Good evening and welcome to the Canal Winchester City Council work session for May 6, March 16th. Um, roll call, please. Miss A, present. Mr. Bennett, here. Mr. Statweiler, here. Mr. Mr. McGofflin here. Mr. Moore here. Mr. Payne here. Mr. Shay present. Also in attendance we have Andrew Moore, construction director Bill Sims, finance director Mana Jackson, city administrator Matt Peoples, Mayor Joeer, law director Jesse Champ, and development director Lucas Hair. Um we'll move straight on to reports for city council or city staff. Mr. Sims.

Thank you, Mr. more works continuing at the uh water reclamation uh headworks project. Uh we're continuing to form uh walls, foundation walls. We have uh two pores scheduled for next week on that. Um so work is moving along. Starting to have a structure now in the ground. So uh it's starting to feel like we're actually building up something now. So, um, Winchester Boulevard project, the, uh, electrical contractor will be returning to the project this week, uh, so they can finish up some foundations and then continue with the electrical work. Um, and then we're anticipating the, uh, landscaping contractor, uh, following him in about two weeks so we can start, uh, we have a few more plantings that need to go in and some, uh, brick pavers in the median that need to go down. So works uh works ramping back up for that project. Uh ultimately with the new surface pavement going down probably more in the the mid to late May so that we have uh you know the proper overnight temperatures for paving. Uh see Greengate Boulevard there's no new action there. Um we really are just keeping the road closed at this point uh until it's necessary for use. There's a traffic signal that will be installed by Kroger at the intersection. So, it'll be nice to have that so you don't have to try to make lefthand turns out of there. Uh, East Waterlue Street project uh will also be resuming, but later this month, contractors scheduled to return on uh March 30th uh to begin their restoration work. Um, so we obviously have the repairs that need to be done uh with the pavement. Um, but we are also as part of

that going to be revamping the uh handicap uh crosswalk uh at Trine Street. Uh putting in a couple curve bumpouts there to shorten that crosswalk a little bit uh with a new crosswalk. Um so the intention is to hopefully have everything done on that project and be complete by the end of April. Uh McGill phase 2B. Um We've been pretty heavy into the uh submittal review process uh with probably a little more than 50% of the reviews completed at this point. Um the contractor Tucson Incorporated is anticipating uh performing tree removals um next week. Um we have to have any trees that we're going to cut down done before the end of March. Um so we don't affect the

Indiana bats. So, um, this point we'll be out there this week getting everything marked. Uh, I'm anticipating the removals the following week and they're expecting to start on-site work in early April on that project. Uh, we'll keep our fingers crossed on the weather, but um, there's utility work that could begin, so we'll be seeing some action out there. uh and the 26 street program um contracts are exe are executed and you know at this point we would not expect to see work on that project till mid to late April typically starts with the concrete work so program or repair program typically then we'll move into pavement patching and typically paving doesn't occur until sometime in June. Uh on the private side Culver's uh project is continuing. Um they did get their uh water man uh tested. Uh the sanitary sewers tested. So the utilities are done. Um also at the OP Cheney Mill, uh the contractor was working last week on trying to get sidewalks installed. They have all but a couple pieces of that done. Um, and we're hoping to get the asphalt pavement patched on, uh, West Oak, uh, maybe later this week when the weather's a little bit better, so get those plates off the road. Uh, Kroger's continuing. There's a lot of work yet to be done out there. Um, but the underground utilities are in at this point. So, uh, it's all pretty much just site work from this point forward, private site work, and there are no, uh, significant, um, rightway utility pro projects going on right now. Um, really about the only thing you might see is on Gender Road, uh, south of Grocport Road down by the,

uh, the bridge over the river. They are doing some, uh, conduit installation for South Central Power. Um but um really other than that it's just gas services. Any questions?

