5:54 – 6:17Speaker 14

Alderman Gerber. Hello, Mr. Chair. I've been down to your driveway to see exactly how it works, and it seems to me that it's a the placement where you're going to put the gate is in a very good place. There's plenty of room to the street. Have you had any incidents that are of danger, any kind of problems there?

6:18 – 6:45Speaker 8

If you're coming north on Mason, for some reason, your car's navigation system, if you plan to turn into Sturbridge, takes people down our driveway. So two months back, we had an elderly woman who was trying to do a church call in Sturbridge. She got down on our driveway and got scared and couldn't get out. So I had to knock at the door, got her back out. And also the fact that

6:51 – 7:44Speaker 6

Go to Illinois. Thank you. You know, actually, right around that corner, approximately there, if you're going north and you're going a little bit fast, there's a UPS right there. 9:05Speaker 8

Good evening.

9:06 – 9:18Speaker 6

At this point, what I will do is I will open this up to the Board of Aldermen to ask you questions. And the floor is open.

9:21 – 9:56Speaker 7

Alderman Sawyer. Yes. Thank you, Mr. Mayor. The first question I have is in terms of this site, you know, it's kind of on a busy I think there could be some concerns about safety and people that might be residents of the home having access to that road. I'd like to know what precautions would be made to protect the safety of your residents.

9:59 – 11:00Speaker 9

Most of my residents are that they go in the streets, that they'll be hit by a car, they understand that. Everyone is not to the point where they're not capable of making the wise decision. This is one of my clients right here. He's deaf, so that's his disability. So it's not that he doesn't know to go into the street. Most of these individuals, some of them work, they go to school. So crossing the street, what's the age range of your residents it could be any there could be any age um i just tend to take adults but they do have children you know anyone is a part of the state um so it could be any age it could be 18 to 69 or whatever it just depends on who i feel like it's better in my home so it would not be adolescents younger than 18

11:14 – 11:27Speaker 7

The access to that home is a very narrow street, and it is a private street. Is access to that street part of your contract to rent the property?

11:29 – 11:43Speaker 9

I mean, I need to drive from the street to get into the home. I don't know what you mean. What I do is no different than a foster care program for people with disabilities. So me driving up the road and driving into the driveway is probably the access that I

11:45 – 12:06Speaker 7

It's my understanding that that is a private road that accesses Mason to the three homes that are up there, and it's privately owned by one of the residents. I was curious if your contract specifically includes access to that private road.

12:08 – 12:19Speaker 9

When you say contract, do you mean my lease as a tenant? I didn't know that there was a private road to get to that home. I thought I could drive up that road and get to the driveway. I'm confused.

12:20 – 12:31Speaker 15

Alderman, it's a private street, but there's public access. Anyone can drive on that street. It's not gated. She lives off of that street. She has access to that street.

12:31Speaker 7

Okay. That was just a big question in my mind. Thank you, Mr. Mayor.

12:37 – 12:56Speaker 4

Sure. Alderman Murphy. Thank you, Chairman. Thank you for coming in. I appreciate So who would your clients be in the house? What's the typical profile, if you will? What issues do they have?

12:57 – 13:27Speaker 9

I can't share that with you, because that's not my information to share. That's a part of HIPAA, as far as what their diagnoses are. That's protected information. All I can say is that I don't tend to take individuals who are physically violent, because I'm a woman. Most of the clients that I take are the same sex, so that would be a house of males. Right now, we have this client here and my brother, who's also a part of the UMH program.

13:27 – 13:42Speaker 6

So if I could just interrupt. Believe me, being a physician, I'm chiefly aware about rules and violations. And really, nobody wants to ask you

13:59Speaker 9

be seen there it's not a general diagnosis the diagnosis is that they have to have some type of

14:28Speaker 6

Again, sort of in general, are these people more with physical or more mental disabilities as a whole, without naming any specific person?

14:39Speaker 9

Again, I can't answer you because I only have two clients. So I can only tell you about the two clients that I have. Who may be wanting to come into my house, I can't.

14:59Speaker 6

So you get a list from the state? No. Where do the patients come from?

