In the next seven years, i.e. by 2031, this is to make you aware of how many windmills are intended to be developed. We have given you a map of the Pacific Grove on the screen. It shows various windmills in the city. You can see that Vanija is spread across the city in the clouds of Parpida. In particular, the housing element is reviewed for any of the downtown properties in the city. These are parking spaces. In particular, these are 5, 8, 1, 9 in the downtown, or building sites. As part of the housing element programs, we are responsible for verifying whether developers are interested in building building units in these properties. So, these are some questions to be answered by the CET Council this evening. Do you want to focus your attention on the waste management of these sites? Or, is it possible to facilitate the management of the waste that can be stored in their necessary items through their own resources and financial resources? We are interested in developing a building site that can be built. We don't want to reveal where that site is and hinder their progress. But I think that they are close to a building developer who can build a building. We are looking to see if we can get the developer and the building developer to start building their buildings. So, today evening, some of our questions to the CET Council are, should the city inspect the opportunities for sharing of self-sufficiency with the facilities that are available? Should we provide financial assistance to facilities in self-sufficiency or facilities on land that are in the hands of the city? If the city decides to develop a parking lot behind the Lighthouse, that land will be a great challenge because, as you know, the land in the city is very expensive now. Therefore, the cost of developing a parking system that can be delivered will help to a great extent. The city can also remove other funds from its general fund for parking systems that can be delivered. That is, we have not yet been able to use one of the buildings. Even if it is needed in our building, we do not have the means to save it. However, there are opportunities to find ways to fund it. We need to discuss the conditions of parking lots, especially those that are in the hands of the city. They were all part of the old city parking lot. I know that the landowners in the city have paid money to build and develop those parking lots. To be honest, I have not examined any of the regulations on how to use those things. Not only that, there is a question of whether parking facilities should be maintained when there is a flood in place of those parking lots. Do you have any suggestions for the construction workers? What do you think about these places? How much will it cost? Do you have any suggestions for the city to be more practical? I'm not 100% sure that a full-fledged mining system without a lot of financial resources will be profitable. I think this will be a profitable system. It will be based on a number of density bonus rules. They will get fees from our zoning code and will be able to add more units to the market to make the system profitable. Those are things that need to be evaluated and reviewed in court. Therefore, I have prepared this for the council to discuss and discuss. Since my speech ends here, I am ready to respond to any questions. Okay. Very good. Thank you very much. We would like to hear your opinions from the public about A1A. Ms. Goldbeck will speak to you.
Now it is correct. They are paying attention to you. Understood. Yes, my name is Susan Goldbeck. I am a resident of Pacific Grove. I am a resident of the CET Council in District 3. Those in K, B land know that it extends from Ocean View to Simics and from 12th Street to Airlie. I walk in the suburbs of my district. I understand that many of you are interested in the lack of housing in this city, and I know you are too. Before we start, we would like to say that we must stop the use of affordable housing. We need houses that we can afford, but we also need general houses. One person can afford it, but not everyone can afford it. Some of the methods mentioned in the report are about houses with a certain amount of low income. But when it comes to the market, it is not possible to say that it is impossible to afford it, because many people are not able to afford the market here. Still, the reason we built it is because there is a lack of houses that are ready to sell. Our youth need a place to live because they can't buy a house here. They need to live in the city. This is where they work. Also, we all like the idea of working in the same place where they live. So, when we say affordable housing, we have to be very careful. Because when we hear that there is a low income system in your neighborhood, people in the community don't like it that much. So, it's a compliment. That's all I had to say. Thank you.
Thank you. Is there anyone online? For this matter, only one.
We have not received any general comments online.
Is there anyone else who would like to speak? Okay. Yes, let's end the general comments. Let's allow the council member, Bell, to speak. Mr. Bass, I have a few questions. Please forgive me.
I didn't bring this forward, but I think you can bring it forward again. The last person who spoke was very important. When we talk about our reduced income, the average income, and the market income, this is very important. That is, the amount to be paid here is $17,000, which is equivalent to the income of two professors. So, when we say reduced income or average income, can we make the income numbers of each department clear? Only then did people realize that even with the lowest salary, many teachers would not be able to afford it. So, I'm sorry to ask, but I didn't bring that chart with me.