Mr. Sims, how do how should somebody go about reporting potholes and it do they need to be a particular diameter before you will entertain repairing them? Um well the any pothole is worth mentioning um for sure and um they can either make a call to the city um certainly the street manager would be probably the appropriate person but really any call to the city will get you to where you need to be on that even if it's just to our general number. Uh also on the website all the various emails are listed um for the street department folks. Um but yeah, any any any input on potholes is is good. This time of year obviously it's kind of when they they show their head and um you know you know we don't necessarily get on every street every day. So yeah, it'd be easy to miss something that was in a you know more of a residential area.

Thank you. Mr. Shay had a resident ask me this weekend and can you refresh my memory? Are we putting a dog park in 2B? Uh, so the proposed dog park in the McGill plan was is not part of 2B. Um, it's actually a north of the river. Um, okay.

So, yeah. So, 2B was just has a baseball field, some multi-purpose athletic fields, shelter building, playground, uh, some family kind of sport area. Um that's kind of the primary uses and walking path. But yeah, the dog the dog part is not part of that. Is it going to come in the future?

Well, we have it on our plan for the future. Um you know, we had it designated in the area just north of the creek um along like Winchester Road. So be closer to town than like parallel to the road that is just abysmal out there. Yes, correct. Okay. Um so, you know, we had that as identified as a location. Um I will say that that is flood way most of it. Okay.

Which, you know, would really kind of hampers what we can do, you know, from a permanent situation down there. Things like fences, benches, you know, uh wouldn't perform well in in the flooding condition. Um I don't if you ever kind of notice that during the floods when you go over that bridge it it does it comes way out there's a lot of flow so you know we have to evaluate you know depending on the level of what we want to do to and to to develop it is that appropriate place you know can we do the things we want to do you know to provide a good park so um but I'm sure we have other locations that would be suitable to so

Thank you, Mr. Moore. I'll talk about this resolution in the next resolution as one. Um, the council created a housing council with the creation of our community reinvestment areas. Um, a housing council meets annually each year to review all properties that are receiving the benefit of a real estate tax exemption. Um, council appoints two members to serve on that housing council. The mayor has two members that he appoints. There's one from planning and zoning commission and there's two more that are appointed by the remaining members of the housing council. And so the two seats that are appointed by council um are their terms have expired. Mrs. Ach and uh Mr. Buskerk were serving in those roles. Um so we solicited council for feedback on who to appoint and the recommendation was to appoint uh Mr. Bennett and Mr. Ker to serve a three-year term on that committee. So be happy to answer any questions you have about that. The upcoming meeting for the housing council is scheduled um for March 26th. Any questions? Oh, yes. We interviewed two people for that. Um and this is Excuse me. Sorry. We interviewed uh two folks for this and we have two good candidates. We in informed them both that we'll have an opening coming at the end of this year. So if you don't get in this one um since you got an interview, you've got a good chance of getting in at the end of the year. Uh we went ahead and picked one of those candidates, uh Carol Degrasso, after um interviewing them both. And um we think she's going to work out really good. She's had she's come before landmarks before for her own home. She's been involved in a lot of things in Canal Winchester as well as her husband uh back when we were a village and um good members of the community. So, I think she's going to work good and hopefully you guys will approve of her. Thank you.

A resolution creating three tax increment financing districts within the city of Canal Winchester, declaring the improvements to the parcels within the tip districts to be a public purpose, declaring such improvements to be exempt from real property taxation, requiring the owners thereof to make service payments in lie of taxes, designating the public infrastructure improvements to be made that will directly benefit or serve the parcels in the three TIF districts, and establishing a public improvement tax increment equivalent fund for the deposit of service payments. Thank you, Mr. Hair.