15:05 – 15:44Speaker 9

They come from individual, it's a need base. It's not I get a list, it's who needs a home, who needs placement at that time. And if that person fits my home with my current client, my current situation, I have the right to then look at their case and say, okay, I know everything about them at that moment. And then I can say, yes, this person seems like a good fit for me. in my household or no, they don't. Who brings the cases to you? I work for a company. I am an independent contractor. I am not an independent business. I am an individual contractor that works for a state regulated agency.

15:45Speaker 6

So the agency. The agency. That's what I think.

15:47Speaker 9

I just wanted to know. Yes, the agency will reach out to me and say, hey, these are the clients that we have that just came into our program or our care that need housing. I'm

16:03 – 16:41Speaker 4

this company I sign up I take these trainings I get certified and then I receive people thank you welcome back so the organization that you just mentioned that you're contracted with what's the name of that organization it's called Missouri mentors and Apologies, again, I'm asking just some basic questions. How would this work then? Missouri Mentors would bring you candidates, if you will? Yes. And your criteria for the candidates, could you explain a little bit of what you're looking for?

16:42 – 17:26Speaker 9

Again, what I look for is individuals who are more physically independent, who can walk on their own, feed themselves, bathe themselves, clothe themselves, who may just well i did it all through college i have a degree in psychology sociology and um i'm back in the field now so i would say over 16 years 16 years so do you have like a home now so it's in my personal home right now so this is something i want out of my personal home so would you keep that home in addition it's a home that i own so yes i'm going to always keep my home let me rephrase the question would you keep a program in that particular home no no

17:26Speaker 4

everything was shipped over? Yes. How many people do you have in your care right now? Just two. Just two?

17:34 – 17:47Speaker 9

Which is, one is this client here that I got through the program, and the other one did not come by way of the program. However, he does have Social Security benefits and disability, DMH benefits, which is a brother.

17:49Speaker 4

And for caretakers, right now, for the two clients that you have, how many caretakers are in that?

17:55 – 18:20Speaker 9

I don't have any caretakers in the home. What happens is with this program, you are basically responsible for these people 24 seven. I'm fostering these individuals. So if I would like to take a break or a vacation, I have to reach out to them with someone else who certified through the program to watch them. So it will always be someone that has the same

18:26Speaker 4

So is that selected by you then, or is it selected by Missouri?

18:31 – 19:06Speaker 9

It can be. It's a very flexible thing. Again, this is my home. I'm taking an individual, so I can have, I can put up friends, family, whoever, but they all still have to go through the training. So they still have to get educated. It's still a job. So sometimes it comes by way of the program. They do have a system that is called RESPIT. So they have individuals, they have over like 200 individuals that you can call and say, hey, because sometimes our clients go and live with the other person, or they may go stay in the other person's home for the weekend. So it's not always in my home.

19:06Speaker 4

They'll rotate from one home to another home?

19:09 – 19:20Speaker 9

If I need to take a break, but they're in my care. So to say if I want to go on a vacation, I can drop them off at another individual's home that's been trained, or I could bring in someone in my home that has been trained.

19:22 – 19:36Speaker 4

And for this proposal, the South Mason proposal, talk to me a little bit about the numbers, how many clients you have, how many people you would be having that house, how the shifts would work, you know, if you could just kind of the mechanics of it.

19:37 – 19:58Speaker 9

so i don't really plan on having a shift organization or set up like that um i plan on being in the property myself and then having individuals as i need to take a break that are trained they can come in and relieve us inside the home all right so you'd be there 24 7. i'd like to say 24 7 but generally yes i would be the president yes

20:00Speaker 4

And then in terms of the clients, how many clients would you have there?

20:05 – 20:52Speaker 9

I mean, right now I have two clients. I can't speak in terms of future if this is something that I want to proceed with. But obviously, I think the rule is no more than eight. So I don't think I can have more than six in my home at a time. I think six is the max that we can do as independent contractors before we have to so until i'm sorry before you become your own business yes this is again i'm an independent contractor this is not a business this is something i do out of my own home there's not much difference from myself in a foster care program um so again this is not a licensed business that i'm operating this is something that i wrote my own home so this is not part of house of values this is just yes that's correct that's correct

20:57Speaker 4

And then in terms of, I know you brought one of your clients here and all that kind of stuff for other clients as well. Are they driving? Do they have power?

