Good evening. Welcome to the Thomas Central Planning Board meeting. Would you please join us in the pledge of allegiance? Pledge allegiance to the flag of the United States of Americ. Any questions or comments? Do we have a motion to approve? Motion to approve. And do we have a second? I'll second. Jim, yes. Chuck, yes. Mary, yes. Zack, yes. And
I vote yes. Minutes are approved. Now we will open the meeting to public comment. If there's anybody in the audience that would like to address the board on any active application, you may do so now. Given nobody's approach, we'll close the public input section and move on to the first agenda item. This is for a zone change. That's an old one. This is for Fton Savings site plan. Continuation of a site plan review for 54805000 Bartal Road at proposed retail bank. Gentlemen, welcome back. Where did that come from? When we uh left last time, we had three items on the agenda that we had to deal with to make sure that we were compliance. The first one was adding three trees out in the front area uh of the uh current lot for the bank. So we had these seven. We added three more and those were on the drawings and the species were on drawings that indicate what they are. The second item was making sure that we showed what we were doing for exterior lighting and In this in this green area up here, there are two existing poles that are going to remain, but we're going to change the fixture heads to to be the ones we're going to use on the three new poles that we're going to put on the back of the bank. So, these three poles basically will light up the drive-thru area on the exterior. And then we have one wall path the employee and that's a fixture just like the light pole fixtures that shines the light down out
so there isn't any any issue with regard to uh casting light and this drawing also showed the full candle levels that were produced so you can go in and see what they are and then we also show here these are the lights that will be under the drivethru all that will be to the south so it'll be behind the building but that'll be pretty well lit up, you know, from security standpoint. And then the the third item that we had was uh making sure that the HVAC units on the roof were below our parapits. HVAC people came back. The design is for two three-tonon units. The units are 47 in high with a 14 in curb base. And each of those is well below the parapit walls that will be of the structure. Um, and those are the items that we felt we still needed to clear up. We still have the same building plan that we talked about before, the brick below, the brick above, the the stone water table, and whatever color the stone water table is, that should be the color of the trees up above. So, unless there are any Other questions? We would like to submit a set of working drawings to get a permit sometime next month and then hopefully get into the ground as soon as winter is gone.
When is that? What's that, Mike? When is that going to be? Good question. March 20th. Time. Yeah. First day of spring. Uh, Jim, any questions? No, I'm good. I'm good. Chuck, I'm all set also, but I wanted to compliment you on the thoroughess of your plans. Thank you. By far more thorough than many times we get submitted by and like it job. That's like the design very much. Thank you, Mary. Um,
no questions. And I also want to thank you Zack. All set. Thank you. Um, when you submit the new plans, are you going to include elevations, colored elevations? Yes. Okay. And you're working with the county and their conditions.
Went through that whole list, worked with the county on all the items. Uh, we have all of the, uh, uh, drainage worked out with them. We ended up putting a small dry well in to pick up some of the roof water. That's all been approved. Um, we got our sewer line resolved now. We know where it is in this on the south end of the site. So, we've got an easement to to get back to this. And unless there's a a question about uh, you know, any of the design of the parking or anything, we should be good to go. We've got curbs everywhere. Uh, new light new light poles on our end. the ones on the current parking lot will stay. Uh, you know, they're they're also dark bronze, so I think color-wise they'll be pretty much the same. Um, but ours are definitely made to shine the light down so we don't have any light pollution. And then this is new, the Syracuse Metropolitan Transportation Council, they uh did a study for the routine overlay and they recommend uh sidewalks for pedestrian traffic along this route. So we would like to see some sidewalks on this parcel along Bartell Road.
How are we going to do that with cement trucks and back hose? I mean, where are they going? I mean, we only have 150 ft. What's going to happen to the east and the west? Ideally, that would be included mean along the whole 1500 foot of the parcel. Yes. This a 5 acre parcel that we don't own. We're just leasing. You're leasing?
Leasing this 30 square So maybe we have a conversation with the landlord. Is that you?
No, Jerry. Jerry's the vice president of the bank. I mean, we have a le sidewalk for the sidewalk less than one6 of the area. Well, I think if you could just mention to him that the town would greatly appreciate it. We're not going to hold you up. I mean, if it's only on your parcel, then it's only on your parcel for now. But we would love for them to cooperate as long as this is going on.
Be out at the road on Bartell Road. Yes. That the idea? Yes. And at some point in the future, the entire Bartell Road, that corridor will be done. Good luck with all those existing businesses. Yeah. Well, it works over time. We've done it. Okay. We'll mention it. That's all I have, Mike. Oh, I'm good. You must have been in a lot of meetings to know what not to do. That's good for you. They did do a nice job. Thank you, Judy.
I'm getting old. Steve, I'm all thank you. Robert, anything Mark? Um, nothing at this time. You pass on comments first. Yes.
Right. Great. Terrific. Anything else from you? I think we're good. We're all set. Appreciate it. Have a good night. Thank you.