Thank you, Mr. Moore. Um, this is the culmination of many times we've discussed this project. Uh, but this would create uh three separate tiff districts associated with the Miller Farms development. Um, this would be a 30-year um tiff where 100% of the property taxes. It basically exempts the property taxes, but then there are service payments required. So, the owners within this would pay the same amount they would pay in real estate taxes. It's just restructured as a service payment. Um, and then that those funds are then allocated to the different taxing entities that would receive funds and then to the TIF um the TIF fund that the city would hold which is in a separate account. Um, this is a non-school tiff. So, the school districts would be made whole. In this case, the the Canal Winchester School District and the the Eastland Fairfield uh career center would be made whole. Um and so they would receive all the funds that they would have received but for this exemption being in place. Um this also establishes the infrastructure that would be eligible for the tiff reimbursement. Um so this is the infrastructure that's associated with the Lopoulos road improvements. Uh so the widenings that are taking place there, Oregon Road and Hayes Road. Um so the maximum amount improvements there that would be eligible for reimbursement is capped at $6,500,000. Um and then we would be reimbursing that with interest to the developer. Um there would also be some utility infrastructure included in that um to serve off-site areas. And so there's infrastructure being brought to the development from off-site, but this would be extensions to property lines, things like that that would serve other parcels in the surrounding area in the future. Um, this one is a little different from tiffs we've done in the past because this is an incentive district tiff. It allows um single family properties to be

included in it. um with that incentive district if there are some requirements to um make payments to the county for portions of property that or portions of the taxes that would be exempt and would be taken by the tiff and so in the 11th year um we would need to make payments uh to the county uh which is up to 50% of what they've foregone in taxes with the exemption. So um a little different than what we've done in the past. Uh so we did file the notice with the county. Uh the county did object to the tiff and so statutoily we're required to to reimburse them for a portion of that which we will do and that's designated in this document. And then there are also some protected levies that um would go to the township fire department um that are protected from being part of this. So they would be made whole on those levies as well. Great. Um, so be happy to answer any other questions you have regarding the establishment of this tip.

I have a question, Mr. Hair. Yes. Um, you mentioned off-site projects. Can you describe those a little bit more and like where that location would be?

Um, so as part of the project, we we're going to require the developer to extend utilities to the boundary lines of the property. So, uh, for example, it'd be required to have a utility stub extend to Oregon Road, um, to serve property on the what would be the east side of Oregon Road in the future. Um, and the same with Hayes Road. We would require them to extend utilities down Hayes Road to serve future extensions. Um, we're also requiring utilities to run instead of cutting from Lifeopous Road across to Haze Road, we're requiring them to extend down Lopoulos Road to serve the residential parcels along Lithopouloolis Road.

And so they would be able to have, you know, curb boxes installed and connect to water lines in the future. Um, we have had some issues with parcels in that area uh that have um some well issues as well as septic issues there. So, it'd be good to get an opportunity for them to have service as well. Are those the Do we know for certain?

I know the most recent levy, the 2015 levy is a protected levy. Okay. U because they issued debt against the the buildings there. Um but I have a list I can get you of all the protected levies. Mr. Moore, try to turn everything on here real quickly. Uh so I'm going to go the going over the final development plan application for the new Violet Township Fire Station uh to be located off QC road. Um up on the screen is a zoning map. The parcel highlighted in teal is the proposed uh subject property which is approximately 5.8 acres located on the south side of Buy Road. This property is owned by Violet Township and is adjacent to Buy Road Park, which is also owned by the township. Uh, properties to the west are multifamily apartment homes in the city owned by Redwood. Uh, to the north are large residential homes located in the township. Uh, the applicant is requesting approval for a new 11,411 square foot fire station for Violet Township. on the subject piece. Just quickly going over the plans here, existing conditions, um show the existing park, the existing trail network, the trees that are within that that zone. The property boundaries is the northern box carved out of the parkland here that's also owned by the township. Uh the um I want to leave it on this screen for a minute. Just has a lot of information. Um the fire department is looking to build the new substation uh located along BC road. The BC road and this screen is to your right Greengate Boulevard which was just constructed to your left. Um when looking at the site plan, they have the building um pushed towards Buucy Road. They're going to have a primary ingress and egress on the west side of the site. Um, on the east side of the site, uh,

