County Board - Regular Meeting

I'm calling the meeting of the County Board on September 8th, 2026 to order, if you can take the roll.

Supervisors Kelly, Kapralian, Nielsen, Hopkins, Feranth, Hoffman, and Horath are excused this evening. Supervisor Coleman is attending virtually, and everyone else is in the chambers.

Okay, so item number two is the opening prayer, if we could all stand. Seeing this week is and over 25th anniversary of 911. I want to recognize all the. 1st responders that lost their lives. People on the planes and the people on the ground. And as we remember. 911 let's keep in our prayers. Our current 1st responders, the sheriff's. The police officers firing mass. Amen the pledge. I pledge allegiance to the flag of the United States of America. And to the Republic for which it stands 1 nation under God, indivisible with liberty and justice for all. Item number 4, public comment. Persuade to section 2-71 of the Racine Coding Court of Ordinances, each speaker should be allowed a maximum of 3 minutes. Are there any public comments? Seeing none, we'll move on to item number 5. Reading of the minutes of the previous meeting, which is automatically waived unless resolution by a majority of the members present. Seeing no objections. Item number 6. Resolutions and ordinance is referred to committee.

Item number 7. Introduction resolutions and ordinances for 1st.

Reading and referral resolution number 2026 dash 52 by finance and human resources committee, authorizing a 3 year agreement from October 1st, 2026 through September 30th, 2029 with Lexis nexus a division of relics Inc for a total of 15,780 dollars. Resolution number 2026-53 by Finance and Human Resources Committee authorizing use of opioid settlement funds for strategic planning and technical assistance to strengthen opioid use disorder treatment services and transfer of $80,000 from the opioid settlement fund to the 2026 budget. Resolution number 2026 dash 54 by public works parks and facilities committee, authorizing the commands of county owned land in the village of California parcel number 104, 04, 2207, 109, 000 by permanent easement to Wisconsin electric power company for the Rochester lateral pipeline project. Resolution number 2026 dash 55 by public works parks and facilities committee authorizing the commands. A county owned land in the village of Caledonia person number 1, 0, 4, 0, 4, 2, 2, 0, 3, 0, 0, 9, 0, 0, 1 by permanent easement to Wisconsin electric power company for the Rochester lateral pipeline project.

I remember 8 communications and claims.

Number one, resolution urging the Wisconsin legislature to amend Wisconsin statutes to expand the definition of forfeiture expenses to include drug treatment, diversion, prevention, and law enforcement program costs from Kenosha County.

Item number one is referred to the Government Services Committee.

Number two, resolutions supporting sustainable funding for local public health departments from Crawford and Kenosha counties.

Item number two is referred to the Health and Human Development Committee.

Number 3 is a resolution regarding transportation funding from Sawyer County.

I remember 3 is referred to the public works parks and facilities committee item.

Number 4 is a resolution relating to consumer lending reform and predatory lending protections from Kenosha County.

I remember 4 is referred to financing human resources committee.

Item number five is a summons and a civil action. Item six and seven are claims against the county. And items eight through 40 are notifications from the United States Bankruptcy Court.

Items number five through 40 are referred to Finance and Human Resources Committee and Corporation Council.

Report number 2026 dash 41 by county executive, making a reappointment at the southeastern Wisconsin regional planning commission.

Mr. Chairman, uh, seeing a quorum, uh, present for ed loop committee, I will convene ed loop to take up this matter at this date and time we have before us 2026 dash 41, an appointment from the Racine County executive to the southeastern Wisconsin regional planning commission. Um. That is sewer pack to serve as the 1 of the 3 representatives from Racine County on that commission that term expires on September 15. so this is timely. We have to do this tonight in order to not lapse the representation. The appointee is Thomas Kramer. How do you see it? Mr. Mr. Chairman, go ahead.

Item number 11, second reading of resolutions and ordinances.

We have one item before the board tonight under majority vote. That would be resolution number 2026-49 by Public Works Parks and Facilities Committee authorizing and approving a memorandum of understanding between Racine County Public Works and Waterford Youth Football.

Surprise Rossi Thank you chairman. Um, a little bit of history on this 1. apparently this was an item that went to a previous body of, um. Public works parts and facilities committee and a lot of this had already been done. So we're really just patching over a gap. So it was approved by the previous body and it never made it to the board. So that's what we're doing now is making sure that the board approves and what the scope involves is the Waterford youth. Football, which I believe this is in the. Rochester, but the use of Casey will park for procurement of installation, electrical utilities, just lighting, um, design and construction of a seasonal storage press box structure and an installation of two pads for bleachers, so concrete pads for bleachers. That's about it. I believe this is all already done. So again, this is just patching over something that should have been taken care of in a previous session. Any questions?

Item number 14, informational reports.

Report number 2026 dash 43 by finance and human resources committee submitting claims against budgeted accounts for July 2026 and report number 2026 dash 44 by finance and human resources committee announcing the distribution of sales and use tax revenue for July and August of 2026.

Item number 15, miscellaneous business announcements and oral reports.

Supervisor thank you Mr. Chairman. I'd like to thank, uh, the county executive, the staff, uh, donors and the participants at the, uh, golf outing that was held at, uh, I believe was on the 28th. And it's my understanding that about 50,000 dollars were raised. And I could see that there's a couple supervisors that did participate and those that could and didn't or whatever. Um, uh. can always donate money but nevertheless uh i want to thank all that uh that made this great endeavor and in particular the county executive thank you supervisor wish thank you mr chairman um at the last meeting i had asked um the question about flock uh i understand it's a moat issue but it really isn't new

Uh, are we going to get a report on what the result is going to be the grant money?

There will be there will be upcoming. Report somewhere in the near future on this. I haven't been notified as to what the grant money, how the grant money sits right now. And I know it was last Friday. I think we talked about it with, I talked about it with the Corp Council and the Chief. But they were going to check into it, so...

So, we have any idea when we're going to get.

As soon as as soon as they get an answer.

Well, no, I mean, you and I talked at 3 in the afternoon.

We got right on it this morning. I'm sure, but they didn't get back to us yet.