It's a long chart that shows the income levels in each county depending on how many members there are in a family. It is new every year. I think it will be possible to send it to council members and get a copy. In fact, I think it is available online on our housing element website. Okay, for the people there. But what you showed is a very good thing. That is, As the rules for specific density bonus projects are often written, more units are usually built for very few or very few customers, because it is enough to reduce the number of units to get a high density bonus. Therefore, the developer builds units that are a little less, but also builds units that are more expensive. So, it makes it impossible for us to call it Missing Middle. Some of the agencies I've seen are using this as an inclusionary system. When a system comes into play, it is mandatory for the developer to provide a certain amount of money. This is usually done in a 100% basis. Even in an agency I know, there was a department we called the Minimum Income Department. We had to give a certain percentage of the rent to that department, because we understood that the people in that income range were not getting rent. The teachers, the police officers, and others were not getting rent opportunities. So it was a problem related to justice. Okay.
To make it clear, we have not conducted a title search to find out if there are any regulations in the proposed properties. Are you asking for directions on how to do that?
Yes, there are directions on how to do that. Also, we need to check the old files. Also, we need to check the old files. Also, we need to check the old files. Also, we need to check the old files. Also, we need to check the old files. Also, we need to check the old files. Also, we need to check the old files. Also, we need to check the old files. Also, we need to check the old files. So, it is something that we have to do for sure. Okay.
I think, to be clear, if we are using the city's things in my view, I am looking at this. I understand that some vehicles are required to make this financially possible. But we have to make sure that our teachers and other people who live here are also getting vehicles. This is beneficial for the situation. The traffic is so bad because people have to drive here to work. That's bad for the situation. That's bad for people. I think we need to think about this. That is why we should not forget the value that we can give to the people we want to include in this process. Thank you. Can you see the slides to remind people what the questions were? Because it is not on our side. People need to know that.
I am going to give an opinion. I will come to you with the next one. Question 1 is there. That is there. 7. That is there. That is there. Right. Right. So, I am using the opinions of Council Member Ralph. We have to check the opportunities. Yes, in my opinion, we should examine all possibilities. We don't know what will be the result. So, let's try everything and see which is the result. Then, do we have to price opportunities? Yes, I think so. That is, as I said, all possibilities should be open. Yes, then I will say the same about polluting the earth. Of course, that is in the later part. It will be possible for us to implement the recommendations after completing the instructions and the subsequent activities. So now I am going to the Council of More. Thank you very much for this invitation. I am thinking about the financial support we provide for this important goal for the city. Has any fund been allocated specifically for this in our budget? Do you know about it? Or are we using the time of the employees for this? Are you thinking of avoiding other expenses or fees? I would like to know if the budget has provided anything for this. Otherwise, can we think of any useful ways like other cities have done? Let me repeat your first question. There is nothing for this in the budget. However, using a housing fund is one of the part of the housing plan. There are many ways for us to find or see money in this fund. We can definitely try for grand opportunities. For example, we got a grant for the development of a shipyard below Leves Point. That's how we were able to buy land there. There are needs to be given to a developer, but there is a limitation to those needs. Instead of building units, the developer has included it in the code in a way that allows the developer to close the debt called in lieu fee in lieu fee. That in lieu fee debt will go to that housing fund. An impact fee for the city can be added. I know that many agencies in San Mateo County have added an impact fee. Therefore, the impact fee must be paid for each and every residential and residential plan that comes forward. It is for the benefit of the construction plans that can afford it. Then there are different funding sources in the city. Through that, money can be transferred to that account through the general fund. Thank you. I appreciate it. Welcome. Isn't that Angam? I will talk more about some of these things. I will talk more about some of these things. I will talk more about some of these things. I will talk more about some of these things. I will talk more about some of these things. I will talk more about some of these things. I will talk more about some of these things. I will talk more about some of these things. I will talk more about some of these things. The city needs to conduct research on its own land. That's right. That has to happen. I was just about to say that the parking space behind the theatre is ours. That's right. Yes, yes. Because about 3 or 4 years ago, they had decided to turn it into houses for low-income people. He was a developer. It was planned to build houses in the third floor of the theatre, and then to build houses for low-income people in that place. I saw those plans. A developer or someone else showed it to me, just for a description. The city should be involved in anything else. That is the truth. The conditions for that must be recognized and the instructions must be followed. That's why I think it's very important. Because it's fast. The pandemic is coming. It will be over in 2031. That's why it's certain. I don't think we'll be there then. But it will come. We have to think about the Pacific Grove. Thank you, Council Chair MacDonald.