facing Buy is, uh, an exit only for emergency vehicles, emergency traffic, and then they're going to have a long private drive that's going to connect the front of this site to the Boulevard in the back. Uh, the red lines I have on the screen correlate with a red bounding box. They're going to have a remote controlled access gate uh, to control traffic on that drive. So basically you don't have people cutting through their site to get from Greenate Boulevard to BC road. Uh the um fire department indicated that this connector road to the south is is really necessary due to the intersection of Hill Road and BC road with that obscure angle where the road tease in. You have the house that's really close uh to Hill Road there. So emergency traffic that will be leaving eastward out of the site will actually head south and go through Greengate Cove to get to Hill to head north or south depending which direction that you take. Um the uh application also shows they're going to be extending sanitary sewer from in front of Redwood with the green line and then the water line in blue. They're going to be extending from Greengate Boulevard to BC Road, but that's going to be a public water man. um planning and zoning commission made a condition of approval that this public water man that these drawings should show there's an easement on it basically to note it's going to be a public water line as shown in their submitt but just wasn't super clear. Uh when looking at this plan sheet as well you can see there's existing rows of trees that they're going to be maintaining. Um and I believe there's only one tree they note will be impacted for this project. Zooming into the front of the site, um you can see their primary layout. They have four publicly accessible parking stalls in the front of the site. The remainder are located behind the um the

remote controlled gate. Uh the um access drives are shown here with arrows showing which way is exit only, which way is in and out. That um left side of the building on your screen, as you'll see later, is really the garage bays for the facility. as said they're going to design this this building to where all the cars pull in one direction, exit one direction. Uh looking at the private access drive as it connects to Green Boulevard. Again, you can just see here some closer up details noting the water lines, storm lines, um and just the existing landscape that's out there. Uh landscape plan has been provided for review. Um the applicant is planting um a number of trees on the site that meets our landscape code a total of 23 trees. Um this plan also um shows that they are extending the malt east path along the frontage of BC road to the parcel limits of the fire station. Um they indicated at this time they are not extending that path through BC Park um which is separate parcel but same ownership. Um, when looking at this plan as well, you can see they're putting a public sidewalk connection from that Maltese trail um along the access drive leading to the front of the building. So, there'll be plenty of pedestrian connectivity. Uh, just another sheet here showing the landscaping that's going to be installed along Green Boulevard to help kind of screen this site as it as it matures. This is a quite a distance between these two um locations. Um, this is more about I think just strategic landscape planting. That makes sense for their long-term maintenance. Um, you can disregard the mound that's shown on the screen that was temporary for construction where surveyors just picked it up when they went out to survey the

site. Interior floor plan. This building's really subdivided into two main functions. The left half of the building is kind of their workout room, their base for the equipment, vehicles. Uh the right hand side of the building is their offices and living quarters. Um this building does feature like a tornado shelter in it. Um there is a mezzanine on the second floor for mechanical units. Um so they have this space really programmed out for um their needs. When looking at the exterior of the building, uh the firehouse is at the tallest peak 32 feet tall. Um, it's a mix of CMU block, a concrete quick brick, pre-cast concrete lentils, a board and batten metal siding, and a standing seam metal roof. Um, the applicants um 3D renderings um show that the uh building is earth tone colors. Um, it's really going to be very muted besides the bright red um garage doors and van doors that going to be on the facility itself. Um, a lighting plan was provided. Those are really hard to see on the PowerPoint, so I left that off for you guys, but they're using decorative fixtures meeting the spec heights for the overlay district. Uh, signage has not been submitted at this time. The applicant will have to come back um to planning and zoning commission and back to city council for their signage package um authorization when that gets completed. They just didn't have all the details ready for the submittal for the planning and zoning meeting last week. So, planning and zoning commission is recommending that final development plan 26001 be approved with the following conditions. Uh, the first is that the applicant provides an easement easement on the public water main extension through their site and the second is the applicant submits a signage plan for future review.