21:05 – 21:21Speaker 9

No, we don't allow, usually they can't drive. Okay. So most of the time they cannot drive unless they already have those actual privileges and rights and the capacity to drive. Most of them do not have the capacity to drive. So therefore I'm their main source of transportation.

21:22Speaker 4

And you mentioned you've been doing this

21:30 – 22:33Speaker 9

No. I used to be a house manager where I'd go into their home and take care of them 24 hours around the clock. I've done CDS work where I go to someone else's home and just help them out for some hours. So, I mean, I've done a lot in the field. moment it's not can it be operational from my understanding um according to the owner it can be if that's something that i request but it's something that i would not request and just to keep away from having it become an issue and then in terms of certifications and all that i was actually going to ask you to have your people was active if they have like life-saving certification i mean yes i have a first aid cpr med tech level one you know abuse neglect basic trainings that you need, CPI.

22:33 – 22:51Speaker 4

Yeah, and I saw in the package that was provided to all of us on the board, there's a Department of Mental Health certification. It's a medication aid certification. Yes. I just want to clarify that they certified it was 2023. It looks like that program is every two years. Are there documents certifying that you kept that up?

22:51 – 23:53Speaker 9

I have to keep that up in order to work for Missouri Ventures, who is regulated by the state. So with this program, we meet they come to my home once a month and do a check-in for the client for everything with the home and all of that so i have to stay certified in order to keep applying that's just mandatory what do you think your capacity would be the house itself has i think 11 bedrooms well from my understanding i was already told that the house capacity was eight individuals and two um house guardians i guess so i wouldn't go over the capacity i mean for you to be comfortable working this type of environment what kind of capacity would you set for yourself again six is the max that the program allows so that's where i would be comfortable in a house that size because it's more than capable of um fitting you know six people eight people

24:02 – 24:24Speaker 13

i um have a pool there's several days i wish i had yes thanks mayor i i just have a couple quick questions one i i only have two currently with you are they typically long term are they with you i mean like how many years have these clients currently have been with you at this point and are they typically long-term clients

24:25 – 24:51Speaker 9

So they are typically, they are meant to be long-term as far as long as I want to take care of these clients or do this business. So it's not meant for them to uproot. We take them in, you know, like family. So this client I've had for three years, my brother, he just got certified to be in the program, but he's been living in my home because I have real estate properties, but I've been taking care

24:56 – 25:24Speaker 13

just curious because you mentioned a lot about foster care and a lot of times those aren't long term so yeah this is meant to be yeah the other question i have is uh you said most of them don't drive or they don't drive uh that being said then i would assume there would be only probably the max one or two cars on that property at any given time no we um according to the last meeting that we had i think they said something about three or four vehicles um i personally

25:24 – 25:45Speaker 9

own many vehicles, but no more than maybe three or four would be there. Cause I have a company van or a van that I transport because I own a transportation company. So more than likely there'd be a 15 passenger van there if, you know, we get to that capacity where we want to safely transport, you know, several adults. So, okay.

25:46 – 26:05Speaker 13

And then the last is, you know, you provide 24-hour care around the clock. And I know a lot of times in those respite programs, there's someone that comes in to relieve the person that's usually working the hours for the overnight care just so somebody's awake and around to care for those individuals. Is that something you would be providing as well?

26:05 – 26:20Speaker 9

This is set up for in-home care. So this is a 24-hour live-in situation. Or if I'm not present, someone will be there 24 hours. There's never going to be a time where the clients are left alone. They can't be left alone.

26:23 – 26:47Speaker 13

I guess my question is more on the assisted living. So I know with elderly people, even though they're living at home and they might have somebody that cares for them during the day, when that person that cares for them during the day goes to sleep at night, they need to provide somebody that's there that's up during the night for their care during that time since they need that 24-hour care. while you're sleeping. I was just curious who takes care of them during the evening or overnight if there's an issue.

26:48 – 27:17Speaker 9

It would be myself or the individual that has the respite care certification. So this is not a staff in and out, staff in and out. This is very much more of a small, most of the staff, if anyone, is my family. So this is not like random staff just coming in and working and taking care of people in my home. That's not how it goes. It's who I allow body's going to come in and clock in for me at midnight.

