pump house at 109 uh 16th Street up in Carmel. It's so beautiful. It's popular. Yeah, it's very pretty. But once we establish this ground, um, we would like to have parking in that area because right now your best bet is to go to 400 West to park and then walk a mile into that, you know, at to 300 West. So, um, any questions about the Ninstar Parkland dom donation? You guys know anything about that? Do you have any questions? I can tell you it's just going to be about a 3/4 mile um trail. They will have parking at 100 South and we'll probably have to build that up, grade that up, level that up. So, it's going to be quite expensive to um put that in. But then we'll have different phases moving forward on that

property as we go along. But um hopefully we can also install uh parking towards the northern part of the area to accommodate that location at 300 West. So that's very exciting. Okay. So do we have any public discussion? Does anyone want to speak? Maybe I'll just uh Paul Gi from the Pensy Cap County just wanted to uh thank the county for that paving job. Again, uh the section from 400 West to 300 uh west was opened on July 2nd. Uh we got some additional uh signage up at 400 West from the one of Boy Scout troops uh as a Eagle project. And then uh group of young ladies that have installed a nature library and put some pathways in there. So we're we're building momentum. Uh we had a lot of uh traffic along that section and everybody does uh you know loves the shaded and little trail little curves along that. So again, thank you for the uh support from the county. Um and looking forward to, you know, how do we now only a mile and a half u of a gap uh to be able to