Yeah. Uh I don't it's not in your presentation but it really gives you a sense of how that parcel bisects that entire area. And my concern is for the residents that are living adjacent to that now because we're going to run. I understand the concept of the private road to have safe egress for them to come out and be able to not take that hairpin s turn up there, but we're going to subject these residents to lights, sirens. Have we talked to Violet Township Fire Department about mitigating the impact on the residents that are there existing? So the question was brought to the township on why that access drive was necessary mainly because it's a lot of roadway you know why why build a lot of roadway um if you don't have to and the discussion was really all about they didn't feel like they had the um public safety to turn east on Bucy Road to service those residents that direction based on that existing road configuration and so that's why they came up with the private access drive leading to the Oh, no. I understand that. But

that was that was the answer we were provided. Okay. I mean, do we have to do something on this tonight? I mean, I'm not going to say no to a fire station, but I am trying to find that happy median of, you know, hey, I've been I've been living there for four years and now a fire station comes up and now every night I've got sirens and lights outside my window. Right. That is up to the city council to have that discussion. Right. The bio township's own that plan for a fire station in that location for 20 years. understand. I mean, but

Mr. Sh, would you feel better? Like, so I would assume that the private drive is going to have illumination at night, maybe some lamp posts or something. You're talking about installing ballards, but they haven't included those in any of their plans, but it wouldn't be it wouldn't be large lights on the the private drive. Okay. So I I guess I'm just seeing can we ask for an operational commitment from Violet Township Fire Department to try to minimize the impact of the sirens and lights as we're

I think they're probably legally obligated if they're running an emergency situation to run their lights and sirens. So asking them to run on public roads in an emergency situation without lights and sirens probably would not be appropriate. I'm not asking them to do that, but if they're on their private road, once they get on to the other one, I understand they turn them on. It is what it is. Like I said, I'm not going to say no to a fire station. I have a question. Is there a possibility we could ask them to consider any sort of like sound mitigation landscaping like a thick hedge or some sort of wall? So, if you look at the screen uh that I have up right now, just to the the left or or west of their fire station, there's a really thick existing tree buffer.

You can even see it on the area here that separates them and their their closest neighbors

um to the maybe this screen's a little better here. So when you look towards the south towards the Greengate Cove neighborhood, um the grades on this site are a little bit higher. As you get up towards the back of that 5.8 acre parcel, um so where the firehouse is going to sit is likely going to just be from an elevation standpoint a little bit lower than um as you move backwards as as you move south. You can see there's kind of a crown there and that's kind of the bold line that separates the storm flow a little more. So there is a little bit of natural grade break. Um in terms of a um zoning requirement for any kind of you know sound mitigation there there really isn't one. This is a public use which is a permitted use for a residential zone piece of property. Um, so to answer your question, I don't have any tricks up my sleeve to allow that to to require that to happen.

Thank you, Mr. Moore. Uh, as we were finalizing our, uh, process to do the exterior of the Miguel House, um, including siding, roof, gutters, windows, doors, and a reconfiguration of the front porch. Um, Mr. Hair pointed out, it'd be really nice if we could do, uh, electric while we're in there. Uh, the interior needs to be have a renovation as well. Um, while we have all the siding off, makes more sense to do that. Uh that puts us above the um uh purchasing threshold that we have uh and are requesting uh to go through uh requesting council to wave competitive bidding uh and proceed with the project through River Valley Restoration and Abbott Electric.

What did that add to the uh electric is 45,000. It's a whole new panel. It's an old house. Yeah. Um very old house. uh we were going to pay it on the interior plus restoration of all the walls and everything else as well. So this is looking to save us some uh some funds as well that does have some um we have our IT room up here for the site. Uh so that is uh going to stabilize that as well. Perfect. What is the total we're looking at now? Uh 140 for the house and 45 for the um for the electric. So 185 185.