27:19 – 27:52Speaker 6

Thank you, Dr. Simon. One follow-up question that just occurred to me. Let's say you get six people there and you're taking care of them and three of them have outside at a workshop of where they go for the day and you transport them there. Would there be Would you have someone else there when you're out transporting? If you were indeed the one doing the transporting, someone there with the others free while you were gone?

27:53Speaker 9

One of us have to be in presence at all times. So either they have to go with me or they have to stay with the other person.

28:00Speaker 1

Okay, got it.

28:01 – 28:23Speaker 5

Older and harder. I was at the planning and zoning meeting when you first presented this. And there you had mentioned that you were setting up an adult daycare center somewhere in San Jose County. Yes. Would the intention be then to take these six to eight people to that adult daycare center today? Absolutely. So their house would be vacant at that point?

28:23Speaker 9

Absolutely. We want to keep them in program schooling. And yes, I'm in the process of being licensed by the state for my daycare. So yes, they will be attending.

28:48 – 29:07Speaker 7

You know, I was a little confused, but I just want to make sure I understand. So you're really the only staff member. Going into this, and you may be the only staff member present. For up to 6 people is, is that.

29:08 – 29:34Speaker 9

that is typically how it works but i am working on getting other people certified because it becomes a lot you know me being solely responsible for these individuals 24 hours every day um and it has been that way for years so i am building a system where my husband is being certified so that he can be in the home and be watching him as well close friends and family so they can come because this is still my my residence i'm still responsible so so you

29:39 – 29:55Speaker 4

Thank you. Thank you. What's your question? It's a very impressive entrepreneur, obviously. So I've heard you have the adult take care up and running now? I'm in the process of being licensed by the state. So it's a two-part thing.

30:05 – 30:32Speaker 9

companies i do what else you got i'm a real estate investor so um i own real estate properties i'm also i do a lot of things i don't want to get into all of those things i'm an entrepreneur since 2014. that's good okay so that's a lot of businesses on that side yep that's excellent thank you and you can have a seat i'm going to open it up to the problem

30:41Speaker 6

and is that correct? Name and address to actual?

30:44Speaker 10

Yeah, Stacy Casey. We're at 100-555 South Mason Road.

30:52Speaker 6

And every time we have a public hearing, we're very happy to hear from folks. Generally speaking, we try to make it through the talk.

31:00Speaker 10

It'd be less.

31:01Speaker 6

Okay. I'm okay with that.

31:04 – 33:34Speaker 10

Okay. First of all, we'll make it very clear that I do admire and respect and that would be something that would have to be debated easing agreement with the current which we'd be very cooperative okay if it's an end use that we thought was conducive to us and did not cause any major problems i can tell you right now as a steep incline anybody's been there that's a sharp turn onto mason road and is a difficult turn so the question which based off the applications that the application information i've seen it's not providing a detail where's the parking where the business is going to be parking What kind of vehicles are we coming in and out? I can assure you if there has to be any special vehicles, vans and whatnot, there is going to be an issue with the ingress and the egress at this site, without a doubt. It's a very narrow street. It's a private street that I own. I also own the ground to the north into the yard. So I have no intentions on expanding the size of that street. I'm not going to. As a matter of fact, my current neighbor here and I have discussed even gating the street. Because we do have the same issues, like the gentleman here as well. When Uber or whatever, some people still come into the wrong spot. But based off the review of what I've seen, okay, and he's a specialist and I'm not, okay, but I did have my lawyers, real estate lawyers look at it. I think the application is incomplete. It's not in fine enough detail. I have a lot of questions. I think it's conducive to the neighborhood, to the side. I think it's a safety issue. I think it's something we need to do a traffic study. And I think it would be very concerning for her residents, her clients, my neighbor that currently live at the property. And this is not Ms. Dixon's issue, but I think the neighbors that are here, the property is starting to really be an eyesore. I don't know if you've been driving through it. It needs to be mowed. Maybe that would help for somebody living there. But we were definitely hoping that whoever moved in here would have improvements, a closed pool. And what it looks like, they've got some structure built in the back.

