26-170 Northgate Park Improvements Grant Application to the Oregon Parks and Recreation Department Local Government Grant Program.

Ward(s): Ward 5 Councilor(s): Councilor Brown Neighborhood(s): Northgate Neighborhood Association Result Area(s): Welcoming and Livable Community Recommendation: Adopt Resolution 2026-15, authorizing the City Manager to apply for and, if successful, accept an Oregon Parks and Recreation Department Local Government Grant to fund improvements at Northgate Park. Summary: Northgate Park is a neighborhood park in northeast Salem that provides recreational amenities including a splash pad, playground, sport court, and picnic areas. The voter-approved 2022 Safety and Livability Bond includes funding to construct a new restroom and rehabilitate park pathways. The City is proposing to apply to the Oregon Parks and Recreation Department Local Government Grant Program to leverage this investment and expand the scope of improvements to include splash pad reconstruction, sport court improvements, and accessibility upgrades. A City Council resolution is required as part of the grant application process.

25-490 Permitting process improvement updates and Housing Production Strategy monitoring results.

Summary: City Council directed staff to prioritize two key actions in the Housing Production Strategy (HPS): zoning code updates, which were presented to Council in December 2025, and permit process improvements. This report summarizes progress on permit process improvements and provides the first annual monitoring results for the HPS.

26-176 Use of Salem Safety and Livability Bond Premium for electrical upgrade improvements for the Civic Center Seismic retrofit project.

Recommendation: Approve the use of $1.5M in bond premium to pay for electrical upgrade improvements for the Civic Center Seismic project. Summary: As recommended by the Bond Oversight Committee during its April 23, 2026, meeting, City Council is asked to approve the use of $1.5 M in bond premium to upgrade the system to current requirements. The 2022 Safety and Livability Bond project for Civic Center Seismic Improvements includes structural seismic retrofits along with rehabilitation and replacement of other building systems. Despite their age, electrical system improvements were not included in the original scope of work since they remained functional. However, through the course of construction, code deficiencies were identified in the existing electrical grounding system that were previously unknown. Additional review by the electrical contractor revealed that the existing system is not code compliant and not safe for property or persons, which was not known during early decision making for the project and has only been discovered as the construction project has provided more access to the building.

26-153 Adopting the City of Salem's 2026-2031 Strategic Plan.

Recommendation: Adopt the 2026-2031 City of Salem Strategic Plan. Summary: In July 2025, the City began the process of updating its Strategic Plan. Through work sessions, the City Council engaged directly in consideration of key elements of the City's 2026-2031 Strategic Plan. At their May 11, 2026 meeting, City Council will consider input from community members and employees, and the final draft Strategic Plan for adoption. At their November 17, 2025 Work Session, City Council (1) received findings from the situation assessment prepared by Baker Tilly, (2) provided input on the City's current mission, vision, and value statements; and (3) shared views on strategic goals and potential objectives to guide the City for the next five years. Then, at a March 13, 2026 Work Session, City Council considered the goals, first-year activities, and milestones and measures by which to gauge progress. In early April, the draft Strategic Plan was shared for feedback with community members and employees. meeting. The City Council is now considering the 2026-2031 Strategic Plan for adoption.

Summary: This report provides an update on the use of the $200,000 allocated by City Council through the Social Service Pilot Program to Mano-a-Mano, Salem Housing Authority, Marion-Polk Food Share, and Legal Aid Services of Oregon ("community partners"). The community partners report that the funds have been instrumental in providing assistance to hundreds of community residents through their existing, well-established services and are on track to fully expend the funds on services to residents by June of this year.