So this was originally on last year's budget for the house to do. Um we had a couple different quotes going back and forth. The the quote the the other quote that we got just for the house uh was higher than the 140. I think it was 165. Thank you, Mr. Moore. Uh, the memo that was attached to this ordinance um details out exactly what the use of all of these funds are. I will very quickly go through that. Um, in the general fund, we're asking for a total of $536,000. The bulk of that is uh related to the purchase of 650 Bowen Road that we spoke about two weeks ago. That would cover two quarterly payments for that lease purchase. Um, the rest of it in the general fund, there's 52,000 in the parks capital outlay that is related to two separate projects. one being the resurfacing of the tennis courts. This is something we're doing in conjunction with the schools. Um it was originally included in the 2025 budget. The schools came back last year, said they weren't going to do the project, then approached us about a week ago and said, "Hey, we need to do this project now." Um so that is why we are asking for those funds. Um and it also has to do with the electrical upgrades that we are doing um in at for the McGill Park House. We did have some money already budgeted since the as Mr. People spoke about our other quote came in at 160. So we had a little wiggle room there. Um but then when the electrical came in as high as it did, we needed some additional to complete the electrical work. So that's um included in the parks money. Uh the $116,000 in the transfers and advances line item. Um this is related to the Basil Western Road project that we are doing. Again, city council approved um an intergovernmental agreement with Fairfield County and the TID. Um this is our portion of debt that will be due later this year. That debt was issued by the county, not by us, but um we do have a portion of that that we agreed to pay. That money is going to be transferred from the general fund to the debt service fund and then paid out of the

debt service fund. So you will see that money technically appropriated in two different funds. that is how I am required to account for it. Um in the bed tax fund we're asking for $20,000. This is related to the marketing consultant um that we have spoken about. This was the result of the community partner study that was completed. Um and then in the water fund and the canal point uh industrial public water system fund. These are grant funds that we were actually awarded last year. We did not spend all of it as we anticipated in 2025. So, we are just asking to reappropriate the remainder of those grant funds. These are reimbursement grants. So, we have to spend the money and then we will um get the money back after we fulfill all of our requirements. So, that's 10,000 in the water fund and 20,000 in the Canal Point water fund. And then finally, in the sewer fund, um we're asking for $15,000 related to a toxicity study um that we are currently doing. We have been doing this for many years. Um it there was money included in the 2026 budget for it, but the estimate that we got for 26 from the contractor at the beginning of the this year was a little higher than we were anticipating. Um so we are asking for additional funds for that. If you have specific questions about that, I would refer you to Mr. Peoples.

So some of the line of thinking is generators are great uh but if a pump failure happens um then a generator is worthless. So that we kind of have that combination that we're able to um to jockey those around uh when when we have something that's catastrophic that we've had before. um whether it's a lot of extra uh weather along with um or extra rain along with the um uh the power outages which fortunately we did not have this uh this this past weekend. Good evening, council. Good evening, Mr. Mayor and staff. It's nice to be back here in this beautiful spring evening. It's lovely. Love it. Uh just wanted to say uh we're happy to be here. We want to discuss obviously we'll call it a weather incident uh here in Canal and everywhere else on Friday. Um unfortunately, we did lose a house uh here in town on Friday. Um, we will call it kind of a win. We saved the two houses next to it. It was obviously um quite a challenge on Friday with the weather. It's one of those um everybody remembers where they were days on the fire truck. Uh we responded over 60 incidents on Friday. Um the county itself responded over 1,077 with seven working fires in the span of 3 hours right here in the county. So with the weather Friday, it uh created an an incredible challenge for us. Um the good news was our you know our first truck was on scene within three minutes but to to show the true force of mother nature that house the fire was already through the roof of the house uh of the initial house within three minutes. Um so we had 40 mph sustained winds with 60 mph gust during that attack. Um once again we had to just really make sure we got those two houses across well next door. Uh but as our trucks as they described it our initial drivers looked like the apocalypse when they showed up because literally we had fires across the street and mulch beds. We had trees on fire. Um, that's just one of those rare instance where the guys even show up and go, "All right, where do we start?" And, uh, so it's a good time to talk about I talked about the Growthport meeting. This is weather awareness month because March in Ohio is insane. Um, once again, it snowed on my way over here and, you know, it'll be 70° by the end of the week. So, once again, uh, we also ask like, you know, open burning this time of year between 6:00 a.m. and 6:00 p.m. Even though it feels like it's constantly raining in this state, this is actually one of the drier months because of the constant winds. This is the windiest month of the year in the state of Ohio. So that once again, as we saw what happened in Friday, you get a small mulch fire outside of a building and it can turn into a conflaggeration within minutes. So we ask everybody to be aware of that. Uh last Thursday on March 16th, we lost um locally six lives in the air refueling operations. U three of those were from Rick Backcker Air Force Base. Uh in total, we've lost 13 lives in this uh epic epic fury um operation over in the Middle East. Um, so I wanted to just talk about that a little bit tonight. Uh, Governor Dwine has ordered our flags to half mass. So I thought it would be uh a good thing for us to um honor those uh men and women tonight. Canal Winchester has historically had a connection to Rickmbacher Air Force Base and we have many pilots from the past and present um here which uh serve over at the base actually in that refueling uh operation as well. Uh many of them uh are in our local restaurants, our taverns and um live here. I talked to um four of them last night. uh they called me about um the BFW over uh in Lockorn and and um just the grief that's going on over there uh with these these airmen. Uh we also have a past mayor's wife Carolyn Eert who's a liaison to these folks and uh she's quite busy with those families right now. So we'll keep her in our prayers as well as these families. Um the actual plane that went down is a K a KC135 uh Strato tanker refueling plane and there is actually one of those planes over there that is has our name on the side of it, the Spirit of Canal