33:40 – 34:40Speaker 3

on what's going to happen on this property that's all i have have to answer any questions thank you thank you thank you is anyone else wish to speak my name is brett excuse me my name is brett tish and i represent st louis the street. St. Louis Abbey and St. Louis Priory School understand and commend the goals of the group home for disabled individuals. Our concern, however, is for the vulnerable nature of our student population. We at St. Louis Abbey and St. Louis will your clientele go through

35:15 – 35:44Speaker 16

Good evening. Walter Klein. I'm here representing my mother at 13004 Mason View Court. She's the house that's immediately to the north of the property in question here. I do have a question for this whole process. We've got one individual that's going to have multiple residents simultaneously. What happens in the event of injury to that caretaker? What happens when any of these residents require immediate medical attention?

35:55 – 36:54Speaker 6

Basically, I don't want to get back and forth on all this, but it's just like any other house in town and country or the pair of Kirkwood. If there's an emergency, call 911. And I will tell you that my wife went through a pretty terrible illness, and we had to call EMS frequently. They're right there. And so if that forbids, nobody needs The young men and women who are our EMS personnel are remarkably talented. And then obviously in terms of needing to be hospitalized, Missouri Baptist is right down the road in an acute emergency.

37:15 – 37:36Speaker 7

more question that I didn't ask Tamika. One of the speakers said something about the property itself. Will you be responsible for landscaping and mowing and upkeep of the property, or will that be the responsibility of the property owner?

37:36Speaker 9

So as far as I'm aware, the property owner is going to be responsible for the upkeep of the property.

37:50 – 38:31Speaker 4

that's on the owner so landscaping tree trimming that'll be your responsibility okay so just to add on to that apologies are you occupying the uh the building right now no yeah this has to we have to figure this out first i'm sorry well no because it's a rental property that's what i thought so this process you know i'm not sure Yeah, it's clarifying for me too. My understanding is it is a rental property. It is a rental property. So I wasn't sure if you had already signed on.

38:31Speaker 9

I did sign a lease a couple months ago. Then we had this happen, so this came back in April.

38:38Speaker 7

So your lease is contingent upon approval of this conditional use permit?

38:45Speaker 4

So you're not really occupying it, but nobody else is either? You're not being stuck for the lease right now? Not right now, no. Okay.

38:54Speaker 6

There's something else that you could do a little research on that could be helpful.

38:58Speaker 7

If you walk around the house and the gutters are falling off, there's just things that just don't look right.

39:05 – 40:06Speaker 6

Obviously, that should go to the homeowner who owns that. I'd be curious to have you have a little discussion with them, hey, when I find these whether it's, I mean, we occasionally have people who live out of country that was very sweet lady, but her husband was an invalid. She was an invalid. I mean, I think the city actually ended up mowing her grass for a while. I mean, it was pretty, it was, she finally was in, went to skilled dressing. But yeah, I think that if someone just walked around and said, boy, this is, this is not, or whatever, just kind of normal subdivision.

41:22 – 41:43Speaker 11

Uh, from even, you know, being actively able to pull up in that room, because that is Stacy's, Mr. Stacy's, uh, actual room that goes up there. So that will have to be addressed. Um, a lot of variables that go into it that make me at this point, uh, you know, I've got to have a better understanding with, uh, you know, how this is going to be set up. So that might be as far as that goes.

41:44 – 42:36Speaker 4

Thank you. Uh, Mr. Dixon, if I could ask. I'm really not that dense, but I'm just trying to fully understand the players and all that good stuff. So there's House of Values. I assume you are the sole proprietor of House of Values LLC. Yes. Are there any other agents, officers as part of House of Values LLC, or are you in it? My mom. That's good. That's good. Got to have mom. And then the reason I'm asking is someone just brought up the point of the lease itself and the contingency factor. And I just want to clarify in my own mind, because I did see the letter from Mr. Yang doing the endorsement and all that kind of stuff that said you as a representative of House of Values. I'm just curious, is that lease with you individually or House of Values?

42:36Speaker 9

Well, I just put things in my business. I just learned to do that. So I Yes.

42:43Speaker 4

And again, is there a contingency as far as the lease will be done activated pending what the outcome of this is?

42:54 – 43:05Speaker 9

That is the case because I can't, I was going to move into this home. So I'm not going to move into the home if this is not allowed because I take care of these individuals.

