Yes, sir. Mr. Chairman, the planning commission met on March 11, 2026 to discuss the recommendations from Campbell Farms LLC. Uh they're looking to resone the property at Firefire Lane. This is made up of one parcel of 10.24 acres. The lot has access for Firefly Lane. Uh it doesn't fall within a flood plane. The property owners were notified via US mail about the planning commission given opportunity to submit electronically via email phone and writing to the planning director or attending person. that was also published in the TND. There were zero citizens that expressed their support. One citizen expressed opposition is being presented to you with the 60 to zero approval from the planning commission.

Yes, sir, Mr. Chairman. This is a mechanism that allows us to um have agreements with towns so that county building officials can uh do uh code enforcement and building code work within the um towns. We have 17 towns in the county. Not all of them choose to do it, but this is a mechanism if they request the county to handle their building codes, they would be able to sign this agreement and have the county issue their building for this. Uh they're requesting to go from forest and agriculture to rural community for the purpose of subdividing property for a large lot development and commercial development near number six. Site is made up of one parcel with a calculated uh of 57.03 acres. The applicant is proposing to reszone 100 acre portion of the land from the overall track. The lot has multiple access points from Rock Pron, number six highway, and Broton Lane, Frecon Lane, and Capground Road. Uh the portion of the property proposed for this will be solely from Rock Pond Road on Old Number Six and Broton Lane. The lot does not fall within a flood plane. The first one is the county of Orangeburg uh South Carolina fair housing resolution. And it says uh we have the county of Orangeberg desires all its citizens be afforded the opportunity to attain a decent, safe and sound living environment. And we have the county of ironburg rejects discrimination on the basis of race, religion, color, sex, national origin, disability and or familial status in the sale, rental or provision of other housing services. The rail the state of South Carolina to enact the fair housing law in 1989 in April is recognized nationally as fair housing month. Now therefore it be resolved that county does hereby designate April 26 as fair housing month. Be it further resolved this 20th day of April that a copy of this resolution shall be spread across the permanent written records of Ryan County right seen chair county and county port to county. The next one is a resolution uh also in the state of South Carolina

This resolution is a resolution recognizing Black Maternal Health Week by supporting community-led maternal health inequity efforts in partnership with Family Health Solutions. and read the following. Ray's Black Maternal Health Week is observed annually from April 11th to the 17th to raise awareness, encourage actions, and support efforts to improve maternal health outcomes for black women and birthing people. rails. The 2026 Black Maternal Health Week theme rooted in justice and joy highlights the importance of advanced maternal health equity through approaches grounded in dignity, healing, and community well-being. Well, these disparities are influenced by structural factors that impact access to care, quality of care receive and overall maternal health outcomes and I'm scoring the needs for sustainable sustain equity focused actions. RA community based organization play a vital role in supporting maternal and infant health through culturally responsive services, education, adequacy and trusted
community engagement. And we are strengthening partnerships between local governments, health care systems, and community-based organization is essentially improving material health outcomes and advancing health equity. We have family health solution is a local community organization dedicated to supporting families and improving material maternal and infant health outcomes through accessible services and community centered cares. And now therefore, be it resolved that the county of Orangeburg hereby county council hereby recognize black uh maternal health week uh 2026 and acknowledge the importance of raising awareness about maternal health disparities affecting black women and birthing people. affirm its commitment to improving maternal health outcomes and addressing disparities through collaborative equity focused strategies. And three, commence family health solution for its ongoing work to support families and improve maternal health maternal and infant health with even the community. and four, encourage continued collaboration among local agencies, healthc care providers, and community based organizations to strengthen maternal health services and outcomes. Five, supports efforts to increase awareness and engagement during black maternal health week and throughout the year to promote paternal paternal health equity. Months ago, I mentioned something about a regional housing authority coming to Orangeburg County. A lot of houses are being built in Orangeburg County. You can see right around you see how a house going up a house is going up everywhere. I have gone into some of those offices and got a print out of what some of those houses that have already been built up. 250,000 $230,000 up. That's not lowincome housing. The county wants low income housing, but what are we doing to bring low income houses to this area? That's my question.
And you asking to us? I'm asking the county as a whole. us and everybody else. We have to have to uh have the um we have to have a sit down on that among ourselves and the administration. We have a a a treat retreat coming up. We can discuss it further. Right. But I just wanted to bring it up because it's not first time it's been brought up by me.
All right. Well, we hope we can have some there's enough problem to go around somebody else. We got a lot of people moving into out of town and houses that are being um directed off people who bombings from out of town. And my thing is a lot of folks, God bless them. They have made a good dollar from the jobs from out of state and retired here in Arbury County. uh it's a small feat for them because they have made money retired solely represent where they came from buy a house and have money to not say nothing negative about people had made a good living where there was that concern about the citizen a county
you okay I got the mic this time good evening recently the one of um our seniors in this community was flimflanged and I invited the sheriff's department to come and talk to the group and they gave me a letter and I plan to read just part of it. It says to the Orangeburg County Sheriff's Department from the Smoothsteppers of Edisto Drive Soul Line Dance Group. The Smoothsteppers of the Edison Drive Lion dance group were truly blessed to welcome Chief Deputy Shandra McFersonson Gibbs, Chief of Staff Shane McLendon, guest service desk representative James Green, and Community Response Captain Trevor Green to our class. Their presence meant so much to us, and the time they shared with us was meaningful, and the impact was great. The biggest lesson that we walked away with this was to stay calm, take your time, and think before you respond. And if anybody should tell you go to the bank and don't call anybody, think. We are deeply thankful for their kindness, their dedication, and their commitment to keeping our community safe. The pamphlets, resources, and contact numbers they provided were helpful, but it was the compassion and genuine concern that truly made a lasting impression on our hearts. From all of us at the Smooth Steppers of Edis Drive, thank you all for caring for us, for looking out for us, and for taking time to pour into our community. Yes, sir. Mr. Chairman, uh just wanted to say thank you also to the um to the telecommunicators and animal control. You guys mean a lot to the county. Um, and I'm proud of what you do. I'm glad for what you do, but they are definitely thankless jobs and I can think about the countless times you you have to do what you have to do. Uh, for the telecommunicators with eight screens and a thousand buttons and 50 phones and a wreck on Instate 26 causing everything to light up. I appreciate every time you answer those with calmness and grace. Animal control, I can't say enough because of the pit bulls coming after me. I'm calling y'all. And I appreciate you because at the end of the day, um, those things are are one of those things and and you know, I appreciate all they do to work with animals because it's it's both sides of the story. Now, not all animals are bad. Um, a lot of times they get abused by people and that's the part that you don't see and and what they have to do uh to basically keep those animals at bay and keep them and put them in a proper situation. So, I thank you because it's a lot of emotional um things that happen in both jobs when you hear somebody at the worst day with telecommunication and and with animal control with the animals that having their worst day. So, it's a lot of emotional things that you have to deal with. And I also want to thank uh everybody that was involved in all of the um things that they do on both sides for the events that they held this week to celebrate them and let them know um what they have to do as far as that's concerned. So, we appreciate that and uh also appreciate the um uh the family health solutions for coming back. We were supposed to do that resolution last week and they came back for it this week and we appreciate you for that and thank you.
