Okay. Um, item number one, consideration of approval of the minutes from the August 6, 2025 regular meeting. So, the commission might notice that these minutes were on the agenda last month as well. Um, after the meeting, after the minutes have been approved, I noticed an error um in the minutes. So, I've corrected them and brought them again for your consideration. Make a motion to approve. Second. All right, we have a motion and a second. We shall now vote. Uh, Hayes. Uh, yes. I All right. Reese, I

0:45 – 1:270

Porter. I, uh, Alexander. I, Johnson. I, Henry, I. All right. Motion passes. Thank you. Um item number two, consider consideration of approval of the minutes from September 3rd, 2025 regular meeting. Make a motion to approve. Second. All right, we have a motion and a second. We shall vote. Uh, Hayes. Uh, I Reese. Hi, Porter. Hi, Alexander. Hi, Henry. I All right, motion passes.

1:26 – 1:430

You skipped me. Oh, apologies, Henry. Johnson. Sorry. It's okay. It's coming for that in. Okay. Sorry about that.

1:41 – 3:340

That's okay. Um, okay. Item number three, public hearing and consideration of a request for a conditional use permit to operate a short-term rental at the property addressed as 730 North Pennsylvania Avenue. Case number CUP02-25. The applicant is Penny Schultz. All right. Here it is. All right. Thank you. Um, as stated, this is a request for conditional use permit on top of a short-term rental at the property addressed as 7:30 North Pennsylvania Avenue. Um this is located just south of the intersection of East Dewey Street and North Pennsylvania and is zoned R1 um for low density residential with similar zoning surrounding it on all sides. Um the owner, which is listed as Blue Peaches LLC, um has designated the applicant, Penny Schultz, to apply for this conditional use permit. Um uh so that they can also apply for their license to operate a short-term rental. Um they are seeking a new license. This is not one of the other cases that you might see in the coming months where someone who has been operating is would now come to come seeking to um come into compliance with current code. This is a new application. Um but any short-term rental um is required to obtain a conditional use permit per the city code. Um, conditional use permits by nature authorize the owner or agent to use a piece of property that is not allowed by right in a certain zoning district. Um,

3:37 – 4:240

I left a blank spot in the report that is my apologies. Um, the future land use map is used at the time of the comprehensive plan to indicate desired land uses in the area. its current zoning district R1 um complies with the future land use not from that comprehensive plan um for this area and is projected to continue to be a residential land use. Um let's see are there any questions for staff? Um, I now open the public hearing for item number three.

4:21 – 4:580

You can come come forward, please, and sign your name on the sheet right there. Okay. Um, my name is Penny Schultz. I'm the one that's applying for the permit. I'm just here to answer questions if you have any. Anyone want questions? No. Do you want my email, address, anything? The address.

4:55 – 5:400

Okay. There we go. Okay. Thank you. Anyone else like to speak for or against this item? Okay. I see no other public. So, we'll close the public hearing. Um, entertain a motion. Make a motion for approval. Second. All right. We have a motion and a second. We shall now vote. Um, Hayes. Yes. I

5:40 – 5:540

Reese, hi Porter. Hi, Alexander. Hi, Johnson. Hi, Embry. Hi. All right, motion passes.

5:51 – 7:320

Okay, item number four, community development department updates. Hello, dear commissioners. So I have quite a bit interesting events to share with you. Uh the biggest excitement is the shy housing study which we're launching next week. It will be done in collaboration with Marvin Consultants. They were selected to compile the study and we announced in our website three public meetings that we're doing on Tuesday, October 7 from 3:30 to 5:30. It will be at Lakeside Wedding Venue. The second one is the same day, October 7 at 6:00 p.m. and we're joining the Denver Heights Community Block Party at the Community Center. And the third meeting is on Wednesday, October 9, 6:00 p.m. at Community Renewal Facility. Of course, everybody is invited there. And we'll have a short very short presentation explanation from the consultant um on the website where we announce those meetings there is a link for a survey and um we'll have maps uh we'll answer questions we'll post questions so it will be very interactive uh type of collaboration between um the city and the public so I encourage you just spread the word and invite everybody that you know from the community. Yes.