43:51 – 46:11Speaker 14

Last meeting, when we voted to go through a summer schedule, which was once a month, one of the reasons given for that was that the amount of business in the summer is much lower than other times of year. And when I was on the board before, I didn't remember that to be the case, but that was what was given. When I looked at the agenda this time, it seems that out of, I think, nine items on the agenda, six of them, we asked to do double readings. That is, we read the first time, and then right away we voted on it. When I was on the board 50 years ago, in the two years I was on the board, I think we only did double readings. The reason we do reading separately is to give the public a chance to hear about it, come and give feedback to us, and then we vote on it. Now, we don't always do that, but there are times when it's pretty important. And as I said, in two years, we only had two times we did double readings. And now, because we went on the summer schedule, we're being asked to do it six times in one meeting. And I don't think it's right. And I'm not asking that we go back, that we throw away the summer schedule. But we were also told that if necessary, if the business does get two-day, that we should go ahead and schedule a meeting at our normal time. And that's what I would like to propose that we do. So I'd like to make a motion that we the meeting next time so that we don't have to do all these double readings and we can follow normal procedure do a single reading now and then vote on it in two weeks so that's my motion is that we reinstate our meeting for two weeks and so second i would second that version any discussion on that do we need to take a roll call

46:18Speaker 4

for one more, in two weeks. Yeah, just in two weeks. Okay.

46:26 – 46:38Speaker 1

I would say for clarification's sake, the motion would be to schedule the 6-22 meeting that was previously canceled by Resolution R04-2026.

46:38 – 47:08Speaker 4

That answers my question. And if I may just elaborate a little bit. When you look at the agenda, there are probably things that could go through gay and then there's objection to individual uses. I think that

47:28 – 47:46Speaker 1

Just as the city attorney can stop me if I start to lie or say something wrong. But even if this passes, the board could still suspend every single one of the agenda rules and do it because the resolution gave you the authority to do so. For administrative convenience, efficiency and timing convenience, I think, was what the resolution said. Okay.

48:16 – 48:33Speaker 4

for a second being the following so we can save ourselves all this trouble i think i think the issue is if there's a feeling a sense of urgency on these items you know do we break in and go back to the second meeting of the month because right now we schedule

48:45Speaker 1

I believe you could do that by voice vote to reschedule the meeting as long as it's a majority.

48:49 – 50:09Speaker 15

Okay. Alderman Kinsella. Thank you, Mayor. I will say that in response to your thoughts, Alderman, in this case, I looked through this particular list. There were some things that exceeded a permanent open space language because I'm concerned that there could be more examples that disappear if we don't straighten out the language the way it should be. The gate, from the mayor's comments, does make sense to allow the homeowner to keep moving in the right direction. And also the parking lot at Principia doesn't seem like a controversial item for them to repave what is already a gravel lot. So as I looked through these street things are pretty straightforward and not really going to create a great deal of residential dialogue and concern i wouldn't think and then the asphalt program similarly we've approved this every year because we have to keep the maintenance of the streets up and the stormwater project along view got delayed substantially by msd and is now waiting for us to keep

50:49 – 51:17Speaker 5

All in order. One of my concerns, and Joe brought it up as well, the parking lot in Longview, and I was discussing with Ann earlier, we want to get on the schedule. Not that it's going to happen next week, but if we're not on the schedule, that could screw up everything in September, right? So it's kind of, delaying it two weeks could be critical on something like that.

51:21 – 52:05Speaker 7

thank you mayor i think the the one issue that we have for the group home is going to require a lot more discussion i think it's going to take more time for us to gather more information about the application itself. I'm certainly not prepared to make a decision on this now, and I don't know that I'd be prepared in two weeks. I think if we consider this next month, that would give us more time to adequately address these questions and resolve. any issues that might be there. And I see no reason to schedule a second meeting for this one.

52:08Speaker 6

Where do we stand? Yes or no on that resolution? Right now before you is a motion and a second.

52:17Speaker 1

Any other discussion on it?

52:36Speaker 6

All against say, no, no.

52:47Speaker 6

We do not have a report in the city administrator and. Mr Shelton will give us a very big update on facility.

52:56 – 53:12Speaker 8

Yeah, the good news is, obviously, you're all aware you approved the contract for the renovations of the Salt Building and the new Public Works Maintenance Annex, and they will be mobilizing this week. So, excellent progress on that.

