Visalia Unified School District's Measure Z presentation - 26-0175

Receive a presentation from Visalia Unified School District on the mission and vision that Visalia Unified District holds to address key issues using Measure Z which is to be included on the ballot in the upcoming November 2026 election.

Award professional services contract for managed information technology services

Authorize City Manager to enter into a professional services contract with Valley Expetec to provide managed information technology (IT) services for the Manuel F. Hernandez Community Center Clubhouse computer lab for a three-year period with options to extend annually thereafter for two (2) consecutive one-year periods, a potential of five (5) years total. 26-0081

Accept the City of Visalia Cash and Investment Report

Accept the fourth quarter report of fiscal year 2025-26 which consists of months April, May, and June 2026. 26-0140

Measure R Bike/Pedestrian funding reallocation

Authorize the reallocation of $1,808,000 in Measure R Bike/Pedestrian Funds from the Greenway Trail to the Highland Community Connectivity infrastructure and non-infrastructure projects; the appropriation of funds from the Measure R Trailways Fund; and authorize the City Manager to execute a Measure R Supplemental Agreement with the Tulare County Transportation Authority. 26-0156

Request authorization to record the final parcel map for Tentative Parcel Map No. 2025-10, located on the south side of Caldwell Avenue between Ben Maddox Way and Pinkham Street. 26-0159

Authorization to accept the ABC-OTS grant program

Authorize the Visalia Police Department to accept the California Department of Alcoholic Beverage Control Office of Traffic Safety grant program funded by the Office of Traffic Safety through the National Highway Traffic Safety Administration and appropriate $30,000 and approve Resolution 2026-69. 26-0161

Water Reclamation Facility laboratory HVAC and boiler replacement design services

Approve a professional services agreement with Lawrence Engineering Group for the Water Reclamation Facility laboratory HVAC and boiler replacement design services in the amount of $160,000, and appropriate an additional $52,000 from the Wastewater Fund. 26-0164

Citizens Advisory Committee appointment

Approve the Citizens Advisory Committee's recommendation to appoint Patricia Kane to fill a vacant voting position on the Citizen's Advisory Committee. 26-0172

Approve a sole source purchase of a turbo blower

Approve a purchase order to APGN Inc. dba APG-Neuros in the amount of $285,843.25 for the purchase of one high-speed turbo blower for the Visalia Water Reclamation Facility and appropriate $500,000 from the Wastewater Fund. 26-0056