Next item on the agenda is for a sign request at 7 I'm sorry, 5829 East Tap Road. This is a proposed electronic messaging board. Circle. Okay. Supplemental information if that's Thank you.
Thank you. Mark, you should get a copy. Okay. Okay. Go ahead and describe to us what you're looking at. So, I'm here uh we're seeking a permit to modify an existing um pylon sign at the Circle K and we're going to remove a 3'4 cabinet and replace it with a 3-ft um LED message center. Pretty much There was also some talk about the new uh new sign for the dollar amounts of the fuel.
Yes, that um that's replacing the uh LED modules within the existing price sign. Okay. And then what about the canopy? What's going on different there? I I was asked to provide that drawing. Um just for context, we're also going to be refacing apples to apples. Says existing and proposed. Yeah. Okay.
New um information I passed out is supplementing the foot candles information which was on the LED message center portion of the drawings. that foot candles is actually knits which is big difference. The 6,000 foot candles is a bit outrageous considering direct sunlight's 10,000 foot candles. So it this clarifies how bright it actually is. Mark, have you had a chance to review it?
I mean, I just look at it here. You know the night time I think is one concerned about. And how about the duration on the messaging? The duration on the messaging they will do whatever um in line wants as far as that goes. And are you comfortable with Amber Alerts when needed? Yes. We'll open questions, Jim.
Okay. So, is this more than You said a canopy sign as well as the the canopy sign was just included for context that I was told I do not need a permit for. Oh, okay. This is just for the LED message. Just for and this is part of the existing Yes. signs you're just changing. So the if you look at that top one up there where the mouse kind of is that fresh food fast or whatever it says there that's the existing that's existing. That's going to go away and then our message center will replace that. Okay. And the rest of it stays the same. Yes. Okay. All right. I'm good.
Chuck, I'm good also. Mary one. No questions. I'm good. Zack als I think the application you stated that the images will be static. They won't be video type. Okay. Thank you
Robert. Any comments Mark? So we need to dictate the duration of the imaging. Do we have that what we typically do? Mark.
No. So, I'll make what Robert just had a motion. Is that good?
Need speaker? Okay. So, I'll move for our standard seeker. Do we have a second? I'll second. Jim, yes. Chuck, yes. Mary, yes. Zack, yes.
And I vote yes for the seeker. Robert, why don't you just read the proposed motion for us? scheme regarding this application in my reference and the board's approval there according sufficient regard to the reader board the applicant volunteered and agreed to display when requested to do so by official shall do so upon such request. And no messenger scroll lasting me signally and not externally.
Thank you. And would somebody like to make that a motion? I'll make that a motion. Do I have a second? Second, Jim. Yes. Chuck. Yes. Mary. Yes. Zack. Yes. And I vote yes. You're all set. Thank you. Have a good night. And the last agenda item. This is for the set of public hearing for a subdivision for the property at 8533 Brewin Road. Uh creating two lots. This is for New York State Lineman's safety training location and Micron is involved with us. Good evening. How are you, sir?
Well, good evening.
My name is John Sid SD. I'm an attorney with Hancock Essterbrook in Syracuse and in representing Micron Technology this evening. Uh as the chairman correctly stated, uh we are seeking a subdivision of the New York State Alignment Safety Training Funds property into two lots. Micron has been under contract to purchase this property for two and a half years now. As you can imagine, we've been waiting for some significant movement in the project and obtaining permits and the final seeker determinations to proceed. Um, and so we are here with an application to subdivide of course with the owner's consent alignment to purchase the 28 acres lot one on the proposed subdivision map. Happy to answer any questions otherwise fairly straightforward we hope.
Is is this for a future road? Yes, sir. Do you know what the frontage is on route 11? Uh, I don't, but the map um I couldn't see it. Scale it out. Mark, you can blow it up. I can't read it either. 124.96 ft. 12496. There it is. Oh, there it is. that works.
And there's been extensive discussions between the linemen. Uh I think the town's probably pretty familiar with their engineer, Mr. Neparella. Extensive discussions about the drainage and so forth in the area and uh they've approved all of the plans that we have so far and of course that may be before you on a future, you know, future approvals depending on what's necessary to cone construct the roadway. But yes, this that will that will connect Route 11 to the main on site eventually is the plan. Jim, any questions? No. Chuck, not at this time. Mary, no. I'm all set. Zack, all set for tonight. Thank you. I'm all set as well. Mike, we're good. Judy, Steve, no. Thank you. Robert.
Okay. Anything else from you? No, sir. Thank you. We're all set. Mark will get us comments out to you. Thanks. Oh, yeah. Thank you.
Can you propose the motion, please? New York State. And would somebody like to make that a motion?
I'll make that motion. Do we have a second? I'll second the motion. Jim, yes. Chuck, yes. Mary, yes. Zack, yes. And I vote yes. Public hearing has been set. That concludes our agenda items. Any discussion from the team? Do we have a motion to adjurnn? I'll make that motion. And do we have a second? Second. Meeting is adjourned. The night or wind.