7:30 – 7:450

So, we communicated by email earlier today about the one that was scheduled here at noon. Is that that's different? That's different. That's different. Is that special? Okay.

7:43 – 8:440

So, those are the the homework meetings that were announced. Um the other thing that I would like to share is there are couple of events November that I want to bring to your attention. Again, I think I mentioned this last time. Uh from November 2nd to November 4th, uh there is a the planning conference in Oklahoma City and there is a special rate for commissioners and city officials. I don't know exactly what is the the price because in order for me to learn needs to go and register and follow the prompts. So um if you choose to go there, you can explore that option. On November 10th, there is a housing summit that uh OLA is hosting at Spring Quake campus of Metro Tech Technology Center

8:40 – 10:140

in Oklahoma City. Um Metro Technology Center, Spring Quake Campus. Um if you're interested, I can send you the information. And also on November 13 from 10 to 3 um OU school of architecture is hosting housing accelerator which they invite different groups involving in housing and community development projects to just discuss issues, ideas and just build a program how to move forward. part. Um the other thing is the city is doing and I think we distributed this to you um empty building tours. So I encourage you just spread the word, come and join some of these tours. The initiative is by our tourism department and we want to collect comprehensive data so we can extract projects from that and probably build a plan how to eliminate this empty buildings in our main street. Um let me see. I think this is all that I claim to share with you, but if you have any questions, I'm happy to answer.

10:10 – 10:440

What day was the the uh over at Metro the workshop? Uh November 13. 10th. 10th. Hold on. Oh, it's November 10th. November 10th. It's a It's a whole day. Uh I can send you the Would you mind just send it to us? Yeah. Yeah, that'd be great. I can send you the link for that. Okay. Um I've been before. It's a good conference. I haven't been in this capacity, but it's it's always a good conference.

10:41 – 11:230

I didn't participate it last year. Uh it was 3 days. This year they shrink it. It was 3 days. This year they shrink it to Monday. So um last I check I don't believe the agenda was published, but it might be published now on their website. But yeah, I heard very good recommendations from the last conference. Awesome. Okay. Thank you. Thank you. All right. Item number five, commissioner's comments to

11:24 – 12:060

um next week I I don't want to y'all are probably going to talk about it. You can talk about uh is the walking to school event on the 8th. What's it called? National Walk to School Day. Yeah. Um so it'd be amazing if you wanted to join. There's lots of school options and then more that aren't even listed. Um but take a few steps October. We're really trying to get Pot County to move their body and walk some more. So get active. Join the Pogo's app. What's it called? Well-being Plus. Yeah, go around the globe. Yeah, I know a lot of details about it. I'm on it, but um it's a fill in the blank conver.

12:04 – 12:480

Yeah. Also, this Friday is a really important day. There's a new album being released, so you can enjoy that while you're walking. Yeah. Nice. Do you have anything? I don't. I was going to announce Taylor Swift's album, but it's amazing. And there's a movie if you want to go. Taking my kids. Is it on NPR? Maybe one day. I don't I don't get off of NPR. Sorry. All right, Monty. Um, the high school football team's going to be in town for the next two weeks. Can't believe it's only the second game of the year, but two Fridays in a row. June 4th day is this Friday

at the high school. Coming through Advas Plaza, which has been renamed. Yeah, it's quite a show over there nowadays. Yeah, it is. Yeah. I guess the junior league's having a dinner. Kickoff supper. Yeah. At 5:30. Travis, just me. Go for it. I don't know how much. I mean, I'm excited about this uh downtown Shauny empty buildings tour. I think that'll be cool to see all the spaces and like y'all said, see like what what ideas people might have for those and how we can get more people downtown and in those empty buildings.

Jamie.

All right. Last week we had last weekend we had pedal pulooa which was a really great opportunity in this community to just talk about bike safety for both pedestrians and vehicles. Um we had about 200 people attend and so it was a really awesome day down at Boy Scout Park. Um safe roads and streets for all the survey is still open. So, if you guys have safe spots or unsafe spots in the community that you see, um, go take that survey and tell us about it. Um, so that we can start adding that into the act safety action plan. Um, community pep rally, speaking of Shauny High School football, uh, community pep rally is on October the 21st at Jim for Jim Thorp Stadium. And so that's going to be a really fun evening.