53:14 – 53:35Speaker 6

And I recognize the board's opportunity to ask questions on the Google. Before we get to unfinished business, I want to recognize the board's opportunity to provide reports.

53:37 – 54:09Speaker 5

Alderman Harder. From the PIP Commission, the chief is letting us know that summer is in full swing and has brought about summer activities. Motors, please remember to be aware of the pedestrian traffic, especially if it makes a bridge along Clayton trying to get into Longview. And to share the road with cyclists, except on Saturday and Sunday. And cyclists should be mindful to follow all applicable laws under the same. It wasn't quite that bad this week in the cyclists. I saw it. I had a road from the CBC.

54:09Speaker 6

But I would also say, one, those young kids on e-bikes are going pretty fast. Well, you have to.

54:27 – 54:57Speaker 5

All right. They've also received fielded increasing questions regarding these e-bikes, and they will be disseminating laws and ordinances pertaining to these bikes in the upcoming newsletter. So information can also be found through our social media page and web page. Yeah, because you take your life in your hands with these e-bikes trying to walk from somewhere along with you sometimes on the weekend. They sneak up on you, and boom. That's all I got. Over in Hughes.

54:57 – 55:51Speaker 12

The one thing that I was a little bit taken aback by is that there are only three handicapped spaces. And out of, what, 50, was it 57 is the total? And I thought, wow, only three? And then I looked up ADA, and it said between 51 and 75 spaces, only three are required. So we're fine, but I thought, wow, that seems low to me. But anyway, just an observation.

1:06:40 – 1:07:18Speaker 5

uh anyway i was going over the numbers actually and it's a little over that budget budget was 400 000 with the contingency we're looking at 429.4 much on the crack ceiling the 29 000 the two combined are at the budget so that's pretty good but the thing that was questioning when you went through the estimate your estimate was like 462 000 which was 62 000 over what was budgeted was that because you came in the middle of the process

1:07:24Speaker 7

that budget, I was not involved in that.

1:07:26Speaker 5

Okay, that's what I kind of thought.

1:07:28 – 1:08:05Speaker 6

And it worked out because there's so much running on the cracks that we're still... We'll suspend the vote and give you the second one. Well, any further discussion? Otherwise, I'd ask the city clerk for a roll call vote.

1:09:46Speaker 13

For the Longview parking lot? Oh, that's the parking lot. Okay. And no, they're not.

Seek a motion and second to approve. So moved. Second. Any discussion? My discussion is an easy one. I'm thrilled we're getting those. All in favor, say aye. Aye. Anyone opposed? Very unanimously. Thank you. Next, approval of liquor licenses as outlined in the board's packet accounting for all eligible licensees, including both clean applications and a few with contingencies. Seek a motion and second to approve.

1:11:41Speaker 14

I was looking at the memo that we got about it. Who is it that keeps track of that?

1:11:47Speaker 8

Well, Joanne Giudale has been getting that all cleaned up and finalized as part-time.

1:11:52 – 1:12:17Speaker 14

Because it has to do with what things are still not in, you know, but documents. And I know we're getting conditional approval so that when they do come in, but I would like to know, at least the ones in Ward 2, I would be happy to follow up.

1:12:17Speaker 8

It's mostly, as we stated in the memo, those that haven't been able to access their state license because of a new portal the state has, but we can follow up.

1:12:27 – 1:12:47Speaker 1

Mary, our illustrious city attorney would like for me to make sure that Alderman's Harder and Alderman's Kinsella that your motion that you've made is to approve all those clean applicants listed, as well as those with contingencies.

1:12:47Speaker 4

Subject to the contingencies.

1:12:49 – 1:13:03Speaker 1

Subject to the contingencies. And for the record, I'll note that that includes Ballast and Clayton Standard Service, Cleveland Cocktail, Fresh Ideas Management, Hearthroom Cafe, John Mineo's Restaurant, and Yellowstone Cafe, if that's fair.

1:13:14 – 1:13:32Speaker 7

The question I had is, is this every single business in the city that is currently selling liquor? Because I saw a couple of names missing, like Straub's. You've already approved several.

1:13:32Speaker 8

Thank you. There was an initial list you already approved.

1:13:36Speaker 7

That's what I'm missing. I just wanted to make sure we've got everybody covered on this. Thank you.