Thank you, Mayor. Yes, I think the good thing is to start with the third thing first. We have to do the work of the earth that we need. Only if we understand where we are standing, things will become clear. Because the theater has heard about the parking space and its nature behind it. So if you think some places are great, you have to see if they are practical. Because we do not want to waste time on things that cannot be done either scientifically or otherwise. Therefore, the facilities of the city, especially the time, will help us to use them effectively in the places where we need them. So, I also wanted to say that it would be good to inspect the city's land and look at the regulations in it. I am happy that you brought it. Also, I have heard a lot of concerns about the issue of missing middle. When we look only at the two sides, it becomes a situation where ordinary people do not get a house. So, if you are in that middle class, you are losing opportunities. It is very important that we are able to apply the methods included in all the departments. Because our goal in representing the students at the Pacific Grove is to ensure their success. This was a request I had before about the Senior Center. It was done well. But it is a big mistake that our students could not apply because of the funding received. Therefore, even if people from other places come to Pasafi Grove, our residents will not benefit from it. We know that this can happen in some grand funds, so we should know this before we go into it. Only then we will be able to welcome our local community in a way that helps. If we attract more people from outside, it means that we are not helping our people, i.e., our local community, workers, poor people, and others who find it difficult to pay for their houses. And then, it is very important to ensure that the property is sold as a part of the project to be built. But if we do that, it is very important to ensure that it is a deed. Therefore, it will remain as a resource that can be delivered, and it will not become a resource for high-income people. If we carry out our land-based activities, I think it is very important to ensure that it will remain as a legitimate deed in the way that it can be delivered to our citizens.
Thank you.
Thank you, Mr. Mayor. Um, I think we have given you a lot to think about. Um, but I need to know more about the two things in this. It may not be necessary today, but it will become clear as we gain more knowledge. For example, what will the participation in the city be like with the places in its own territory? And what will be included in it? What will be our participation? What will be the cost of it? And you have given suggestions about what the financial situation might be. But if other cities are offering low-cost land or fees, it would be easy for me to understand what the price of it is. And some decisions have to be made in the budget. When we invest in goods that we can afford, we will naturally reduce our investment even in other places. Therefore, we need to consider this in advance and make appropriate decisions. Om. I would like to thank the Council for addressing the issue of poverty among poor people. Because it was a great turning point for people's expectations. We need to understand what we are choosing. Om. Pinnaya. I think it is important for us to have parking facilities when we have places. If we are building a parking lot, we need to know where the granite is, because if it is a granite base, we will never be able to dream of building a land park. Therefore, it will be part of the process of which places are useful and practical. We still have a lot of things to learn. I thank you for coming to us. But I think we should be able to share our expectations and make sure where we are going. Thank you. Thank you, Council Member. Thank you to everyone. I think I have given everyone the opportunity to give their opinions.
In this regard, I urge the staff to move forward with the four questions in front of us. Yes, I agree.
Is everyone okay with that? Is everyone okay with this decision?
Okay, let's run a voice vote. Those in favor, say yes. Yes. Are there any opponents? None. It was a close pass. Thank you very much. Thank you, council. Yes, thank you. Thank you, Mr. Biggs. Excellent performance at the right time. That's why we've changed one thing in this session. It's something we need to discuss in detail. It wouldn't have been possible in 14 minutes. So, let's talk about it later. Thank you for your participation. Let's end today's study session here. To start the closed session, it will take 15 minutes to 6 o'clock. So, today we will have to move to a lot of places. Thank you very much. It will take 15 minutes to 6 o'clock. Session. Forgive me. I know there are a lot of things here. Shubha Sayanam. Are we recording again? Are we live? Okay. This is our second yoga today. So, everyone, once again, Shubha Sayanam. Bhutan, October-August-October. Oh, Al-Bhutan. August 26, 2019, 6.15 pm. Still in the council chambers. This is the second yoga today. This is a special closed session yoga. So, I'm starting this yoga. Let's assume that the six council members are Sannyasins. Counsel Angam Feduri is not here at the moment, but he will join us in today's session. So, in this special session, anyone who has the courage to accept this agenda can vote. Courage to accept. Okay, Amelio has a courage and Ralph has a pride. Are there any more discussions? If not, we can take a voice vote. Those who agree, say yes. Yes. Are there any opponents? No one is saying. There are no objections. This is a fair pass. We can take the item of the Labour negotiators' conference. At this time, if you have any comments about item A, I welcome you. Whether it's in the hall or online. We don't have any comments online. Okay. So, we're heading to the closed session at the top. We'll be back in the open session at 6 o'clock.