And the second grant um is through the state representatives. So that uh that project will be close to a million dollars, but um we we are only going for 250 because the state is giving out less money this year. It's better to ask low. They're giving more money out to more people at less amounts. So um I want to let you guys know that we we have applied for those. And um also on the um the our partners um consultant um process that's going on right now as of the 15th of this month uh which was yesterday. Um all the applications were supposed to be in for uh requests for qualifications and we have four applicants that uh put in uh qualifications. So, um, we'll be looking at those in the next couple weeks and hopefully hopefully by the end of next month, we'll be picking a firm for that or a person. And the last thing is the mayor's court. Um even though most of uh the downtown area uh which stayed off uh it was the worst hit. It seems like the uh it was uh didn't come back on till about 3:00 on Saturday. Uh most of the rest of the town that was without power came on about um uh about 11 12:00 on on Friday night. That included the the wastewater treatment plant. Um the generators all worked very well. We had minimal damage. Uh we did have some uh wind damage over at the pool where the the entire uh uh east uh fence came down between the the pool and the u basketball courts. Uh so it was kind of odd that an open fence would blow down like that, but uh as as chief said, we had had uh the wind gust kind of kind of got to us uh ripped the concrete right out of the ground. So uh it was interesting. Uh fortunately we didn't have a whole lot of rain with this uh that uh kind of saved some of the the pumping and flooding around town as well. Thank you, Mrs. Zamik. Um just wanted to quick update on Brew Dog. U there was an announcement today that Tillray Brands has agreed to terms to acquire the US operations of Brew Dog. And so they'll be acquiring the brewery here in Canal Winchester, the hotel, and then uh the tap room operations both here, New Albany, uh Cleveland, and Las Vegas. And so um they'll be fully acquiring those within the next 45 to 60 days. Um I haven't had much communications because Tillray is a publicly traded company and kind of in that quiet period of um getting their deal done. And so um now that's done, we'll follow up. But as I mentioned previously in discussions with Brew Dog, I think there's potentially some opportunity to have increased um activity there on the site, Tillray does own 40 different brands, you know, probably 15 or so of those are breweries. And so a lot of beer brands that you would see in the grocery stores and things, craft beer brands are owned by Del Rey. They're the the fourth largest or fifth largest uh craft beer brewer in the country. So, um, Brewog was the 30th. So, u, now I would imagine that's going to move them up the list.
