26-0748 Elliot Road: Eastern Maricopa Floodway to Ellsworth Road, Design-Bid-Build Contract (District 6)

This project will improve the Elliot Road corridor from a two-way, two-lane rural roadway into a six-lane major arterial roadway with raised medians, curb/gutter, sidewalk, roadside retention basins, traffic signals, street lighting, and median landscaping. A storm drain pipe will be installed from Hawes Road to an outfall into the East Maricopa Floodway (EMF). Staff recommend awarding a contract to HEI Civil, in the amount of $17,143,737.55, and authorizing a change order allowance in the amount of $1,714,373.76 (10%), for a total authorized amount of $18,858,111.31. This project is funded by Local Street Sales Tax, of which 94.3% will be reimbursed by the federal grant under the STBG program.

26-0751 Eastmark Aquatic Complex - Pre-Construction Services and Construction Manager at Risk (CMAR) (District 6)

The scope of this portion of the Eastmark Aquatic Complex Project is to review the project design for constructability, prepare and submit cost estimates, develop construction sequencing and an efficient construction schedule, create construction phasing plans, and develop the Guaranteed Maximum Price (GMP). Staff recommends selecting Sun Eagle Corporation as the CMAR for this project and awarding a pre-construction services contract in the amount of $136,295.00. This project is funded by 2024 Parks and Culture General Obligation (GO) Bond.
